Spatiotemporal Evolution and Influencing Factors of Urban-rural Construction Land in Rural Industrialized Areas in China:Case Studies in Changyuan City and Xinxiang County of Henan Province

Since China’s reform and opening up in 1978,the acceleration of industrialization and urbanization in China had led to dramatic changes in the pattern of urban-rural land use.In this paper,we focused on the rural industrialized areas in central China(Xinxiang County and Changyuan City of Henan Province).We used the average nearest neighbor index,spatial statistical analysis,and a structural equation model to analyze the spatiotemporal evolution and influencing factors of urban-rural construction land based on multisource spatial data and survey data.The results showed that:1)from 1975 to 2019,the spatial distribution of urban-rural construction land in rural industrialized areas had evolved from homogeneous distribution to local agglomeration.In terms of comparative analysis of cases,the spatial distribution of urban-rural construction land in Changyuan City had shown a trend from diffusion to agglomeration,and Xinxiang County had overall shown a spatial change from homogenization to agglomeration and then to regional integration development.2)The hot spots with increased urban-rural construction land significantly expanded,and they had a high degree of spatial overlap with industrial development.Among them,Xinxiang County was concentrated in central and marginal areas,and Changyuan was mainly concentrated in central urban areas.3)From the evolution of spatial proximity of urban-rural construction land,rural industrialized areas generally decline,showing the characteristics of internal differentiation in the rate of change.4)Industrial development,social economy,the policy environment,and urban development played a positive role in promoting the expansion of urban-rural construction land in rural industrialized areas.To promote the optimal use of regional land and the integrated development of urban-rural areas,we should combine the advantages of regional endowment,formulate development strategies according to local conditions,and adjust the way that land is used in a timely manner.

Path of Rural Vitalization Based on Coupling Perspective of Township Construction and Resource Environment in Jiangsu Province,China

Recently,the field of rural vitalization has received extensive research attention.However,only few studies have proposed an approach to rural vitalization from the coupling perspective of township construction and the resource environment.Taking Jiangsu Province of China as the study area,we constructed index systems of township construction function types and resource environments.Based on 875 township study units in Jiangsu,we characterized the township construction function type and resource environment and analyzed the dynamic process of their coupling from 2005 to 2017.The results are as follows:1)the townships of planting and breeding types in Jiangsu were mainly distributed in northern and central Jiangsu;the townships of business travel,industry,and integrated types were mainly distributed in southern Jiangsu;and the townships of ecological type were irregularly distributed throughout Jiangsu.2)Resource environment factors and township construction function types in Jiangsu clustered based on their location with some overlap.3)Spatial variability in the degree of coupling level between township construction and the resource environment in Jiangsu was not apparent,and low coupling levels accounted for most of the study units.The sum of the number of medium and high coupling townships in southern,central,and northern Jiangsu was roughly equal,and the coupling level between township construction and the resource environment in southern Jiangsu evolved remained unchanged,whereas that in the central and northern Jiangsu became imbalanced.4)In Jiangsu,township construction was mainly constrained by water resources,and the constraint parameters gradually increase.Large variability in resource environment constraint was observed in northern,central,and southern Jiangsu for different township construction function types.Based on these findings,we proposed the implementation of targeted rural vitalization strategies.

Rural collective construction land use in China: Policy issues and options

Land policy in China has been changed dramatically in the past two decades. Though the reform of rural farm land and the urban construction land has been launched successively, little has been done about the rural construction land by now, which has made a negative impact to the land utilization. This paper fi rst reviews the policy terms about the rural construction land, then gives a brief critique on them under the background of social-economic transformation in China, and discusses the driving forces and implications of institutional changes in the end. We think the further reform on the rural collective construction land is imperative. Firstly, as a production factor, it should be endowed with property attribute, and secondly the use right of rural construction land should be separated from its ownership so that it can be transacted in a competitive market, which will benefi t the building of harmonious society.

Spatial Reconstruction of Rural Settlements in Central China

By analyzing the construction status of the rural settlement in Central China,it points out that spatial patterns of the rural residential areas always have some problems such as small scale,dispersive layout,hollowness of village,and shortage of infrastructure.Base on the idea of urban-rural interaction,industry complementarity and organic function,the rural settlement should be reconstructed in the patterns of harmony with city and town,merging center village,ecological migration,and interior reforms.

LANDSCAPE ECOLOGICAL CONSTRUCTION IN RURAL CHINA:THEORY AND APPLICATION

In landscape with overpopulation, intensive management for economic production, and where even small natural-vegetation patches are scarce, ecological conservation generally must be developed in the course of economic development. Thus “landscape ecological construction” has evolved in China. This approach adds spatial elements and alters landscape pattern to strengthen inter-ecosystem linkages, improve functioning of damaged ecosystems, and increase productivity and stability of the whole landscape. Five examples of managed landscapes in China are presented: dike-pond systems in a river delta; multi-pond system in a rice paddy landscape; field-grass-wood grid system on unstable sand dunes; shelterbelt network in a crop field area; and field-grass-wood mosaic system on highly erodible hilly farmland. These indicate that ecological conditions can be improved along with increased economic production. Altering landscape structure and ecological flows by introducing small landscape elements in distinct spatial patterns is considered a key to the results. This reshaping of the land has focused on changing patch size, regularity of arrangement, biological and hydrological corridors, and networks, the matrix and grain size. It suggests that such changes can increase negative feedbacks and increase stability. Finally, planning and design principles are pinpointed for the landscape ecological construction process.

Remodeling of Rural Public Service Supply Mechanism under the Background of New Village Construction

Under the background of new village construction, the necessity of remodeling the supply mechanism of rural public service is expounded. It is conducive to improving the capability of public service to satisfy farmers' demand; to constructing a rural diversified public service system and improving the supply efficiency of rural public goods; to realizing the equalization of urban-rural public services to coordinate urban-rural development. Problems in the supply of Chinese rural public services are analyzed:the demand of rural public goods is enormous, governmental fiscal expenditure is insufficient; social organization is imperfect and public service capability is weak; urban-rural gap is large and the supply of pubic service is unequal; the system of rural public service is single and the functions are imperfect; the market degree of rural public service is low and the efficiency needs improving. In view of these problems, the strategies for remodeling the supply mechanism of rural public service are put forward, covering intensifying the input intensity of the government, expanding the coverage of public services; vigorously supporting the development of social organization and improving its capability of public goods; breaking through dual system and realizing the equalization of urban-rural public service; perfecting rural diversified public services and perfecting its public service functions; promoting the market progress of rural public services and improving the efficiency of public service.

Rural Tourism, Shanxi Merchants’ Culture and New Rural Construction of Socialism

New rural construction of socialism was an important historical task in the process of economic and social development of China at present and in future period. New rural construction was the important basis of rural tourism development and meanwhile rural tourism development could promote new rural construction. Shanxi Merchant's Culture of Xi Village in Jinzhong City was a kind of excellent rural tourism resource. Strategies for Prioritizing Ecological Construction with Consideration of Agricultural Industry Development in Northern China’s Agro- pastoral Ecotone : A Perspective of Opportunity Cost

In northern China’s agro-pastoral ecotone,there are conflicts between agricultural industry and ecological construction resource competition,and also problems urgently to be solved for economic growth and sustainable ecological improvement.Taking the development concept of"lucid waters and lush mountains being mountains of gold and silver"as the guiding principle of prioritizing ecological and green development,this paper studied the strategies for prioritizing ecological construction with consideration of economic development of agricultural industry from the perspective of opportunity cost.Through the analysis of opportunity cost,externality,and Pareto optimal theory,and using the calculation method of the unit equivalent factor value of terrestrial ecological service function,this paper calculated the ecological service value of forest,grassland,and farmland.It found that the ecological value of forest and grassland per unit area was greater than the ecological value of agricultural industry.This indicates that the opportunity cost of farmland for ecological construction was less than that of agricultural industry.Based on the theoretical and quantitative analysis,it came up with recommendations for establishing a comprehensive system for prioritizing ecological construction with consideration of agricultural industry development and establishing and improving the incentive mechanism of ecological construction.
