Though the reform of rural farm land and the urban construction land has been launched successively, little has been done about the rural construction land by now, which has made a negative impact to the land utilization. This paper fi rst reviews the policy terms about the rural construction land, then gives a brief critique on them under the background of social-economic transformation in China, and discusses the driving forces and implications of institutional changes in the end. We think the further reform on the rural collective construction land is imperative. Firstly, as a production factor, it should be endowed with property attribute, and secondly the use right of rural construction land should be separated from its ownership so that it can be transacted in a competitive market, which will benefi t the building of harmonious society.展开更多
Since China’s reform and opening up in 1978,the acceleration of industrialization and urbanization in China had led to dramatic changes in the pattern of urban-rural land use.In this paper,we focused on the rural ind...Since China’s reform and opening up in 1978,the acceleration of industrialization and urbanization in China had led to dramatic changes in the pattern of urban-rural land use.In this paper,we focused on the rural industrialized areas in central China(Xinxiang County and Changyuan City of Henan Province).We used the average nearest neighbor index,spatial statistical analysis,and a structural equation model to analyze the spatiotemporal evolution and influencing factors of urban-rural construction land based on multisource spatial data and survey data.The results showed that:1)from 1975 to 2019,the spatial distribution of urban-rural construction land in rural industrialized areas had evolved from homogeneous distribution to local agglomeration.In terms of comparative analysis of cases,the spatial distribution of urban-rural construction land in Changyuan City had shown a trend from diffusion to agglomeration,and Xinxiang County had overall shown a spatial change from homogenization to agglomeration and then to regional integration development.2)The hot spots with increased urban-rural construction land significantly expanded,and they had a high degree of spatial overlap with industrial development.Among them,Xinxiang County was concentrated in central and marginal areas,and Changyuan was mainly concentrated in central urban areas.3)From the evolution of spatial proximity of urban-rural construction land,rural industrialized areas generally decline,showing the characteristics of internal differentiation in the rate of change.4)Industrial development,social economy,the policy environment,and urban development played a positive role in promoting the expansion of urban-rural construction land in rural industrialized areas.To promote the optimal use of regional land and the integrated development of urban-rural areas,we should combine the advantages of regional endowment,formulate development strategies according to local conditions,and adjust the way that land is used in a timely manner.展开更多

Thus “landscape ecological construction” has evolved in China. This approach adds spatial elements and alters landscape pattern to strengthen inter-ecosystem linkages, improve functioning of damaged ecosystems, and increase productivity and stability of the whole landscape. Five examples of managed landscapes in China are presented: dike-pond systems in a river delta; multi-pond system in a rice paddy landscape; field-grass-wood grid system on unstable sand dunes; shelterbelt network in a crop field area; and field-grass-wood mosaic system on highly erodible hilly farmland. These indicate that ecological conditions can be improved along with increased economic production. Altering landscape structure and ecological flows by introducing small landscape elements in distinct spatial patterns is considered a key to the results. This reshaping of the land has focused on changing patch size, regularity of arrangement, biological and hydrological corridors, and networks, the matrix and grain size. It suggests that such changes can increase negative feedbacks and increase stability. Finally, planning and design principles are pinpointed for the landscape ecological construction process.展开更多
Recently,the field of rural vitalization has received extensive research attention.However,only few studies have proposed an approach to rural vitalization from the coupling perspective of township construction and th...Recently,the field of rural vitalization has received extensive research attention.However,only few studies have proposed an approach to rural vitalization from the coupling perspective of township construction and the resource environment.Taking Jiangsu Province of China as the study area,we constructed index systems of township construction function types and resource environments.Based on 875 township study units in Jiangsu,we characterized the township construction function type and resource environment and analyzed the dynamic process of their coupling from 2005 to 2017.The results are as follows:1)the townships of planting and breeding types in Jiangsu were mainly distributed in northern and central Jiangsu;the townships of business travel,industry,and integrated types were mainly distributed in southern Jiangsu;and the townships of ecological type were irregularly distributed throughout Jiangsu.2)Resource environment factors and township construction function types in Jiangsu clustered based on their location with some overlap.3)Spatial variability in the degree of coupling level between township construction and the resource environment in Jiangsu was not apparent,and low coupling levels accounted for most of the study units.The sum of the number of medium and high coupling townships in southern,central,and northern Jiangsu was roughly equal,and the coupling level between township construction and the resource environment in southern Jiangsu evolved remained unchanged,whereas that in the central and northern Jiangsu became imbalanced.4)In Jiangsu,township construction was mainly constrained by water resources,and the constraint parameters gradually increase.Large variability in resource environment constraint was observed in northern,central,and southern Jiangsu for different township construction function types.Based on these findings,we proposed the implementation of targeted rural vitalization strategies.展开更多

Problems in the supply of Chinese rural public services are analyzed:the demand of rural public goods is enormous, governmental fiscal expenditure is insufficient; social organization is imperfect and public service capability is weak; urban-rural gap is large and the supply of pubic service is unequal; the system of rural public service is single and the functions are imperfect; the market degree of rural public service is low and the efficiency needs improving. 文摘On the basis of defining related concepts concerning human resources in rural public service departments,this paper analyses the overall status quo of human resources in China's rural public service departments and points out the problems existing in human resources in China's rural public service departments during new countryside construction as follows:first,the constitution structure is not rational;second,the cultural quality of staff is universally low,and the business capacity remains to be promoted;third,the improvement of human resources development environment lags behind,and the supporting reform is short.In the context of new countryside construction,the opportunities faced by the human resources in China's rural public service departments are as follows:China has elevated strengthening new countryside construction and rural talents construction as important state development strategy;the ideas of service-oriented government and learning-oriented government are put forward;civil servant system is overhauled.Therefore,I advance the development strategy of human resources in China's rural public service departments as follows:implement elastic personnel system reform in public service departments(including civil servant positions in department),to form the public service personnel system of "able one comes in,mediocre one moves over and shiftless one steps down";audaciously promote young and middle-aged grass-roots cadres with strong business ability,high political quality,acute judgement and decision-making ability;build learning-oriented grass-roots public service organization,to make the staff in rural pubic service departments study assiduously and progress;broaden horizon,and build the human resources development system geared to international standards;in developed regions,the human resources in grass-roots public service departments should introduce enterprise competition model.
