Study on the Construction Path of Characteristic Small Cities and Towns from the Perspective of Supply-side Reform——Taking Zushan Town as an Example

Characteristic small cities and towns are the new vehicle for advancing new urbanization construction and supply-side reform.Zushan characteristic towns focus on tourism vacation,ecological livability,integration of production and cities,cultural heritage,poverty alleviation and other functions,and focus on building a new type of"product,city,and people"trinity,is a new benchmark for industrial transformation and upgrading.This article uses field surveys,interviews,and other methods to investigate the status quo of the construction of small towns with Zushan characteristics.Based on this,SWOT analysis of small towns is carried out,and the disadvantages and threats to its development are determined from the nature of towns and cities,infrastructure construction,and townships.Five suggestions were made for the construction of capital,the cultivation of special industries,and the detennination of the main body of urban construction.

Discussion on the Problems and Developing Trend of Construction of Sewage Treatment Plants in Small Towns

Existing problems of sewage treatment plants in small towns were summarized firstly,and then the developing trend of construction of sewage treatment plants in small towns was discussed from the aspects of project decision,site selection,design,processing technology and construction financing models. Finally,outlooks for its future development were proposed to provide reference for the construction of sewage treatment plants in small towns in future.

Problems in the Development of Small Cities and Towns in West China and Countermeasures: A Case Study of Luzhou City, Sichuan Province

New urbanization targets at coordinated urban-rural development, and construction of ecological and livable environment, it is the foundation for breaking urban-rural dual structure of China and promoting the agricultural modernization. Small cities and towns as carriers of new urbanization have already become important paths of realizing new urbanization and solving problems concerning 300 million peasants in China. Considering the requirements of new urbanization, this paper took Luzhou City in Sichuan Province for example to explore development path suitable for small cities and towns in west China and gave pertinent suggestions.

Planning of Small Cities and Towns in Northwest China Based on New Urbanization Concepts

Construction and development of small cities and towns is signifi cant for promoting economic and social development,and solving issues concerning "agriculture,rural areas and peasants". In view of the rapid development of small cities and towns,confl icts and problems in the planning and construction of the small cities and towns in northwest China have emerged and brought negative infl uence on their healthy and sustainable development. On the basis of analyzing scientifi c connotations and construction needs of new urbanization,development of northwest China,and reviews on planning of small cities and towns in this region,planning paths against the background of new urbanization were explored.

Discussion on the Problems and Path of Characteristic Town Construction in Underdeveloped, Resource-Based Cities: A Case Study of Ganzhou City

Characteristic towns as a characteristic industry are one of the important measures of China's new urbanization strategy. The construction of characteristic towns in different regions needs to pay attention to regional differentiation. At present, the research on characteristic towns focuses on the developed the developed central and eastern regions. There are still few studies on characteristics towns in underdeveloped areas. Starting from the analysis of the concept of the characteristic town, this paper sorted out the general situation of the construction of characteristic towns in China based on the existing research literature, selected Ganzhou City for research, pointed out there were "two restrictions and two singles" in the construction of characteristic towns in Ganzhou City, and clarified that the characteristic towns of Ganzhou City should adhere to the construction path of "two characteristics and two integrations", with a view to providing a useful reference for in Ganzhou City the construction of characteristic towns, industrial transformation and upgrading, and poverty alleviation in such underdeveloped, resource-based cities.

Comprehensive Reform and Construction of Small Towns:A Case Study of Ningde City

Taking Ningde City as an example,this paper analyzed current situations of construction and comprehensive reform of small towns.It further discussed existing problems and causes in the construction and comprehensive reform of small towns.Finally,it came up with pertinent recommendations,in the hope of providing some valuable references for construction and comprehensive reform of small towns in Ningde City.

The Construction Strategy of Small Towns Based on Ecological Concept

Based on the perspective of ecological concept,this study first interpreted the background of ecological civilization construction,and combed the relationship between ecological concept and small town planning.Second,it expounded the ecological problems of natural resources,economic development,landscape system,social humanities and other aspects in the construction of contemporary small towns.According to the study,the construction of small towns based on the ecological concept should establish the concept of "ecology first",practice "multiple compliance",coordinate the relationship with other planning,make reasonable planning and design in the aspects of town scale,functional orientation,structural form,road traffic,landscape style and features,humanistic characteristics,and strengthen the implementation,supervision and management of planning.Finally,summary and outlook was made,hoping that the study will be of reference value and guidance to the planning and construction of small towns.

Full scale application of combined SBF-AS process for municipal wastewater treatment in small towns and cities in China

The combined submerged biofilm （SBF）-activated sludge （AS） process for treatment of municipal wastewater in a small city in China is described in this paper. The process exhibited high removal efficiencies for carbonaceous substances, nitrogen and phosphorus which mainly took place in the combined SBF-AS bioreactor. The SBF-AS bioreactor was divided into pre-anoxic, anaerobic, anoxic and aerobic zones from inlet to outlet, in which fixed biofilm carriers were packed. Excellent performance had been obtained under normal operating conditions in more than one year of operation in Dong’e municipal WWTP, Shandong province, with mean removal efficiencies of BOD5 934%, COD 88%, SS 92%, NH+4-N 821%, TP 75% and TN 667%, and quite high effluent quality such as BOD5 6 to 10 mg/L, COD 20 to 40 mg/L, SS 5 to 10 mg/L, TN 10 to 20 mg/L, NH+4-N 4 to 8 mg/L and TP 06 to 10 mg/L. The effluent was reused multi-purposely, such as toilet flushing, green belt watering and artificial lake pounding. Simultaneous nitrification and denitrification took place due to the DO gradient in biofilm in aerobic zone of the SBF-AS bioreactor, which made TN removal efficiency improved remarkably in system. Some activated sludge was returned from final clarifiers to the bioreactor for phosphorus removal. The process had the advantages of low investment and low operational/maintenance （O/M） costs, low sludge yield and was preferably employed in small towns and cities.

Impact of the Small Town Construction on Original Inhabitants in the Three Gorges Reservoir Area——A Case Study in Lishu Village, Changling Town, Chongqing Municipality, China

Based on the five-year long dynamic tracking and investigation of the peasant households of the Lishu village, the influences by small town construction on the economy and employment of the original peasant households are discussed. On the one hand, small town construction plays a positive role in adjustment of the industrial structure of the original peasant households and in the transfer of their employment towards non-agricultural industries. On the other hand the economic growth of the original peasant households is not so well sustainable, and is so fluctuating. Moreover, the unbalance of income distribution of the said households has been furthered, and small town construction has made the existing labor surplus of the original peasant households more serious, particularly the women labor surplus.

Small Town Construction in the 13th Five-Year Plan Period: A Case Study of Shangrao City

The 12 th Five-Year Plan period was unusual five years in the development of China. Under the dual pressure of complex international environment and arduous domestic reform task,China made outstanding achievements in economic development,which lays a solid foundation for building a moderately prosperous society in all respects in the 13 th Five-Year Plan period. The key and difficult points of building a moderately prosperous society in all respects lie in solving issues concerning agriculture,farmers,and rural areas. The 18 th National Congress of the CPC stated that integrated urban and rural development is the fundamental approach for solving issues concerning agriculture,farmers,and rural areas. As a transitional form from rural areas to urban areas,small town play an important role in integrated urban and rural development. In the 13 th Five-Year Plan period,China should take a new road of characteristic urbanization,energetically develop key towns,central towns,and characteristic towns,use points to drive areas,and promote coordinated progress of urbanization construction and new countryside construction. Focusing on the objective of building a moderately prosperous society in all respects and taking Shangrao City as an example,we analyzed construction of small town,in order to provide scientific theoretical reference for urbanization development,plan preparation,and policy formulation of Shangrao City.

Study on Landscape Character Assessment System in Small Cities and Towns

The paper elaborated landscape character assessment system of small cities and towns, defi ned the assessment objects, application range of assessment fruits, specifi c evaluation methods and procedures. Taking Gexianshan Town in Pengzhou City for example, technical means for assessing landscape characters were adopted for the landscape assessment, which provided professional support for the future planning.

Analysis of Local Features and Shaping of Rural Tourism in Kuandian of Liaoning Province

In the process of rural tourism development and planning,local features and related concepts have attracted more and more attention from scholars with the deepening of development. As one form of places,rural areas have extraordinary significance,so the participation of local residents,the integration of traditional culture and the inheritance of local features should be fully taken into account in the development of rural tourism. However,some local governments refuse to focus on local features in the process of rural tourism planning,so the planning and development of rural tourism in many places are similar and can't reflect the unique features of local culture. Therefore,this paper takes Kuandian Manchu Autonomous County in Liaoning Province as an example,which has rich rural tourism resources and unique features,and conducts research on the tourism planning with local features from local perspective.

Construction of Chaihu Selenium Industrial Demonstration Area in Zhongxiang City of Hubei Province

In order to develop selenium industry in Jianghan Basin,Hubei Provincial Party Committee decided to build Chaihu selenium industrial demonstration area in Zhongxiang City.This paper introduced general situation of Chaihu Town,analyzed countermeasures for construction of selenium industrial demonstration area in depth,and finally came up with 12 constructive and pertinent recommendations.

基于GIS技术的山地小城镇雨洪灾害风险评估

在快速城镇化和工业化背景下,城市的自然灾害风险日益暴露,尤其是雨洪灾害问题日益突出。针对巩义市近年来不断发生的洪涝灾害,基于自然灾害风险评估理论,构建以致灾因子危险性、孕灾环境孕险性、承灾体易损性、防灾减灾能力为评价因子的雨洪灾害风险模型,共选取14个指标进行定量分析,运用SCS模型和GIS空间分析功能,最终得出巩义市雨洪灾害综合风险区划图。结果表明:巩义市米河镇、回郭镇、芝田镇、孝义街道等地区致灾因子危险性较大;北部、西部和东部包括河洛镇、孝义街道、回郭镇、芝田镇、米河镇等孕灾环境孕险性较高;西部和中部承灾体易损性较大,包括回郭镇、芝田镇、站街镇等;北部整体防灾减灾能力较强,包括站街镇、紫荆路街道等地区。综合来说,巩义市雨洪灾害总体风险等级较高,高风险区主要分布在中部偏北和西部,呈带状分布。

城市更新视角下经济欠发达小城市棚户区改造模式探索——以唐山市曹妃甸区唐海镇为例

我国城市正逐步从“增量开发”为主转变为“增存并举”的发展模式,城市更新成为国家战略,棚户区改造亦成为城市更新的重要内容之一。近年来,大拆大建的改造模式越发难以为继,特别是对于发展动力不足的小城市,棚户区改造的理念、模式均需转型。在研究分析目前棚户区改造的四种主要模式的基础上,文章以唐山市曹妃甸区唐海镇为例,对经济欠发达小城市棚户区改造的主要困境进行分析,提出建议,希望能为其他类似地区提供借鉴。

乡融合背景下村镇建设用地“扩张-消失”多情景模拟——以洛阳市为例

研究目的:从当前村镇建设用地“既拆又建”现象出发,聚焦城乡融合背景下村镇建设格局演变规律,以洛阳市为例,开展2020-2030年村镇建设用地“扩张—消失”多情景模拟研究,为大城市村镇建设用地差别化管理提供决策依据。研究方法:PLUS模型、形态学空间格局分析、多情景设定。研究结果:(1)区位条件因素在村镇建设用地“扩张—消失”中起基础性作用,距离耕地、高速公路的远近对扩张与消失变化的影响较大,贡献度均超过16%。(2)2020-2030年洛阳市村镇建设用地扩张与消失规模以及格局差异明显。在规模上“扩张”与“消失”面积比例约为2∶1;在格局上“扩张”斑块类型以边缘、支线及孤岛为主,“消失”斑块类型则以核心区和边缘占优。(3)4种情景下研究区村镇建设用地均表现为大规模零碎式扩张与小规模集中式收缩。其中,耕地保护情景中孤岛占比最少(9.93%),空间上连通性和整体性最优,未来应进一步充分考虑耕地保护情景。研究结论:亟需秉持村镇建设用地以优化存量换取增量的理念,均衡协调扩张和消失的规模、形态及其综合效益,针对主要驱动因素实施差别化管理,实施“一村一策”缓解村镇建设用地低效利用困境。

基于水资源的国土空间规划下城镇规模预测

以往城市规划建设用地规模多为无序扩张的粗放式发展模式,单一地考虑人口增长、经济发展等因素,未考虑水资源利用保护;国土空间规划提出了“以水定城、以水定地、以水定人、以水定产”的原则。通过研究人口自然增长和产业带动人口增长规律,建立水资源利用、人口增长和城镇规模预测的辩证关系,计算2025年、2035年区域人口增长规模和水资源可承载人口上限,综合确定城镇规划人口;结合国家人均建设用地指标,计算规划用地总规模,确定城镇开发边界线,以水资源可承载上限和人口发展需求综合确定2025年、2035年城镇合理发展规模,达到“以水定城”的高质量发展目标。以西藏工布江达县城镇发展规模预测为例,对预测方法进行了应用。

特色小城镇视角下建筑立面色彩应用策略研究——以董市镇“擦亮小城镇”项目为例

当前,城镇发展由追求效率的增量型发展向注重品质的存量型发展转变,城镇风貌越来越受到重视。在城镇快速发展过程中,城镇建筑立面色彩应用不当导致城镇色彩秩序混乱,以致城镇色彩特色风貌消退,影响城镇风貌的问题还大量存在,故对影响城镇风貌的建筑立面色彩应用策略的研究显得尤为重要。文章基于特色小城镇视角,分析董市镇主要街道沿街建筑立面的色彩问题,结合董市镇自然和人文特色,以立足城镇整体规划、结合特色产业色彩、汲取文化遗产色彩、响应城镇居民色彩需求为指导原则,开展特色小城镇视角下建筑立面色彩应用策略研究,为提升小城镇的人居环境品质和营建城镇特色风貌提供设计实践指导。

小城镇是新型城镇化发展中的重要组成部分,小城镇街道是市民日常生活的重要载体。街道设计导则是对多要素、多管理模式的街道空间的有效统一路径。通过解读国内外街道设计导则主要内容及设计要素,梳理出适合小城镇街道更新中的设计要点,构建评价模型。文章以枝江市董市镇为研究对象,通过李克特量表法量化设计评价,总结现状问题,从搭建街道反馈机制及营造和谐人居环境方面提出街道更新策略,旨在为改善城镇街道空间品质、实现居民美好生活愿景提供理论借鉴。

小城镇作为实施乡村振兴战略,推动新型城镇化建设,重塑城乡关系,促进城乡融合发展的重要支撑点,存在镇容镇貌差、特色风貌缺失、基础设施建设落后、人居环境不佳的问题。文章以枝江市董市镇“擦亮小城镇”项目为例,秉持“以人为本”的设计理念,通过入户调研和现场勘察的方法,了解居民需求,归纳人居环境存在的问题。基于居民需求导向,提出小城镇特色风貌营造、生态环境提升、基础服务设施完善、政策监管与服务等方面的设计策略,以改善城镇空间品质,满足居民美好的生活愿景。文章旨在为建设居民生态宜居的城镇生活空间提供实践借鉴。
