Medium-term and Long-term Environmental Economic Policies on Thermal Power Industry in China Seen from the New Environment Protection Law

In the newly revised Environmental Protection Law of the People's Republic of China that has been implemented since January 1,2015,there is a lot of emphasis on environmental economic policies. In this paper,according to the current situation of environmental pollution and protection in thermal power industry,it is proposed that based on the new environmental protection law,it is needed to study various environmental economic policies on thermal power industry and analyze the effects on environmental cost of thermal power enterprises at the macro level. At the micro level,it is necessary to control environmental cost of thermal power enterprises effectively,and establish a suitable environmental management system for environmental economic policies including environmental cost accounting and trading of emission rights,thereby improving environmental management level of thermal power enterprises.

The Low-Carbon and Environmental Protection of Textile and Garment in China

It should be transformed from the extensive development in the past to the new normal form of environmentally friendly pattern of “save energy, lower consumption and less pollution” in the Textile and Garment. For the pollution problem in China’s textile and garment industry, the author particularly analyzes the pollution of the textile and garment industry mainly occurred in the process of textile and clothing production and sales in this article. Finally, the author puts forward detail measure to control the pollution from the two aspects and advocates the concept of low-carbon environmental protection and green lifestyle. The low-carbon environmental protection has become a phenomenon in Textile and Apparel.

Dynamic trend analysis on relational effect of environmental protection industry in China

EPI (environmental protection industry) and three industries constitute our national economic structure. By Grey System Theory and correlation effect analytical method for the first time, this paper analyzes the relationship degree between environmental protection industry and the three causes including industries involved in China in both qualitative and quantitative aspects. Both the innate rule and the realistic reasons of the relational degree are further analyzed by utilizing sustainable development theory, circulating economy theory, ecological equilibrium theory, externality theory, industrial structure theory, and ecology priority rules. From all the analysis, this paper reveals the relationship between EPI and three industries. In addition, it offers suggestions to the feasibility of adjusting the industrial structure and developing the environmental protection industry in our country.

Literature review on waste management of online food delivery industry in China

Meituan Waimai,which was officially launched in November 2013,has created a huge market for food delivery in China.After years of development,China’s online food delivery market reached RMB 664.62 billion in 2020.In 2022,Meituan Waimai and Ele.me,two food delivery platforms,have created a duopoly in China’s food delivery industry.Due to the success of the food delivery industry,a significant amount of food delivery packaging waste has caused far-reaching harm.This literature review primarily organizes the research on the impact of online food delivery packaging from the perspective of environmental protection.It uses the criterion layer index of online food delivery waste management ecosystem to analyze the impact of the government,environmental non-governmental organizations(NGOs),garbage recycling processors,consumers,online food delivery platforms,takeaway merchants,and takeaway packaging manufacturers.The review shows that scholars generally believe that takeaway waste management is a complex process involving multiple factors.The implementation of policies at the government level is inadequate,and studies at the environmental NGO level are scant.At the consumer level,more environmental awareness education is required.Online food delivery platforms and takeaway merchants should assume greater corporate social responsibility,and manufacturers of takeaway packaging need prioritize the substitution of environmentally friendly materials.There is a consensus that paper-made and recyclable packaging boxes are more environmentally friendly than degradable packaging,which is not as environmentally friendly as is commonly believed.The academia and the industry have conducted various studies and pilot projects on recyclable packaging.If all levels cooperate well,this will be an effective way to manage takeaway packaging garbage.At last,we propose the following assumptions for future research:Besides environmental hazards,takeaway garbage has caused direct or indirect physical harm to humans and animals.Increasing consumer awareness may increase their propensity to participate in governance.Additionally,existing food delivery platforms may need to improve their corporate social responsibility awareness to provide environmentally conscious consumers with sufficient and effective plastic reduction guidance measures during the ordering process.Moreover,will biodegradable plastic products face the same ironic situation as biofuels?That is,the initial intention of technology development is to improve the environment,but the actual process of production or processing may controversially aggravate the environment.

Dimensions of Enforcement Style--Understanding Enforcement of Pollution Regulations in Petroleum Industry

This study explores how the concept of enforcement style can be adapted to be more analytically useful in the study of environmental regulation,based on case studies of pollution control in the sector of petroleum industry in China. Inspired by earlier western studies on the theme of enforcement style,this article proposes a creative dimension for analyzing enforcement styles. It is suggested that enforcement styles comprise the degree of formalism,the degree of coercion,and the degree of willingness to enforcement. The second contribution is in showing the relationship of different types of enforcement styles to the three dimensions. In addition,we analyze the enforcement styles in the sector of pollution control of petroleum industry based on the refined hypothesize and draw out lessons to be learnt.

Environmental Challenges to Thermal Power Construction

Environmental protection challenges thermal power construction from respects of the reform of investment system, main industrial policies and plant site selection in China. Pollution control of thermal power plants is analyzed from the angles of increasingly stringent laws, regulations and standards as well as approval procedures of thermal power projects. The paper points out emphatically that the plant site selection of a thermal power project must satisfy various requirements of rules and regulations, development programme and environmental functions, etc. Different criteria of dust, SO2, NOx and other pollutants control are enumerated specially.

纵向监管、地方选择性供地与产业结构绿色转型

地方政府的有效执行是中国式分权下提升中央发展战略实施绩效的关键,而中央政府对地方政府治理行为的有效监督则是其中至关重要的环节。本文基于2007—2019年中国微观工业用地供应以及中央环保督察的通报结果数据,采用广义双重差分法实证考察中央环保督察对地方政府选择性供地策略的影响及其机制。研究表明,中央环保督察促使地方政府降低污染密集型工业用地供应,增加清洁型工业用地供应,从而推动地区产业结构的绿色转型。机制分析发现,中央环保督察通过地方领导人职业发展激励机制以及产业转型能力机制对不同特征的城市工业土地供应结构策略产生异质性影响。本文结论对高质量发展背景下的央地互动关系与地方利用土地偏向性供给推动产业结构绿色转型具有政策启示。

地方政府债务、异质性环境规制与绿色技术创新——基于247个城市的面板数据分析

本文基于2011~2021年我国247个地级及以上城市的面板数据,实证检验了地方政府债务对绿色技术创新的影响,并探索了异质性环境规制在其中起到的中介效应。研究发现:(1)地方政府债务对绿色技术创新存在总体的促进作用;(2)从机制来看,地方政府债务通过削弱指导性环境规制、增强处罚性环境规制倒逼企业等主体促进绿色技术创新;(3)产业结构升级以及数字经济水平均对地方政府债务影响绿色技术创新存在正向的调节效应。

我国绿色环保产业“四链”融合发展研究

绿色环保产业兼具带动经济增长和应对环境问题的双重属性,“四链”深度融合是绿色环保产业实现高质量发展的重要支撑,是实现“双碳”目标的重要抓手。本文通过深度分析企业不同发展阶段“四链”融合特征,结合产业发展现状,发现在企业创立初期,资金链是关键,创新链与人才链驱动,逐步形成产业链;在企业成长期,主要靠资金链驱动,人才链与创新链支持,拓展产业链;而对于成熟期的企业,可依据产业链进行战略布局,维持创新链。研究发现,绿色环保产业“四链”融合主要存在创新链与产业链衔接不紧密、资金链对各链的支撑度较弱、人才链与创新链和资金链融合度不够等问题。研究建议,制定低碳创新战略路线图,明确“四链”融合发展路径;提高创新链与产业链适配度;优化资金链,提高与各链融合度;完善人才链,注重人才培育;企业根据自身发展阶段,明确驱动链,保障“四链”有效融合。

四川省天然气产业安全—经济—环保耦合协调度研究——基于能源“不可能三角”视角

天然气产业安全、经济和环保耦合协调发展是推动能源低碳转型的关键抓手。通过引入能源“不可能三角”理论,基于四川省2006—2021年实际数据实证分析天然气产业短期安全稳定、中期经济可行和长期低碳环保水平,深入探讨多维因素间的耦合协调程度。研究结果表明:(1)安全稳定水平较高,这由于资源禀赋优势助力自给水平富足有余,同时省域管网系统发达、运输保障能力强;经济可行水平较低,这由于计划经济模式下的价格机制难以及时体现市场供求关系,西部恶劣自然环境、分散居民分布也将限制市场扩张、降低经济效益;低碳环保水平有待提升,这由于消费比重增大将导致产业自身碳排放同步增加,天然气与新能源融合发展成为必然趋势。(2)安全—经济—环保耦合协调度呈上升趋势,这得益于质量、效率和动力三大变革。安全—环保协调度最优,在政策助推层面能源低碳转型与供应安全伴生共存;安全—经济协调度较高,供应安全为市场扩张提供资源支撑、稳定价格水平,而繁荣市场将激励能源勘探开发和基础设施延伸;经济—环保协调度较低,规模效应下能源消费碳贡献与系统视角下低碳能源消费占比提升对协调度的激励和阻碍作用同时存在、相互抵消。

杭州市皮革产业的发展、挑战和应对策略研究(2019~2022)

在面临国内外市场竞争日益激烈、环保意识提高以及资源短缺压力增大的背景下,杭州市皮革产业面临严峻挑战。采用SWOT分析、数据分析和文献资料研究方法,对2019~2022年杭州市皮革产业的发展状况进行了深入分析,对其主要经济指标、资源禀赋、新产品产值、出口交货值等以及发展走势进行了深入剖析。研究发现,杭州市皮革产业具有资源禀赋高、出口导向显著,新产品产值占比高等优势。然而,疫情期间,产业受到重创,疫情之后,主要经济指标呈现回归向好态势,存在企业生产经营成本持续增加、环保压力大和企业数量减少、亏损面增大等现实问题。针对以上问题,提出了相应的解决方案和发展建议,为杭州市以及类似地区的相关企业和职能部门提供参考和借鉴。
