论义务教育均等化对西部地区教育代际流动性的影响——基于义务教育“两基”计划的实证研究

基于中国家庭追踪调查2020年数据,并使用家族固定效应模型控制先天效应的影响,考察了义务教育“两基”攻坚计划对西部地区教育代际流动性的影响及其机制。研究发现:“两基”计划的实施没有促进西部地区家庭由先天效应和培养效应共同实现的教育代际流动性,但显著提高了由培养效应实现的教育代际流动性。异质性与机制分析发现,“两基”计划对教育代际流动性的作用不存在性别差异,并且与高收入家庭和高学历家庭相比,该计划对提高西部地区中、低收入家庭和低学历家庭由培养效应实现的教育代际流动性的作用更显著;“两基”计划通过减缓家庭社会经济背景对子代教育的影响,从而提高教育代际流动性。在不同教育层级上,“两基”计划对教育代际流动性的改善主要发生在较低的教育层级上,并显著促进了父代受教育水平在高中以下家庭的教育代际向上流动性。

数字经济、营商环境与西部地区制造业服务化

本文基于2001—2020年西部12个省份面板数据,对数字经济、营商环境与西部地区制造业服务化水平之间的影响关系开展实证研究。研究发现,数字经济可以显著促进西部地区制造业服务化升级,并且数字经济能通过“提高政府财政分权程度”促进西部地区制造业服务化升级,异质性结果显示其政府财政分权越高,此中介效应越明显。同时,数字经济还能通过“刺激非国有经济发展”提高西部地区制造业服务化水平,但市场化进程的中介效应未能充分体现;异质性检验表明,与西北地区相比,数字经济对西南地区制造业服务化的促进作用更明显。上述发现为深入理解数字经济与西部地区制造业服务化之间关系,并在此基础上完善西部地区相关数字经济发展政策,促进西部地区经济协调高质量发展提供了新的视角和经验证据。

中国西部教育与区域经济高质量耦合协调发展研究

利用2010—2019年西部地区的面板数据建立耦合协调度模型,对教育和区域经济高质量发展的协调程度进行全面评价。结果显示:西部地区教育指数和区域经济高质量发展指数都保持稳步波动上升趋势,但发展不均衡;西部教育与区域经济高质量发展的耦合协调度保持波动上升趋势,但仍处于偏低协调水平,说明西部教育发展显著滞后于区域经济高质量发展。教育对区域经济高质量发展的贡献偏低、教育投资激励不足、产教融合度低和授权专利成果少是四川等11个省份的共同突出短板。基于此,提出促进西部教育和区域经济协调发展的政策建议。

西部地区金融发展水平测度与经济增长效应研究

文章选取2009年至2019年数据,测算西部地区金融发展水平。西部地区金融发展水平显著落后且差距逐年拉大,呈现出两极分化和低水平集聚态;西部地区金融发展促进经济增长的作用低于中东部地区,但从科技创新和产业结构优化的路径对经济增长的作用高于中东部地区。基于此提出加强金融优先或强化发展,着力促成金融与科技创新和产业结构优化的进一步协同的建议。
