Constructing a standard system of city sustainable development assessment technology based on the SDGs

Given the rapid development of China’s new urbanization,cities with different locations and varying functional positioning,resource endowments,and development stages have insufficient scientific and applicable technical tools for implementing the United Nations Sustainable Development Goals(SDGs).City managers and policymakers must urgently establish SDG benchmarks to diagnose city development.Moreover,successful experiences from similar cities regarding sustainable development and self-improvement must be learned from to promote diversified,sustainable development across the country.Furthermore,emerging technologies such as artificial intelligence,the Internet of Things,big data and 5G are widely used in smart cities.Therefore,there is a growing need for“knowledge-based,personalized and intelligent”technologies to support monitoring,evaluation,and decision-making processes facilitating sustainable development in cities.This paper uses standardization as the theoretical support and technical basis.This approach can help clarify the sustainable development processes in China and clarify the evaluation results of and provide data on horizontal city comparisons,which can be used to develop evaluation technology for sustainable development in cities and construct a standardized system.The results provide a standard framework for intelligent assessment and decision-making regarding cities’sustainable development capabilities in China.Evaluating major international standardization institutions reveals that the practices of Chinese national standards should be fully absorbed and integrated to guide the evaluation of smart,resilient,and low-carbon cities.To this end,an indicator library of city sustainable development is proposed to provide standard evaluation technology methods.Finally,analyzing the response relationship of the indicator library to SDGs reveals the need for a standardized knowledge map of sustainable development assessment techniques and methods from the perspective of integrated management for sustainable development in cities.

Development Status and Countermeasures of Farmers' Professional Cooperatives in Shangqiu City

Farmers' professional cooperatives develop in various forms,and with the continuous improvement of development level,social effects have gradually appear.Based on the specific situation of farmers' professional cooperatives in Shangqiu City,this paper expounded the development status of farmers' professional cooperatives in Shangqiu City,analyzed and discussed various problems encountered in the development process of farmers' professional cooperatives,and put forward some countermeasures and suggestions,such as establishing and perfecting cooperative rules and regulations,financing from multiple channels,introducing technical talents in various ways,breaking the information asymmetry restriction by various means,and giving full play to government functions,aiming to further promote standardized,large-scale,healthy and sustainable development of farmers' professional cooperatives.

Measurement and Strategy Research on the Green Development Level for the New Energy Vehicle Industry in Chongqing City

This article takes 2016-2022 as the inspection period to construct an evaluation index system for the green development level of the new energy vehicle industry.The entropy method and comprehensive index are used to measure the green development level of the new energy vehicle industry in Chongqing,and compared with neighboring provinces such as Yunnan,Guizhou,and Sichuan.Policy recommendations are proposed to promote the development of the new energy vehicle industry in Chongqing City.

Construction of China Osmanthus City and Intellectual Property Right Protection in Xianning City in the Context of Three New Developments

Xianning City of Hubei Province is one of the five major traditional osmanthus producing areas in the world and the hometown of osmanthus in China. Xianning is constructing China Osmanthus City in the whole city. This paper first introduces the main characteristics of the osmanthus industry in Xianning City, and analyzes the characteristics of traditional knowledge, biological genetic resources, new plant varieties, patents, geographical indications, and trademarks. Then, it studies the intellectual property resources of the osmanthus industry, and analyzes the main problems existing in the construction of China Osmanthus City and intellectual property right protection. Finally, it comes up with constructive recommendations including applying for China and Globally Important Agricultural Heritage Systems, developing colored-leaf osmanthus varieties, creating a regional public brand of osmanthus specialty products, and building a new development pattern of osmanthus industry.

Low-Impact Development(LID) of the Water Ecological Environment in Rural Areas: A Case Study of the Wei River Wetland in Fengxi New City of Xixian New Area

The problem of rural water ecological environment is becoming growingly prominent, and its ecological management is of great significance. From sponge cities to sponge villages, it is an effective way to use the low-impact development (LID) technology to solve rural water ecological environment problems. Through the investigation and analysis of the hydrology, soil, runoff, vegetation and other factors in the Wei River wetland of Fengxi New City of Xixian New Area, this study attempts to construct a LID route suitable for managing the rural water ecological environment in the northwest, so as to provide a reference for the construction of green infrastructure and sponge cities of rural areas in the northwest.

Problems in the Development of Small Cities and Towns in West China and Countermeasures: A Case Study of Luzhou City, Sichuan Province

New urbanization targets at coordinated urban-rural development, and construction of ecological and livable environment, it is the foundation for breaking urban-rural dual structure of China and promoting the agricultural modernization. Small cities and towns as carriers of new urbanization have already become important paths of realizing new urbanization and solving problems concerning 300 million peasants in China. Considering the requirements of new urbanization, this paper took Luzhou City in Sichuan Province for example to explore development path suitable for small cities and towns in west China and gave pertinent suggestions.

Dynamic Changes of Land Ecological Carrying Capacity Based on the Ecological Footprint——By the Case Study of Chengdu City

Chengdu City is in the period of rapid urbanization and industrialization, and the disturbance derived from human activities on environment is increasing remarkablely in recent 20 years. The pressure on environment, economy and population is also increasing and land use in Chengdu has changed enormously. As struc- ture and function of land ecological system change obviously, sustainable development of land productivity has been an important goal and strategic task from now on, and it is necessary to systematically research land ecological carrying capacity based on ecological footprint. The ecological footprint of Chengdu City in the past ten years was calculated and analyzed from the spatial and temporal aspects according to statistical data from 1998 to 2008, as per ecological footprint method, ecological carrying capacity and the GIS spatial analysis method, and regression analysis method. The ecological footprint and ecological carrying capacity values from 2009 to 2019 in Chengdu City were predicted through calculation results in the past ten years. The results show that the ecological footprint and ecological deficit of land use from 1998 to 2008 increased in Chengdu City. The ecological deficit of land use within the city center was in high levels in the past ten years, and the ecological footprint kept raising, especially in areas, such as Shuangliu, Chongzhou, Qingyang among 9 city areas, 4 counties and 6 districts in Chengdu City. There is fanlike distribution of ecological deficit of land use. Analysis shows that the social and natural ecological system is uneven distribution, which is not in sustainable de- velopment situation. The results of the study show that the economic, social and natural ecological system in Chengdu City is not sustainable, and the ecological foot- print is uneven distribution. The analysis of the dynamic change of land ecological carrying capacity in Chengdu City is very important for city government in the pro- cess of the vigorous development in new Tianfu Xinqu, and redevelopment in the northern part of this city.

Foxtail millet is drought-resistant and water-saving.It is a typical environmentally friendly crop with high economic and social benefits.In the context of constructing"Two districts of the capital",it is imperative to develop the foxtail millet industry in view of the ecological conditions of Zhangjiakou City.Based on the analysis of the development status of the foxtail millet industry in Zhangjiakou City,this study pointed out the current problems in the development of the foxtail millet industry in Zhangjiakou City,and put forward specific suggestions for the development of the foxtail millet industry in Zhangjiakou City in the future.

Interdependency Between Sustainable Development and Economic Growth （Investment Attraction）： The Role of City＇s Governance, Branding and Monitoring Strategies

Sustainable development is now considered the only option for collective happiness. This paper aims to highlight the interdependent role of city governance, its quality of life and corporate sustainable development process. A place that is good to live in, means that it is good to inhabit, work at, study invest, and visit. Therefore, public policies makers should think about the role of city administration in order to provide a good environment for entrepreneurship and corporate sustainable development. Territories, regions, cities and firms, must know their capabilities and competencies and define a common vision of the future, taking into account the present and the context in which they operate. This paper discusses the implementation of place marketing strategies and adoption, by the city governance, of the best practices of business management such as： balanced score card methodologies, leading to the enhancing of the wellness produced by cities; promoting productivity, innovation and rational use of resources; and developing competences and expertise in order to strength their competitive advantages and achieve the desired sustainable development.

Snapshot Survey of the Presence of Perfluoroalkyl Substances in Products, Articles, and the Environment in Ecuador

The Stockholm Convention on Persistent Organic Pollutants(POPs)is a legally binding instrument for 186 Parties(status:April 2023).Accordingly,among other responsibilities,countries are obliged to report the production,import,or export of the POPs listed in Annexes A,B,or C;provide information to registers;maintain inventories;and monitor the presence of POPs in the environment.In the broader context of international chemicals and waste management,producer responsibilities,harmonized reporting,and compliance with national and international regulations,Ecuador has addressed the newly listed group of perfluorinated alkyl substances(PFAS)in its national implementation plan and sent selected products from its national market for PFAS analysis.The products analyzed came from the initially listed fields of specific exemptions and acceptable purposes,including:fire-fighting foams;photographic aids;greasers/degreasers;various kinds of paper/packaging;textiles;and leather,coatings,cleaners,metal plating,and pesticides.Our results showed that the three PFAS presently listed in the Stockholm Convention could be quantified in only a few samples;additional PFAS,not yet listed in the Convention also had low detection frequencies.Although the number of samples was limited,the samples covered a large spectrum of sample matrices,making it possible to conclude that—once these products become waste and are regulated under the Basel Convention—they would not constitute a disposal problem.Nevertheless,verification of the presence of PFAS in products on the market is expected to pose an analytical challenge for both,developed and developing countries.

Carrying Capacity and Coupling Coordination of Water and Land Resources Systems in Arid and Semi-arid Areas: A Case Study of Yulin City, China

Quantitatively assessing the carrying capacity of water and land resources systems in arid and semi-arid areas is crucial for achieving the 2030 Sustainable Development Goals.In this work,taking Yulin City in China as a case study and employing the Criteria Importance Through Intercriteria Correlation(CRITIC)method,a modified model of coupling degree was developed to evaluate the car-rying capacity of water and land resources systems endowment and utilization,as well as their coupling coordination degree from 2013 to 2020.Our findings indicate that the water and land resources of Yulin are diminishing due to declines in agriculture,higher industrial water use,and wetland shrinkage.However,reallocating domestic water for ecological sustainability and reducing sloping farmland can mitigate this trend of decline.Temporally,as the coupling coordination between water and land resources system endowment in Yulin continuously improved,the coupling coordination between water and land resources system utilization first decreased and then in-creased with 2016 as the turning point.Spatially,the carrying capacity of water and land resources systems,the coupling coordination degree between water and land resources system endowment,and the coupling coordination degree between water and land resources system utilization in Yulin exhibited the same pattern of being higher in the six northern counties than in the six southern counties.Improving the water resources endowment is vital for the highly efficient use of water and land resources.
