Overview of the Third Global Forum

Computer science continues to grow at a rapid pace,raising the issue of how universities can best adapt to this trend.At the third Global Forum on the Development of Computer Science(GFDCS),five heads of departments of computer science from Asia,Europe,and North America came together to exchange ideas under the theme Challenges and Opportunities of Computer Science in the New Era.Through the discussions,a number of new challenges were explored,including how to meet the growing demand for computer science education,how to manage increased teaching loads,how to foster collaboration between computer science and other disciplines,how to raise ethical awareness,and how to support new“transdisciplinary”modes of education and research.At the same time,there was a consensus on the need to strengthen the role of computer science in other departments,the importance of industrial collaboration,and the need for more scalable approaches to teaching.The evolving role of computer science within the context of broader science was also discussed.

A Hybrid Model for Improving Software Cost Estimation in Global Software Development

Accurate software cost estimation in Global Software Development(GSD)remains challenging due to reliance on historical data and expert judgments.Traditional models,such as the Constructive Cost Model(COCOMO II),rely heavily on historical and accurate data.In addition,expert judgment is required to set many input parameters,which can introduce subjectivity and variability in the estimation process.Consequently,there is a need to improve the current GSD models to mitigate reliance on historical data,subjectivity in expert judgment,inadequate consideration of GSD-based cost drivers and limited integration of modern technologies with cost overruns.This study introduces a novel hybrid model that synergizes the COCOMO II with Artificial Neural Networks(ANN)to address these challenges.The proposed hybrid model integrates additional GSD-based cost drivers identified through a systematic literature review and further vetted by industry experts.This article compares the effectiveness of the proposedmodelwith state-of-the-artmachine learning-basedmodels for software cost estimation.Evaluating the NASA 93 dataset by adopting twenty-six GSD-based cost drivers reveals that our hybrid model achieves superior accuracy,outperforming existing state-of-the-artmodels.The findings indicate the potential of combining COCOMO II,ANN,and additional GSD-based cost drivers to transform cost estimation in GSD.

Correlations between the Global Earth Healing and Global Consciousness Projects—Brain-Mind-Matter-Interactions through Physical Noise Generators

Inspired by Roger Nelson’s Global Consciousness Project (GCP), the Global Earth Healing Project (GEHP) uses a network of several hundred physical noise generators to amplify the combined intentions of their users in order to infuse positive affirmations into the global consciousness. As mentioned in the original study design, it was intended to use the GCP as a reference for the effectiveness of its activities. The data of the GEHP consisting of 21 events from 2013 to 2020 is analyzed and statistically compared to the data of the GCP. An astonishing synchronicity was observed, which suggests an interaction between the brain states of the observers and the physical noise generators of the GCP.

The Great Cholesterol Quandary and Global Consciousness Awakening

Ancestors of human species have been living on the planet earth for about six million years while the modern form of humans only evolved about 200,000 years ago. Global consciousness as represented by the planetary electromagnetic fields is in critical need to be feed with awakening merciful information. Documents refuting Ancek Keys dogma and reverting humanity to the truth in their energy source is presented in this review. The harmony we expect is not only physiological but will affect our global planetary environment for the wellbeing of human species in earth.

Global Memory Net and the development of digital image information management system: Experience and practice

Global Memory Net (GMNet) is intended to be an effective gateway to the world cultural, historical, and heritage image collections from selected academic educational and research partners in the world. Much of these unique collections of great value to education and research are not currently accessible due to distance, form, and technical barriers. This project is to find new ways to enable users to access and exploit these significant research collections via global network. As GMNet is ending its first 5-year phase in October 2005, it has contributed substantially to the community building in digital library development by ac- commodating numerous collaborators and technical staff from various parts of the world to spend 3 to 5 months as a full-member of the GMNet team in Boston. They have come from different parts of China—such as Sichuan, Hainan, Shanghai and Xi’an; Croatia; and Hanoi, Vietnam. In addition to contribute to the overall system development and enhancement of system function- alities, they have brought valuable sample image collections of their own institutions/countries, and actually developed prototype collections as a part of GMNet. This paper describes the exciting and productive experience of the first of this visiting research group in developing the GMNet’s Version 2.0 PHP-based system under Prof. Chen’s overall supervision. It also describes both the system’s technical level structure—user/Web-based application/data, and complex functionalities with multi-collection, multi-lingual, multi-modal searching capabilities; system management capabilities; as well as provisions for user uploads and retrieval for our own projects. This Version 2.0 system is built on the Linux/Apache/PHP/MySQL platform. What is described in this paper is an actual case which has formed a base for further new development by others in the research group. Theory of Global Sustainable Development Based on Microalgae in Bio and Industrial Cycles, Management-Changing Decisions in Areas of Climate Change and Waste Management

The paper provides requested management-changing decisions through implementation of conclusions of Global Sustainable Development theory based on including of microalgae in Bio and Industrial Cycles in the area of waste-related management challenges within creating market opportunities for industry through expansion of resource efficiency use across global supply chains and new design and building sustainable development with contemporary manufacturing of value added products. A truly coherent waste management and other production policy (biofuel, biopharmaceuticals, food, feed and perfumery additives) and mitigation of Climate Change are ways to bring these traces closer to cost effective manufacturing, improving of resource efficiency use, well being economy and human health. Offered technological change dramatically increase biomass feedstock resources, reduce waste origin of greenhouse emission (since 13%-17%), organics sent to landfill, pyrolyses, etc. and create a model that all elements along the waste value chain create economic, societal and/or environmental value.

On Sustainable Development and the Adaptation to the Impact of Global Change

In this paper, the relationship between sustainable development and the adaptation to the impacts of global change is discussed. With relevant issues in northwestern and coastal areas of China as examples, it is shown that both the problems of adaptation and sustainable development are of a systematic nature.

Research on the Modern Cultural Industry Development Model under the Background of Economic Globalization

In this paper, we conduct research on the modern cultural industry development model under the background of economic globalization. When we talk about traditional culture, cannot leave to distinguish and judge of value as the peel and transformation of traditional culture, dominated by modern value consciousness undoubtedly, however, long-term since, the consciousness of the value formation of the modern transformation of traditional culture consciously or conscious disturbance. The inheritance and transformation of traditional culture, inevitably contains the value pursuit as this kind of value pursuit, in the modern social group formation and transport, in modern people’s needs and meet the needs of this relationship. Green Economic Development Policy in Vietnam in the Context of Global Climate Change

While sustainable development targets as established in the millennium development goals have not yet been achieved, the “brown economy” model has been destroying the environment and degrading natural resources. Developed countries are transitioning from industrial economy to post-industrial economy and gradually to knowledge-based economy. The global economic models are shifting from “brown economy” to “green economy”. Today, more than ever, greening of development is defined as the approach to achieve sustainable development in the context of climate change. Being a developing country, Vietnam has been severely affected by the increasing impacts of climate change. The National Strategy for Green Growth and the National Strategy for Climate Change with vision towards 2045 which was passed and implemented has proven the determination of Vietnam to achieve sustainable development in the context of climate change by developing a green economy.
