Discussion and Application of Planning EIA Index System in the Industrial Development Region Based on Low Carbon Economy

Aimed at the low carbon economy and the characteristics of planning EIA in the industrial development region,the planning EIA index system which merged with the low carbon economy concept in the industrial development region was established.The construction planning of national eco-industrial park in Hefei High-tech Industrial Development Zone was comprehensively evaluated by using the gray correlation method.The evaluation results of considering and without considering the low carbon index were contrasted and were verified by using the improved entropy method.The results showed that the regional sustainable development index constantly rose,and the planning was reasonable.Moreover,the suggestions were also put forward to tackle the problems.

Development Strategies of Tea Culture Tourism in the Age of Experience Economy

Vulnerability and Sustainable Development Mode of Coal Cities in Northeast China

In this study, by carrying on the spot investigation to the seven coal cities in Northeast China and interview-ing with the local authority and the residents, the authors definite the vulnerability that is closed to exposure, sensitiv-ity and resilience, and set up vulnerability model of coal cities in Northeast China. At the same time, the authors broadly illustrate how the components of natural-social-economic system act in the coal area, so as to probe the ways to reduce vulnerability more effectively, such as preferential national policy and so on. Furthermore, the article studies the relationship between vulnerability and sustainable development. Vulnerability is a spatio-temporal function of sus-tainable development. The regional sustainable development refrains the spiral ascending of vulnerability. And the re-gional vulnerability and sustainable development appear in turn. Then the article analyzes the natural vulnerability, so-cial vulnerability and economic vulnerability of coal cities in Northeast China. At last, combing vulnerability model and situation of coal cities in Northeast China, the authors put forward regional technology innovation mode, multi-dimension structure transformation mode, attracting investment mode and recycling economy mode to reduce vulnerability.

Innovation of China's Circular Agricultural Development in the Perspective of Low Carbon Economy

On the basis of the concept and characteristics of circular economy, this paper analyzes the restraining factors of China's circular agricultural development as follows: issues concerning agriculture, countryside and farmers are outstanding; the problems of agricultural resources and agricultural ecological environment are serious; the quality of agricultural products cannot meet the demand of domestic and international market for food. Based on the internal requirements of low carbon economic development, this paper advances four innovative models concerning China's circular agricultural development as follows: the model of combining planting and breeding of agriculture, the developmental model of leisure and sightseeing, ecological integration model, and the developmental model of reusing agricultural byproducts. Every region should choose or create different circular agricultural model in different domains, in order to better use agricultural resources, reduce the consumption of agricultural energy inputs, reduce the emission of agricultural greenhouse gas, develop low carbon agriculture, and make great contribution for meeting the international challenges and promoting China's agricultural development.

The “Valley Economy” Model of Regional Development: A Case Study of Mountain Areas in Beijing, Northern China

A case study is presented of a regional development model for valley economies in the mountain areas of Beijing, China. The nature and framework of the valley economy model are described and the development of the model, which is specific to the mountain areas of Beijing, is analyzed. Five different valley economy models applied in the Beijing mountain areas are compared. The major purpose of the valley economy model is to develop the regional economy, including the selection of appropriate industries, the allocation of industrial space, the establishment of supply chains and the integration of various industries. Pilot experiments using the valley economy model have been conducted in seven counties(districts) in Beijing: Pinggu, Huairou, Changping, Mentougou, and Fangshan districts, and Yanqing and Miyun counties. Five models for developing the Beijing mountain areas have been explored, including: creative cultural industries, characteristic industry clusters, the promotion of large tourist areas, natural scenic tourism and folk cultural tourism. Each model has its own unique features and potential to help in the regional development of mountain areas.

Thoughts on Development of Green Agriculture and Green Economy——Based on the Survey of Farms in Qinhuangdao

Based on the concept and development process of green agriculture and green economy,the field survey and questionnaire investigation were carried out in Jincheng Specialized Planting Cooperative in Xinji Town,Changli County of Qinhuangdao City. The results show that there are still many problems in the development of green economy and the improvement of green farms in Hebei Province. On this basis,it came up with pertinent measures and recommendations,in the hope of providing theoretical basis and reference for establishment and development of green farms in Hebei Province and most of domestic areas.

The Airport Economy Development of ZAEZ's Innovation on the Regional Development Pattern

Regional economic development can be enhanced through the development of an airport economy that includes: changing the regional elements endowment at the micro scale, coupling with regional industries at the medium scale, and accelerating tax revenues and employment growth at the macro scale. As a representative example of the Chinese airport economy, the Zhengzhou Airport Economic Zone(ZAEZ) has played a significant leading and demonstrating role in the following fields: deepening the system reforms in an all-round way, promoting the "synchronization of five modernizations", building "one carrier and four systems", constructing "Four Henan", advancing the structural reform of supply-side and integrating the resources of the Henan airport. This article concludes: The supply-side structural reform needs to be accelerated and integrated into the international frontiers under "the Belt and Road" initiative. The ZAEA development has promoted the innovation of regional development patterns and showed the tendency toward the "five modernizations" of future regional development. The airport economy has developed rapidly based on the international aviation transportation system, and may change the traditional development patterns of regional centers located in coastal areas, and open a new era of regional development in the inland regions.

THE ROLLING DEVELOPMENT MODEL OF ECOLOGICAL ECONOMY COMBINED WATER CONSERVANCY CONSTRUCTION WITH SCHISTOSOMIASIS CONTROL

Research on the Development of Rural Commodity Economy in the Edo Period

The rural commodity economy in the Edo period developed by leaps and bounds under the influence of institution,policy,technology and other factors. From the mid 17 th century,the specific area of cash crops gradually took shape in Japan and the largescale cultivation of cash crops greatly promoted the development of rural handicrafts,thereby creating the conditions for the initiation of the capitalist relations of production. From the perspective of low-carbon economy,the paper analyzes the factors that influencing the development of low carbon economy.It is showed that the damage of marine ecological environment results in the low ability of oceans in absorbing green gas;environmental pollution leads to lowering capacity of ocean to deal with the wastes;development of related marine industries brings deterioration of marine environment;changes of climate threat the healthy development of marine economy.The paper points out the development routines of marine low carbon economy:accelerating the innovation of energy techniques,exploring marine renewable green energies;planning scientifically and strengthening the protection and repairmen of marine environment;developing marine recycle economy,upgrading resources using efficiency;adjusting marine industrial structures and exploring greatly the marine low carbon industries;guiding industries to chase chances and accelerating the development of low-carbon marine economy.

Green Development for Supporting Sustainability of Northeast China:Performance Quantification,Spatio-temporal Dynamics and Implications

Green development is the cognition of geography to human-nature nexus under the background of the new era.As China is facing various eco-environment problems,green development has become a key approach towards ecological progress,and it is ultimately an explicit means to respond to support sustainable development in China.Quantifying green development performance is essential to track efforts towards sustainability and guide policymakers.However,applying the balanced property of’Economy-Ecology-Society’of green development to its performance assessment is rarely discussed.Here we elaborated the connotation of green development and developed a quantification model with coupling coordination degree to assess green development performance of the largest old industrial base of China,Northeast China.We found that the green development performance has been improved from a score of 0.443 in 2003 to 0.530 in 2019 but the disparities of green development performance were enlarging over time,especially for the cities in Heilongjiang.A positive spatial autocorrelation phenomenon of green development performance was confirmed,and Low-Low clusters in the northeastern Heilongjiang and High-High clusters in the central-eastern Liaoning were discovered.This study suggests the need to track the spatio-temporal dynamics of green development performance to provide references for achieving sustainable development goals in northeast China and other regions.

The Major Challenges and Strategies for the Development of Green Economy in China's Mountain Regions Based on the Theory of Comparative Advantage

Based on the theory of comparative advantage,this paper analyzes the major challenges facing the development of green economy in China's mountain regions. The results show that in the development of green economy,the mountain regions have factor endowment and development conditions with comparative advantage,but they are also facing more challenges. In the future,the mountain regions need to make favorable development measures based on their own comparative advantages from the following four aspects: at the top design level,it is necessary to ensure green development through institutional innovation; at the regional level,it is necessary to lead green development through the differentiation strategy; at the industrial level,it is necessary to support green development through transformation and innovation; at the social level,it is necessary to focus on protecting vulnerable groups and give full play to the role of women to promote sharing of green development achievements.
