Purpose–This study aims to analyze the impact mechanism of typical environments in China’s western mountainous areas on the durability of railway concrete and propose measures to improve durability.Design/methodolog...Purpose–This study aims to analyze the impact mechanism of typical environments in China’s western mountainous areas on the durability of railway concrete and propose measures to improve durability.Design/methodology/approach–With the continuous promotion of infrastructure construction,the focus of China’s railway construction has gradually shifted to the western region.The four typical environments of large temperature differences,strong winds and dryness,high cold and low air pressure unique to the western mountainous areas of China have adverse effects on the durability of typical railway structure concrete(bridges,ballastless tracks and tunnels).This study identified the characteristics of four typical environments in the western mountainous areas of China through on-site research.The impact mechanism of the four typical environments on the durability of concrete in different structural parts of railways has been explored through theoretical analysis and experimental research;Finally,a strategy for improving the durability of railway concrete suitable for the western mountainous areas of China was proposed.Findings–The daily temperature difference in the western mountainous areas of China is more than twice that of the plain region,which will lead to significant temperature deformation and stress in the multi-layered structure of railway ballastless tracks.It will result in cracking.The wind speed in the western plateau region is about 2.5 to 3 times that of the plain region,and the average annual rainfall is only 1/5 of that in the plain region.The drying effect on the surface of casting concrete will significantly accelerate its cracking process,leading to serious durability problems.The environmental temperature in the western mountainous areas of China is generally low,and there are more freeze-thaw cycles,which will increase the risk of freeze-thaw damage to railway concrete.The environmental air pressure in the western plateau region is only 60%of that in the plain region.The moisture inside the concrete is more likely to diffuse into the surrounding environment under the pressure difference,resulting in greater water loss and shrinkage deformation of the concrete in the plateau region.The above four issues will collectively lead to the rapid deterioration of concrete durability in the western plateau region.The corresponding durability improvement suggestions from theoretical research,new technology development and standard system was proposed in this paper.Originality/value–The research can provide the mechanism of durability degradation of railway concrete in the western mountainous areas of China and corresponding improvement strategies.展开更多
The development of agro-industrial complex is important for ensuring national food security and national health.The development of rural areas is subject to the development of agriculture and local infrastructure,as w...The development of agro-industrial complex is important for ensuring national food security and national health.The development of rural areas is subject to the development of agriculture and local infrastructure,as well as the availability of various services.This study selected 15 indicators in 2021 to analyze the employment and development levels in rural areas of 71 regions of the Russian Federation using the analytical grouping method.The results indicated that 20 regions(Group 1)had the highest percentage of rural population(33.10%).The percentage of population engaged in agriculture had the highest value(12.40%)in 31 regions(Group 2).Moreover,20 regions(Group 3)had the highest investments in fixed assets at the expense of municipal budget(11.80 USD/person).Increasing the investments in fixed assets carried out from the budget of the municipality can improve the employment level in rural areas.Then,we used cluster analysis to divide 14 regions of the Volga Federal District in the Russian Federation into 3 clusters.Cluster 1 covered Kirov Region and Republic of Mari El;Cluster 2 included Ulyanovsk Region,Saratov Region,Nizhny Novgorod Region,Perm Territory,Orenburg Region,Chuvash Region,and Republic of Mordovia;and Cluster 3 contained Republic of Tatarstan,Samara Region,Udmurtian Republic,Penza Region,and Republic of Bashkortostan.Results indicated that the 2 regions of Cluster 1 need to increase the availability of resources and natural gas and improve the investment attractiveness of rural areas.The 7 regions of Cluster 2 needed to develop infrastructure,public services,and agricultural production.We found the highest employment level in rural areas,the largest investments in fixed assets at the expense of municipal budget,the largest residential building area per 10,000 persons,and the largest individual residential building area in the 5 regions of Cluster 3.This study makes it possible to draw up a comprehensive regional development program and proves the need for the development of rural areas,which is especially important for the sustainable development of the Russian Federation.展开更多

Generally speaking, tourism development in Gongga mountainous areas are limited by various problems such as lack of overall development plan, system support, brand image, financial support and environmental protection consciousness. In view of the present situation of tourism development in this region, sustainable development measures are proposed on the basis of ecotourism and sustainable development theories, including making ecotourism development plan for Gongga mountainous areas, improving transportation conditions, tourism infrastructures and accommodation facilities, training service and management personnel with professional ecological knowledge; establishing ecotourism product system of Gongga mountainous areas; carrying out ecotourism management, innovating management system, setting up ecological monitoring system, implementing scientific functional division of tourism sites, constructing environment capacity control system and disasters management system of mountainous areas, improving medical and mountainous assistance system. Numerous debris flow mitigation measures havebeen implemented worldwide;however, acomprehensive assessment of the specific disasterreduction effects of these measures and their economic,social and ecological benefits is yet to be performed.The western region of Sichuan Province frequentlysuffers from geohazards such as debris flow, and thegovernment has adopted many mitigation measures.This study assessed the benefits of debris flowmitigation measures and identified the key influencingfactors via a field-based study conducted in 81 villagesin western Sichuan province, China. A framework forthe evaluation of the benefits of rural debris flowmitigation measures was constructed andquantitatively evaluated using a survey. Snowballsampling was performed to recruit 81 village leadersand 468 farmers. The results showed that managementand engineering measures were the main methodsused to mitigate debris flow;ecological measures wereauxiliary. The average satisfaction scores of farmers forthese three types of measures were 4.07, 3.90, and 3.56,respectively (as measured on a five-point Likert scale).In contrast, in terms of the benefits of these mitigationmeasures, only a small proportion of villages (11.11%)obtained a high level of comprehensive benefits fromthe debris flow mitigation measures, while the majority(88.89%) received medium to low-level benefits. Toimprove this situation, we further studied and foundthat the main factors that restricted villages fromachieving high-level comprehensive benefits were theunpredictable nature of debris flows, labour forceoutflow and remoteness. Effective control measures, agood economic environment and strong governmentassistance were reported as crucial factors forimproving these comprehensive benefits. This studyprovides socio-scientific references for decisionmakingon rural debris flow mitigation measures while keeping villages at the centre of economic development.展开更多

The change in land development intensity is an important perspective to reflect the variation in regional social and economic development and spatial differentiation.In this paper,spatial statistical analysis,Ordinary...The change in land development intensity is an important perspective to reflect the variation in regional social and economic development and spatial differentiation.In this paper,spatial statistical analysis,Ordinary Least Squares(OLS),and Geographically weighted regression(GWR)methods are used to systematically analyse the spatial-temporal characteristics and driving forces of land development intensity for 131 spatial units in the western China from 2000 to 2015.The findings of the study are as follows:1)The land development intensity in the western China has been increasing rapidly.From 2000 to 2015,land development intensity increased by 3.4 times on average.2)The hotspot areas have shifted from central Inner Mongolia,northern Shaanxi and the Beibu Gulf of Guangxi to the Guanzhong Plain and the Chengdu-Chongqing urban agglomeration.The areas of cold spots were mainly concentrated in the Qinghai-Tibet Plateau,Yunnan,and Xinjiang.3)Investment intensity and the natural environment have always been the main drivers of land development intensity in the western China.Investment played a powerful role in promoting land development intensity,while the natural and ecological environment distinctly constrained such development.The effect of the economic factors on land development intensity in the western China has changed,which is reflected in the driving factor of construction land development shifting from economic growth in 2000 to economic structure,especially industrial structure,in 2015.展开更多

It also discusses the various 'rural diseases' induced by the decentralization and incoordination of the spatial development in these areas. In the writer's opinion, the study on the spatial development of Chinese rural areas should concentrate on the renewal of the existing theory and practice. Using the spatial economic system theory to replace the traditional agricultural location theory, allocation theory, areal differentiating theory and the community theory, the author has put forward Chinese rural spatial economics which can function as the basis and guidance for the study on spatial development of rural areas in China.展开更多

Meanwhile the incomes of the rural residents can be boosted, which denotes the realization of a harmonious society where the achievements of China's reform and development are shared by each citizen. Moreover, the construction of NRCs facilitates the economization of land use and thus improves the overall living standard of the residents, while helping to cut the administrative cost and promote democracy at the primary level. This paper also points out various problems arising during the construction of NRCS in China: blindly following suit in accordance with the modes of the urban communities; lack of funds, which leads to the absence of the supporting mechanisms of NRCs; vague positioning and the ensuing shortage of impetus for continued development. Finally, the paper raises the corresponding measures and suggestions: first, based on reality, make overall planning and scientific arrangement; second, the government should play the dominant role while respecting the principal position of the rural residents and introducing the market mechanism; third, increase science and technology input and attach equal importance to economic and social benefits; fourth, broaden fund-raising channels while completing the supervision mechanism.展开更多

The nature and framework of the valley economy model are described and the development of the model, which is specific to the mountain areas of Beijing, is analyzed. Five different valley economy models applied in the Beijing mountain areas are compared. The major purpose of the valley economy model is to develop the regional economy, including the selection of appropriate industries, the allocation of industrial space, the establishment of supply chains and the integration of various industries. Pilot experiments using the valley economy model have been conducted in seven counties(districts) in Beijing: Pinggu, Huairou, Changping, Mentougou, and Fangshan districts, and Yanqing and Miyun counties. Five models for developing the Beijing mountain areas have been explored, including: creative cultural industries, characteristic industry clusters, the promotion of large tourist areas, natural scenic tourism and folk cultural tourism. Each model has its own unique features and potential to help in the regional development of mountain areas.展开更多

Its main purpose, also one of the ta...Township and Village Health Services Integration Management(TVHSIM) is an essential form of China's two-tiered health service integration plan at the township and village level. Its main purpose, also one of the target goals in China's new healthcare reform, is to gradually integrate rural health services and appropriately allocate rural health resources. This study aims to assess the village doctors' satisfaction with the TVHSIM and provide scientific base to further improve TVHSIM. A cross-sectional study was carried out in which 162 village doctors from Qinghai, Inner Mongolia and Xinjiang in western China were interviewed. Descriptive analysis, independent t-test, one-way ANOVA, Spearman rank correlation and multiple linear regression were used to analyze the difference and relevance between village doctors' personal characteristics and their satisfaction with TVHSIM and six subscales. Village doctors with different years of practice, social insurance status and essential medical knowledge level showed statistically significant differences in their satisfaction levels(all P〈0.05). Age(P〈0.05) and years of practice(P〈0.01) were negatively correlated with Drug and Medical Device Management and Financing Management. Essential medical knowledge level(P〈0.05) was negatively correlated with Operations Management as well. However, social insurance status(P〈0.05) was positively correlated with Human Resources Management and Drug and Medical Device management. Gender, age and years of practice respectively had significant influence on village doctors' satisfaction with TVHSIM(P〈0.01). In conclusion, in order to further promote TVHSIM policy in rural China, a well-rounded social insurance model for village doctors is urgently needed. In addition, the development of TVHSIM is regionally imbalanced. Efficient and effective measures aiming at rationalizing gender and age structure and enhancing essential medical training should be carefully considered.展开更多

It is considered that all kinds of ecological demonstrating areas should be merged in order to construct large scale characterized demonstrating areas which go beyond the district. In other words, in Hexi Region, Zhangye District should be constructed as the largest ecoagriculture demonstrating area of high technology; Wuwei District should be constructed as the largest ecological demonstrating area of agricultural comprehensive exploitation; JiuJia District, which is the shortened form of Jiuquan and Jiayuguan, should be constructed as the largest ecotourism demonstrating area; and Jinchang City should be constructed as the largest ecoindustry demonstrating area. At the same time, the constructing pattern should be selected according to the actual circumstances; science and technology should be applied to construct the demonstrating areas and accelerate the industrialization in the big market. It has longtime been the subject of artisanal exploitation. In 2014, the monthly national production was estimated at around 170 kg. In these mining areas, people still live in a screaming precariousness of which one of the main causes is often the lack of electricity, because of the distance of these localities to the national electricity network. Cameroon has a great hydroelectric potential, but the access rate to electricity is still very low in isolate or rural areas of this country. The objective of this work is to show that it is possible to efficiently exploit gold in isolated areas and contribute to the sustainable development of these localities through the development of micro hydro power (MHP). The mining community of Tikondi in the East Region of Cameroon is the practical case study for an illustration. The results of this study show that the development of the MHP project can be developed with installed power of 87 kW, where the Banki-Michell turbine is recommended according to the Sulzer-Escher Wyss diagram. The investment cost evaluated at 79,832,775 FCFA (1 Euro = 656 FCFA). It is a profitable project with a maximum payback period of 8 years. This project can be easily funded by gold mining activity. That Tikondi’s MHP can make this village becoming attractive for others activities, improving the quality of education of children (there is not any school and lots of them do not go to school), the building of health centers and the quality of life in that locality and therefore contribute to their sustainable development too.展开更多

In order to reduce the regional differentials or narrow the gap in economic development between eastern and western areas and prevent the intensification of contradictions resulting from the regional inequality during...In order to reduce the regional differentials or narrow the gap in economic development between eastern and western areas and prevent the intensification of contradictions resulting from the regional inequality during the development process, the government of China launched the Great Campaign of Western Development (GCWD) in 2000. In this paper, we will evaluate the effects of the first 10 years' GCWD and use the latest Chinese annual data from 1978 to 2010 to investigate the problem of regional differentials in the development process, evaluate the effects of GCWD policy and test whether there is a regional Kuznets inverted-U curve in the regional development of China. The result shows that there are both good and bad news: the good news is that the inverted U-shaped curve of absolute differential between eastern and western areas finally emerges (the previous studies showed that the inverted-U curve did not appear and the differentials between eastern and western areas became worse) and the bad news is that the differential is in the first half of the inverted U-shaped curve in our choice of time span (1978-2010), that is, it is still in the situation of deterioration, and the turning better point will emerge in 2025. Although the western areas have benefitted from GCWD, the absolute gap has been still widened. To narrow the gap, the western areas should accelerate the industrial development and the government should adjust the policy and make more efforts to support the development of the industry in the western areas, especially cultivate and support the development of the western characteristic and advantageous industry rather than just supporting the construction of infrastructure in the western areas.展开更多
To investigate the spatial synergy between agricultural development level and transport superiority degree in grain-producing areas of the central Jilin Province and the driving mechanism between them,22 counties in t...To investigate the spatial synergy between agricultural development level and transport superiority degree in grain-producing areas of the central Jilin Province and the driving mechanism between them,22 counties in the central Jilin Province were used as the research units to calculate agricultural development level and transport superiority degree using the entropy weighting method,weighted travel time and raster cost distance.The spatial econometric model was used to analyze the mechanism of the mutual influence between the two.The main conclusions are as follows.1)Agricultural development level around Changchun,the provincial capital city,and in the areas of Changchun-Jilin and Changchun-Gongzhuling is high,whereas the development level of the counties in the southwest is low.2)Transport superiority degree of each county has improved,the overall connectivity of the road networks has been optimized,and the level of transportation accessibility has shown the development trend of‘centralization’,exhibiting the characteristics of proximity diffusion.3)Locally,there is spatial heterogeneity in the mutual driving effects of the two,with six main patterns.4)The theoretical conditions of von Thunen’s agricultural location have changed under the conditions of market economy due to the improvement of the transport networks,the new model of agricultural development,and the changes of the market system.展开更多

文摘Purpose–This study aims to analyze the impact mechanism of typical environments in China’s western mountainous areas on the durability of railway concrete and propose measures to improve durability.Design/methodology/approach–With the continuous promotion of infrastructure construction,the focus of China’s railway construction has gradually shifted to the western region.The four typical environments of large temperature differences,strong winds and dryness,high cold and low air pressure unique to the western mountainous areas of China have adverse effects on the durability of typical railway structure concrete(bridges,ballastless tracks and tunnels).This study identified the characteristics of four typical environments in the western mountainous areas of China through on-site research.The impact mechanism of the four typical environments on the durability of concrete in different structural parts of railways has been explored through theoretical analysis and experimental research;Finally,a strategy for improving the durability of railway concrete suitable for the western mountainous areas of China was proposed.Findings–The daily temperature difference in the western mountainous areas of China is more than twice that of the plain region,which will lead to significant temperature deformation and stress in the multi-layered structure of railway ballastless tracks.It will result in cracking.The wind speed in the western plateau region is about 2.5 to 3 times that of the plain region,and the average annual rainfall is only 1/5 of that in the plain region.The drying effect on the surface of casting concrete will significantly accelerate its cracking process,leading to serious durability problems.The environmental temperature in the western mountainous areas of China is generally low,and there are more freeze-thaw cycles,which will increase the risk of freeze-thaw damage to railway concrete.The environmental air pressure in the western plateau region is only 60%of that in the plain region.The moisture inside the concrete is more likely to diffuse into the surrounding environment under the pressure difference,resulting in greater water loss and shrinkage deformation of the concrete in the plateau region.The above four issues will collectively lead to the rapid deterioration of concrete durability in the western plateau region.The corresponding durability improvement suggestions from theoretical research,new technology development and standard system was proposed in this paper.Originality/value–The research can provide the mechanism of durability degradation of railway concrete in the western mountainous areas of China and corresponding improvement strategies.
文摘The development of agro-industrial complex is important for ensuring national food security and national health.The development of rural areas is subject to the development of agriculture and local infrastructure,as well as the availability of various services.This study selected 15 indicators in 2021 to analyze the employment and development levels in rural areas of 71 regions of the Russian Federation using the analytical grouping method.The results indicated that 20 regions(Group 1)had the highest percentage of rural population(33.10%).The percentage of population engaged in agriculture had the highest value(12.40%)in 31 regions(Group 2).Moreover,20 regions(Group 3)had the highest investments in fixed assets at the expense of municipal budget(11.80 USD/person).Increasing the investments in fixed assets carried out from the budget of the municipality can improve the employment level in rural areas.Then,we used cluster analysis to divide 14 regions of the Volga Federal District in the Russian Federation into 3 clusters.Cluster 1 covered Kirov Region and Republic of Mari El;Cluster 2 included Ulyanovsk Region,Saratov Region,Nizhny Novgorod Region,Perm Territory,Orenburg Region,Chuvash Region,and Republic of Mordovia;and Cluster 3 contained Republic of Tatarstan,Samara Region,Udmurtian Republic,Penza Region,and Republic of Bashkortostan.Results indicated that the 2 regions of Cluster 1 need to increase the availability of resources and natural gas and improve the investment attractiveness of rural areas.The 7 regions of Cluster 2 needed to develop infrastructure,public services,and agricultural production.We found the highest employment level in rural areas,the largest investments in fixed assets at the expense of municipal budget,the largest residential building area per 10,000 persons,and the largest individual residential building area in the 5 regions of Cluster 3.This study makes it possible to draw up a comprehensive regional development program and proves the need for the development of rural areas,which is especially important for the sustainable development of the Russian Federation.

文摘There are abundant excellent tourism resources in Gongga mountainous areas (Mount Gongga, also known as Minya Konka, the highest mountain in Sichuan, China), yet the development thoughts and management modes in this region are far away from the advanced level in other mountainous areas in China or abroad due to the insufficient knowledge about ecotourism. Generally speaking, tourism development in Gongga mountainous areas are limited by various problems such as lack of overall development plan, system support, brand image, financial support and environmental protection consciousness. In view of the present situation of tourism development in this region, sustainable development measures are proposed on the basis of ecotourism and sustainable development theories, including making ecotourism development plan for Gongga mountainous areas, improving transportation conditions, tourism infrastructures and accommodation facilities, training service and management personnel with professional ecological knowledge; establishing ecotourism product system of Gongga mountainous areas; carrying out ecotourism management, innovating management system, setting up ecological monitoring system, implementing scientific functional division of tourism sites, constructing environment capacity control system and disasters management system of mountainous areas, improving medical and mountainous assistance system. Natural conditions and economic development of Gongga mountainous areas are similar to those in western China, it is expected to provide theoretical basis and practical experience for developing the vast mountainous areas in western China through studying the sustainable tourism development of Gongga mountainous areas.

文摘The thesis underscores the significant role of human capital in elevating rural self-development ability.The investment of human capital is making great contribution to western rural economic growth,and it plays an irreplaceable role in promoting the socio-economic development prominently.The characteristics of human resources development in western rural areas for the moment are analyzed as follows:the employment structure is simple;the structure of human resources is irrational;the shortage of human resources aggregate is accompanied by the critical phenomenon of idling;the human resources drain badly;there is low input and low output of talents.The thesis also propounds the fundamental approaches in order to elevating self-development ability of western rural areas:we should practise and implement National Medium and Long-term Planning of Talents Development and lay down as soon as possible the detailed matching policies and measures based on the reality of western rural areas;we should develop the education in western rural areas vigorously,and formulate the developmental strategies of bridging "knowledge gap";we should establish sound rural human resources development system,and reinforce the degree of training returning-home migrant workers;we should adjust the structure of human investment timely as needed,and strengthen the degree of human capital investment conspicuously.

文摘Debris flow hazards seriously threaten thesafety and sustainable development of mountainousareas. Numerous debris flow mitigation measures havebeen implemented worldwide;however, acomprehensive assessment of the specific disasterreduction effects of these measures and their economic,social and ecological benefits is yet to be performed.The western region of Sichuan Province frequentlysuffers from geohazards such as debris flow, and thegovernment has adopted many mitigation measures.This study assessed the benefits of debris flowmitigation measures and identified the key influencingfactors via a field-based study conducted in 81 villagesin western Sichuan province, China. A framework forthe evaluation of the benefits of rural debris flowmitigation measures was constructed andquantitatively evaluated using a survey. Snowballsampling was performed to recruit 81 village leadersand 468 farmers. The results showed that managementand engineering measures were the main methodsused to mitigate debris flow;ecological measures wereauxiliary. The average satisfaction scores of farmers forthese three types of measures were 4.07, 3.90, and 3.56,respectively (as measured on a five-point Likert scale).In contrast, in terms of the benefits of these mitigationmeasures, only a small proportion of villages (11.11%)obtained a high level of comprehensive benefits fromthe debris flow mitigation measures, while the majority(88.89%) received medium to low-level benefits. Toimprove this situation, we further studied and foundthat the main factors that restricted villages fromachieving high-level comprehensive benefits were theunpredictable nature of debris flows, labour forceoutflow and remoteness. Effective control measures, agood economic environment and strong governmentassistance were reported as crucial factors forimproving these comprehensive benefits. This studyprovides socio-scientific references for decisionmakingon rural debris flow mitigation measures while keeping villages at the centre of economic development.

文摘[Objectives]To explore pathways and countermeasures for transforming farmers livelihoods in the way of reducing their dependence on land while promoting sustainable development and alleviating ecological degradation.[Methods]A combination of field research,literature review,and policy analysis was employed to identify key factors affecting farmers livelihoods and potential strategies for transformation.[Results]The study found that developing ecological agriculture and modern agriculture,promoting agricultural transformation and upgrading,cultivating alternative industries,strengthening ecological engineering construction,and establishing diversified ecological compensation methods and supporting policies are effective strategies for transforming farmers livelihoods.[Conclusions]Implementing these strategies can help alleviate the contradiction between ecological protection and farmers livelihood development,promoting coordinated development of both.This approach not only benefits farmers but also contributes to sustainable environmental management and biodiversity conservation.

文摘The change in land development intensity is an important perspective to reflect the variation in regional social and economic development and spatial differentiation.In this paper,spatial statistical analysis,Ordinary Least Squares(OLS),and Geographically weighted regression(GWR)methods are used to systematically analyse the spatial-temporal characteristics and driving forces of land development intensity for 131 spatial units in the western China from 2000 to 2015.The findings of the study are as follows:1)The land development intensity in the western China has been increasing rapidly.From 2000 to 2015,land development intensity increased by 3.4 times on average.2)The hotspot areas have shifted from central Inner Mongolia,northern Shaanxi and the Beibu Gulf of Guangxi to the Guanzhong Plain and the Chengdu-Chongqing urban agglomeration.The areas of cold spots were mainly concentrated in the Qinghai-Tibet Plateau,Yunnan,and Xinjiang.3)Investment intensity and the natural environment have always been the main drivers of land development intensity in the western China.Investment played a powerful role in promoting land development intensity,while the natural and ecological environment distinctly constrained such development.The effect of the economic factors on land development intensity in the western China has changed,which is reflected in the driving factor of construction land development shifting from economic growth in 2000 to economic structure,especially industrial structure,in 2015.
文摘This paper makes a comprehensive analysis of the new trends in the economic activities in the Chinese rural areas in terms of the spatial process, spatial behaviour, spatial relations, spatial structure and spatial disparitics. It also discusses the various 'rural diseases' induced by the decentralization and incoordination of the spatial development in these areas. In the writer's opinion, the study on the spatial development of Chinese rural areas should concentrate on the renewal of the existing theory and practice. Using the spatial economic system theory to replace the traditional agricultural location theory, allocation theory, areal differentiating theory and the community theory, the author has put forward Chinese rural spatial economics which can function as the basis and guidance for the study on spatial development of rural areas in China.

文摘China has made some remarkable achievements in sustainable development,but the constant deterioration of the overall trend of the environment has not yet been effectively curbed.To achieve the goal of sustainable development,we must first ensure coordination and coherence of national development goals in different areas and adhere to green development road.To achieve the objectives related to green development,and to clarify the direction of green development in the next 20years,a road map is needed to guide and coordinate the process.This paper describes the concept of the green development road map,introduces a green development road map for the western region,and further elaborates it The road map clarifies the objectives and guiding principles of green development in the western region,points the areas that deserve more concern and institutional innovation,and builds a green development monitoring and evaluation(M&E)framework.Finally,the paper provides corresponding policy recommendations based on the established road map.
文摘On the basis of offering a definition of New Rural Communities (NRCs), the paper analyzes the values of New Rural Communities and argues that the construction of NRCs is able to contribute to the enhancement of the comprehensive agricultural production capability as well as the development of social productivity. Meanwhile the incomes of the rural residents can be boosted, which denotes the realization of a harmonious society where the achievements of China's reform and development are shared by each citizen. Moreover, the construction of NRCs facilitates the economization of land use and thus improves the overall living standard of the residents, while helping to cut the administrative cost and promote democracy at the primary level. This paper also points out various problems arising during the construction of NRCS in China: blindly following suit in accordance with the modes of the urban communities; lack of funds, which leads to the absence of the supporting mechanisms of NRCs; vague positioning and the ensuing shortage of impetus for continued development. Finally, the paper raises the corresponding measures and suggestions: first, based on reality, make overall planning and scientific arrangement; second, the government should play the dominant role while respecting the principal position of the rural residents and introducing the market mechanism; third, increase science and technology input and attach equal importance to economic and social benefits; fourth, broaden fund-raising channels while completing the supervision mechanism.

文摘A case study is presented of a regional development model for valley economies in the mountain areas of Beijing, China. The nature and framework of the valley economy model are described and the development of the model, which is specific to the mountain areas of Beijing, is analyzed. Five different valley economy models applied in the Beijing mountain areas are compared. The major purpose of the valley economy model is to develop the regional economy, including the selection of appropriate industries, the allocation of industrial space, the establishment of supply chains and the integration of various industries. Pilot experiments using the valley economy model have been conducted in seven counties(districts) in Beijing: Pinggu, Huairou, Changping, Mentougou, and Fangshan districts, and Yanqing and Miyun counties. Five models for developing the Beijing mountain areas have been explored, including: creative cultural industries, characteristic industry clusters, the promotion of large tourist areas, natural scenic tourism and folk cultural tourism. Each model has its own unique features and potential to help in the regional development of mountain areas.

文摘Township and Village Health Services Integration Management(TVHSIM) is an essential form of China's two-tiered health service integration plan at the township and village level. Its main purpose, also one of the target goals in China's new healthcare reform, is to gradually integrate rural health services and appropriately allocate rural health resources. This study aims to assess the village doctors' satisfaction with the TVHSIM and provide scientific base to further improve TVHSIM. A cross-sectional study was carried out in which 162 village doctors from Qinghai, Inner Mongolia and Xinjiang in western China were interviewed. Descriptive analysis, independent t-test, one-way ANOVA, Spearman rank correlation and multiple linear regression were used to analyze the difference and relevance between village doctors' personal characteristics and their satisfaction with TVHSIM and six subscales. Village doctors with different years of practice, social insurance status and essential medical knowledge level showed statistically significant differences in their satisfaction levels(all P〈0.05). Age(P〈0.05) and years of practice(P〈0.01) were negatively correlated with Drug and Medical Device Management and Financing Management. Essential medical knowledge level(P〈0.05) was negatively correlated with Operations Management as well. However, social insurance status(P〈0.05) was positively correlated with Human Resources Management and Drug and Medical Device management. Gender, age and years of practice respectively had significant influence on village doctors' satisfaction with TVHSIM(P〈0.01). In conclusion, in order to further promote TVHSIM policy in rural China, a well-rounded social insurance model for village doctors is urgently needed. In addition, the development of TVHSIM is regionally imbalanced. Efficient and effective measures aiming at rationalizing gender and age structure and enhancing essential medical training should be carefully considered.
文摘Rural tourism industry is a new typical tourism industry in China to promote the strategic integration and linkage development of secondary and tertiary industries,and has developed into a new path to promote the strategic integration and development of rural major projects and revitalize industries[1].At present,China's rural cultural tourism is developing rapidly,but there are also some problems,such as single construction mode,accurate product positioning,lack of cultural connotation,etc.,facing the development dilemma of high quality[2].Under the background of rural revitalization strategy,the overall development of eco-tourism is an important direction of rural tourism development[3].Meiling town is located in the present Xinjian District of Nanchang City(the former Wanli District).As the central garden of Nanchang City,Meiling town has a good tourism foundation and rich eco-tourism resources,with good prospects of eco-tourism development.Taking Xujia Village in Meiling town as an example,this article analyzes the favorable and unfavorable factors of rural tourism development,and puts forward a new rural tourism development road with rural tourism as the center,ecological civilization construction as the core and rural reconstruction as the guiding concept.

文摘Based on the field investigations, this paper analyzes systematically the achievements and problems of constructing the demonstrating areas of the ecological rebuilding and economic sustainable development in Hexi, Gansu Province, and then the thoughts on constructing the demonstrating areas are brought forward. It is considered that all kinds of ecological demonstrating areas should be merged in order to construct large scale characterized demonstrating areas which go beyond the district. In other words, in Hexi Region, Zhangye District should be constructed as the largest ecoagriculture demonstrating area of high technology; Wuwei District should be constructed as the largest ecological demonstrating area of agricultural comprehensive exploitation; JiuJia District, which is the shortened form of Jiuquan and Jiayuguan, should be constructed as the largest ecotourism demonstrating area; and Jinchang City should be constructed as the largest ecoindustry demonstrating area. At the same time, the constructing pattern should be selected according to the actual circumstances; science and technology should be applied to construct the demonstrating areas and accelerate the industrialization in the big market. Additionally, it is important to smooth the constructing system and implement the flexible and efficacious running mechanism, and it is suggested that the committee should be organized to administer the ecological demonstrating areas in Hexi Region.
文摘Of all the precious metals buried in the Cameroonian subsoil, gold is certainly the longest exploited. It has longtime been the subject of artisanal exploitation. In 2014, the monthly national production was estimated at around 170 kg. In these mining areas, people still live in a screaming precariousness of which one of the main causes is often the lack of electricity, because of the distance of these localities to the national electricity network. Cameroon has a great hydroelectric potential, but the access rate to electricity is still very low in isolate or rural areas of this country. The objective of this work is to show that it is possible to efficiently exploit gold in isolated areas and contribute to the sustainable development of these localities through the development of micro hydro power (MHP). The mining community of Tikondi in the East Region of Cameroon is the practical case study for an illustration. The results of this study show that the development of the MHP project can be developed with installed power of 87 kW, where the Banki-Michell turbine is recommended according to the Sulzer-Escher Wyss diagram. The investment cost evaluated at 79,832,775 FCFA (1 Euro = 656 FCFA). It is a profitable project with a maximum payback period of 8 years. This project can be easily funded by gold mining activity. That Tikondi’s MHP can make this village becoming attractive for others activities, improving the quality of education of children (there is not any school and lots of them do not go to school), the building of health centers and the quality of life in that locality and therefore contribute to their sustainable development too.
文摘Around the year 140 BC the Evo, the famous imperial Han Dynasty took power in China and then sent some representatives to the western land in order to communicate with the West in addition to know the political, military, geographical, economic and cultural situations of that region, it provides the basis for opening the way to the West. In this regard, they traveled to Iran and accordingly the formal relations were established between the Iranian and the Western governments and finally the Silk Road with a distance of about 8000 km has been emerged and started from the East and ended to Mediterranean Sea in the West. The aim of this study is to show that the Silk Road links throughout the world and its people together in thousands of years and the countries, cities and villages located in this road have been affected by developments or had affected and vivifying of it will lead to develop of the deprived urban and rural areas according to the abundant tourist attractions. This study which has used the historical and analytical method with practical purpose shows that cultural, scientific, religious and commercial exchanges between East and West were wide and many cities and villages were profiting of this gift. In this regard, vivifying of this road will lead to grow the underserved urban and rural areas according to many tourist attractions of the cities and villages.
文摘In order to reduce the regional differentials or narrow the gap in economic development between eastern and western areas and prevent the intensification of contradictions resulting from the regional inequality during the development process, the government of China launched the Great Campaign of Western Development (GCWD) in 2000. In this paper, we will evaluate the effects of the first 10 years' GCWD and use the latest Chinese annual data from 1978 to 2010 to investigate the problem of regional differentials in the development process, evaluate the effects of GCWD policy and test whether there is a regional Kuznets inverted-U curve in the regional development of China. The result shows that there are both good and bad news: the good news is that the inverted U-shaped curve of absolute differential between eastern and western areas finally emerges (the previous studies showed that the inverted-U curve did not appear and the differentials between eastern and western areas became worse) and the bad news is that the differential is in the first half of the inverted U-shaped curve in our choice of time span (1978-2010), that is, it is still in the situation of deterioration, and the turning better point will emerge in 2025. Although the western areas have benefitted from GCWD, the absolute gap has been still widened. To narrow the gap, the western areas should accelerate the industrial development and the government should adjust the policy and make more efforts to support the development of the industry in the western areas, especially cultivate and support the development of the western characteristic and advantageous industry rather than just supporting the construction of infrastructure in the western areas.

文摘To investigate the spatial synergy between agricultural development level and transport superiority degree in grain-producing areas of the central Jilin Province and the driving mechanism between them,22 counties in the central Jilin Province were used as the research units to calculate agricultural development level and transport superiority degree using the entropy weighting method,weighted travel time and raster cost distance.The spatial econometric model was used to analyze the mechanism of the mutual influence between the two.The main conclusions are as follows.1)Agricultural development level around Changchun,the provincial capital city,and in the areas of Changchun-Jilin and Changchun-Gongzhuling is high,whereas the development level of the counties in the southwest is low.2)Transport superiority degree of each county has improved,the overall connectivity of the road networks has been optimized,and the level of transportation accessibility has shown the development trend of‘centralization’,exhibiting the characteristics of proximity diffusion.3)Locally,there is spatial heterogeneity in the mutual driving effects of the two,with six main patterns.4)The theoretical conditions of von Thunen’s agricultural location have changed under the conditions of market economy due to the improvement of the transport networks,the new model of agricultural development,and the changes of the market system.
