The AHP-Based Assessment of Public Services With Respect to Different Groups of Customers of Polish Local Government

The situation of the contemporary economic systems is based on their ability to ensure optimal response to the customer needs. There are several important groups of clients, who may determine development processes and who are recipients of public services. They include： residents, entrepreneurs, tourists, and State Treasury. Local governments are equipped with a range of legal instruments to provide public services addressed to the selected clients. The objective of this paper is to present the application of the AHP method to assess the significance of the selected categories of public services for different groups of clients in Poland. The results allow setting priorities for future policy and adjust the tasks to the specific expectations of each group of clients. The model of assessment of public services was built using the analytic hierarchy process （AHP）. Since the 1970＇s, this multicriteria decision-support method has been used by researchers and practitioners in many areas of socioeconomic life. The case study presented in this paper involved 14 experts--public administration workers in one of the districts in Southern Poland. The survey consisted of two stages. First, they assessed--using the AHP--the influence of each group of customers on local development processes. The most important was ＂business＂ （priority 38.7%）, followed by ＂tourists＂ （29.7%）, ＂citizens＂ （26.1%）, and ＂central administration＂ （5.5%）. Second, they evaluated at the five-point Liken scale the influence of over 20 different public services with respect to different groups of clients. The results were aggregated using arithmetic mean and multiplied by the priorities of the clients. The synthesized final score indicated the most significant public activities overall, which were ＂roads＂ （4.16）, ＂transport＂ （3.93）, and ＂tourism＂ （3.84）.

Correlation Analysis on Environmental Factors Influencing the Development of Urban and Rural Public Sports Equalization Service in South Jiangsu Province

In order to understand the related factors that affect the development of the Equalization Service of public sports in the urban and rural areas of South Jiangsu, the status of the equalization service has been analyzed. There are still obvious inequalities between urban and rural public sports services in South Jiangsu, which are mainly influenced by macro factors such as culture, economy, politics, urban and rural population, urban-rural disparity and social gap of wealth.

The Public Private Partnership （PPP） as a Solution During the Period of Transformation of the Medical Services Market in Poland

The public private partnership （PPP） has functioned worldwide for more than 40 years now, and in different countries, it is developing at different speeds with varying degrees of success. The purpose of this article is to emphasize some standards of the PPP, in particular, within health services area which would guarantee a successful transformation process within the medical services market in Poland, and thus an appropriate division of financial and market risks among the public sectors, including local government sector and private partners within the health services area. Certainly, proper transformation solutions within that industry would significantly contribute to the stabilization of the local government＇s finance sector and higher resistance to the global financial crisis.

Analysis of Coordination between the Public Service in Rural Areas and Socio-economic Development——A Case Study of Sichuan Province

Taking Sichuan Province as an example,by using the overall evaluation function of Sichuan's rural public service equalization development level and rural socio-economic development level,we conduct profound analysis on coordination between public service in Sichuan's rural areas and socio-economic development from 2003 to 2008.The results show that the coordination between rural public service and socio-economic development in Sichuan Province is not high,and the equalization phenomenon of rural public service construction and socio-economic development is very prominent.The equalization development of public service in rural areas of Sichuan Province from 2003 to 2008 lags behind socio-economic development.The coordination between public service equalization system in rural areas of Sichuan Province and socio-economic development system abates continuously;the coordination between infrastructure and socio-economic development increases slowly;the coordination between education and socio-economic development declines sharply;the coordination between public culture and socio-economic development tends to decrease;the coordination between ecological environment construction and socio-economic development decreases continuously with great amplitude;the coordination between public health and socio-economic development decreases continuously;the coordination between science and technology and socio-economic development lingers at low level;the coordination between social security and employment,and socio-economic development increases in fluctuation,but with small amplitude.

Diversity,Equality and Inclusion:Study on the Planning Concept of Public Service Facilities in Greater London

As China’s urbanization enters a transitional period,diversified supply of public service facilities and the improvement of public service facilities from the level of social equity are important themes of urban planning.The core policies and concepts of the planning of public service facilities in Greater London under the framework of the statutory urban planning system were analyzed,and the characteristics were summarized to seek possible references.Greater London takes development planning as the core,and integrates the planning of public service facilities into economic growth,overall spatial development,community construction,and the improvement of residents’ welfare from the regional to the local level under the guidance of the national policy planning framework.Among them,providing diversified infrastructure and services,focusing on diverse population needs and equal choices of different social groups,ensuring the accessibility of facilities and services,and emphasizing barrier-free design are worthy of reference for urban planning in China.

On Financial Transfer Payment System from the Public Service Equalization Perspective

equalization of public services is not only conducive to the promotion of social justice; it maintains social stability and national unity, but also helps to promote the coordinated development of economy and society. States should give full play to the role of taxation mechanisms to actively promote the use of transfer payments to the equalization of basic public services. In this paper, we focus on China＇ s current system of transfer payments problems and we should deepen mode of transfer payment system＇ s equalization of basic public services under the trend of design.

Review of China’s neighborhood center planning from the perspective of innovative social governance

The neighborhood center provides an implementation case for centralizing community service facilities and organizing service provision effectively,and has achieved community service improvement,which provides innovative methods for governance innovation.This paper summarizes the development process of neighborhood center planning in China,and analyzes related planning cases in Suzhou,Tianjin,Hangzhou,and Chengdu focusing on planning characteristics and operating mechanisms.Based on the case of Chongqing,it gives answer to key issues of the local application of neighborhood center planning concept.

基本公共体育服务标准化推动健康国家建设:域外经验与本土镜鉴

对美、英、日三国基本公共体育服务标准化推动健康国家建设的政策、特征及经验进行研究,认为:美、英、日等发达国家率先开展了以基本公共体育服务标准化推动健康国家建设的顶层设计并各具政策特色,呈现权益保障均等化、治理主体多元化和校社资源一体化等共性特征,形成定性表述与定量要求相结合的标准化指标制定、政府主导与社会参与相结合的标准化政策实施、客观测量与主观评价相结合的标准化绩效评价、宏观调控与微观规制相结合的标准化治理架构等共同经验。结合域外经验及本土问题提出建议:细化标准指标制定,推动健康服务高质量发展;强化标准协同实施,推进健康保障持续性完善;规范标准绩效评价,促进健康监督全方位升级;优化标准执行架构,助力健康公平精细化治理。

数字经济对基本公共服务的影响研究

数字经济是中国经济发展的重要引擎之一,数字技术赋能公共服务,有助于改善基本公共服务供给,推动基本公共服务均等化。本文基于2010—2020年中国31个省份面板数据,构建基本公共服务供给水平指标体系,实证检验了数字经济对基本公共服务供给水平及基本公共服务均等化的影响。研究结果表明,数字经济能够显著提升基本公共服务供给水平,这一结论在进行内生性处理和一系列稳健性检验后依然成立。机制分析结果表明,数字经济可以通过提高地方政府财政收入和减少财政纵向失衡提升基本公共服务供给水平。异质性分析表明,与东部地区和西部地区相比,数字经济对中部地区基本公共服务供给水平的促进效果更为明显。进一步研究表明,数字经济能够提升基本公共服务均等化水平。上述结论能够为更好地发挥数字经济特性、提高基本公共服务供给水平、促进基本公共服务均等化提供理论依据。

地方智慧旅游公共服务平台持续使用意愿研究

地方智慧旅游公共服务平台的建设和运营已经成为各地全域旅游建设与发展的重要组成部分,但是平台的持续使用一直是学术和行业界讨论的重点。文章以“游云南”平台为案例,基于刺激-机体-反应理论框架,运用混合研究方法对地方智慧旅游公共服务平台的持续使用意愿进行研究,并提出“因素-感知-使用”地方智慧旅游公共服务平台持续使用意愿综合分析模型,得到如下研究结果。1)在地感知、地方依恋均能够显著提高游客对地方智慧旅游公共服务平台的感知信任和情感依恋,进而提高满意度。其中,平台情感依恋在提高平台持续使用意愿方面具有显著正向作用。具体而言,在地感知会通过信息拓展、形象匹配之机制,地方依恋会通过情感外溢、期待满足之机制促进平台情感依恋和信任的产生,并最终提高持续使用意愿。2)功能集群、享乐体验均能够显著提高游客对地方智慧旅游公共服务平台的感知有用性、感知易用性和感知信任,进而提高游客使用满意度,最终提高持续使用意愿。功能集群通过“信息全面、减少成本”之机制,享乐体验通过“逃离惯常、精美设计”之机制影响游客对平台的积极感知。

迈向共同富裕的基本公共服务均等化:理论逻辑与实践进路

基本公共服务均等化是实现共同富裕的底线条件和重要路径,共同富裕为基本公共服务均等化提供目标指引和理论资源。基于共同富裕视域,基本公共服务均等化是“高水平”均等化、“双向互动”均等化、“渐进主义”均等化。当前基本公共服务均等化还存在目标悬浮、路径错位、方式移位等问题,以共同富裕理念推进新时代基本公共服务均等化,需要构建并落实基本公共服务高水平均等化的评价体系、建立多向互动的基本公共服务均等化推进机制、坚持常态化的基本公共服务渐进均等化发展策略。

教育公共服务均等化是实现共同富裕的逻辑前提和关键环节。教育公共服务均等化与共同富裕在价值上高度契合,都以人的自由全面发展为价值旨归、以公平正义为价值内核、以共享发展为价值原则,都坚持“以人民为中心”的价值立场。教育公共服务均等化可以提高低收入者的“可行能力”、解决群众现实利益问题、提升全社会的人力资本水平,从而推动共同富裕进程。建立健全教育公共服务制度体系、全面提升教育质量、重视相对贫困地区的教育资源配置、构建全方位教育发展体系,是教育公共服务均等化推动实现共同富裕的可行路径。

以提高人民生活品质为核心健全基本公共服务体系的意义、现状及未来路向

人民生活品质是指全体人民群众享有的一种高质量、优品位的生活方式,以及对这种生活状态的满意感与幸福度。提升人民生活品质,要求推进基本公共服务的质量优化、水平提升、全面覆盖、均等可及,使人民群众过上高品质生活。党的十八大以来,我国基本公共服务体系日益健全,质量不断提升,覆盖面逐步扩大,人民生活品质全方位改善。但我国基本公共服务体系建设还存在着一些突出问题,基本公共服务体系中仍存在短板弱项,水平与标准亟待提高,一体化、均衡化、可及化进程有待加速。为此,就要求政府围绕提高人民生活质量,稳步推进基本公共服务优质化;围绕提升人民生活品位,不断提高基本公共服务水平与标准;围绕提高人民群众满意感,不断推进基本公共服务的全面覆盖与全面保障;围绕提高人民群众幸福感,不断增强基本公共服务均等化可及性。

乡村振兴背景下农村公共服务体系建设与地方政府职能转变

在乡村振兴时代,地方政府的职能发生很大转变。地方政府从产业亲历者变成公共服务的提供者,把为农村提供所需的公共服务放在重要位置。将农村公共服务分为生产性公共服务和面向个体的基本公共服务两个部分进行分析,前者面向农村地区的生产工作,为农村产业发展提供支撑,可以促进农村产业发展和增加农民收入;后者面向农村百姓的生活提供基本公共服务,提升人民生活的幸福感和获得感。研究认为,地方政府在提供两种公共服务时所扮演的角色有所不同。在生产性公共服务上,地方政府扮演产业的规划者和分配机制的规范者,给农村产业的发展提供支持和整体规划,并规范出利益分配机制;在面向个体的基本公共服务上,地方政府首先是服务提供者;在资源相对匮乏的情况下,地方政府还扮演着社会资源的牵线者和规范者。提出公共服务体系建设需要与地方社会基础相结合,方能够达到事倍功半的效果。

农民工市民化影响城乡融合发展的理论阐释与实证分析

将农民工市民化与城乡融合发展纳入统一分析框架,在构建城乡融合发展进程评价指标体系和计算农民工城市融入工资测算农民工市民化程度的基础上,基于2009—2021年省级面板数据,构建双向固定效应模型,实证检验农民工市民化对城乡融合发展的影响。研究发现:推进农民工市民化能够显著促进城乡融合发展;分区域看,农民工市民化对城乡融合发展的促进作用在中西部地区更加明显;通过加快农业现代化、加快农村现代化、促进基本公共服务均等化以及提高新型城镇化质量等作用渠道推进农民工市民化促进城乡融合发展。

新时代基本公共服务实现均等化的发展理路与创新方向——基于“价值—制度—效能”分析框架

公共数字文化服务残疾人用户利用影响因素及信息无障碍完善路径研究

公共数字文化服务的信息无障碍建设是公共文化服务均等化发展、促进数字包容的重要议题。文章综合运用5S模型及民族志决策树模型等方法,针对残疾人用户群体开展实地访谈调研,对以残疾人为代表的特殊群体公共数字文化服务利用需求、障碍等进行实证分析研究;并对服务利用的影响因素进行扎根理论编码分析,形成残疾人群体公共数字文化服务利用影响因素的理论框架;在此基础上,提出公共数字文化服务信息无障碍完善路径,以更好地解决残疾人群体在利用公共数字文化服务过程中遇到的问题,促进数字时代公共文化服务均等化发展。

数字政府建设是否促进省级共同富裕?——基于城乡基本公共服务均等化门槛效应研究

基于2016—2021年27个省级行政区的面板数据,采用固定效应回归模型、门槛模型、空间滞后模型及量化分析方法,考察数字政府建设促进共同富裕度的线性关系、门槛效应、空间溢出效应,结果发现:数字政府建设可以促进省级共同富裕度且具有区域异质性;城乡基本公共服务均等化对数字政府建设促进省级共同富裕度具有显著的非线性门槛关系,当城乡基本公共服务均等化水平达到门槛值后,其对数字政府建设促进省级共同富裕度才具有正向影响;数字政府建设促进共同富裕度具有显著的空间溢出效应,能显著提升相邻省份的共同富裕度。数字政府建设除了促进经济发展提高共同富裕度外,更重要的是实现社会公正和发展共享的关键作用;城乡基本公共服务均等化水平制约着数字政府建设和省级共同富裕度的成效发挥;要善于使用数字政府建设促进共同富裕的空间溢出效应,同相邻省份共同实现区域数字政府建设水平提升,一同实现共同富裕。

我国公共图书馆服务区域均等化测度及空间效应研究

公共图书馆服务区域均等化是保障公民基本文化权利、推行文化善治、构建社会主义和谐社会的确切要求。在我国公共图书馆服务区域均等化测度及空间特征分析的基础上,对其空间交互作用及空间效应进行研究。研究表明:我国公共图书馆服务区域均等化呈显著空间相关性,存在显著空间溢出效应。影响因素中直接贡献强度为:人口集聚度>市场发育程度>文化产业发展>区域补偿政策>居民生活质量,对其他地区溢出效应影响为:文化重视度>居民生活质量>区域补偿政策>文化产业发展>教育投入>人口集聚度。文章结合我国公共图书馆服务区域均等化测度及空间格局演变态势分析,溢出效应推动我国公共图书馆服务向高质量的均等化方向演进。

县域基本公共服务均等化政策执行差异何以形成?——基于扎根理论的探索性分析

县域政策执行是如期实现基本公共服务均等化政策目标的关键环节。扎根理论研究发现,县域执行主体的不同策略选择引发了均等化政策执行过程及其效能的差异,这表现为通过常态、运动、变通的执行策略达成了县域“总体均等化”标准,但不同策略下县域均等化的程度、水平呈现差异特征。建构理论模型并分析执行差异的形成机理:在均等化政策执行的准备与实施阶段,政策特质、政策压力、资源情景、行政管理体制机制影响了执行主体的策略选择。其中,常态执行实现兜底保障的主要原因是执行主体受到政策特质指挥、政策压力驱动、资源情景约束;运动执行带来资源悬浮的深层逻辑为政策特质与政策压力复合推动、政策压力与资源情景组合作用,而通过行政管理体制机制变革可以调适偏差;变通执行推动供需匹配的内在机理是政策特质触动、政策压力驱动、资源情景限制、行政管理体制机制过程调节。新发展阶段,为将基本公共服务均等化政策优势更好转化为政策效能,需注重发挥常态执行兜底优势、及时调整运动执行悬浮偏差、适当预留变通执行弹性空间。
