论中国共产党坚持自我革命的宪法基础

现行《宪法》是中国共产党自我革命的产物,同时为党在未来的自我革命预留了制度空间,其对“一切权力属于人民”的规定为党的自我革命提供了勇气,其序言中的“坚持真理,修正错误”构成党的自我革命的方法路径,其关于监察委员会的规定则是党的自我革命的制度载体。坚持自我革命是为了更好地推进社会革命,而社会革命的核心内容被规定在国家根本任务中,以自我革命引领社会革命,既需要中国共产党修正认识偏差以便对国家根本任务作出科学设定,还应增强党的先进性以便有能力领导中国人民完成国家根本任务。作为跳出治乱兴衰历史周期率的两个答案,自我革命与人民民主并非互斥而是相辅相成,人民民主为自我革命提供外生动力,自我革命使人民民主更加真实有效。为了长期有序推进自我革命,必须以宪法为基础构建自我革命制度规范体系,一方面,自我革命本质上属于党的建设活动,而这是党内法规的规范重点,因此自我革命制度规范体系中的党内法规不得抵触宪法;另一方面,部分自我革命活动已转化为国家机关行使职权的行为,这要求根据宪法制定相关法律,以便监察委员会等国家机关履职有完备的依据。

在中国共产党第二十次全国代表大会报告中,“人民”是使用频率最高的词之一。“人民”一词在党的二十大报告中的高频次使用,既充分彰显了以习近平同志为核心的党中央领导集体对人民群众作为历史创造者、历史进步的推动者以及社会主义中国的真正主人身份的认同与重视,也体现了习近平总书记对人民权力、人民利益、人民幸福等问题的高度关注。整体地看,党的二十大报告中“人民”一词主要有三个维度的含义:首先,作为主体的“人民”,“人民”是党和国家事业的绝对主体,是社会主义国家一切权力的合法性来源——中华人民共和国的一切权力属于人民,还是社会主义中国的主人。其次,“人民”既是中华民族文化共同体的成员,又是人类命运共同体的成员。最后,在全过程人民民主制度中,“人民”的身份、地位与作用充分彰显了中国特色社会主义的本质。“人民”概念的这三个维度并非各不相干,而是有着高度的一致性。它们既充分遵循了习近平总书记“人民至上”“以人民为中心”的基本发展思想,又从人民观的维度指明了中国特色社会主义建设与发展应遵循的原则、目标、任务与实践要求。
