This paper firstly conducts the comparative analysis between traditional and ecological industry as well as traditional and modem industrial engineering, and in- dicates that eco-industrial engineering is an inevitable choice for sustainable development of modem industrial engineering; Then, based on industrial ecology, environmental economics and sustain- able development theory, the connotation and definition of eco- industrial engineering are proposed, and the theoretical and practi- cal development of the concepts of eco-industrial engineering are further investigated. Furthermore, the research subject, research content, academic system architecture and evaluation methods of eco-industrial engineering are discussed. Finally, combining the current scientific and technological development, we put forward the important scientific value and practical significance of con- structing eco-industrial engineering for the utilization of these concepts.展开更多
This article analyses the bilateral relations across the Taiwan Straits,between the People’s Republic of China(PRC)and the Republic of China(ROC)tracing developments from the end of WWII to date,considering the dispu...This article analyses the bilateral relations across the Taiwan Straits,between the People’s Republic of China(PRC)and the Republic of China(ROC)tracing developments from the end of WWII to date,considering the dispute over the legitimacy of the representation of the Chinese people as a whole.We attempt to draw a thorough picture of how relations between the“two Chinas”evolved in the historical frame of the Cold War and the post-Cold War period,in order to suggest the prospective for the near future.We conclude that the concept of the Greater China is no longer restricted to the economic/commercial sphere but it can also be extended to all aspects of life in the Chinese-speaking region.While the competition between the two Chinas remains tough,thanks to the characteristic notion of“harmony but not uniformity”of the Chinese identity,the door to a peaceful reunification is open.展开更多

The basic idea in the construction of the...In this paper, we introduce a multi-material arbitrary Lagrangian and Eulerian method for the hydrodynamic radiative multi-group diffusion model in 2D cylindrical coordinates. The basic idea in the construction of the method is the following: In the Lagrangian step, a closure model of radiation-hydrodynamics is used to give the states of equations for materials in mixed cells. In the mesh rezoning step, we couple the rezoning principle with the Lagrangian interface tracking method and an Eulerian interface capturing scheme to compute interfaces sharply according to their deformation and to keep cells in good geometric quality. In the interface reconstruction step, a dual-material Moment-of-Fluid method is introduced to obtain the unique interface in mixed ceils. In the remapping step, a conservative remapping algorithm of conserved quantities is presented. A munber of numerical tests are carried out and the numerical results show that the new method can simulate instabilities in complex fluid field under large deformation, and are accurate and robust.展开更多

Limited research and deficient analysis so far has led to a lack of general solutions...Research on biometrics for high security applica- tions has not attracted as much attention as civilian or foren- sic applications. Limited research and deficient analysis so far has led to a lack of general solutions and leaves this as a challenging issue. This work provides a systematic analy- sis and identification of the problems to be solved in order to meet the performance requirements for high security applica- tions, a double low problem. A hybrid ensemble framework is proposed to solve this problem. Setting an adequately high threshold for each matcher can guarantee a zero false accep- tance rate (FAR) and then use the hybrid ensemble framework makes the false reject rate (FRR) as low as possible. Three ex- periments are performed to verify the effectiveness and gener- alization of the framework. First, two fingerprint verification algorithms are fused. In this test only 10.55% of fingerprints are falsely rejected with zero false acceptance rate, this is sig- nificantly lower than other state of the art methods. Second, in face verification, the framework also results in a large re- duction in incorrect classification. Finally, assessing the per- formance of the framework on a combination of face and gait verification using a heterogeneous database show this frame- work can achieve both 0% false rejection and 0% false accep- tance simultaneously.展开更多
From the formation of the OECD,its work on taxation was driven by the member states,responding to the requirements of industrialised economies.However,during the work on the BEPS action plan leading to the final repor...From the formation of the OECD,its work on taxation was driven by the member states,responding to the requirements of industrialised economies.However,during the work on the BEPS action plan leading to the final reports in 2015,a limited number of developing country representatives participated in the technical working groups,aiming to ensure that the outcomes conformed to the needs of developing countries.Developing countries considered that the OECD procedures were not giving sufficient opportunity for countries to participate in the standard setting process.The countries that were required to implement the stan-dards needed a mechanism for participating in setting up the process of implemen-tation,and this led to the creation of the BEPS Inclusive Framework.Participation of non-OECD countries in decision-making was still limited,and many developing coun-tries were not members of the Inclusive Framework.The African group of nations at the UN considered that inclusive international.tax policy instruments should be developed through a global,transparent forum which can be provided by the UN.The UN Resolution of 22 November 2022 called for discussions on developing an international tax cooperation framework to be agreed through a UN inter-governmental process.The Terms of Reference of 15 Au-gust 2024 clarified that a Framework Convention should establish a system of gover-nance for inclusive international tax cooperation.It should establish an inclusive,fair,and transparent international tax system for sustainable development and strength-.ening of domestic resource mobilisation.展开更多
The role of taxation in promoting economic recovery has attracted great-er attention in recent years,with economic dislocation following the Global Financial Crisis and the COVID-19 pandemic.While taxation is only one...The role of taxation in promoting economic recovery has attracted great-er attention in recent years,with economic dislocation following the Global Financial Crisis and the COVID-19 pandemic.While taxation is only one of the factors impacting economic recovery,both economic literature and practical experience show that tax policy can contribute to enhanced growth and therefore greater economic activity.Tax instruments used as a means for promoting economic recovery include tax holidays,preferential tax rates,investment allowances,tax credits and special economic zones.However,there are a range of constraints over tax incentive design imposed by bodies such as the OECD/G20 Inclusive Framework on Base Erosion and Profit Shifting,the Forum on Harmful Tax Practices of the OECD and the Code of Conduct on Business Taxation of the European Union.Given the above,this paper sets out practical issues to inform governments seeking to promote economic activity through taxation.展开更多
