Order is foundation of system,and behind system is culture.This article takes filial piety as a researching point which played an important role once in Chinese history.By in-depth analysis of the survival soil of traditional culture and its modern transformation and adjustment,the article explored the real order of the countryside in the social transition stage.Based on this analysis,the article tries to construct a social governance mode which taking“filial piety culture”as the axis.

Study on the Guarantee Mechanism for the Construction of Government Public Culture Service System

The design and study on the construction of government public culture service system have been commenced since 2010 in China, aiming at exploring the construction models of government public culture service system in central China, east China, west China, and urban and rural areas, and researching effective measures. As a result, the study of the guarantee mechanism for the construction of government public culture service system can be promoted. In this paper, the main contents of the construction of government public culture service system, the construction significance, and the construction＇s guarantee mechanism are studied and discussed emphatically.

The Endowment Culture Construction under the Perspective of Government

As the aging population increasingly accelerates, the construction of the endowment culture has been putting on the agenda. In fact, the endowment culture plays an irreplaceable part in the social old-age care system. In the period of social transition, the excellent traditional old-age pension culture is destroyed, which makes the cultivation of the old-age social fashion imminent. Development of Chinese Cultural Governance since the Reform and Opening-up

Contemporary Chinese cultural governance is an important part of the national governance system and the modernization of national governance capacity. It must combine international experience and local method together and run through the whole process of cultural system reform. The good governance of culture is the goal pursued by Chinese cultural governance, which displays the management process of maximizing cultural public interest. In the new era, cultural governance reform has experienced governance subject centralized to pluralism, governance space from inside to outside, governance method from ruling by man to the rule of law, governance path from control-oriented government to service-oriented government. To further improve Chinese cultural governance in the new era, relationships between top-level design and grass-root innovation, cultural democracy and cultural concentration, national cultural interests, social cultural interests and cultural interests of the citizens, domestic cultural governance and global culture must be dialectically dealt with. In the government-market-social governance structure, mutual assistance of multiple missions and win-win of multiple subjects can be achieved, thus promoting harmony of multiple interests.

Value Chain of the Festival Internacional Cervantino

The purpose of the research was to investigate the value chain of the Festival Internacional Cervantino (VC-FIC) as a cultural and tourist industry, and to identify the key links of the chain. The value chain concerns the business activities that generate wealth and offer services to customers. This qualitative case study focuses on formal and informal documents regarding FIC that determined that the FIC tourist and cultural industries are disarticulated. A qualitative perspective allowed us to identify the links existing between formal and informal instances regarding social and economic aspects, as well as its processes and unofficial activities. It can be shown that the value chain of the festival is in the link of the patrimony in the tangible and intangible cultural field and it is formed by seven links that should unite both industries including the following elements: cultural market, government and services, pre-production, lodging, production, events, food, and souvenirs.

Promoting Cultural Diversity, Cultural Equality and Cultural Sustainability Through Art Centers—A Case Study of National Kaohsiung Center for the Arts Weiwuying

This research is aimed to investigate the venues and influences of how arts centers can help promote culture diversity,equality and sustainability in cities.By analyzing the newly established National Kaohsiung Center for the Arts Weiwuying in Taiwan,it is my goal to bring out the objectives of practical approaches,of how arts center embedded cultural diversity and cultural equality through its design,organization and governance system,to connect city governance with cultural policy.In addition,relating to cultural policy and city governance by cross-examine interaction between them,this research endeavors to conceptualize the meanings and significance behind those changes in a city.Last,in terms of cultural sustainability,it will be our main goal to recognize the link which leads cultural diversity and equality to cultural sustainability development of the city.

Diversification of Security and Possibilities for“Cultural Security”:Focusing on the Cases of the EU and France

Security in international relations has been at a crossroads,especially after the end of the Cold War.National security has not been the only framework of security;human security has also occupied an important position.This“paradigm shift”of security occurred due to changes in the global security environment,such as the emergence of insecurity caused by poverty and ethnic conflict.It is obvious that national security based on a sovereign state and military forces are not enough to prevent war-fighting or to resolve its basic causes,so human security has attracted considerable attention,which complements national security.Human security needs the protection of communities in which people can find their identities and lead a peaceful life.For example,in Europe,a French riot by immigrant young people in 2005 indicated a lack of human security,where the shortage of protection of communities of immigrants under politics by the French government made the situation very serious.We present a new framework,“cultural security”,which complements human security in that the former protects communities based on each culture.It is ideal that all three dimensions of security work well as,if national security lacks,it may cause civil war or a failed state;if human security(in the narrow sense,focused on only individuals)lacks,it may lead to reinforced authoritarianism or a despotic regime;and if cultural security lacks,a civic nation would be developed but social life may be instable.

Research on the New Developments of Corporate Governance, Board of Directors and Management Accounting

Based on corporate governance, this paper concludes that the core of corporate governance is the board of directors of the listed company. It also analyses the function of the board of directors on preparing, applying and appraising the strategic planning. It draws a conclusion that the new development of management accounting is the application of the board of directors and its several committees.

Assuring Quality in Higher Education in a Confucian Collectivist Culture: The Vietnamese Experience

Quality assurance(QA)has been introduced and developed into Vietnam for almost 15 years.The importation of such a concept from other countries with different cultures may result in resistance in some ways.This study explores QA arrangements at three institutions of higher education(HE)in Vietnam,a Confucian heritage country,as perceived by academic leaders,QA practitioners,and academics to respond to QA policies from the government.The methodological approach taken in this research is a multiple case study.A qualitative approach was used to explore QA practices at three institutions.Data collected from documentation and in-depth interviews were analyzed for patterns and themes.It was found that centralism and large power distance of a Confucian collectivist country such as Vietnam significantly influenced the government’s attempts to reform HE for quality improvement.Culturally appropriate measures from the bottom level with long-term strategies should be considered to assure and improve quality,including the shift to decentralization in HE.

Urban Cultural Excavation and Reconstruction in the Perspective of Cultural Interaction:An Example of Modern Counter-Industrial Development on the Suzhou Riverbank

Urban culture,as the core force of urban development,has been explored more deeply in the process of modern urban transformation and construction.However,cities have their own unique memories,and cultural continuity and heritage require further innovation.The Suzhou River was the center of Shanghai’s initial development and carries an important cultural heritage.In 1996,Shanghai launched the comprehensive environmental improvement of the Suzhou River,which has achieved the reverse industrialization of the Suzhou River through the fine management of the city,and has made a good achievement of urban management and a new culture of the Suzhou River.This paper takes,Shanghai,a maritime city,as the background,takes the management of Suzhou River as the entry point to explore the new path of building urban culture in the new era,and studies the cultural significance contained in the fine management of modern cities.

Events are an important attraction for tourist destinations (Getz, 2008). Even in well-known destinations for their sea, events can attract different types of tourists and can help counteract seasonality (Ritchie & Beliveau, 1974). In Apulia (Italy), this happens thanks to the “La Notte della Taranta” Festival, which was born in 1998 and is currently the largest European music event dedicated to traditional music, able to attract over 230,000 viewers from around the world every summer in the Salento region. Analyzing the Festival “La Notte della Taranta” from an economic and legal point of view has been the main purpose of our research.

The protection of intangible cultural heritage is a long and arduous systematic project.It not only protects the heritage itself,but also protects its surroundings,including its historical,scientific,and emotional connotations and the elements of cultural heritage formation.In the protection of intangible cultural heritage,the local government will play a leading role and bear unshirkable responsibility for the success or failure of the construction.In the process,however,local governments are often affected by various factors,resulting in adverse phenomena such as government undertaking the whole things and protective damage.This paper takes minority areas as the research district to study the government responsibility for the protection of intangible cultural heritage.
