Against such backdrop, this paper tries to conduct critical analysis based upon traditional outcomes in this regard, trying to make full use of the function of big data technology. With these efforts, this paper contributes to the building of an interaction theory that could promote transparency of information and customization and segmentation of the policies. By constructing a mode in which management could be carried out based on the law of big data, by building an information management system in which balance could be achieved between responsibility and freedom, by promoting the rebalancing among public power, online civil society and civil rights, the innovation of governmental management would be achieved.展开更多

The purpose of this study is to research the bullying phenomenon among school students in the UAE society. This is done through showing the extent of prevalence of bullying, the rate of recurrence of bullying incidenc...The purpose of this study is to research the bullying phenomenon among school students in the UAE society. This is done through showing the extent of prevalence of bullying, the rate of recurrence of bullying incidences, the most widespread forms of bullying among school children in the Emirati society, and finally, the variation with regards to the prevalence and forms of bullying as related to the student’s gender. Therefore, this study aims to probe the prevalence of this phenomenon in schools, and the frequency of bullying cases as well as its forms. For this purpose, a questionnaire was designed and conducted on a sample size of 1,309 students of both genders. The data were later analyzed using descriptive statistical and analytical metrics that are appropriate for the variables’ measurement level, and which achieve the objectives of the study. The study found that a third of the students (33.3%) were involved in bullying incidents. Furthermore, it was found that 14.2% were the party causing the bullying incident, while 19.1% were the party upon which bullying was inflicted. The study also revealed that within school premises the places where bullying was most likely to occur are corridors, and the places which students felt were the least safe are the closed spaces. As for the forms of bullying students are subjected to, offensive name calling or insults came in first place, followed by cyber/online bullying. The young age and smaller size of a student were among the most important motivators for students to bully him/her. It was also found that 32.8% of students who are exposed to bullying respond in a similar manner. The study showed that most of the bullied students (78.4%) know the person doing the bullying, the females being more cognizant of the perpetrator bullying them. Moreover, 40.7% of the students believe that the teachers and other employees are aware of the bullying taking place, female students to a greater extent than males in this regard. In the study sample, the students believe that strong and strict school administration would contribute to stopping the bullying phenomenon. The study additionally concluded a number of recommendations to reduce this phenomenon.展开更多

The integrated development of urban and rural areas requires that the government take responsibility for the overall development of the countryside. Chinese agricultural and rural policies characterized by state inter...The integrated development of urban and rural areas requires that the government take responsibility for the overall development of the countryside. Chinese agricultural and rural policies characterized by state intervention and government leadership have played an important role in promoting agricultural development and increasing farmers’ incomes as well as balancing development in urban and rural areas. However, the effectiveness of current agricultural policies in promoting agricultural productivity is now clearly leveling off. Given this situation, the authors argue that it is imperative to construct a new analytical framework featuring government regulation and guidance of agricultural and rural development. In this framework, the government must clearly define the boundaries between its activities and those of the market and rural social organizations. While fully respecting the fundamental role of the market in allocation of resources and rural self-management, the government should exercise its power as a backstop. Further, the government needs to establish a logical sequence for government functions such as formulating the basic operating system of the market and society, correcting market failure and social dysfunction and cultivating market/social entities. To use this new analytical framework to strengthen and improve its regulation and guidance of agricultural and rural development, the government needs to reform the basic rural management and agricultural support and protection systems and to pay attention to the cultivation of market entities in agricultural production on the basis of agricultural marketization. Furthermore, it needs to construct a basic urban-rural integrated public service system with the government as the leading actor, carry out innovations in the management system of rural society and fully mobilize the social forces to take part in the administration of public affairs. It also needs to reconstruct the system of government administration and management to ensure the thorough implementation of agricultural and rural development policies.展开更多

This paper discusses the rise of civil society in the world and its major contributions, both positive and negative, to world politics, and investigates the implications of the rise of civil society to China in global governance. This study will show that China is engaged actively in international affairs and is promoting good global governance and that China not only plays a constructive role in the international organizations of the United Nations and the World Trade Organization but also plays a part in dealing with some major international challenges. Three types of the circulating logistics channels are discussed. The first is the recycle channel, where an actor (a firm) can govern total channel and its flow. In this channel, an actor bears the role of entrance and exit, and processes goods, resources, and waste. It may be called as the closed circulating logistics channel. The second is the recycle channel of kitchen garbage, which is governed by plural actors, such as firms, consumers, and governments, based on trust. This channel may be called as the open circulating logistics channel. The third is the recycle channel with intermediate traders and retailers. This channel may be called as the intermediate circulating logistics channel. It suggests to us that actors with autonomy and volunteerism can promote and make a successful circulating environmental logistic channel under the mutual trust and the cooperative role sharing.展开更多

Issues that had ...The Philippine government is a representative democracy. It has three co-equal branches of government namely the executive, legislative, and judicial, operating on the principle of check and balance. Issues that had riddled top officials of government remained unresolved hitherto; and, the local government units had their own lingering issues. The government structure therefore did not seem to have the mechanism to correct itself. This paper argues that responses to, as well as the ensuing conditions of the survivors of natural disasters, are affected by how much trust the incumbents of relevant government structures have of each other and that actors outside of the government hierarchy can offer avenues for reform. Tropical Storm Washi that hit Cagayan de Oro City could be a case in point. It left thousands of people dead or missing, millions of dollars in damages, and thousands of internally displaced persons (IDPs). The local government, tasked by the local government code to handle matters related to social welfare, did not seem to have performed as expected. In an apparent lack of trust, donor agencies preferred to course cash and relief items through conduits others than the local government. While the system remained unable to correct itself, the victims of the disaster continued to suffer. Civil society organizations and non-government organizations were trying to re-establish people’s trust in the system through legal measures, and hope that electoral reforms could be instituted.展开更多

文摘"Society with rule of law"is a concept strongly marked by the distinctive features of Chinese practice.It refers to the introduction of"rule of law"in the life of society over and above the operating system of public power.Like a country with rule of law and a government with rule of law,a society with rule of law has its own independent sphere,constituting the"one body,two wings"of Chinese rule of law.The concrete context of a country’s ability to mobilize,its existing legal system,the foundation of social governance,the state of social contradictions,etc.,may encourage or limit the construction of a society with rule of law.Such construction should have strongly identifiable target guidelines:it should guide orderly public participation in the governance of society,maintain good order in material and cultural life,calibrate supply and demand for basic public services,and define the proper space for the activities of social organizations.The community level is the main field for the construction of a society with rule of law.We should confront grassroots constraints,focus on the main business of grassroots society,and make full use of the function of grassroots social organizations.At the same time,we should effectively integrate the important roles of government,social organizations,enterprises,lawyers and other players in the construction of a society with rule of law.

文摘A remarkable change of the global system is occurring with the rise of civil society and China. The rise of civil society in the international arena and the role of civil society in global politics have received much scholarly attention in recent years. Civil society is playing a role in international development, which has an impact on China in global governance. The vigorous rise of China as a worldwide economic and political player is also a principal theme of present intellectual and political discussions. This paper discusses the rise of civil society in the world and its major contributions, both positive and negative, to world politics, and investigates the implications of the rise of civil society to China in global governance. This study will show that China is engaged actively in international affairs and is promoting good global governance and that China not only plays a constructive role in the international organizations of the United Nations and the World Trade Organization but also plays a part in dealing with some major international challenges. The study argues that the rise of civil society and the rise of China are two important movements in global governance and that these two trends not only serve to increase progressively the effectiveness of the global system, but also will play more important roles in global governance in the future.
文摘This paper suggests the important role of trust as a governance mechanism for the circulating environmental logistics channel for reuse and recycle. Three types of the circulating logistics channels are discussed. The first is the recycle channel, where an actor (a firm) can govern total channel and its flow. In this channel, an actor bears the role of entrance and exit, and processes goods, resources, and waste. It may be called as the closed circulating logistics channel. The second is the recycle channel of kitchen garbage, which is governed by plural actors, such as firms, consumers, and governments, based on trust. This channel may be called as the open circulating logistics channel. The third is the recycle channel with intermediate traders and retailers. This channel may be called as the intermediate circulating logistics channel. It suggests to us that actors with autonomy and volunteerism can promote and make a successful circulating environmental logistic channel under the mutual trust and the cooperative role sharing.
文摘The Philippine government is a representative democracy. It has three co-equal branches of government namely the executive, legislative, and judicial, operating on the principle of check and balance. Issues that had riddled top officials of government remained unresolved hitherto; and, the local government units had their own lingering issues. The government structure therefore did not seem to have the mechanism to correct itself. This paper argues that responses to, as well as the ensuing conditions of the survivors of natural disasters, are affected by how much trust the incumbents of relevant government structures have of each other and that actors outside of the government hierarchy can offer avenues for reform. Tropical Storm Washi that hit Cagayan de Oro City could be a case in point. It left thousands of people dead or missing, millions of dollars in damages, and thousands of internally displaced persons (IDPs). The local government, tasked by the local government code to handle matters related to social welfare, did not seem to have performed as expected. In an apparent lack of trust, donor agencies preferred to course cash and relief items through conduits others than the local government. While the system remained unable to correct itself, the victims of the disaster continued to suffer. Civil society organizations and non-government organizations were trying to re-establish people’s trust in the system through legal measures, and hope that electoral reforms could be instituted.
