Sustainable development is an important component of the Belt and Road Initiative(BRI)and is of great significance for evaluating the levels of sustainable development of countries along this route(henceforth,BRI countries).Therefore,this study aims to identify the factors that influence the levels of sustainable development of BRI countries in a reasonable and objective manner.Eventually,this study employs the super efficiency slacks-based measure(Super-SBM)model,which considers unexpected outputs to measure the level of sustainable development of BRI countries.The dynamic change and composition of the sustainable development level of these countries are calculated using the global Malmquist-Luenberger index.Furthermore,the Tobit model is used to identify the factors influencing the level of sustainable development of BRI countries in general and in various categories.The empirical results suggest the following points.(a)The overall level of sustainable development of BRI countries is low,whereas those of high-income and middle-and high-income countries are relatively high.(b)The overall sustainable development levels of BRI countries declined to a certain extent in 2008 owing to the effect of the financial crisis,.However,the sustainable development level of other countries,barring low-income countries,has gradually increased since 2011.(c)Since 2008,technological progress has replaced technical efficiency as the main driving force behind the improvement of the sustainable development level of BRI countries.(d)A U-shaped relationship is observed between the economic and sustainable development levels of these countries.(e)The level of science and technology and the proportion of renewable energy consumption can promote the sustainable development of these countries.Moreover,a negative correlation exists between the level of opening to the outside world and that of sustainable development of countries that mainly export resource-based products and are dominated by labor-intensive export industries.Barring low-income countries,the energy structure plays an effective role in improving the level of sustainable development.Finally,the study presents suggestions for China in the process of coping with the sustainable development of relevant countries during its promotion of the BRI. 展开更多

Urbanization development quality(UDQ) of urban agglomeration(UA) is one of the important indexes to evaluate if the UA urbanization speed is reasonable,if the population urbanization process is sound,if the economic urbanization process is efficient,if the social urbanization process is harmonious and fair,which is generally composed of three parts,including economic urbanization development quality,social urbanization development quality and spa-tial urbanization security quality.With the research of evolution rules of UDQ,through the analysis on the interactive coordination relation between UDQ and urbanization level,the paper proposes three dimensional index ball and stan-dard value of comprehensive measures of UDQ,which is composed of three categories of indexes.By introducing At-kinson model,this paper constructs the sub-element measure model and segmental measure model of UDQ,and fur-ther makes an overall evaluation on the characteristic of UDQ of UAs in China.Results show that:1) UDQ of UAs lied at optimization and upgrading phase during 1995-2008 and the quality was low.Population urbanization level did not reflect the UDQ of UAs;2) the improving speed of the spatial urbanization security quality was higher than the so-cial urbanization development quality,and the improving speed of economic urbanization development quality was the lowest;3) the coordination between UDQ and urbanization level was not so good;4) there was a weak correlation re-lation between UDQ and UA scale,and it was not true that the bigger the UA was,the better the UDQ was. 展开更多

Public services provide convenient conditions for urban residents to study,work and live,and have important significance for improving the life quality of residents and improving the level of welfare.However,while China’s spatial economic is heading towards agglomeration development,a large number of cities have shrunk,which has made unbalanced supply of public services between regions increasingly prominent.Based on the existing literature and the development reality,this paper analyzes the impact of urban shrinkage on the public service level from the public service supply mechanism,and discusses the heterogeneous effects of different labor shrinkage on public services.The results of the study show that urban shrinkage will inhibit the improvement of public service level,but inter-governmental competition makes the labor shrinkage of industry and service industry promote the improvement of public service level.In addition,this paper takes economic development level as a moderating variable to study the moderating effect of economic development level in the impact of urban shrinkage on public service levels.It is found that the reduction of economic development level will promote government competition and provide more public services. 展开更多

This paper adopts the perspective of urban economic linkage and the modified urban economic gravity model to conduct a comparative analysis of the economic gravity among cities in China’s three major urban agglomerations,including the Beijing-Tianjin-Hebei region,the Yangtze River Delta,and the Pearl River Delta.The results show that,despite the ever-tightening economic linkages among cities in the urban agglomerations,the development of the Beijing-Tianjin-Hebei region falls behind that of the Yangtze River Delta and the Pearl River Delta in terms of coordination,closeness,and balance.The economic linkages among cities in the Beijing-Tianjin-Hebei region are not as cohesive as they could be and display a significant“siphon effect”through Beijing and Tianjin as well as a prominently unidirectional economic flow.This study suggests that efforts should be put into directing the orderly flow of resources from Beijing and Tianjin to cities in Hebei and promoting a balanced economic flow among cities,thus facilitating the coordination of regional development. 展开更多

Based on the study on the city transport systems of some typical cities worldwide,this paper put forward that each city transport system has its own development mode,which is influenced by the city development plan,economic development level,traveling vehicle composition etc..When some problems occur,such as the congestions caused by contradiction between the road capacity and vehicle composition,the city transport system may come into temporary maturity period.If the improvement for road system is limited meanwhile,optimized structure of vehicle composition should be an effective solution in this case.With the development of economy-internationalization,the development speed of city transport modernization is rapid.When traveling easiness is conflicting with efficiency,the advantages of public transport system become more obvious.Correspondingly,the superiority of two-wheel vehicles will reappear.Though the important function of two-wheel vehicles for alleviating city traffic problems is obvious,however,their development strategy must be reasonably proposed,and operation regulations must be performed accordingly. 展开更多

Studying the process and characteristics of urban land change in different phases of urbanization and different economic development is much important for understanding urban land change and management at a macro leve... Studying the process and characteristics of urban land change in different phases of urbanization and different economic development is much important for understanding urban land change and management at a macro level. Taking the example of Jiangsu Province, the present paper studied the correlation between urban land change process and socioeconomic development from 1981 to 2003 on the basis of statistical data. The results showed the following three aspects. First, urban land area has changed periodically and the research duration can be divided into two periods: from 1981 to 1994 and from 1995 to 2003. In each period, the changing trend is the same, i.e. slow at first and then quick. Studying from the comprehensive change status, the characteristic of fluctuant change is significant with three acute change pinnacles in 1988, 1991 and 2002 which were corresponded to turning point years of economic development phases of Jiangsu Province respectively. Second, the synchronization between urban land change and urbanization level change is not strict. With the evolution of urbanization phases, the change pace of urbanization level increased remarkably, but urban land change rate did not increase significantly accordingly. Third, the area of urban land has exponentially increased with the increase of per capita GDP. In different economic development levels classified by per capital GDP, land resource cost for economic development is different, respectively 29.01 hm2, 26.34 hm2, 26.22 hm2, and 11.14 hm2 for the increase of 100 million RMB GDP when the per capita GDP is under 1000, 1000–2000, 2000–5000 and over 5000 RMB. 展开更多

The counseling and psychotherapy practitioners are treated as " variables",and researchers are concerned because these " variables" can have a significant impact on the course of treatment and outcomes.Therefore,we analyze the effects of socioeconomic development level on practitioners' treatment orientation. Based on the results,in addition to areas of employment,urban stratification and practitioners' system factors,gender,age,education,professional background,work hours,and other factors affect psychological counseling and psychological treatment practitioners. 展开更多

新质生产力的测算是研究新质生产力发展水平的基础,但当前关于新质生产力的评价指标体系和测度方法尚处于探索阶段。鉴于新质生产力是质和量的统一、能力和效率的统一、现实性和可比性的统一,依据生产力理论,结合高质量发展的现实要求,... 新质生产力的测算是研究新质生产力发展水平的基础,但当前关于新质生产力的评价指标体系和测度方法尚处于探索阶段。鉴于新质生产力是质和量的统一、能力和效率的统一、现实性和可比性的统一,依据生产力理论,结合高质量发展的现实要求,以及新质生产力在科技创新、要素提升、生产组织等方面的特征,系统分析新质生产力的本质要求、构成要素、实现途径、培育载体和支撑环境,在此基础上构建包括技术、要素、数字、产业和环境五维度的指标体系,对中国30个省份2022—2022年的新质生产力发展水平进行测度,并分析其发展格局和演进趋势。结果表明:30个省份新质生产力发展水平增长较快,但区域差异、经济带差异、城市差异明显;要素生产力保持较高水平,数字生产力和创新生产力加快发展,绿色生产力和产业生产力成为发展的短板。其中,从区域格局来看,东部高于30个省份的平均水平,中西部和东北地区低于30个省份的平均水平;从经济格局来看,长江经济带最高,其次是泛珠三角,而丝绸之路经济带低于30个省份的平均水平;从城市格局来看,三大城市群从高到低依次为珠三角、长三角、京津冀,并且均高于30个省份的平均水平。 展开更多

国际消费中心城市是消费的高级形态载体。从国际知名度、消费繁荣度、商业活跃度、到达便利度和消费满意度五个维度构建我国国际消费中心城市发展评价指标体系,借助熵权TOPSIS法对其发展水平进行测度,运用核密度估计、收敛性分析、修正... 国际消费中心城市是消费的高级形态载体。从国际知名度、消费繁荣度、商业活跃度、到达便利度和消费满意度五个维度构建我国国际消费中心城市发展评价指标体系,借助熵权TOPSIS法对其发展水平进行测度,运用核密度估计、收敛性分析、修正的引力模型以及社会网络分析方法,以北京、天津、上海、重庆、广州等25个具有竞争力的城市为样本,剖析我国国际消费中心城市发展的动态演进特征。研究发现,2017—2022年我国国际消费中心城市发展水平逐年上升但处于低水平发展阶段,城市间发展差距大且呈现出梯队层级分布态势;从各维度看,国际知名度、消费繁荣度、商业活跃度和消费满意度四个维度发展水平表现为上升趋势,消费繁荣度涨幅最大,到达便利度发展水平较低;国际消费中心城市间发展的绝对差距较大,但城市的追赶效应使得相对差距缩小;从空间格局看,城市初步形成了北部“北京+天津”集聚圈、南部“广州+深圳”集聚圈以及以上海为首的长江联系带的“两圈一带”总体空间网络格局,表现出“高者全局集聚、低者局部扩散”的集散效应特征,城市间有着“核心城市占据主导,边缘城市结构优化”的非均衡空间联系。因此,应立足城市比较优势、深入挖掘并梯次培育特色消费增长点,完善城市交通基础设施建设、突出重点打造现代综合立体交通网络,积极把握我国国际消费中心城市发展的动态变化过程、多层级优化城市消费资源空间配置,重视我国国际消费中心城市发展的空间网络结构特征,逐步形成以点带面、以圈扩容、结构优化的消费空间发展格局。 展开更多

乡村收缩是我国城乡结构转化进程中呈现的新现象。文章首先从概念层面阐释了乡村收缩的内涵,梳理了我国乡村收缩需要重点把握的逻辑线索,进而通过文献调查和实地调研,以甘肃省为例从县域尺度对乡村收缩程度进行测度,从乡村人口、经济和... 乡村收缩是我国城乡结构转化进程中呈现的新现象。文章首先从概念层面阐释了乡村收缩的内涵,梳理了我国乡村收缩需要重点把握的逻辑线索,进而通过文献调查和实地调研,以甘肃省为例从县域尺度对乡村收缩程度进行测度,从乡村人口、经济和社会三个维度揭示其形成机理。研究发现:(1)乡村收缩在不同语境其内涵可能存在差异,但其本质均是青壮年劳动力的过度流失;(2)2000年、2010年、2020年甘肃省乡村收缩指数均值呈现动态大幅度上升趋势,分别为26.11%、38.97%、49.98%,且上升趋势具有比较显著的空间差异性;(3)城乡二元结构下,资源禀赋和地理区位、经济发展与要素流动、历史基础与社会文化、政策安排与治理能力都对乡村收缩有影响。新时代我国应从振兴县域经济出发,依靠产业聚集、人才引进、资金筹措、城乡融合的政策组合来回应乡村收缩现象。 展开更多

合理的财政制度安排和财政引导对激发地方活力、推动城乡融合发展进程进而实现乡村振兴战略具有重要意义。研究基于2011—2021年我国省级面板数据,利用全局主成分分析法、建立计量模型,研究财政分权对我国城乡融合发展的影响,及其通过... 合理的财政制度安排和财政引导对激发地方活力、推动城乡融合发展进程进而实现乡村振兴战略具有重要意义。研究基于2011—2021年我国省级面板数据,利用全局主成分分析法、建立计量模型,研究财政分权对我国城乡融合发展的影响,及其通过基础设施水平和市场化水平对我国城乡融合发展的中介效应。结果表明:近年来,我国城乡融合发展水平呈上升趋势,但增速缓慢且区域间差异较大;财政分权对城乡融合发展总体来看具有显著的负向影响,并且具有通过抑制基础设施水平提升、引致市场化程度降低从而对城乡融合发展产生不利影响的中介效应,这一结果通过稳健性检验;通过异质性检验发现,财政分权对城乡融合发展的负向效应主要集中在中部地区,对西部区域城乡融合发展表现为显著正向促进作用。深化财政体制改革、完善地方政府绩效考核体系、重视城乡基础设施空间布局、破解阻碍城乡融合发展的制度障碍是推动城乡融合发展的关键举措。 展开更多

数字技术的发展与普及应用推动生产要素在中国城乡的双向流动,进而推进城乡产业协调发展,但目前针对数字技术对城乡产业协调发展影响作用的实证研究不足。因此,借助省级面板数据,深入探究数字技术对中国城乡产业协调发展的总体影响和区... 数字技术的发展与普及应用推动生产要素在中国城乡的双向流动,进而推进城乡产业协调发展,但目前针对数字技术对城乡产业协调发展影响作用的实证研究不足。因此,借助省级面板数据,深入探究数字技术对中国城乡产业协调发展的总体影响和区域异质性及其作用机制,为进一步深化该主题研究,为利用数字技术推进城乡产业融合升级、实现城乡协调发展提供理论参考。以数字技术为切入点,从理论分析数字技术影响城乡产业协调发展的内在机制,基于2011—2021年中国30个省份面板数据,建立数字化综合评价指标体系,运用熵值法测算各省份数字化水平,运用耦合协调模型计算各省份城乡产业协调度,并就数字技术如何影响城乡产业协调发展进行实证分析。结果表明:数字技术对推进城乡产业协调发展具有显著正向影响;数字技术在不同空间地理位置对城乡产业协调发展存在异质性影响;县域经济在数字技术助推城乡产业协调发展过程中发挥部分中介效应;在不同经济发展水平下,数字技术对城乡产业协调发展的影响作用呈现非线性特征,当地区经济发展水平达到一定程度,数字技术才能对城乡产业协调发展产生显著正向推动作用,其门槛值为10.379。基于此,进一步从完善乡村数字基础设施建设、完善统筹规划和完善数字素养培育体系三方面提出具体对策建议。 展开更多

中国省级城乡发展差距统计测度与演进——基于HDI的研究视角

不断缩小城乡发展差距,推进城乡融合发展,是中国实现共同富裕的必然选择。基于人类发展指数(HDI)分别编制2000—2020年中国各地区的城乡HDI,以此测度城乡发展差距,并从区域差异、收敛性、结构分解等方面对测度结果及其变动特征进行分析... 不断缩小城乡发展差距,推进城乡融合发展,是中国实现共同富裕的必然选择。基于人类发展指数(HDI)分别编制2000—2020年中国各地区的城乡HDI,以此测度城乡发展差距,并从区域差异、收敛性、结构分解等方面对测度结果及其变动特征进行分析。研究发现:中国各地区的城乡差距均在逐步改善,城乡发展差距较大的省份主要集中在西部地区;各地区城乡发展差距指数随着时间变化呈现出明显的收敛特征,且差距越大的地区其差距缩小速度相对越快,存在一定的追赶效应;2010年以来,城乡教育差距是导致中国城乡发展差距最为重要的因素,城乡收入差距则是改善中国城乡发展差距最为重要的驱动因素。未来要更加重视加快缩小各地区的城乡教育差距,持续缩小城乡收入差距。 展开更多
