To date, studies that have used administrative boundar...Post-disaster recovery and reconstruction provide an effective way to reduce the disaster vulnerability of, and promote leapfrog development in, an affected area. To date, studies that have used administrative boundaries to investigate the reconstruction of settlement space have not been able to clearly define the real boundaries of land use changes or quantify the degree of response to the ‘Build-Back-Better’ initiative, and have lacked any consideration of the fourth reconstruction stage–development period(10 years). This study constructed a mountain settlement niche and analyzed the characteristics, spatial reconstruction, and drivers of rural settlements during 2009–2019 in the upper reaches of the Minjiang River, southwest China. The results showed the following:(1) Natural factors were the basis for the formation and development of mountain settlement niches. The scale of the settlement niche and its land use structure depended on the physical geography features and the ethnic farming and grazing traditions. The settlement niche provided a realistic boundary for the spatial reconstruction.(2) The layout of residential land around cropland was the common feature of the mountain settlement niche. Of all the land use types, the roads and rural residential lands showed the most change over the 10 years;13,860 residential patches increased in size and 4,742 patches were abandoned.(3) The area of orchards, planted to reconstruct the economy in the mountains, increased by nearly 2.5 times.(4) Collapses, landslides, and debris flow disasters and the ecological red line influenced the spatial reconstruction. While the main focus of post-disaster recovery is spatial reconstruction, initiatives should include economic and spiritual recovery, and should also achieve sustainable development of the region.展开更多

This paper analyzes the "three-in-one" value structure concerning rural civilization's being a cultural carrier,its subjective demands,and objective production,to understand and follow the diachronic evolution of the position and function of rural civilization values "from being a subject,through being an object,to being a subject." After an introduction to the issue of rural-urban transition in rural-urban continuum, a historical overview of the transformations of China’s rural space in economic, social and geographical structure is presented. This is followed by an analysis of regiotal uneven development among provinces in rural industrialization and rural-urban transition. Meanwhile the incomes of the rural residents can be boosted, which denotes the realization of a harmonious society where the achievements of China's reform and development are shared by each citizen. Moreover, the construction of NRCs facilitates the economization of land use and thus improves the overall living standard of the residents, while helping to cut the administrative cost and promote democracy at the primary level. This paper also points out various problems arising during the construction of NRCS in China: blindly following suit in accordance with the modes of the urban communities; lack of funds, which leads to the absence of the supporting mechanisms of NRCs; vague positioning and the ensuing shortage of impetus for continued development. The groundwater level has been continuously decreasing due to climate change and long-time overexploitation in the Xiong’an New Area,North China,which caused the enhanced mixing of groundwater in different aquifers a...The groundwater level has been continuously decreasing due to climate change and long-time overexploitation in the Xiong’an New Area,North China,which caused the enhanced mixing of groundwater in different aquifers and significant changes in regional groundwater chemistry characteristics.In this study,groundwater and sediment pore-water in drilling cores obtained from a 600 m borehole were investigated to evaluate hydrogeochemical processes in shallow and deep aquifers and paleo-environmental evolution in the past ca.3.10 Ma.Results showed that there was no obvious change overall in chemical composition along the direction of groundwater runoff,but different hydrochemical processes occurred in shallow and deep groundwater in the vertical direction.Shallow groundwater(<150 m)in the Xiong’an New Area was characterized by high salinity(TDS>1000 mg/L)and high concentrations of Mn and Fe,while deep groundwater had better water quality with lower salinity.The high TDS values mostly occurred in aquifers with depth<70 m and>500 m below land surface.Water isotopes showed that aquifer pore-water mostly originated from meteoric water under the influence of evaporation,and aquitard pore-water belonged to Paleo meteoric water.In addition,the evolution of the paleoclimate since 3.10 Ma BP was reconstructed,and four climate periods were determined by theδ18O profiles of pore-water and sporopollen records from sediments at different depths.It can be inferred that the Quaternary Pleistocene(0.78‒2.58 Ma BP)was dominated by the cold and dry climate of the glacial period,with three interglacial intervals of warm and humid climate.What’s more,this study demonstrates the possibilities of the applications of pore-water on the hydrogeochemical study and further supports the finding that pore-water could retain the feature of paleo-sedimentary water.展开更多

Based on the acquaintance of the regional background of urban-rural transformational development and investigations on the spot,this paper discusses the holistic situation, dominant factors and mechanism of arable lan...Based on the acquaintance of the regional background of urban-rural transformational development and investigations on the spot,this paper discusses the holistic situation, dominant factors and mechanism of arable land loss and land for construction occupation in the coastal area of China over the last decade,with the aid of GIS technology.Conclusions of the research are summarized as follows:(1)the arable land had been continuously decreasing from 1996 to 2005,with a loss of 1,708,700 hm^2 and an average decrement of 170,900 hm^2 per year;(2)land for construction increased 1,373,700 hm^2 ,with an average increment of 153,200 hm^2 per year;(3)total area of encroachment on arable land for construction between 1996 and 2005 was 1,053,100 hm^2 ,accounting for 34.03%of the arable land loss in the same period,the percentages of which used for industrial land(INL),transportation land(TRL),rural construction land(RUL)and town construction land(TOL)are 45.03%,15.8%,15.47%and 11.5%,respectively;and(4)the fluctuation of the increase of construction land and encroachment on arable land in the area were deeply influenced by the nation's macroscopic land-use policies and development level of regional economy.The growth of population and advancement of technology promoted the rapid industrialization, construction of transportation infrastructures,rural urbanization and expansion of rural settlements in the eastern coastal area,and therefore were the primary driving forces of land-use conversion.展开更多

An evaluation index system including 18 factors was developed, and a rural development...The aim of this study is to evaluate the current state of rural area development at the county level in the eastern coastal China. An evaluation index system including 18 factors was developed, and a rural development index (RDI) was constructed to evaluate rural development state in 2000, 2004, and 2008. The quantitative evaluation indicated the following results. 1) This study derived four dominating components by means of principal component analysis, which can explain 78.2% of the total information, namely agricultural production input, the basic condition of agriculture, the comparative effectiveness of grain production, and the household′s own basic conditions. 2) Since the turn of the new millennium, the rural area in the eastern coastal China has experienced a rapid development in general. Well developed, developed, moderately developed and undeveloped rural areas respectively occupied 29.32%, 22.33%, 21.91%, and 10.51% in 2008. 3) The countryside had maintained a sound momentum of developing trend between 2000 and 2008, while the rural development in the eastern coastal China lacked sustainability. And 4) industrialization, urbanization, original economic basis, and location are four major driving forces of the disparity of rural area development in the eastern coastal China. Given these results, the strategies and policies for the improvement of each rural group were put forward.展开更多

文摘The groundwater level has been continuously decreasing due to climate change and long-time overexploitation in the Xiong’an New Area,North China,which caused the enhanced mixing of groundwater in different aquifers and significant changes in regional groundwater chemistry characteristics.In this study,groundwater and sediment pore-water in drilling cores obtained from a 600 m borehole were investigated to evaluate hydrogeochemical processes in shallow and deep aquifers and paleo-environmental evolution in the past ca.3.10 Ma.Results showed that there was no obvious change overall in chemical composition along the direction of groundwater runoff,but different hydrochemical processes occurred in shallow and deep groundwater in the vertical direction.Shallow groundwater(<150 m)in the Xiong’an New Area was characterized by high salinity(TDS>1000 mg/L)and high concentrations of Mn and Fe,while deep groundwater had better water quality with lower salinity.The high TDS values mostly occurred in aquifers with depth<70 m and>500 m below land surface.Water isotopes showed that aquifer pore-water mostly originated from meteoric water under the influence of evaporation,and aquitard pore-water belonged to Paleo meteoric water.In addition,the evolution of the paleoclimate since 3.10 Ma BP was reconstructed,and four climate periods were determined by theδ18O profiles of pore-water and sporopollen records from sediments at different depths.It can be inferred that the Quaternary Pleistocene(0.78‒2.58 Ma BP)was dominated by the cold and dry climate of the glacial period,with three interglacial intervals of warm and humid climate.What’s more,this study demonstrates the possibilities of the applications of pore-water on the hydrogeochemical study and further supports the finding that pore-water could retain the feature of paleo-sedimentary water.

文摘On the basis of the investigation on the status quo of pilot area of rural endowment insurance in Changsha,Zhuzhou and Xiangtan,farmers' demand on insuance in the new pilot area of rural endowment insurance is expounded from two aspects:farmers' awareness on insurance is increasing gradually;farmers' ability on insuring is increasing.The growing demand of farmers on insuring and the conflicts between the supply of rural endowment insurance and the system construction are analyzed.The problems are inadequate input of funds,low level of social security;imperfect fund-collecting mechanism,serious vacancy;low level of fund management and operation,poor ability of inflation-proofing and appreciation;backward laws and regulations and instability of system.On the strength of the analysis above,the government should innovate and compound fund-collecting mechanism;establish "G-C-F" three-pillar model and set up "BSI" the third party custodian;accelerate the legislation of new rural pension system so as to push forward the optimization of new rural pension insurance system in Changsha,Zhuzhou and Xiangtan.
文摘By analyzing the construction status of the rural settlement in Central China,it points out that spatial patterns of the rural residential areas always have some problems such as small scale,dispersive layout,hollowness of village,and shortage of infrastructure.Base on the idea of urban-rural interaction,industry complementarity and organic function,the rural settlement should be reconstructed in the patterns of harmony with city and town,merging center village,ecological migration,and interior reforms.

文摘With methods of reference research and field research, the current situations of rural industrialization in the process of rural-urban integration in Binhai new area are analyzed and some problems in the process of integration in the new area are pointed out, such as difficulties in breaking dual economic structure in urban and rural areas, imbalanced economic development in the area and inadequate development of the third industry. And relevant countermeasures are proposed: optimizing agriculture industrial structure and promoting agricultural industrialization to form urban agricultural model of Binhai new area focusing on facility agriculture, park agriculture and high-end agriculture and to realize the intensive growth of agriculture; rationally distributing rural industrial structure to form regional leading industry and playing the guiding role of industry to achieve industrial adjustment improvement; quickening the construction of the third industry centering on service to form the service system of modern countryside and the leading role of modern service industry so as to achieve rapid development of the third industry.

文摘Based on the acquaintance of the regional background of urban-rural transformational development and investigations on the spot,this paper discusses the holistic situation, dominant factors and mechanism of arable land loss and land for construction occupation in the coastal area of China over the last decade,with the aid of GIS technology.Conclusions of the research are summarized as follows:(1)the arable land had been continuously decreasing from 1996 to 2005,with a loss of 1,708,700 hm^2 and an average decrement of 170,900 hm^2 per year;(2)land for construction increased 1,373,700 hm^2 ,with an average increment of 153,200 hm^2 per year;(3)total area of encroachment on arable land for construction between 1996 and 2005 was 1,053,100 hm^2 ,accounting for 34.03%of the arable land loss in the same period,the percentages of which used for industrial land(INL),transportation land(TRL),rural construction land(RUL)and town construction land(TOL)are 45.03%,15.8%,15.47%and 11.5%,respectively;and(4)the fluctuation of the increase of construction land and encroachment on arable land in the area were deeply influenced by the nation's macroscopic land-use policies and development level of regional economy.The growth of population and advancement of technology promoted the rapid industrialization, construction of transportation infrastructures,rural urbanization and expansion of rural settlements in the eastern coastal area,and therefore were the primary driving forces of land-use conversion.

文摘The aim of this study is to evaluate the current state of rural area development at the county level in the eastern coastal China. An evaluation index system including 18 factors was developed, and a rural development index (RDI) was constructed to evaluate rural development state in 2000, 2004, and 2008. The quantitative evaluation indicated the following results. 1) This study derived four dominating components by means of principal component analysis, which can explain 78.2% of the total information, namely agricultural production input, the basic condition of agriculture, the comparative effectiveness of grain production, and the household′s own basic conditions. 2) Since the turn of the new millennium, the rural area in the eastern coastal China has experienced a rapid development in general. Well developed, developed, moderately developed and undeveloped rural areas respectively occupied 29.32%, 22.33%, 21.91%, and 10.51% in 2008. 3) The countryside had maintained a sound momentum of developing trend between 2000 and 2008, while the rural development in the eastern coastal China lacked sustainability. And 4) industrialization, urbanization, original economic basis, and location are four major driving forces of the disparity of rural area development in the eastern coastal China. Given these results, the strategies and policies for the improvement of each rural group were put forward.
文摘Under the direction of theory of human resources development,this thesis analyzes the impact of rural human resources development oncultivating new-type farmers.Firstly,it increases the input of rural basic education;secondly,it reinforces the vocational education and technologytraining;thirdly,it promotes the rural medical and public health services;fourthly,it quickens the rural labor transfer.The status quo of China's ruralhuman resources has been analyzed as follows:in terms of the quantity of rural human resources,the status quo is large and quick-developed baseof rural human resources,high labor participatory rate,and constitution of low age;in terms of the quality of rural human resources,the status quois the ubiquitous low quality of rural human resources,low technological level of rural human resources,and overall low physical quality of farmers;in terms of the structure of rural human resources,the status quo is the irrational industrial structure distribution and imbalanced regional structuredistribution.The thesis also discusses the edification of theory of human resources development in cultivating new-type farmers.First,in terms ofthe control over quantity of rural human resources,it is to keep the stability of family planning policy,and expedite the transfer of rural surplus la-bor;second,in terms of promoting the quality of rural human resources,it is to bolster the development of reserve rural labor force resources,toconstruct the adult educational training system with Chinese characteristics,and to build rural primary health care system;third,in terms of adjus-ting the structure of rural human resources,it is to perfect rural human resources market,and adjust rural economical structure and talents struc-ture.
文摘Firstly, definition of village administration is introduced. Then, through analysis of history, complexity and innovation characteristics of village administration, it points out that village administration plays a significant role in the reform of grass-roots government. Based on these, existing problems in village administration mode are discussed. It is believed that the administration subject (government), object (farmers), and administration measures have potential to explore. Finally, suggestions are put forward from perfecting village autonomy, role orientation of grass-roots government, and simplifying grass-roots government organs.
文摘On the basis of defining related concepts concerning human resources in rural public service departments,this paper analyses the overall status quo of human resources in China's rural public service departments and points out the problems existing in human resources in China's rural public service departments during new countryside construction as follows:first,the constitution structure is not rational;second,the cultural quality of staff is universally low,and the business capacity remains to be promoted;third,the improvement of human resources development environment lags behind,and the supporting reform is short.In the context of new countryside construction,the opportunities faced by the human resources in China's rural public service departments are as follows:China has elevated strengthening new countryside construction and rural talents construction as important state development strategy;the ideas of service-oriented government and learning-oriented government are put forward;civil servant system is overhauled.Therefore,I advance the development strategy of human resources in China's rural public service departments as follows:implement elastic personnel system reform in public service departments(including civil servant positions in department),to form the public service personnel system of "able one comes in,mediocre one moves over and shiftless one steps down";audaciously promote young and middle-aged grass-roots cadres with strong business ability,high political quality,acute judgement and decision-making ability;build learning-oriented grass-roots public service organization,to make the staff in rural pubic service departments study assiduously and progress;broaden horizon,and build the human resources development system geared to international standards;in developed regions,the human resources in grass-roots public service departments should introduce enterprise competition model.
