Green shipping and electrification have been the main topics in the shipping industry.In this process,the pure battery-powered ship is developed,which is zero-emission and well-suited for inland shipping.Currently,bat...Green shipping and electrification have been the main topics in the shipping industry.In this process,the pure battery-powered ship is developed,which is zero-emission and well-suited for inland shipping.Currently,battery swapping stations and ships are being explored since battery charging ships may not be feasible for inland long-distance trips.However,improper infrastructure planning for battery swapping stations and ships will increase costs and decrease operation efficiency.Therefore,a bilevel optimal infrastructure planning method is proposed in this paper for battery swapping stations and ships.First,the energy consumption model for the battery swapping ship is established considering the influence of the sailing environment.Second,a bilevel optimization model is proposed to minimize the total cost.Specifically,the battery swapping station(BSS)location problem is investigated at the upper level.The optimization of battery size in each battery swapping station and ship and battery swapping scheme are studied at the lower level based on speed and energy optimization.Finally,the bilevel self-adaptive differential evolution algorithm(BlSaDE)is proposed to solve this problem.The simulation results show that total cost could be reduced by 5.9%compared to the original results,and the effectiveness of the proposed method is confirmed.展开更多

From the perspective of public goods supply, rural human settlement projects can be divided into three categories: public welfare projects, quasi-public welfare projects and operational projects. Because of its particularity and complexity, quasi-public welfare projects often become weak links in rural human settlements. We should give full play to the respective advantages of the government, enterprises and village collectives, and work together to promote the effective supply of rural public goods. A critical method of ensuring grain production is to increase the total factor productivity(TFP),and the key measure to increase the TFP of grain production lies in the construction of agricultural public infrastructu...A critical method of ensuring grain production is to increase the total factor productivity(TFP),and the key measure to increase the TFP of grain production lies in the construction of agricultural public infrastructure.For this topic,existing literature lacks systematic and empirical analysis.Therefore,research on the influence of agricultural public infrastructure on the TFP of China’s grain production has relatively strong policy implications and theoretical value.For this study,we collected panel data for grain inputs and outputs as well as for agricultural public infrastructure in China’s provinces(autonomous regions/municipalities)from 1990 to 2017,and adopted the stochastic frontier function(SFF)approach to measure the TFP of provincial-level grain production.Through this empirical study,we analyzed the influence of agricultural public infrastructures,such as irrigation,roads,and electric power facilities on the TFP of China’s agriculture.We found that such facilities have a positive influence on the TFP of grain production.Specifically,when the input for irrigation facilities is increased by 1 percent,the TFP of grain production will rise by 5.74 percent.Based on this finding,policy recommendations are proposed for enhancing grain TFP through agricultural public infrastructure construction.展开更多

We designed a survey questionnaire which was applied to 384 people randomly for convenience, in the areas surrounding the road interchange. The results showed that a 65.10% believed that the infrastructure works had a positive impact, in addition to a 52.86% and 7.29% of people who were satisfied and very satisfied respectively, with the vial exchange carried out in the Avenues Venezuela and Daniel Alcides Carrion.展开更多

At the same time fossil fuels are finite, which we must work against. Therefore, the Federal Government of Germany has set itself the goal to push forward the use of renewable energy in order to completely do without the generation of nuclear energy by 2023. There are, however, no specific guidelines from the European Directive on the promotion of electricity from renewable energy sources for the internal electricity market regarding how high each share of the different production method should be and, above all, which specific aim should be achieved by the share of wind energy. Nevertheless, it presents a crucial step toward a nuclear phaseout and a concomitant change of course of the Federal Government of Germany in the spring of 2011 regarding the expansion of renewable energy, taking the nuclear catastrophe in Fukushima into account. Using new legal planning approaches, also including the area of Rhineland-Palatinate, opportunities should be provided to make previously protected land available for setting up facilities for the generation of renewable energy. However, it is important to examine the legal situation regarding the installation of these kinds of constructions more detailed, as no general statements can be made. This will be illustrated using the example of the landscape conservation area “Eulenkopf and surrounding area” in the district of Kaiserslautern. The stated goal of the Social Democrat/Green coalition of the federal state government of Rhineland-Palatinate is to considerably expand the generation of electricity from renewable energy sources so that by 2030 at least the entire electricity demand can be covered by those. Due to the enormous potential of wind power, it is therefore necessary to quintuple its share of electricity generation by 2020, compared to 2011 numbers. In order to achieve the desired political objectives, by 2030 the number of turbines has to be increased to around 2650, representing a capacity of 7500 MW. This increase gives reason for boundary conditions to manage the generation of wind energy to be adjusted. This is intended to facilitate management and simultaneously minimise negative effects, such as the “sprawling” of wind turbines.展开更多

The number of interurban and urban-rural travelers in the city of Yaounde has recently exceeded one hundred thousand per year, yet surprisingly few studies have assessed travelers’ behavior, illness, and risk factors...The number of interurban and urban-rural travelers in the city of Yaounde has recently exceeded one hundred thousand per year, yet surprisingly few studies have assessed travelers’ behavior, illness, and risk factors in a sanitary risks setting. Particularly scarce are surveys of data spanning travel, return, and follow-up of the same cohort in traveling agencies and parks. This study examines behavior and illness among travelers moving from Yaounde to other urban and rural areas of Cameroon and beyond. Patterns of behavior connected to a type of travel and illness are characterized in this study so as to identify risks factors and provide background data for pre-travel advice in our traveling agencies. Assessing the susceptibility that imported cases could pose to the national response to infectious diseases depends both on public health, health services and infrastructures. The six agencies assessed: Nvan, Mokolo, Tongolo, Biyem Assi, Mimbowman and Etoudi reveal that the sanitary infrastructures for faecal and urinary disposal are not sufficient and more so, some agencies do not keep enough cleanliness, let alone provide adequate hand washing material as prescribed by national and international concerns to combat the global health challenges. This could be an impediment to travellers going out or inside of the city, and could be a preponderant mechanism for the spread of infectious disease as presented by the infectious diseases isolated and identified in the health districts around the travelling agencies.展开更多

Urban green areas are essential elements of cities and contribute to the quality of life in numerous ways by maintaining and regulating the environment.However,increased urbanization and development have placed urban ...Urban green areas are essential elements of cities and contribute to the quality of life in numerous ways by maintaining and regulating the environment.However,increased urbanization and development have placed urban green areas under extreme pressure,while unplanned urban growth has resulted in the loss of urban landscape and ecosystem.This study’s objective was the public perception on the role of urban green infrastructure and land use management.The 385 sample households were selected by using random sampling method.Descriptive and econometric analyses were used for analyzing both quantitative and qualitative data by using SPSS version 25.Among the major factors influencing the urban green infrastructure by respondents perception were education,income,family size,sex of respondent,marital status,type of employment,ownership of house,participation on public involvement,and frequency of visit to nearer planning which are significant variables in the model.Individuals visited the given green structure at least twice a week,and those not done it were 47.9% and 52.1%.The amount of individuals who visited it twice a week in positive perceivers was 64%,and the amount of those who have not done it was 36%.The Chi-square value of 10.9 was very big and telling us that the frequency of visit was determinant factor of perception.It is vital to keep in mind that while the built-up area and the agricultural areas are rising due to urbanization,the core-ecosystem land is being“eaten”as a result of the past and present land uses inside the administrative limits,as well as the services they provide.In the last 6 years,the rate at which the most precious ecosystems are disappearing has tripled.The population,which reflects the demand for these services and benefits,is still growing,putting more strain on the environment.The recommendations include:Public involvement in urban green space planning and development was determinant and core variable of the study.The government of the town administration should prepare the meeting.The result showed a high correlation between urban green planning and land use changes.展开更多

文摘Currently, the comprehensive assessment of the communication troops’ camp planning project is primarily qualitative, with limited quantitative evaluation. Drawing upon the relevant spirit of the Military Commission’s documents and leveraging the author’s own work experience in branch offices, this article thoroughly explores the factors influencing the comprehensive assessment of the project and proposes quantitative representation methods for these factors. Utilizing the Analytic Hierarchy Process (AHP), a hierarchical structure model and judgment matrix for the evaluation factors of the communication troops’ camp construction planning project are constructed, enabling the determination of the weightage of each factor. This provides a certain level of support and reference for the project approval and management by branch offices, while also offering valuable insights for the approval and management of camp planning and construction projects in other types of troops and battlefield projects.

文摘This study focused on the urban public landscape fragmentation in the process of rapid urbanization in China. By sorting out the management and control indicators and methods of urban planning management departments for residential land and comparing the actual practices and internal design principles of the mainstream developers in land development and construction based on this method, it is believed that the phenomenon of landscape space fragmentation from the city itself in the residential quarter in the city is caused by the mismatch between the design strategy of the developer and the overall demand of the urban space. Lack of government departments’ planning for the integration of urban public resources is the inducement. In view of these problems, several solutions were put forward.
文摘Rural public service is the services provided to rural residents to fulfill the needs of agricultural production, development of rural economy and improvement of peasant's living standard. Improving rural public service system is good for promoting the development of rural economy, enhancing the quality of peasant's living standard, narrowing the gap between rural and urban areas and constructing socialistic harmonious society. Currently, our rural power grid construction can meet the essential needs of economic and social development in rural areas. Rural water conservancy structure also fulfills the needs of agricultural production and peasant's life. Rural traffic condition has an obvious improvement. Education, culture, medical care and other public services all have a general enhancement. However, comparing to the city, rural public service system still exists some problems including imperfect infrastructures, low-quality education and medical treatment, low-level living environment and so on. Therefore, it is needed to establish a long-acting system of rural public service to boost the reform of rural basic education, improve the facilities of rural medical treatment, promote the reform of rural cooperative medical service, enhance the management of rural governance and improve the quality of rural life and environment.
文摘The present study corresponds to a descriptive research, whose objective seeks to determine the level of satisfaction of the population of Arequipa city, in respect of public works infrastructure executed in the Avenues Venezuela and Daniel Alcides Carrion. We designed a survey questionnaire which was applied to 384 people randomly for convenience, in the areas surrounding the road interchange. The results showed that a 65.10% believed that the infrastructure works had a positive impact, in addition to a 52.86% and 7.29% of people who were satisfied and very satisfied respectively, with the vial exchange carried out in the Avenues Venezuela and Daniel Alcides Carrion.
文摘The world’s growing energy demand poses a serious problem. At the same time fossil fuels are finite, which we must work against. Therefore, the Federal Government of Germany has set itself the goal to push forward the use of renewable energy in order to completely do without the generation of nuclear energy by 2023. There are, however, no specific guidelines from the European Directive on the promotion of electricity from renewable energy sources for the internal electricity market regarding how high each share of the different production method should be and, above all, which specific aim should be achieved by the share of wind energy. Nevertheless, it presents a crucial step toward a nuclear phaseout and a concomitant change of course of the Federal Government of Germany in the spring of 2011 regarding the expansion of renewable energy, taking the nuclear catastrophe in Fukushima into account. Using new legal planning approaches, also including the area of Rhineland-Palatinate, opportunities should be provided to make previously protected land available for setting up facilities for the generation of renewable energy. However, it is important to examine the legal situation regarding the installation of these kinds of constructions more detailed, as no general statements can be made. This will be illustrated using the example of the landscape conservation area “Eulenkopf and surrounding area” in the district of Kaiserslautern. The stated goal of the Social Democrat/Green coalition of the federal state government of Rhineland-Palatinate is to considerably expand the generation of electricity from renewable energy sources so that by 2030 at least the entire electricity demand can be covered by those. Due to the enormous potential of wind power, it is therefore necessary to quintuple its share of electricity generation by 2020, compared to 2011 numbers. In order to achieve the desired political objectives, by 2030 the number of turbines has to be increased to around 2650, representing a capacity of 7500 MW. This increase gives reason for boundary conditions to manage the generation of wind energy to be adjusted. This is intended to facilitate management and simultaneously minimise negative effects, such as the “sprawling” of wind turbines.
文摘Urban planning in Greece is identified by two characteristics:the domination of the legislative/legal level on the policy-making one,and the“implementation gap”between laws and plans,and related implementations.In fact,the most frequent reason for the implementation gap is the inability of local administration to compensate landowners.An additional reason for the non-implementation of Urban Plans is that if the expropriation/compensation is delayed for more than a legally specified period,the landowner can ask the lifting of the expropriation.Larissa faces such difficulties.Due to lack of money for expropriations,its¾years-old Urban Plan has been implemented only by 77%.In the city,there are nearly 120 of cases to be expropriated/compensated,and the total amount needed is estimated to 150 million Euros.Obviously,the municipality is impossible to afford this amount,and the Urban Plan is in serious risk of not being implemented.In that context,the paper suggests a re-examination and a re-classification of the prescribed spaces based on three critical factors:the“urban importance”of each“prescribed space”,the economic affordability of financing its expropriation,and the legal characteristics of property rights.
文摘The number of interurban and urban-rural travelers in the city of Yaounde has recently exceeded one hundred thousand per year, yet surprisingly few studies have assessed travelers’ behavior, illness, and risk factors in a sanitary risks setting. Particularly scarce are surveys of data spanning travel, return, and follow-up of the same cohort in traveling agencies and parks. This study examines behavior and illness among travelers moving from Yaounde to other urban and rural areas of Cameroon and beyond. Patterns of behavior connected to a type of travel and illness are characterized in this study so as to identify risks factors and provide background data for pre-travel advice in our traveling agencies. Assessing the susceptibility that imported cases could pose to the national response to infectious diseases depends both on public health, health services and infrastructures. The six agencies assessed: Nvan, Mokolo, Tongolo, Biyem Assi, Mimbowman and Etoudi reveal that the sanitary infrastructures for faecal and urinary disposal are not sufficient and more so, some agencies do not keep enough cleanliness, let alone provide adequate hand washing material as prescribed by national and international concerns to combat the global health challenges. This could be an impediment to travellers going out or inside of the city, and could be a preponderant mechanism for the spread of infectious disease as presented by the infectious diseases isolated and identified in the health districts around the travelling agencies.

Fabric of routes and voids can be considered as a medium in order to structure a landscape, to manage and govern a region, to nurture its unique subculture. A structure of bonds is to be designed to promote a rapid and safe movement of resources, of people, of ideas, even from and to most remote sites. Infrastructure can foster a vast economic development, and also, a profound social and cultural development.

文摘Urban green areas are essential elements of cities and contribute to the quality of life in numerous ways by maintaining and regulating the environment.However,increased urbanization and development have placed urban green areas under extreme pressure,while unplanned urban growth has resulted in the loss of urban landscape and ecosystem.This study’s objective was the public perception on the role of urban green infrastructure and land use management.The 385 sample households were selected by using random sampling method.Descriptive and econometric analyses were used for analyzing both quantitative and qualitative data by using SPSS version 25.Among the major factors influencing the urban green infrastructure by respondents perception were education,income,family size,sex of respondent,marital status,type of employment,ownership of house,participation on public involvement,and frequency of visit to nearer planning which are significant variables in the model.Individuals visited the given green structure at least twice a week,and those not done it were 47.9% and 52.1%.The amount of individuals who visited it twice a week in positive perceivers was 64%,and the amount of those who have not done it was 36%.The Chi-square value of 10.9 was very big and telling us that the frequency of visit was determinant factor of perception.It is vital to keep in mind that while the built-up area and the agricultural areas are rising due to urbanization,the core-ecosystem land is being“eaten”as a result of the past and present land uses inside the administrative limits,as well as the services they provide.In the last 6 years,the rate at which the most precious ecosystems are disappearing has tripled.The population,which reflects the demand for these services and benefits,is still growing,putting more strain on the environment.The recommendations include:Public involvement in urban green space planning and development was determinant and core variable of the study.The government of the town administration should prepare the meeting.The result showed a high correlation between urban green planning and land use changes.
