Using data, we analyze the "sideline effect" and inherent contradiction of transformational cities, research the policy needs for social security and its trend in the citizenization process of the peri-urban farmers. On this basis, we construct the social security policy system that can adapt to the accelerated process of urbanization. Finally, we put forth the following recommendations for the social security policy in the citizenization process of the peri-urban farmers: distinguishing different groups' policy needs for social security; attaching importance to people's dynamic policy needs for social security in urbanization; focusing on the adaptability of social security policy transformation in urbanization; attaching importance to the social psychosocial environment of social security policy transformation in urbanization; achieving the trinity of non-farm conversion, urbanization and citizenization in the process of urbanization; strengthening the government's dominant position in the building of social security policy system.展开更多

This paper introduces and analyzes Korea's NGV (natural gas vehicles) policy for soot-free bus fleet which intends to promote CNG (compressed natural gas) bus in metropolitan area for the reduction of air polluti...This paper introduces and analyzes Korea's NGV (natural gas vehicles) policy for soot-free bus fleet which intends to promote CNG (compressed natural gas) bus in metropolitan area for the reduction of air pollution from road sector. At the early stage, Korean goverrmaent established various supporting policy systems to encourage public transportation companies to purchase CNG buses as a means to replace diesel buses. It was evaluated as very successful with making net economic benefit of CNG bus promotion policy. During the 2nd stage, Korean government implemented CNG hybrid bus promotion policy to further reduce both air pollution and greenhouse gas. Now, a new social demand for the vehicles is zero-emission vehicles. The author asserts that current FCEV (fuel cell electric vehicle) should be considered as an alternative to zero-emission vehicles in Korea and suggests policy recommendation for the promotion of FCEV by referring the current CNG bus promotion policy in public transportation sector.展开更多

Japan and other countries with many people and little land adopt the land saving model with high technology. And the Western European Countries use the intermediate model to exert the function of mechanization and technology. Interests security of farmers in rural land circulation is discussed,such as the unreasonable allocation of circulation rights,changing the land property and land use without authorization;undermining the long-term interests of farmers,and the unsolved social security problem of farmers. Interest guarantee of farmers during the process of agricultural industrialization is analyzed,pointing out that big household or leading enterprise usually occupies a favorable position in the cooperative. They use their advantages in share and management to raven the operation achievement of peasant households and to transfer risks. Due to the information asymmetry,farmers are at a weak position in the cooperation with leading enterprise. We select the per capita gross domestic product and rural residents' per capita net income in Xinjiang as the indicator variables to measure economic growth and farmers' income increase in Xinjiang, respective...We select the per capita gross domestic product and rural residents' per capita net income in Xinjiang as the indicator variables to measure economic growth and farmers' income increase in Xinjiang, respectively. We establish the cointegration equation, the vector error correction (VEC) model, and use the impulse response function to conduct empirical analysis of the evolutive law concerning relationship between economic growth and farmers' income increase in Xinjiang during the period 1978-2010. The results show that there is a cointegration relationship between economic growth in Xinjiang and farmers' income increase; the former plays an important role in promoting the latter, following the evolutive law "first intensify, then abate, intensify again, and finally become stable". We put the following policy recommendations: providing preferential policies for farmers, scientifically and rationally guiding the transfer of rural labor; improving the function of agriculture, increasing the proportion of non-farm income; gradually bridging the widening income gap between urban and rural areas, coordinating urban and rural development.展开更多

Implementation of building energy efficiency of government regulation covers three aspects of construction and involves relevant participators, so the paper analyzes interests and roles of the related subjects in building energy saving, explore the motivations and its conversion mechanism of each player, and dissect the game relationship of associated earnings of developers' and consumers' behaviors selection under government control. The result indicates that China's product-specific amber box support level has significantly increased but not yet exceeded the tolerable ceiling of de minimis and remains consistent with WTO rules on agricultural domestic support," that there is still policy room for product-specific amber box support but the ceiling of de minimis has already imposed substantial constraint on China's grain price support policies; and that despite rapid increases in non-product-specific amber box support levels, future policy space remains significant. The result also suggests that China should make appropriate adjustments to product-specific amber box support policies in accordance with WTO rules on agricultural domestic support and make proper use of non- product-specific amber box support policies.展开更多

Empirical analysis shows that the minimum purchase price published annually by the government has significant positive impact on farmers' grain supply in the major grain producing areas. In recent years,China steadily raises the level of minimum grain purchase price,which has played an important role in effectively protecting grain farmers' interests,mobilizing the enthusiasm of farmers' grain production,and ensuring the market supply of key grain varieties.展开更多

[Method] Field survey was carried out on 300 rice farmers in Suizhou, Wuxue and Xiaogan of Hubei Province. Through the descriptive statistics to the production input and output data of the sample farmers, the econometric model was established to conduct empirical test on the economic benefit of rice farmer and the influential factors. The optimal production scale for rice farmer was also estimated, and through the theoretical and empirical analysis of the optimal production scale, countermeasures were put forward with the aim to promote economic benefit of rice farmer. [Result] The application of fertilizer affected the economic benefit most, followed by the planting area; food policy, farming population and average economic income per capita had significant effects on the economic benefit of rice production; economic benefit was beneficial for cost control. [Conclusion] This study had great practical and instructive significance for stabilizing national food production, ensuring regional and national food safety.展开更多

Worldwide researches over infant’s health have generally focused and aimed on understanding the complex factors (both positive and negative) affecting the infant’s health which further had ultimately helped them to ...Worldwide researches over infant’s health have generally focused and aimed on understanding the complex factors (both positive and negative) affecting the infant’s health which further had ultimately helped them to frame policies nationally as well as internationally. Out of these factors, breastfeeding is one of the vital concerns for research related to infant mortality and morbidity. The World Health Organization recommends that infants should be exclusively breastfed until first six months and receive nutritionally adequate and safe complementary foods thereafter while breastfeeding continues for up to two years of age or beyond. In New Zealand (NZ), only 12% of 6 months old children were exclusively breastfed in 2006. The Ministry of Health plays a leading role for the protection, promotion and supporting breastfeeding in NZ. There are a number of areas/implications that NZ need to focus at such as providing antenatal and postpartum education, training of health professionals, community and workplace support, policy frameworks, breast-feeding statistics and intersectoral approach. These measures mainly focus at the initiation but less has been done to continue and support breastfeeding in NZ. In order to achieve this, all of these areas should be given prime and equal consideration. Hence, there is a strong need to develop strategies that maintain and promote breastfeeding at 6 months or beyond in NZ taking into considerations of various barriers and enabling factors.展开更多

The paper also points out the stable development path for the cooperatives, that is, the cooperatives should cooperate with local villages, and take a path of combined village and cooperative development so that the cooperative members can get a stable income; the cooperatives can also cooperate with local leading enterprises, which can help the cooperatives to manage, sell and form their products brands, thus the cooperatives can get loans easily to solve the capital bottleneck of cooperative development and improve the members' incomes.展开更多

文摘Using the aggregate measurement of support (AMS) approach of the World Trade Organization (WTO), this study estimates China's product-specific and non-product- specific amber box support levels between 2008 and 2013. The result indicates that China's product-specific amber box support level has significantly increased but not yet exceeded the tolerable ceiling of de minimis and remains consistent with WTO rules on agricultural domestic support," that there is still policy room for product-specific amber box support but the ceiling of de minimis has already imposed substantial constraint on China's grain price support policies; and that despite rapid increases in non-product-specific amber box support levels, future policy space remains significant. The result also suggests that China should make appropriate adjustments to product-specific amber box support policies in accordance with WTO rules on agricultural domestic support and make proper use of non- product-specific amber box support policies.
文摘Based on farmers' supply behavior theory and price expectations theory,this paper establishes grain farmers' supply response model of two major grain varieties (early indica rice and mixed wheat) in the major producing areas,to test whether the minimum grain purchase price policy can have price-oriented effect on grain production and supply in the major producing areas. Empirical analysis shows that the minimum purchase price published annually by the government has significant positive impact on farmers' grain supply in the major grain producing areas. In recent years,China steadily raises the level of minimum grain purchase price,which has played an important role in effectively protecting grain farmers' interests,mobilizing the enthusiasm of farmers' grain production,and ensuring the market supply of key grain varieties.

文摘[Objective] This study was to provide references for the improvement of agricultural economic benefit by analyzing the main factors on influencing the economic benefit of rice farmer. [Method] Field survey was carried out on 300 rice farmers in Suizhou, Wuxue and Xiaogan of Hubei Province. Through the descriptive statistics to the production input and output data of the sample farmers, the econometric model was established to conduct empirical test on the economic benefit of rice farmer and the influential factors. The optimal production scale for rice farmer was also estimated, and through the theoretical and empirical analysis of the optimal production scale, countermeasures were put forward with the aim to promote economic benefit of rice farmer. [Result] The application of fertilizer affected the economic benefit most, followed by the planting area; food policy, farming population and average economic income per capita had significant effects on the economic benefit of rice production; economic benefit was beneficial for cost control. [Conclusion] This study had great practical and instructive significance for stabilizing national food production, ensuring regional and national food safety.

文摘[Objective] The aim was to analyze economic benefits of rice farmers and influential factors in China. [Method] Based on data of rice production in 565 farm households in 2009, correlation analysis was conducted on characters of households, input/output of rice production, condition and environment of rice production, related policies and activities with SPSS. [Result] Yield per mu, production cost, and rice price were dominant factors influencing economic benefits of rice farmers; labor force in a household, training of rice cultivation, machine rice production and rice cropping had significant effects on benefits from rice production; area of rice, family educa- tion, on-time field management, site instruction, and demonstration fields all had in- significant effects on economic benefits of rice. In addition, suggestions were pro- posed about choice of production scale, implementation of rice policies, measures of subsidy, and purchase price of rice. [Conclusion] The research provides references for rice production and improvement of economic benefits of rice farmers.

文摘On the basis of conducting survey in Jiaonan City,the thesis analyzes benefit distribution mechanism of farmers’ specialized cooperative economic organizations:firstly,the benefit correlation is mainly the contract correlation;secondly,the profit distribution is mainly the dividend;thirdly,patronage refund has many connotations;fourthly,the public accumulation has not yet been quantified to individual;fifthly,the government support capital is ill-defined.Based on these,the measures are put forward in order to improve benefit distribution pattern of farmers’ specialized cooperative economic organizations:firstly,reform structure of property rights and realize farmers’ ownership;secondly,change mode of decision-making,and realize farmers’ control;thirdly,increase turnover rebate and realize farmers’ benefiting;fourthly,quantify public accumulation and government support fund.

文摘Influenced by many factors,farmers remain very unfavorable position in market transaction and thus fail to ensure their reasonable benefits.In accordance with basic theory of microeconomics,this paper analyzes mutual relation between market of agricultural means of production and agricultural product market,compares economic decisions of agricultural means of production enterprises and agricultural product circulation service providers in monopoly condition and perfect competitive market,expounds influence of monopoly position of agricultural means of production enterprises and agricultural products service providers on economic benefits of farmers,and elaborates weak position and economic damage of farmers in transaction with various economic entities.Through analysis,it further recognizes necessity for protection of farmers'benefits and puts forward corresponding countermeasures:(1)regulating providers of agricultural means of production;(2)strengthening construction of agricultural product market circulation system;(3)improving organization of farmers;(4)setting up and improving production subsidy system of farmers.

By using the fundamental definition and measuring method from OECD,the research studied the relation between agricultural support level and farmers' income from 2003 to 2012. The aim of the paper is to discuss the effect of agricultural support policy on farmers' income,and provide policy suggestions for the policy makers.
文摘Worldwide researches over infant’s health have generally focused and aimed on understanding the complex factors (both positive and negative) affecting the infant’s health which further had ultimately helped them to frame policies nationally as well as internationally. Out of these factors, breastfeeding is one of the vital concerns for research related to infant mortality and morbidity. The World Health Organization recommends that infants should be exclusively breastfed until first six months and receive nutritionally adequate and safe complementary foods thereafter while breastfeeding continues for up to two years of age or beyond. In New Zealand (NZ), only 12% of 6 months old children were exclusively breastfed in 2006. The Ministry of Health plays a leading role for the protection, promotion and supporting breastfeeding in NZ. There are a number of areas/implications that NZ need to focus at such as providing antenatal and postpartum education, training of health professionals, community and workplace support, policy frameworks, breast-feeding statistics and intersectoral approach. These measures mainly focus at the initiation but less has been done to continue and support breastfeeding in NZ. In order to achieve this, all of these areas should be given prime and equal consideration. Hence, there is a strong need to develop strategies that maintain and promote breastfeeding at 6 months or beyond in NZ taking into considerations of various barriers and enabling factors.

文摘The paper introduces the present development of farmers' specialized cooperatives in China, points out that although the cooperatives in China develop rapidly, they are generally small and their advantages cannot be given into full play, and then analyzes the development achievements of the cooperatives, for example, they have realized scale benefits, their management system tends to more mature, the economic value of their brands is improved and they have created great economic benefits. The paper also points out the stable development path for the cooperatives, that is, the cooperatives should cooperate with local villages, and take a path of combined village and cooperative development so that the cooperative members can get a stable income; the cooperatives can also cooperate with local leading enterprises, which can help the cooperatives to manage, sell and form their products brands, thus the cooperatives can get loans easily to solve the capital bottleneck of cooperative development and improve the members' incomes.
