Scientific principles for accelerating the Sustainable Development Goals

The Sustainable Development Goals(SDGs)are significantly off-course as we reach the midpoint of their 2030 deadline.From a scientific perspective,the critical challenge in achieving the SDGs lies in the need for more scientific principles to understand the complex socio-ecological systems(SES)and their interactions influencing the 17 SDGs.Here,we propose a scientific framework to clarify the common scientific principles and the rational treatment of diversity under these principles.The framework’s core is revealing the complex mechanisms underlying the achievement of each Sustainable Development Goal(SDG)and SDG interactions.Building upon the identified mechanisms,complex SES models can be established,and the implementation of SDGs can be formulated as a multi-objective optimization problem,seeking a compromise in competition between essential costs and desired benefits.Our framework can assist countries,and even the world in accelerating progress towards the SDGs.

The year 2024 marks the 70th anniversary of the Five Principles of Peaceful Coexistence initiated by China.As an anchor foreign policy of New China and its first contribution of public product for the international community,the Five Principles have made a historic contribution to the building of a new type of just and equitable international relations,advancing the purposes and principles of the Charter of the United Nations,and becoming universally applicable basic norms for international relations and key fundamental principles of international law.

International law obligations for the disposal of Fukushima nuclear-contaminated water under the principles of nuclear safety

The disposal of contaminated water from Japan’s Fukushima nuclear power plant is a significant international nuclear safety issue with considerable cross-border implications.This matter requires compliance not only with the law of the sea but also with the principles of nuclear safety under international law.These principles serve as the overarching tenet of international and China’s domestic nuclear laws,applicable to nuclear facilities and activities.The principle of safety in nuclear activities is fully recognized in international and domestic laws,carrying broad legal binding force.Japan’s discharge of nuclear-contaminated water into the sea violates its obligations under the principle of safety in nuclear activities,including commitments to optimum protection,as low as reasonably practicable,and prevention.The Japanese government and the International Atomic Energy Agency(IAEA)have breached the obligation of optimum protection by restricting the scope of assessments,substituting core concepts,and shielding dissenting views.In the absence of clear radiation standards,they have acted unilaterally without fulfilling the obligation as low as reasonably practicable principle.The discharge of Fukushima nuclear-contaminated water poses an imminent and unpredictable risk to all countries worldwide,including Japanese residents.Japan and the IAEA should fulfill their obligations under international law regarding disposal,adhering to the principles of nuclear safety,including optimum protection,the obligation as low as reasonably practicable,and prevention through multilateral cooperation.Specifically,the obligation to provide optimum protection should be implemented by re-evaluating the most reliable disposal technologies and methods currently available and comprehensively assessing various options.The standard of the obligation as low as reasonably practicable requires that the minimization of negative impacts on human health,livelihoods,and the environment should not be subordinated to considerations of cutting costs and expenses.Multilateral cooperation should be promoted through the establishment of sound multilateral long-term monitoring mechanisms for the discharge of nuclear-contaminated water,notification and consultation obligations,and periodic assessments.These obligations under international law were fulfilled after the accidents at the Three Mile Island and Chernobyl nuclear power plants.The implications of the principles of nuclear safety align with the concept of building a community of shared future for nuclear safety advocated by China.In cases of violations of international law regarding the disposal of nuclear-contaminated water that jeopardize the concept of a community of a shared future for nuclear safety,China can also rely on its own strength to promote the implementation of due obligations through self-help.

Design Principles of the Non-smooth Surface of Bionic Plow Moldboard

The diverse non-smooth body surfaces to reduce soil adhesion are the evolutional results for the soil animals to fit the adhesive and wet environment and can be used as a biological basis for the design of bionic plow moldboard. The model surfaces for bionic simulation should be taken from soil animal digging organs, on which the soil motion is similar to what is on the surface of moldboard. By analyzing the distribution of non-smooth units on the body surface of the ground beetle jaw and the soil moving stresses, the design principles of the bionic moldboard for the local and the whole moldboard were presented respectively. As well, the effect of soil moving speed on reducing adhesion, the dimensions relationship between soil particles and non-smooth convexes, the relationship between the enveloping surface of non-smooth convexes and the initial smooth surface of the plow body, and the convex types of the sphere coronal and the pangolin scales,etc.were discussed.

GURTIN-TYPE VARIATIONAL PRINCIPLES FOR DYNAMICS OF A NON-LOCAL THERMAL EQUILIBRIUM SATURATED POROUS MEDIUM

Based on the porous media theory and by taking into account the efects of the pore fuid viscidity, energy exchanges due to the additional thermal conduction and convection between solid and fuid phases, a mathematical model for the dynamic-thermo-hydro-mechanical coupling of a non-local thermal equilibrium fuid-saturated porous medium, in which the two constituents are assumed to be incompressible and immiscible, is established under the assumption of small de- formation of the solid phase, small velocity of the fuid phase and small temperature changes of the two constituents. The mathematical model of a local thermal equilibrium fuid-saturated porous medium can be obtained directly from the above one. Several Gurtin-type variational principles, especially Hu-Washizu type variational principles, for the initial boundary value problems of dy- namic and quasi-static responses are presented. It should be pointed out that these variational principles can be degenerated easily into the case of isothermal incompressible fuid-saturated elastic porous media, which have been discussed previously.

Connotation and principles of ecological compensation in water source reserve areas based on the theory of externality

Understanding the connotation and principles of ecological compensation in water source reserve areas is the basis and guarantee for establishing and improving the ecological compensation mechanism of water source reserve areas.First,this paper reviews the three stages of ecological compensation research progress.Based on the review,using the theory of externality,the ecological environment system of water source reserve areas is then analyzed.This paper argues that the connotation of ecological compensation in water source reserve areas is a kind of institutional arrangement,which is designed to internalize externalities.Finally,based on the understanding of the connotation of ecological compensation in water source reserve areas,five principles for establishing and improving the ecological compensation mechanism are proposed,including the principle of fairness and justice,the principle of equivalence of equality and responsibility,the principle of flexibility and effectiveness,the principle of "earmark funds,and implementation by law," and the principle of government compensation supplemented with market compensation.

First Principles Study of the Electronic and Magnetic Properties of Ce Doped SrMnO3

The electronic and magnetic properties of Ce doped SrMnO3 have been investigated us- ing the pseudo-potential plane wave method within the generalized gradient approximation method by first principles. The different Mn-O bond lengths indicate that there is a strong Jahn-Teller distortion of the MnO6 octahedron, which associates with a structural phase transition from cubic symmetry （Pm3m） to tetragonal symmetry （I4/mcm）, and the Jahn- Teller ordering stabilizes a chain like （C-type） antiferromagnetie ground state. The electronic structures indicate that SrMnO3 and Sr1-xCexMnO3 （z=0.125 and 0.25） are semiconductor and metallic, respectively. The doping of SrMnO3 with cerium induces simultaneously a decrease in the electrical resistivity, which can be attributed to the formation of Mn3＋ as a result of charge compensation. The density of states and charge density map present that hybridization exists between some of O bands with those of Mn and Ce bands, the bonding between Sr and O is mainly ionic. Density of states and magnetic moment calculations show that the formal valence state of the Ce ion is trivalence.

ON SOME BASIC PRINCIPLES IN DYNAMIC THEORY OF ELASTIC MATERIALS WITH VOIDS

According to the basic idea of dual-complementarity,in a simple and unified way proposed by the author,some basic principles in dynamic theory of elastic materials with voids can be established sys- tematically.In this paper, an important integral relation in terms of convolutions is given,which can be con- sidered as the generalized principle of virtual work in mechanics.Based on this relation,it is possible not on- ly to obtain the principle of virtual work and the reciprocal theorem in dynamic theory of elastic materials with voids,but also to derive systematically the complementary functionals for the eight-field,six-field, four-field and two-field simplified Gurtin-type variational principles.Furthermore,with this approach,the in- trinsic relationship among various principles can be explained clearly.

The Principles of Starch Gelatinization and Retrogradation

The polysaccharides, such as κ-carrageenan, ι-carrageenan, agarose (agar), gellan gum, amylose, curdlan, alginate, and deacetylated rhamsan gum, in water changed into an ice-like structure with hydrogen bonding between polymer and water molecules, and between water-water molecules even at a concentration range of 0.1% - 1.0% (W/V) at room temperature, resulting in gelation. Such dramatic changes from liquid into gels have been understood at the molecular level in principles. In this review, we describe the structure-function relationship of starch on the view point of rheological aspects and discuss gelatinization and retrogradation mechanism including water molecules at molecular level. The starch molecules (amylose and amylopectin) play a dominant role in the center of the tetrahedral cavities occupied by water molecules, and the arrangement is partially similar to a tetrahedral structure in a gelatinization process. The arrangement should lead to a cooperative effect stabilizing extended regions of ice-like water with hydrogen bonding on the surface of the polymer molecules, where hemiacetal oxygen and hydroxyl groups might participate in hydrogen bonding with water molecules. Thus, a more extended ice-like hydrogen bonding within water molecules might be achieved in a retrogradation process. Though many investigations not only include starch gelatinization and retrogradaion, but also the gelling properties of the polysaccharides have been undertaken to elucidate the structure-function relationship, no other researchers have established mechanism at the molecular level. There is reasonable consistency in our investigations.

Based on this relation, it is possible not only to obtain the principle of virtual work and the reciprocal theorem of work in theory of elastic materials with voids, but also to derive systematically the complementary functionals for the eight-field, six-field, four-field and two-field generalized variational principles, and the principle of minimum potential and complementary energies. Furthermore, with this appro ach, the intrinsic relationship among various principles can be explained clearly.

GENERALIZED VARIATIONAL PRINCIPLES OF THE VISCOELASTIC BODY WITH VOIDS AND THEIR APPLICATIONS

From the Boltzmann's constitutive law of viscoelastic materials and the linear theory of elastic materials with voids, a constitutive model of generalized force fields for viscoelastic solids with voids was given. By using the variational integral method, the convolution-type functional was given and the corresponding generalized variational principles and potential energy principle of viscoelastic solids with voids were presented. It can be shown that the variational principles correspond to the differential equations and the initial and boundary conditions of viscoelastic body with voids. As an application, a generalized variational principle of viscoelastic Timoshenko beams with damage was obtained which corresponds to the differential equations of generalized motion and the initial and boundary conditions of beams. The variational principles provide a way for solving problems of viscoelastic solids with voids.
