Correlation Analysis on Environmental Factors Influencing the Development of Urban and Rural Public Sports Equalization Service in South Jiangsu Province

In order to understand the related factors that affect the development of the Equalization Service of public sports in the urban and rural areas of South Jiangsu, the status of the equalization service has been analyzed. There are still obvious inequalities between urban and rural public sports services in South Jiangsu, which are mainly influenced by macro factors such as culture, economy, politics, urban and rural population, urban-rural disparity and social gap of wealth.

Historical Evolution and Innovation of Supply of Rural Public Cultural Service in China

Based on the analysis of main body,decision making and financing mode concerning the supply of public cultural services in rural areas,we divide historical evolution of rural public cultural services in China into three periods:(i) The period from the founding of New China to the period before " Cultural Revolution" ;(ii) The period from " Cultural Revolution" to the period before the reform and opening-up;(iii) The period after the reform and opening-up.We analyze the defects in the supply of rural public cultural services in China:(i) Difference in the supply of public cultural services between urban and rural areas,caused by urban-rural " dual" structure;(ii) Insufficient supply of rural public cultural services,arising from unclear property rights and executive power of government at all levels;(iii) Structural imbalance in the supply of rural public cultural services,caused by top-down supply decision making mechanism;(iv) Single financing channels of rural public cultural services.From input,decision making,demand expression,financing and endogenous mechanism of supply of rural public cultural services,we put forward the recommendations for improving the supply of public cultural services in China.

Idle School Buildings in Rural Areas: Will they Be Useful?

Taking the case of Enshi City,we survey the supply of public services in rural areas from education,health,culture and social security; reveal the relationship between the use of idle school buildings in rural areas and the improvement of public services in rural areas. On the basis of expounding the status quo of idle school buildings and public services in rural areas of Enshi City,the following recommendations are put forward: using the idle school buildings to develop rural public education; using the idle school buildings to develop rural public health and medical services; using the idle school buildings to develop public cultural undertakings in rural areas; using the idle school buildings to develop social security undertakings in rural areas.

A discourse on creating and rendering educational and cultural enrichment services to rural migrant workers by public libraries

As far as China's enormous success in her economic reforms and development is concerned,Chinese rural migrant workers indeed have had their biggest share of contributions.Yet ironically in return,they have only received a disproportionate meager share of benefit rewards.These people represent a huge economically deprived group at the bottom of the social totem pole in China's metropolises.On the whole as a social group,their educational attainment is relatively low as compared to their average urban coworkers.As such being the case,their rights to access some of the cost-free cultural and educational enrichment programs in the society are limited and not always assured.Nevertheless and in general speaking,they manifest a strong and consistent desire to acquire all sorts of new and practical knowledge by means of accessing the resources and facilities of their local public libraries.It is suggested in this paper that public libraries are in a good position to give strong support to the central government's strategic planning for the development of a public culture service systema).In implementing such a government initiative with an unswerving purpose of advancing social justice and equality,public libraries should strife to provide as many as possible their library services at no cost to the public,especially to those socially deprived rural migrant workers.

A GIS-based Framework for Improving the Rural Settlement System in Dancheng County of Henan Province

[Objective] This study formulated a technical framework for key settlement selection in Dancheng County of Henan Province. [Method] The location set covering model (LSCM) provided by ArcGIS 10.0 was used in this study. [Result] After reconstruction, the settlement system in Dancheng County is composed of 2 county centers, 7 key towns and 122 key villages. [Conclusion] This study provides suggestions for the development of key settlements in Dancheng County, which contributes to improving the level of rural public services and ensuring social justice.

Study on Market Supply of Rural Public Sports Service in China

In the main trend of gradually improving socialist market economy and establishing public service type government,market supply of rural public sports service is necessary. On the basis of unique characteristics of China's rural society and market experience of domestic and foreign public service,market supply methods were discussed about rural public sports service. However,there are certain factors restricting market supply in this process. On the basis of the analysis,it came up with several optimization measures for market supply of rural public sports service.

On Rural Medical Care and Health Undertaking Development during New Medical Reform

Based on in-depth survey of township hospitals in Lushan County of Henan Province, this paper studies the development situations of rural medical care and health undertaking in the course of new medical reform. Results show that both rural medical institution and public health undertaking have considerable development in this course. Working capital situation gradually turns better. However, there are still problems and challenge of shortage of high quality medical care personnel, lack of employment mechanism, poor medical environment, and imperfect bidding and purchasing system of medicines. To further develop rural medical situation, it should improve medical environment, speed up informationization construction, and give prominence to functional orientation.

Enriching Farmers through Sharing: Improving People’s Livelihood and Well-Being in the Modernization of Agriculture and Rural Areas in China

Shared development is an important means by which to improve people’s livelihood and well-being in the new era. During the 13th Five-Year Plan period (2016–2020), China has made great achievements in the three major aspects of targeted poverty alleviation through industrial development, development of special rural areas, and equalization of urban and rural infrastructure and basic public services. In addition, the important experience of multi-agent participation, multi-mode guidance, and multi-line promotion has been accumulated in the individual, regional and urbanrural dimensions. However, there remain some deficiencies, such as low policy efficiency, poor matching ability, and prominent structural problems. At the beginning of the 14th Five-Year Plan (2021–2025), the task of enriching farmers through sharing has been faced with many challenges, such as major changes in the focus of poverty governance, greater numbers of restraints on the development of special rural areas, and heavy responsibilities of equalizing urban and rural infrastructure and basic public services. Therefore, it is necessary to acquire a profound understanding of the new development concept, and to continuously enrich farmers through sharing in terms of accelerating the improvement of the institutionalized poverty reduction system in the new era, actively building a green development system of agriculture and animal husbandry in special rural areas, and striving to create a fair and complementary urban and rural infrastructure and basic public service system.

乡村振兴背景下农村公共文化空间重构研究

文章从乡村振兴背景出发,通过文献分析法阐述国内农村公共文化空间研究现状,深入思考农村公共文化空间重构的现实价值,提出了农村公共文化空间重构的实施要点和建设策略。研究认为,农村公共文化空间重构有利于完善公共文化服务体系,有利于以文化发展带动乡村经济繁荣,进而提升农村居民的精神面貌,全面实现乡村振兴。

共生理论视角下城乡公共文化服务体系一体建设路径研究

共生理论为城乡公共文化服务体系一体建设提供了新的解释框架。城市与乡村公共文化系统形成的共生单元,在共生环境不断变化中经历了非共生、寄生和偏利共生阶段,朝着互惠共生关系迈进。以共生理论为指导,城乡公共文化服务体系一体建设目标的实现,需要树立城市与乡村平等互惠的发展理念,激活城乡公共文化共生单元的内生活力,增加共生度、增强共生密度,持续完善城乡公共文化共生环境和共生机制,让城乡公共文化建设形成对称互惠的共生关系。

数字赋能农村公共体育服务高质量发展:基本内涵、作用机制与创新路径

推动农村公共体育服务高质量发展是构建更高水平全民健身公共服务体系的重要路径。从数字赋能视角出发,阐释数字赋能农村公共体育服务高质量发展的基本内涵与现实意义,并对数字赋能农村公共体育服务高质量发展的作用机制与现实困境进行分析。研究认为,数字技术从农村公共体育服务机制、技术机制、协同机制、决策机制及监管机制5个方面赋能农村公共体育服务高质量发展,而农村地区数字基础设施建设滞后、基层对数字技术的认识与应用不足、农民数字素养匮乏、数据信息共享通道阻塞及质量管理体系缺失成为阻碍农村公共体育服务高质量发展的现实困境。基于此,提出推进农村公共体育服务数字基础设施建设、加快农村公共体育服务数字化转型、加速弥合城乡数字鸿沟、推动城乡公共体育服务协调发展及构建农村公共体育服务全流程质量管理体系的创新路径。

新内生理论下县域乡村公共文化服务高质量发展研究

将外部支持与乡村内部自觉有机结合,采用内外共生、上下联动的新内生发展是现阶段推动中国乡村公共文化服务走向高质量发展的现实选择。在新内生理论下,乡村公共文化服务的高质量发展强调从整体发展视角,立足乡村资源和需求,通过乡村与外部的互动联结、资源整合、改革创新,实现公共文化服务的高质量发展。文章深度解构入选国家“基层公共文化服务高质量发展典型案例”的汉阴模式,认为乡村公共文化服务欲打破乡村文化自觉意识淡薄、整合性欠缺、创新动力不足的新内生困境,离不开以县政为主导的自上而下的整体谋划与统筹推进、乡村优秀传统文化的传承与发扬、乡村自治组织及其组织管理作用的有效发挥、以“文化+”为思路的资源整合逻辑及技术引领、规则协同下的多维创新。

农村公共阅读空间的弱化特征及优化策略——基于中部3省27个行政村的田野调查

农村公共阅读空间构建是推动农村阅读服务转型和乡村文化振兴的重要路径。本文采用田野调查及扎根理论研究方法,从空间视角阐释农村阅读服务问题,凝练出“空间生产—空间参与—空间获得”三维研究框架。研究发现农村公共阅读空间呈弱化特征。在空间生产维度上,物理资源基本齐备,制度和文化生产相对式微;在空间参与维度上,农村居民阅读参与的能力、意愿和实践“三低”,主体能动性不强;在空间获得维度上,低质的功能体验、浅层的价值获得和阅读身份认同不足并存。这些特征由体制性、技术性、社会性和主体性等因素引致,需因应施策。农村公共阅读空间的优化,应以需求为本位调整空间生产逻辑,以效用拓展为目标实现空间功能复合化和布局网络化,以地方特色资源为基础形构内嵌式空间结构,以数字技术变迁为引领构建虚拟阅读空间,以内生需求激发为旨归促进村民文化资本积累。表3。参考文献43。

图书馆在公共文化服务均等化保障中的实践路径与历史贡献

公共文化服务均等化是全面建成小康社会的重要标志。文章回顾了图书馆在公共服务均等化保障中的法律保障、体制变革、规划引领、服务创新等实践路径,总结了其资源与服务保障能力不断增强、区域发展差距不断缩小、基层均等化服务显著提升、人民群众的文化权益均得到基本保障等主要历史贡献,提出新时代图书馆应当紧密把握高质量发展的时代特征,进一步推进优质均衡的图书馆现代化体系建设,实现城乡一体化、区域平衡和人群均等化的目标。

数字政府建设是否促进省级共同富裕?——基于城乡基本公共服务均等化门槛效应研究

基于2016—2021年27个省级行政区的面板数据,采用固定效应回归模型、门槛模型、空间滞后模型及量化分析方法,考察数字政府建设促进共同富裕度的线性关系、门槛效应、空间溢出效应,结果发现:数字政府建设可以促进省级共同富裕度且具有区域异质性;城乡基本公共服务均等化对数字政府建设促进省级共同富裕度具有显著的非线性门槛关系,当城乡基本公共服务均等化水平达到门槛值后,其对数字政府建设促进省级共同富裕度才具有正向影响;数字政府建设促进共同富裕度具有显著的空间溢出效应,能显著提升相邻省份的共同富裕度。数字政府建设除了促进经济发展提高共同富裕度外,更重要的是实现社会公正和发展共享的关键作用;城乡基本公共服务均等化水平制约着数字政府建设和省级共同富裕度的成效发挥;要善于使用数字政府建设促进共同富裕的空间溢出效应,同相邻省份共同实现区域数字政府建设水平提升,一同实现共同富裕。

农村公共文化服务绩效评估的实践逻辑与优化路径

农村文化建设成效关系到乡村振兴、文化强国等战略目标的具体实现。优化农村公共文化服务绩效评估是加强农村文化建设的关键。当前,农村公共文化绩效评估以效率导向、测量导向、专业化导向及问责导向为实践逻辑,存在产出与成果混淆、内容评估不足、专家话语依赖、评估成本高以及激励无效困境等问题。因此,农村公共文化服务绩效评估须在遵循评估目标的国家战略导向、绩效识别的内容导向、评估模式的公众导向以及评估结果运用的调适导向等基础上,不断进行路径优化。

居民视角下乡村地区生态系统文化服务评估与优化--以浙江四十里河河谷为例

阐明乡村地区居民生态系统文化服务的空间感知特征及其与环境的互动关系,对于支撑乡村环境品质和居民福祉的可持续提升具有重要价值。以浙江四十里河河谷为对象,将支付意愿法与PPGIS相结合,并利用MaxEnt模型开展乡村地区的生态系统文化服务评估。研究结果表明:(1)乡村居民对休闲娱乐、美学、历史文化的需求较高,年龄与居住环境特征会进一步影响居民的偏好。(2)丰惠古镇所在的乡镇中心区、通明闸以南乡野片区、四明湖畔的东明山景区以及红色资源丰富的横坎头村是区域生态系统文化服务的热点,而生态系统负面文化影响则多分布于乡镇、村落集中建设片区内部和部分景区、采石场区域。(3)对生态系统文化服务影响最大的是距文保单位和景区的距离,其他还包括距河渠、湖泊、居委会和村委会的距离,以及高程和人造地表、耕地等土地利用类型,与生态系统负面文化影响紧密相关的则是距文保单位、景区以及居委会和村委会的距离。(4)研究结合居民偏好和MaxEnt制图结果,提出划定乡村地区生态系统文化服务高值保护区与潜力提升区的方法,以支撑3类空间优化策略的针对性实施。研究能够为乡镇级小尺度乡村地区的生态系统文化服务评估及其规划应用提供方法参考。

数字技术赋能乡村公共文化服务:作用机理、现实困境与优化路径

文章从网格化数字系统、新型公共文化空间和数据沉淀式分析3个维度阐释数字技术赋能乡村公共文化服务的作用机理,指出数字技术赋能乡村公共文化服务过程中面临数字基础设施建设薄弱、数据异质性、数据孤岛、技术过度依赖等困境,并提出相应优化路径,即推进乡村数字基础设施建设,夯实发展基础;构建标准化数据治理体系,提升数字技术应用效能;完善数据共享机制,促进文化资源有序流动;构建技术理性与价值理性深度融合的决策机制,彰显人文关怀。

乡村文化振兴背景下农村新型阅读空间建设与创新:基于30个农家书屋创新示范案例分析

随着乡村振兴战略的持续深入推进,农村新型阅读空间进入建设创新的新发展阶段,涌现出一批优秀实践案例。文章选取30个农家书屋创新示范案例,涵盖7个省级案例、5个市级案例、18个县(区)级案例,从不同治理单元视角剖析农村新型阅读空间创新路径,提出以阅读资源保障为基准、以多元品牌活动为支撑、以地方特色文化为亮点、以业态融合发展为驱动、以数智转型升级为方向的农村新型阅读空间优化策略。

民族地区乡村公共文化服务治理有效路径探索——以贵州滚龙文化为例

随着我国基本公共文化服务体系建设日臻完善,治理有效日益成为乡村振兴的题中之义。文章以贵州滚龙文化艺术节为例,结合乡村场域特征,以关联性和公共性为种差属性,梳理了贵州寨英镇四村滚龙文化治理过程中的资源选择样态,发现在公共文化服务治理资源耦合互动作用下,四村在地性呈现出传统行政、传统惯习、科层参与、民间组织四种资源组合路径。通过比较发现本地公共文化服务治理在地化形塑了乡村共同体供给的简约治理模式、普惠性供给的科层治理模式、价值共创的整合治理模式。同时也发现乡村社会情境与现代治理技术资源的适用性、治理资源更迭带来的不可持续性风险、治理资源的选择与组合机制有待完善等问题日益凸显。在乡村文化治理现代化的要求下,应注重以数字技术赋能治理资源升级、以差异性引领多元治理资源整合、以优秀传统文化张力激活治理资源韧性等要素功能,助力乡村公共文化服务治理有效和乡村振兴的实现。
