Human society is ,no stranger to risk,but the global challenges and security threats faced by the world today make risk management or crisis control more inevitable in social and national governance.The goal of crisis management is to overcome differences,build trust,reduce or eliminate conflict risk and keep the overall layout as normal.Crisis control, as well as economic construction,the legislative agenda,and social mechanisms are two sides of national governance.Against the backdrop of the expansion of China-US exchanges and communication and China's rising strength and global influence,there have been many political, economic and military frictions between China and the United States.

Essence,Value and Development of the Military Judicial System

It was generally agreed that the military judicial system is a kind of military system rather than a justice system. It must effectively meet the practical needs of military operation,and of course,emphasize the promotion and maintenance of combat effectiveness.However,after the world war II,the military justice became more similar to the judicial system,more specifically,the military justice tended to be independent from the military power,and became more and more civilian and neutral. According to the Constitution of PRC,the military judicial system is a part of the national justice system. The military judicial system must first satisfy the requirement of the national justice system,and meet the needs of the reality of the military activities,realizing the coordinated unification of military system and national system.

System dynamics simulation of the civil-military integrated innovation system of military enterprises

Civil-military inosculation of military enterprises benefits national defense industries by promoting the building of civil-military inosculation innovation system. To analyze the operation mechanism of the civil-military integrated innovation system of the military enterprises under the new situation, the system dynamics method is used to study the feedback relations among the factors and structure of the system and the Anylogic software is used to establish the simulation model . The simulation results indicate that： the degree of enthusiasm of private enterprises to participate in the defense industry, the degree of information sharing and the degree of cooperation between the mili- tary enterprises and universities and research institutions are extremely important in the civil-military integrated innovation system. According to the simulation results, some targeted suggestions are put forward to strengthen the innovational civil-military integrated system building of the military enter- prises.

Planning of R & D Industrial Parks Under the Civil-Military Integration Strategy

The construction of industrial parks under the civil-military integration strategy is based on the combination of military technology and civil technology. Such an industrial park is a new urban functional area produced in the context of civil-military integration. Compared with industrial parks in the usual sense, it pays more attenteon to scientific research, innovation, cooperation and communication. In this paper, through in-depth analyses of relevant literature and domestic actual situation, the industrial park's basic advantages and external environmental policies were interpreted, and the application prospect and practical significance of the current civil-military integration policy were analyzed based on the platform strategy of the civil-military integration industrial park. With R & D industrial parks as the object of study, this paper clarified the management of enterprises in this type of parks and the support provided by the parks, sorted out the industrial park planning plan under the civil-military integration strategy in accordance with the current economic situation and policy orientation, and finally reached the conclusion that the construction of the construction of R & D industrial parks under the civil-military integration strategy is a new growth point that will drive the deepening reform of the national economy and the sustained development of the national economy.

Being based on Thomas Carlyle's division of "the dandy" and "the drudge" in Sartor Resartus, this article discusses Mr.Bennet and Mr. Gardiner, representatives of the two categories. The dandies from the gentry, represented by Mr. Bennet, shatter the aristocratic civilization through their inaction; while the drudges from the rising bourgeoisie, represented by Mr. Gardiner, destroy the aristocratic civilization through their capital and commercial expansion. Their influence, combining with other factors, contributes to the final disintegration of the aristocratic system.

Exploring formation mechanism and source attribution of ozone during the 2019 Wuhan Military World Games:Implications for ozone control strategies

A series of emission reduction measures were conducted in Wuhan,Central China,to ensure good air quality during the 7th Military World Games(MWG)in October 2019.To better understand the implications for ozone(O_(3))pollution control strategies,we applied integrated analysis approaches based on the de-weathered statistical model,parameterization methods,chemical box model,and positive matrix factorization model.During the MWG,concentrations of O_(3),NO_x,and volatile organic compound(VOCs),OFP(O_(3)formation potential),L_(OH)(OH radical loss rate)were 83μg/m^(3),43μg/m^(3),26 ppbv,188μg/m^(3),and 3.9 s^(-1),respectively,which were 26%,18%,3%,15%,and 13%lower than pre-MWG values and 6%,39%,30%,33%,and 50%lower than post-MWG values,respectively.After removing meteorological influence,O_(3)and its precursors during the MWG decreased largely compared with post-MWG values,and only O_(3),NO_(2),and oxygenated VOCs(OVOCs)declined compared with pre-MWG values,which revealed the emission reduction measures during the MWG played an important role for O_(3)decline.For six VOCs sources,the mass contributions of biomass burning and solvents usage during the MWG decreased largely compared with pre-MWG values.O_(3)production was sensitive to VOCs and the key species were aromatics,OVOCs,and alkenes,which originated mainly from solvents usage,biomass burning,industrial-related combustion,and vehicle exhaust.Decreasing O_(3)concentration during the strict control was mainly caused by OVOCs reduction due to biomass burning control.Generally,the O_(3)abatement strategies of Wuhan should be focused on the mitigation of high-reactivity VOCs.

Analysis on decision-making model of plan evaluation based on grey relation projection and combination weight algorithm

In military service joint operations, when there are more operational forces, more multifarious materials are consumed, the support is more complex and fuzzy, the deployment of personnel is more rapid, and the support provided by wartime military material support powers can be more effective. When the principles,requirements, influencing factors and goals of military material support forces are deployed in wartime, an evaluation indicator system is established. Thus, a new combined empowerment method based on an analytic hierarchy process（AHP） is developed to calculate the subjective weights, and the rough entropy method is used to calculate the objective weights. Combination weights can be obtained by calculating the weight preference coefficient error, which is determined by combining the cooperative game method and the minimum deviation into objectives. This approach can determine the grey relation projection coefficient and synthesize the measure scheme superiority to finally optimize the deployment plan using the grey relation projection decision-making method. The results show that the method is feasible and effective;it can provide a more scientific and practical decision-making basis for the military material support power deployment in wartime.

A Corpus-Based Analytical Study on Military and Security Developments Involving People＇s Republic of China

This paper contrasts Military Power of the People＇s Republic of China from the year of 2000 to 2009 and Military and Security Developments Involving People＇s Republic of China from the year 2010 to 2013 with corpus analysis. It distinguishes the new reports＇ differences from the old ones and tries to explore American＇s discourse colonization and discourse hegemony through corpus software WordSmith 5.0-Keywords and Concordance analysis of high frequency words. The significance of the study is that it enlightens military texts which will influence audiences＇ viewpoints and provides a new perspective for strategies replying American media war.

China＇s Military Build-up and India＇s Response

Since the 1990s, the rise of China has become realized. China has shown dramatic economic, and expanded its political influences at both regional and international levels. More importantly, it has accelerated its military build-up since the 1990s, and widened a gap between military capabilities of China and those of neighboring countries. In response to China＇s strengthening military power and capability, India, one of the most potential competitors for regional hegemony, is at a crossroads. How has India perceived China＇s remarkable military build-up？ And, based on India＇s perception, how has it responded？ This article argues that, relying on the logic of neorealism, India has seen China＇s military build-up as a significant threat to its national interest and security. After exploring India＇s strategies in response to China＇s strengthening military power, empirical analysis reveals that, facing a threat from China＇s growing military power, India＇s response could be characterized as internal and external balancing against China.

蛹虫草菌株胞外发酵液抗氧化能力评价及优良菌株筛选

为建立高抗氧化能力的蛹虫草优良菌株评价筛选方法,以蛹虫草(Cordyceps militaris)胞外发酵液为研究对象,采用相关性分析对10株蛹虫草菌株进行抗氧化能力评价及优良菌株筛选。以菌株生长活性、胞外酶活力、抗氧化能力为指标,在相关性分析、隶属函数赋值计算的基础上建立线性回归方程,得到蛹虫草菌株抗氧化综合能力与发酵生物量、菌丝平均生长速度、β-葡萄糖苷酶活力、蛋白酶活力的蛹虫草菌株定向筛选模型,采用模型筛选得到优势菌株CH-1及CA-1。通过结实性实验进一步验证,蛹虫草菌株CH-1与CA-1生物学转化率可达90%以上,其虫草素含量较野生菌株高60%左右,菌株生长周期短10 d以上,试验结果说明此模型可用来快速筛选出具有高抗氧化能力的蛹虫草优良菌株。

科塞功能冲突论可为以古代军事遗存及行为为主要研究对象的军事考古学研究,提供不同的视角和思路。在简要梳理其主要观点的基础上,从先秦冲突的原因、影响和调控诸方面切入,探讨其对军事考古学研究的启示,以期深化古史研究及认识当今面临的问题。先秦冲突爆发的原因可主要分为物质性和非物质性两大类,其中物质性原因主要与各方对资源占有和(或)使用的规则存在异议有关,不同的异议可能会影响冲突的模式和新规则的制定,神权因素在早期社会和国家形态的冲突中也占有重要位置。先秦时期冲突和角逐对华夏文化圈、早期文化共同体以及早期国家的形成和初步发展在某种意义上有着较显著的激发作用,但其形式上的暴力性、残酷性和复杂性也在日益增长,春秋战国以降尤其如此。冲突双方的会盟誓诅、和亲、质物交换等敌意替代、转移或释放机制可一定程度地调控冲突,但往往因未彻底解决核心矛盾难以取得稳定长效,特别在神权和王权逐渐淡出盟誓核心后。而一些对外冲突的原因中,不排除存在因统治者不愿或不敢直面自身内部矛盾,试图将敌对情绪转移至外部的可能,属于激进极端的敌意替代举措,未及矛盾根本。在军事考古学研究中,应始终坚持和平导向,以史为鉴,为促进社会和谐稳定发展,推动人类命运共同体构建提供学科支持。

滥用管辖权异议的规制——以涉外知识产权诉讼为切入点

违背诚实信用原则的滥用管辖权异议行为应予以规制。在现行法律体系下,我国司法机关可通过管辖权异议案件的快速审理对滥用管辖权异议行为予以训诫,甚至可以在管辖权异议未决时通过实体审理等方式遏制滥用管辖权异议行为。建议《民事诉讼法》明确滥用管辖权异议的行为构成妨碍民事诉讼行为,依法应予以惩罚;同时规定受诉法院在案件管辖权异议争议未决的情形下,对是否继续进行实体审理享有自由裁量权。
