Revisiting the Spirit of the UDHR and Discussing Human Rights Development——Summary of Views from the Seminar Commemorating the 75th Anniversary of the Universal Declaration of Human Rights

On December 4,2023,the China Society for Human Rights Studies hosted a seminar in Beijing commemorating the 75^(th) Anniversary of the Universal Declaration of Human Rights.Participants discussed topics such as the significance of the Universal Declaration of Human Rights,China’s theories and practices in respecting and safeguarding human rights,the three global initiatives and global human rights governance,human rights protection in the digital age,and telling Chinese stories of human rights in the new era.The discussions led to a broad consensus and achieved positive results.

Theory and application of equivalent transformation relationships between plane wave and spherical wave

Based on the governing equations and the equivalent models, we propose an equivalent transformation relationships between a plane wave in a one-dimensional medium and a spherical wave in globular geometry with radially inhomogeneous properties. These equivalent relationships can help us to obtain the analytical solutions of the elastodynamic issues in an inhomogeneous medium. The physical essence of the presented equivalent transformations is the equivalent relationships between the geometry and the material properties. It indicates that the spherical wave problem in globular geometry can be transformed into the plane wave problem in the bar with variable property fields, and its inverse transformation is valid as well. Four different examples of wave motion problems in the inhomogeneous media are solved based on the presented equivalent relationships. We obtain two basic analytical solution forms in Examples I and II, investigate the reflection behavior of inhomogeneous half-space in Example III, and exhibit a special inhomogeneity in Example IV, which can keep the traveling spherical wave in constant amplitude. This study implies that our idea makes solving the associated problem easier.

The Nexus between Nigerian Government Spending and Domestic Output in the Presence of Long-Term Crude Oil Price Shock: A Conditional Unrestricted Equilibrium Correction Model Approach

This paper is an empirical analysis of provisional unrestricted level relationship between Nigerian domestic output measured by Gross Domestic Product (GDP) and government spending proxied by capital and recurrent expenditures in the presence of static regressors such as crude oil prices and federal government retained revenues. We estimate an ARDL (1,0,1) using a single-equation approach. Results show that government expenditures have negative but statistically insignificant effects on domestic output in the long-run. Similarly, negative short run effects are established amongst the variables. However, recurrent expenditure is statistically significant in the short-run. Whilst federal government retained revenue has a positive and significant effect, crude oil price exhibited negative relationships with domestic output both at level and in the short-run dynamics. Also a high speed of adjustment implies that Nigerian Gross Domestic Product is extremely sensitive to shocks on the government spending in the long-run. An upward trend forecast between 2014 and 2020 is an indication of the continued positive impact and the government retained revenue will exert on the domestic output in the long-run.

Universal Health Coverage in Somalia: Charting the Path to Equitable Healthcare Financing and Governance

Somalia is a country facing numerous challenges in achieving universal health coverage (UHC) and ensuring adequate healthcare financing, This article explores the complexities and obstacles that Somalia must overcome in its pursuit of UHC, the paper begins by providing an overview of the current healthcare landscape in Somalia, highlighting the lack of infrastructure, political instability, and limited financial resources that hinder the establishment of a comprehensive and equitable healthcare system. It then examines the role of international aid and non-governmental organizations (NGOs) in filling the healthcare gap, while emphasizing the need for a more sustainable, domestically financed solution. Drawing on a range of data sources and case studies, the article proposes a multi-faceted approach to strengthen healthcare governance, improve resource allocation, and foster local capacity building, the study delves into the unique obstacles that Somalia faces, including a lack of infrastructure, political instability, and limited financial resources, which hinder the establishment of a comprehensive and equitable healthcare system. The paper also examines the role of international aid and non-governmental organizations (NGOs) in filling the healthcare gap, while highlighting the need for a more sustainable, domestically financed solution. The findings underscore the importance of political commitment, international cooperation, and innovative financing mechanisms in advancing towards UHC in Somalia, providing valuable insights for other low resource, conflict affected settings.

The Centenary of the CPC:Exploration and Improvement of Central-Local Economic Relationship

Decentralization is a global phenomenon,but growth is not.The economic relationship between central and local governments is an important yet unresolved question in China’s economic development.As a large country with unbalanced political and economic development,China is faced with unbalanced and inadequate development as the primary constraint to meeting people’s ever-growing needs for a better life.The Communist Party of China(CPC)has been exploring to mobilize the initiatives of both central and local governments.During the planned economy era,China experienced a few rounds of centralization of economic powers but failed to strike a balance in maximizing the initiatives of both central and local governments.After the reform and opening up policy enacted in 1978,China’s central and local governments have succeeded in combining economic decentralization with administrative decentralization.China’s central government,local governments and enterprises have become resource allocation entities.China’s economic growth miracle has been driven by promoting the initiatives of central and local governments.Entering the new era,the central-local economic relationship represents an institutional strength of concentrating resources to accomplish great undertakings and leveraging the initiatives of both central and local governments.With the principal contradiction facing China’s development shifted into one between people’s growing needs for a better life and unbalanced and inadequate development,the management of central and local government relationship has taken on greater theoretical significance and salient implications in the new era.

The Coordinated Development of University Autonomy and Government Intervention

University autonomy and government intervention are a pair of basic contradictions in the external relationship of higher education.Strategies of the Coordinated Development of University Autonomy and Government Intervention as follow:balance autonomy and intervention under the premise of public justice;establish a multi-centric co-governance with mutual restriction to realize good governance;modernize the governance capacity of universities with the rule of law as the core;build trust mechanism based on social choice by combining self-discipline with heteronomy.Only in this way,can we coordinate the development of university autonomy and government intervention.

The Impact of Family Relationships on the Smoking Habits of University Students

Smoking habits are thought to be strongly impacted by family relationships. In this study, we looked specifically at family relationships with the aim of finding effective anti-smoking education measures. We surveyed 290 university students in order to establish their current smoking habits, along with their family relationships from primary and junior high school until now. The results showed that students with one or more smokers in their family were clearly more likely to smoke. Furthermore, a poor relationship between the student’s parents and a poor relationship with his/her father are believed to have a causal relationship with the student smoking. In the section in which students were asked how often they were told to study, we found that students who smoked had been instructed to study a significantly higher number of times. It is believed that the stress experienced by students frequently told that they must study during their elementary or junior high school years leads to a tendency to smoke. Among the group of non-smokers, we found many who ate breakfast with their parents during elementary or junior high school, along with many who regularly went on holidays with their families. The lack of these things appears to distance parents from children and may be a factor regarding why children end up smoking. In this study, while no clear correlation was found between family relationships and smoking, several types of family relationships that may lead to smoking were suggested.

Towards a sustainable campus-city relationship:A systematic review of the literature

The relationship between a university and its city is considered strategical to achieve university targeted ambitions and visions.The university-city relationship is also encouraged for the benefit of the city,as universities unleash their respective cities’potentials to act as driving forces not only for their local communities,but also for the whole nation.Therefore,maintaining a mutual relationship between the university and the city is considered essential to accomplish strategic goals for both.However,the nature of this relationship is quite complex,overlapped,interconnected,and diverse.Therefore,this paper conducted a systematic review of the literature on university-city and campus-city relationships to evaluate recent research trends to uncover the aspects that connect universities with their respective cities.The search included articles published in 4 different databases from January 1990 to January 2021.A total number of 50 articles were selected in this review.The findings uncovered different aspects that could help or hinder university-city relationship based on the physical and functional linkage between the campus and the city.Moreover,findings have shown that it is necessary to understand universities according to their contextual differences,as universities have shown different impacts on their respective cities in terms of their sizes and locations.Results have also shown that the impact of the physical connection between the university and the city goes far beyond campus’s accessibility as it deeply affects students’social life as well.Therefore,decision makers,stakeholders,and university administrators need to co-design campus development process especially in the early stages to maximize the mutual benefits of campus-city relationship.The main conclusions of this paper address several perspectives and lessons for a more sustainable campus-city relationship.

The Transformation of Rural Household Reproduction Model and Its Impact on Family Relations

Under the pressure of marketization and urbanization,rural family reproduction mode has transformed from simple reproduction to expanded family reproduction,thus changing the family structure and family relationship.Under the mode of expanded family reproduction,family relationship is a highly rational and deeply mobilized interaction pattern.And the family element configuration profoundly reflects the practical form of family relationship.Under the mode of expanded family reproduction,the changes in rural family relations are mainly reflected in three aspects:the decline of the paternal authority and the increasing family status of the offspring;the increasing status of women along with a decisive role in family decision-making;the more independent,equal,competitive and rational relationship among brothers.These changes bring forward new requirements on rural governance system,which requires improvements on social security and public culture.

The Two Cultures of Science: Implications for University-Industry Relationships in the U.S. Agriculture Biotechnology

Partnerships between U.S. universities and industries have existed for several decades and in recent years have become generally more varied, wider in scope, more aggressive and experimental and higher in public visibility. In addition, in the last few decades, public and private interests have advocated for government policies and laws to globally promote the commercialization of university science. This paper examines the persistence or convergence of the two cultures of science and the implications of this commercialization for university-industry relationships in agriculture biotechnology. The perceptions and values of over 200 U.S. university and industry scientists, managers and administrators who participate in or oversee research collaborations in agricultural biotechnology were analyzed. The findings revealed that the participants in these research relationships continue to perceive very distinct cultures of science and identify a wide range of concerns and disadvantages of these partnerships. Several actions were discussed to ensure that the two cultures serve complementary roles and that they maximize the public benefits from these increasing collaborations.

A Survey of Learning Motivation among Junior and Senior English Majors in Non-governmental Universities——A Case Study in Ningbo Dahongying University

Motivation is an important factor to English learning,it plays an important role.In this thesis,the instrument used in the study is a questionnaire,and this thesis was conducted on December 5th,2016 at Ningbo Dahongying University involving 182 students.Based on the questionnaire investigation,this thesis discusses the learning motivation of English major juniors and seniors in Ningbo Dahongying University from the motivation types,factors and strategies.

Evolution Characteristics of Government-Industry-University-Research Cooperative Innovation Network for China＇s Agriculture and Influ- encing Factors： Illustrated According to Agricultural Patent Case

Under the special background of China, the cooperative innovation between different government-industry-university-research institutes plays an increasingly important role in the agricultural field. However, the existing literature has paid little attention to it. Considering the cooperation patents, published in the agriculture field stemming from the Full-text Database of China Patents as the study object, the spatial and institutional attribute of the authors as the data source, and by combining the social network and spatial econometrics analysis, this paper analyzes the structure evolution characteristics of cooperative innovation networks of agricultural government-industry-university-research institute in the city level of China in 1985–2014, based on the triple helix theory, with the influence factors discussed. This shows that, 1) since 1985, China's agricultural innovation level has been substantially increased, but the development degree of the cooperative innovation network is low, and the patent cooperation mainly relies on authors in the same unit; 2) enterprises play a leading role in the agricultural cooperative innovation. The effect of the government and hybrid organizations driven by the government is not obvious; 3) the cooperative innovation in the province and city dominates, and a multi-pole pattern has been formed. The cooperative innovation network structure evolves from a single helix empty core and double helix multi core to a double helix hierarchical network; 4) the city's science, education funding and personnel investment are key factors determining the agricultural cooperative innovation, while the agricultural development of the city presents slight negative impacts on it. The spatial mismatch of supply and demand is present in the technical cooperative innovation of China's agriculture. Therefore, the science enhancement and education investment to big agricultural provinces should be promptly implemented.

Research on the “New University” Management System from the Perspective of Finance

Since the release of the“Outline of the National Medium-and Long-Term Education Reform and Development Plan(2010-2020),”“new universities”have garnered widespread attention.The system and mechanism of these“new universities”are different from those of traditional universities.They have their own ways of running schools,management systems,and personnel training methods,all of which bring a different kind of pressure to government management.Looking from a financial perspective,this is also the key research subject of finance and financial personnel.We put forward implementation suggestions for the construction of the“new university”management system based on the experience summed up in the work and contribute to the country’s higher education.

基于信任理论的北京大学图书馆用户关系管理新探

如何开展用户关系管理是高校图书馆现代化发展道路上必然面临的问题。北京大学图书馆将用户作为图书馆可持续发展的关键要素,自2018年以来,基于用户信任统筹推进用户关系管理,秉持真抓实干、重在参与、实在受益、贵在信任、凝心聚力的战略方针,构建相互信赖、深度协作、长期友好的用户关系,取得明显成效。文章对基于信任理论的北京大学图书馆用户关系管理的实践探索进行初步总结。

人工智能赋能大学治理:多重效应与治理效能转化

当人工智能与大学治理相遇后,数字化不仅成为提升大学治理能力和治理水平现代化的客观要求,还成为推进大学治理创新和制度变迁的重要途径。根据大学制度的层级结构、治理结构的复杂性程度以及治理事项的数字化程度,建构制度嵌入下人工智能技术赋能大学治理的解释模型,并借此模型着重分析人工智能技术对大学治理影响的多重效应及其治理效能转化机制/过程。研究发现,在制度嵌入和人工智能技术的共同影响下,现代大学治理随着大学制度外显性的不断加强而愈显复杂,在此渐进过程中,人工智能技术的影响力和渗透力也就愈加微弱,由此产生了人工智能技术对大学治理影响的多重效应及其治理效能的不同转化和提升机制:大学治理结构的复杂性程度越低,大学制度的层级结构越低,治理领域可数字化的程度就越高,人工智能技术对大学治理的积极效应越显著,大学具体制度得以更迭的可能性越大,也就愈容易借助“技术—制度”协同机制将中国特色现代大学的制度优势转化为治理效能;大学治理结构的复杂化程度越高,大学制度的层级结构越高,治理领域可数字化的程度越低,人工智能技术对大学治理的抑制效应越明显,其所依靠的(部分)基本制度和基础制度被替代/更迭的速度越慢,而被同化的可能性越大,也就越容易走上模仿西方大学制度建设的路径依赖。为此,一方面,要注重人工智能技术对大学治理的积极效应,充分发挥人工智能技术对于大学常规性治理、(部分)决策性治理的积极作用,通过大学具体制度和基本制度的不断健全和完善,推动现代大学制度的标准化建设和精细化发展;另一方面,要警惕人工智能技术对大学治理带来的潜在危险,充分考虑现代大学的组织特性,避免过度技术化而导致大学治理中技术应用的无限拓展和无序泛化。

中国式乡村治理现代化的重要关系问题

为实现中国式现代化的战略目标,乡村治理现代化是必要的动力和重要的支撑。变革和创新乡村治理以促进农业农村农民的现代化发展,必须结合中国国情和实际需要,科学合理地应对和协调城镇化与乡村振兴、公共管理与村民自治、保护与发展、耕地保护与制度创新、农业与非农化、先富与共同富裕之间的关系问题。重视并处理好这六大重要关系问题,一方面可规避单向度发展,另一方面可避免政策与实践的二元对立,从而有效推进中国式乡村治理现代化。

从电化教育专业创建发展的实践中,回顾电化教育发展的历程,用系统科学协同论观点,建立“政产学研用”协同发展机制,即政——事物的管理系统;产——事物的产业系统;学——事物的学科教学系统;研——事物的科研系统;用——事物的事业系统。该机制可以促进教育技术学科发展,同时对中国式现代化建设与发展有重大作用。
