Characteristics and management strategy of the devices configured in Baosteel's domestically-integrated 60000 m^3/h air separation unit

Baosteel＇ s No. 8 air separation unit（ASU） is the first domestically-integrated 60 000 m^3/h ASU. This paper describes the mechanical equipment, the design and the configuration characteristics of this unit. The potential failure modes of the mechanical devices are deduced via analyses on the failure history of similar devices in other ASUs. Finally, this paper also brings up suggestions on daily maintenance, overhaul and purchases of spare parts.

Realistic Difficulties and Routing Selection of the Reform of Separation of Management and Regulation of Public Institutions

Separation of management and regulation of public institutions is the important part of the reform of public institutions,and it is also an effective method to further inspire public institutions,forming the new pattern of social power participating in the development of public welfare undertakings.However,the reform of separation of management and regulation in China faces many problems and difficulties,for which different regions must promote and deepen the reform in spite of such problems and difficulties on the one hand; on the other hand,they must base the reform on the local situation,choosing different reform routes and modes instead of universal application.

Insulation State On-line Monitoring and Running Management of Large Generator

This study presented an insulation state monitoring method for large generator based on radio frequency (RF) technique. As an on-line condition monitor and the precondition of condition-based maintenance (CBM), the RF monitor used the high frequency current mutual inductor to detect the partial discharge signal from neutral wire of stator windings. According to the magnitude of indicative value of RF monitor, a five phase model was also proposed to manage the generator’s running better. The practices show that the proposed method is effective.

Independent integration and innovation of the first domestically-integrated 60000 m^3/h air separation unit

Baosteel＇s 60000 m……3/h air separation unit （ASU）, the first domestically-integrated unit of its class, is a milestone in the Chinese air separation industry. In this paper,the process characteristics of the unit and the application of the original techniques are expatiated. Some difficulties in the process design, the risk control, the quality control, the control system integration and the system commissioning are analyzed and appraised. The mode of the project integration and innovation, the cooperation among industries and the user-orientated project management mode are introduced. Finally,the successful experiences in innovation are summarized with the focus on the integration of the project.

A Mobility Management Solution Based on ID/Locator Separation

Current mobility management solutions based on ID/Locator separation are not easily deployed and cannot solve routing scalability and mobility problems. This paper proposes a novel network architecture based on ID/Locator separation and suggests a new mobility management solution. This solution solves the problem of scalability in the network and also provides better support for mobility. It can be easily deployed because no modification of the mobile host’s protocol stack is required. The identifier contains some routing information; so the solution provides intrinsic interworking with traditional mobile hosts. Because the mapping systems are distributed to the edge networks, robustness of the whole system is enhanced and handover delay is decreased.

Some Aspects of Waste Management of Ukraine

The development of waste management can be considered in some way dictates of time. Ukraine has unique conditions of the secondary usage of natural resources, which is particularly important given to the increasing generation of waste and its progressive accumulation. The relevant provisions relate to the industrial sector as well as areas of consumption. However, for most of recyclable materials is still low. The formation of market relations in Ukraine contributed to enhance this process and relevant field of entrepreneurship. Now the formation of a separate segment is taking place. The state and the perspectives of the development of collection, accumulation and recycling of waste stream have been analyzed in the article. Conceptual position of the legislative regulation of this field is defined. The ways of improving the legal support of secondary raw materials have been defined. The peculiarities of waste management of Ukraine are considered.

论农业适度规模经营视野下的承包地细碎化治理

发展农业适度规模经营是中国式农业农村现代化的必由之路,而承包地细碎化治理是发展农业适度规模经营中的关键一环。承包地细碎化治理模式中,“承包权不动,经营权连片”在法律上的技术路径是三权分置之下的土地经营权流转;“承包权互换,承包地连片”在法律上的技术路径是两权分离之下的土地承包经营权互换。农村集体经济组织在承包地细碎化治理中发挥着统筹协调、组织服务等功能,按照法定的程序形成集体意志,还可以充当承包农户在土地经营权外部流转时的代理人,以破除集体行动困境。承包地的调整仅限于个别农户之间,并在符合法定条件的前提之下按照法定程序进行,不得以承包地细碎化治理为由扩大承包地调整的适用范围而进行“打乱重分”。

Epidural Analgesia Following Component Separation Hernia Repair: Is It Beneficial?

Purpose: Optimal pain management strategies for patients undergoing component separation hernia repair are not defined. Epidural analgesia (EA) has been shown to decrease pulmonary complications and duration of ileus and to improve pain control in other patient populations. In this study we examined outcomes of patients receiving EA after separation of components (SOC). Methods: After obtaining IRB approval, a retrospective review was performed of patients undergoing ventral hernia repair with SOC from January 2006 to October 2010 at the University of Kentucky. Patients were identified from hospital operative records. Pre-operative patient characteristics and operative data were obtained from the medical record. Information was collected relating to use of EA, complications, and length of hospitalization (LOS). Post-operative outcomes were compared between those that had epidurals and those that did not. Results: One hundred seventeen patients were identified that underwent SOC, 34 of whom had EA. These two groups were similar in relation to age, BMI, and co-morbidities. Three patients in the epidural group had complications limiting epidural duration—two with hypotension and one with refractory pruritus. There was no difference in pneumonia, deep vein thrombosis (DVT), wound infection, urinary tract infection (UTI), recurrence, or mortality (Table 1). There was an increase in LOS (6.68 vs. 6.06 days, p 0.01) in patients with EA. Conclusions: The use of EA results in increased LOS in patients undergoing SOC. EA associated morbidity occurs infrequently. The incidence of post-operative complications is unaffected by EA. Further studies are needed to delineate the benefit of EA in this patient population.

A Privilege Separation Method for Security Commercial Transactions

Privilege user is needed to manage the commercial transactions, but a super-administrator may have monopolize power and cause serious security problem. Relied on trusted computing technology, a privilege separation method is proposed to satisfy the security management requirement for information systems. It authorizes the system privilege to three different managers, and none of it can be interfered by others. Process algebra Communication Sequential Processes is used to model the three powers mechanism, and safety effect is analyzed and compared.

Empirical Study on Factors Influencing Residents’ Behavior of Separating Household Wastes at Source

Source separation is the basic premise for making effective use of household wastes. In eight cities of China, how- ever, several pilot projects of source separation finally failed because of the poor participation rate of residents. In order to solve this problem, identifying those factors that influence residents’ behavior of source separation becomes crucial. By means of questionnaire survey, we conducted descriptive analysis and ex- ploratory factor analysis. The results show that trouble-feeling, moral notion, environment protection, public education, environment value and knowledge deficiency are the main factors that play an important role for residents in deciding to separate their household wastes. Also, according to the contribution percentage of the six main factors to the total behavior of source separation, their influencing power is analyzed, which will provide suggestions on household waste management for policy makers and decision makers in China.

Bioorganic Municipal Waste Management to Deploy a Sustainable Solid Waste Disposal Practice in China

The utilization of bioorganic municipal waste (BMW) is considered essentially for the further development of integrated waste management practice in China. Awareness and knowledge about the importance of BMW management and source separation of waste on household level, as a precondition for the implementation of an economically feasible integrated waste management infrastructure, were developed in Europe during the last decade. The Sino–German RRUBMW Project is facilitating applied research investigations in 4 pilot areas in Shenyang to assess the population’s behavior to develop the design criteria for appropriate process technologies and to provide the basis to adopt BMW management policy in China.

Dynamic Control System of Automatic Monitoring Equipment for Waste Gas Pollution Source

In order to improve the quality of automatic monitoring data of pollution sources and apply the automatic monitoring data to verify the environmental tax,Shandong Province took the lead in adopting the Internet of Things technology and drawing on the successful experience of air automatic monitoring stations and surface water automatic monitoring stations in management,and developed a dynamic management and control system for automatic monitoring equipment of pollution sources to improve and strengthen the quality audit of automatic monitoring data,further improve the quality of automatic monitoring data and better provide a basis for environmental management and decision making.The system realizes the simultaneous monitoring of monitoring data,running state and parameters of the automatic monitoring equipment,eliminates the phenomenon of falsification by modifying equipment parameters,and judges the validity of the collected data by acquiring the working state of the equipment remotely and randomly.After the actual operation test of the Department of Ecological Environment of Shandong Province,the system is proved to have the characteristics of practicality,real time and high efficiency,and be able to make up for low frequency and narrow coverage of manual inspection,with good application prospect in the field of environment and pollution source monitoring.

基于集体所有制对农村体育的历史审视及学术反思

新中国成立后,在中国共产党领导下迅速形成的具有社会主义性质的集体所有制,既是组织农业生产的一项基本经济制度,也是治理农村社会的一项基本政治制度,还是改善农民生活的一项基本民生制度。因此,新中国成立后70多年来农村集体所有制的形成、改革与完善,必然左右着农村体育发展的方向和路径,决定着农村体育发展的组织与机制,制约着农村体育发展的规模与形式。该研究采用历史阐释和社会批判的方法,分析集体所有制在不同的历史时期对农村体育发展以何种原因和何种方式产生影响。结果显示:社会主义改造和“农业合作化运动”,使广大农民走上了集体化的合作道路,加速了农民对体育的社会主义认知;社会主义建设和人民公社体制,奠定了农村集体所有制的制度基础,为推动农村体育开展提供了基本的组织方式;改革开放和“家庭联产承包责任制”,重塑了农村的生产关系和社会结构,为农村体育提供了内在的需求与动力;新时代和农村土地制度改革的深化,推进了新型农业经营体系的形成,为农村体育提供了新的发展路径和走向。

农地产权的结构变化·权能功效和规模经营

运用文献研究法、对比分析法和制度分析法等研究方法,从产权结构角度阐释其变化历程和权能功效,进而揭示农地产权结构与农地经营模式的互馈。研究发现:农地产权结构的变化经历了所有权与使用权一体,所有权与使用权初步分离,所有权、资格权及使用权再分离等发展阶段,权能划分越来越细、权能内涵界定更趋清晰。农地产权正持续进行合理性变革,农地权能的分解具有中国特色,更加注重农民权能利益保护,并与农地经营模式关联紧密。未来农地产权结构和农地经营模式的创新需要国家从政策措施、经济措施、法律措施等方面进一步完善和予以保障。

新时代中外合作办学档案管理研究

高校的中外合作办学档案管理是推动内部治理效能、发挥档史育人功能的需要,也是我国实施高等教育对外开放的战略需要。其既有一般高校档案管理的共性,也体现教育对外开放的特殊性。结合中外合作办学项目档案管理实践,提出中外合作办学档案工作的重要意义,分析目前存在的主要问题,并给出工作建议,旨在为各所高校提供借鉴,以共同推动我国高校中外合作办学档案管理的高质量发展。
