There are several important groups of clients, who may determine development processes and...The situation of the contemporary economic systems is based on their ability to ensure optimal response to the customer needs. There are several important groups of clients, who may determine development processes and who are recipients of public services. They include: residents, entrepreneurs, tourists, and State Treasury. Local governments are equipped with a range of legal instruments to provide public services addressed to the selected clients. The objective of this paper is to present the application of the AHP method to assess the significance of the selected categories of public services for different groups of clients in Poland. The results allow setting priorities for future policy and adjust the tasks to the specific expectations of each group of clients. The model of assessment of public services was built using the analytic hierarchy process (AHP). Since the 1970's, this multicriteria decision-support method has been used by researchers and practitioners in many areas of socioeconomic life. The case study presented in this paper involved 14 experts--public administration workers in one of the districts in Southern Poland. The survey consisted of two stages. First, they assessed--using the AHP--the influence of each group of customers on local development processes. The most important was "business" (priority 38.7%), followed by "tourists" (29.7%), "citizens" (26.1%), and "central administration" (5.5%). Second, they evaluated at the five-point Liken scale the influence of over 20 different public services with respect to different groups of clients. The results were aggregated using arithmetic mean and multiplied by the priorities of the clients. The synthesized final score indicated the most significant public activities overall, which were "roads" (4.16), "transport" (3.93), and "tourism" (3.84).展开更多

Still with the huge benefits and synergies that e-Government grants to governments and societies, it faces many obstacles and challenges. Therefore, there are always a number of critical success factors and risks associated with e-Government. This paper highlights some of the key ones;it critically assesses key factors that influence e-Government services adoption and diffusion. Thus, the aim of this study is to examine and identify the factors that influence and affect the utilization of e-Government in the developing countries, specifically in Jordan. Furthermore, this article investigates the challenges and barriers that must be overcome in order to successfully implement e-Government in Jordan. Semi-structured interviews were conducted and used in this study to collect the data. The results of this study show that the most significant challenges and factors influencing the implementation of e-Government services in Jordan are related to budgeting and financial costs, human expertise, social influence, technological issues, lack of awareness, resistance of public employees, data privacy and security, the legal framework, the needed technology, administrative obstacles, and trust or believing in e-Government. Coastal areas in the eastern sub-region of Thailand,a popular destination in Southeast Asia,are facing rapid tourism-related urbanization and associated consequences of environment and climate change(CC).Thus,this stu...Coastal areas in the eastern sub-region of Thailand,a popular destination in Southeast Asia,are facing rapid tourism-related urbanization and associated consequences of environment and climate change(CC).Thus,this study aims to analyze the relationships between tourism,coastal areas,the environment,and CC in the context of tourism urbanization;and recommend strategies for enhancing the governance of coastal areas.Three popular destinations were selected as study areas,Koh Chang,Koh Mak,and Pattaya.Group discussions,questionnaire surveys,in-terviews,and observation were used for primary data collection together with secondary data.The results show that the development of these destinations has been incompatible with the coastal environment and CC patterns.Rapid urbanization from tourism development is the main driver of environmental changes and makes the areas vulnerable to CC-related risks.While water scarcity and pollution are found the most critical environmental issues of the destinations,coastal areas are negatively affected in terms of increased air and water pollution and resource degradation.They have also been exposed to different CC-related problems while the risks of accumulative impacts of both environment and CC have not been adequately recognized or addressed.Although some measures have provided synergies of improved environment and increased climate resilience,possible conflicts and gaps were also found.Public infrastructure integration and optimization to enhance coastal areas'environment and climate resilience are suggested.展开更多

The study involves SMEs which are Small and Medium Industries Development Agency (SMIDA), Zanzibar Association of Tourism Investors (ZATI) and Zanzibar National Chambers of Commerce (ZNCC). Quantitative research design holds significant merit for this study, whereby primary data was in this study ensures that all variables are accurately and comprehensively captured. The study involved 384 respondents. Survey questionnaire used to collect the required information. Generally, the results displayed that, while Technological Readiness does not exhibit a mediating effect between either Human Resource Capital or Financial Source Capital and E-government Services Adoption, it does play a significant mediating role in the relationships of both Government Policies and Information Communication Technology with E-government Services Adoption. This was the descriptive research study which employed both qualitative and quantitative research designs involving a total of 208 respondents. Where 127 respondents filled in the questionnaires, 51 respondents participated in the in-depth interviews and 30 respondents participated in the Focus Group Discussions (FGDs). The results indicate that decentralization reforms have facilitated the formation of health and water services governance structures that facilitate community participation in the service delivery. The findings further revealed the means through which community participated in the delivery of services, i.e., from participating in the meetings, project initiation and management, to membership in various statutory services boards and committees.展开更多

PES-W reflects three interrelated perspectives fundamental to the global science of integrated water governance: (1) the ecological and economic perspective to integrate human incentives for integrated water resources governance; (2) the sociological and ecological perspective to form partnerships for meta-monitoring and recta-funding for integrated watershed governance; and (3) the scientific and sociological perspective to develop organizing botmdaries based on technology, lifestyle, entrepreneurship and organizing infrastructure for integrated aquatic ecosystem governance. This study is intended to communicate with the international scientific communities for establishing an advanced, academic, and practical multidisciplinary field of the global science of integrated water governance as a critical condition for sustainable development in human societies.

文摘This article examined community participation in the delivery of water and primary health care services in the Local Government Authorities (LGAs) in Tanzania. This was the descriptive research study which employed both qualitative and quantitative research designs involving a total of 208 respondents. Where 127 respondents filled in the questionnaires, 51 respondents participated in the in-depth interviews and 30 respondents participated in the Focus Group Discussions (FGDs). The results indicate that decentralization reforms have facilitated the formation of health and water services governance structures that facilitate community participation in the service delivery. The findings further revealed the means through which community participated in the delivery of services, i.e., from participating in the meetings, project initiation and management, to membership in various statutory services boards and committees.
文摘For exchanging and sharing information and services in e-government, a framework of information service platform (ISP) is presented. The multi-layer architecture of the ISP is introduced. They are. user's requirement layer, business service layer, business process layer, business function layer and data layer. The lower layers are based on the architecture of web services and the upper layers are related to the institutional and organizational issues. In order to deal with the variation of user's requirements and changing environment, the matching and mapping processes with adaptive mechanism are illustrated.
文摘This paper shows the current status of companies in the information and communication technology(ICT)sector in Santiago,Chile.It presents the results of interviews with 13 ICT companies,reviewing structural elements that determine the development of the sector.For this purpose,a qualitative analysis of that interviewed group is carried out to identify their different linkages and work dynamics.This sector has a great capacity for stimulating innovative development throughout the national economy,a key element in the paradigmatic change that the so-called fourth industrial revolution imposes on us.
