Effect of Property Tax on Optimization and Upgrading of Industrial Structure

China's economic growth and economic development has entered a new stage,and the optimization and upgrading of industrial structure is the core driving force for China to achieve high-quality economic development during the"14 th Five-Year Plan"period.Property tax has a conductive effect on the upgrading of industrial structure.Therefore,from the perspective of property tax and industrial structure adjustment and the relationship between them,this study summarizes the relevant research of domestic and foreign scholars.On the basis of the research,the paper puts forward some relevant policy suggestions on improving China's property tax and promoting the optimization and upgrading of China's industrial structure.

Investigating the Influence of Digital Economy Growth on Industrial Structural Optimization and Upgrading

With the rapid development of the social economy,science and technology continue to upgrade and optimize,ushering in the digital era,which provides technical support for industrial innovation and development across all sectors.At this stage,vigorously developing the digital economy has gradually become the only means to optimize and upgrade the industrial structure.Therefore,local leaders and relevant departments need to enhance the importance of constructing the digital economy,enabling the local industrial structure to be optimized and upgraded under the impetus of the digital economy,ultimately promoting overall economic high-quality development.To this end,this paper,combined with existing research results,first elaborates on the positive impact of the digital economy on the optimization and upgrading of the industrial structure.It then analyzes the challenges hindering the process of industrial structure optimization and upgrading and proposes practical pathways to address them,benefiting relevant stakeholders.

An Empirical Research of Producer Services＇ Cluster Development To Regional Industrial Structure Optimization And Upgrading --Based on the Research of 16 central cities＇ Panel Data in Yangtze River Delta

Based on the 16 central cities＇ Panel Data in Yangtze River Delta, location quotient index is used in this paper to measure and analyze the current cluster situation of producer services in Yangtze River Delta, fixed effects model of Panel Data model is also used in this paper, and the industrial structure is taken as the dependent variable, while the core explanatory variables is the degree of producer services＇ cluster development, which is calculated by location quotient, moreover, three control variables introduced in this paper and they are technology advantage, education level and R＆D spending, and the mentioned above is to empirically study the impacts of producer services＇ cluster development to the regional industrial structure. As a result, producer services＇ cluster development has a significant positive role in promoting the regional industrial structure optimization and upgrading, though the extent is not yet a big push and is still to be further strengthened. In this paper, it has provided a strong evidence that under China＇ s new normal economy, producer services is badly needed to promote regional industrial structure, and finally it makes specific suggestions based on the current cluster situation of producer services in Yangtze River Delta.

Study of the Optimization and Adjustment ofthe IndustrialStructure Subjected to Water Resource in the Drainage Area of the Yellow River

Since the 1990s, the Yellow River stream has been temporarily interrupted for several years, which affects the development of society, the economy and human life, limits the economic potential of the drainage areas, and especially causes great harm to regions on the lower reaches. Based on the analysis of the relationship between the development of society and economy and water scarcity, the author thinks it is necessary to optimize and adjust the industrial structure that has extravagantly consumed enormous amounts of water, and to develop ecological agriculture, industry and tourism which are balanced with the ecological environment. Finally, the author puts forward several pieces of advice and countermeasures about how to build the economic systems by which water can be used economically.

Optimization of industrial structure： crux of the transition of mining cities

The rise and development of mining cities in our country take an extremely special status and play an important role in the national economy and social development. However, there are many problems in mining cities and their industrial structure. To realize the transition of mining cities, we must optimize the industrial structure. According to the theory of the optimization of industrial structure, the strategy is to organize regional enterprise groups, develop cluster economy, continuing industry and circular economy, and promote the rationalization of cities and regional industrial structure.

Mutual optimization of water utilization structure and industrial structure in arid inland river basins of Northwest China

Water is a key restricting factor of the economic development and eco-environmental protection in arid inland river basins of Northwest China. Although water supplies are short, the water utilization structure and the corresponding industrial structure are unbalanced. We constructed a System Dynamic Model for mutual optimization based on the mechanism of their interaction. This model is applied to the Heihe River Basin where the share of limited water resources among ecosystem, production and human living is optimized. Results show that, by mutual optimization, the water utilization structure and the industrial structures fit in with each other. And the relationships between the upper, middle and lower reaches of the Heihe River Basin can be harmonized. Mutual benefits of ecology, society and economy can be reached, and a sustainable ecology-production-living system can be obtained. This study gives a new insight and method for the sustainable utilization of water resources in arid inland river basins.

Optimization of Land Use Structure Based on Ecological GREEN Equivalent

Optimization of land use structure consists of economic and social and ecological optimization.Applying the minds of system engineering and principles of ecology,this paper presents such thoughts:the optimal forest_coverage rate calculated according to the reality of a district is set as main standard of ecological rationality in the district;through considering the value of ecosystem services of the land with GREEN equivalent (mainly cultivated land and grassland)and based on the rule,GREEN equivalent,this paper introduces the area conversion between woodland and cultivated land,also between woodland and grassland;this paper establishes a multi_dimension controlling model of optimization of land use structure.In addition,a multi_objective linear programming model for optimization of land use structure is designed.In the end,this paper tests and verifies this theory of ecological optimization,taking Qionghai city in Hainan Province as an example.

基于改进Theil指数和Shift-Share模型的2012—2021年中国产业偏离分析

文章首先通过对现有文献的梳理和分析,发现针对产业偏离的测算,传统的产业偏离度E系数、Theil指数及Shift-Share模型均存在一定的缺陷,E系数和Theil指数的缺陷主要体现在计算原理方面,而Shift-Share模型的缺陷主要表现在参照系选择的合理性和数据采集的可行性方面。然后,基于现有模型的基本原理,提出了更为合理和更具可操作性的产业偏离测算方法,再采用实证研究的方法,根据2012—2021年的数据,对中国的产业偏离情况进行具体分析,得出尽管中国存在产业偏离,但产业偏离度在逐渐减小。最后,基于修正模型的计算结果,并结合当前的国际国内环境,提出如下政策建议:1)第一产业要依靠创新和科技引领,促进农村劳动力在城乡间有序转移,实现农业生产的规模化和现代化;2)第二产业要加快产业的升级换代,建立和保持独立、自主、完整的工业体系,加大在基础研究方面的投入,尽早突破美西方的技术封锁;3)第三产业的发展重点应该在金融和科教两个方面,要进一步提升香港地区、上海和北京等城市的世界金融中心地位,依靠金融创新来规避现行国际金融体系的不利约束和影响,同时要将科教兴国战略落到实处,努力探索适合中国国情的从小学到大学各阶段的教育模式。

Coordinated optimal allocation of water resources and industrial structure in the Beijing-Tianjin-Hebei regions of China

Optimizing the allocation of water resources is critical for promoting the optimization and upgrading of industrial structure and coordinated development in the Beijing-Tianjin-Hebei regions of China.Based on specific regional and water conditions,to strengthen the constraints on water resources,the“three-step”adaptive management approach of“scheme design-scheme diagnosis-scheme optimization”of water resource allocation are adopted to facilitate the coordinated optimal allocation of water resources and industrial structure in the Beijing-Tianjin-Hebei regions.First,from the level of overall industry,a water resource allocation scheme for the regions is designed by applying the master-slave hierarchical mode and a bi-level optimal model to determine the ideal amount of water resource allocation for the regions and respective industries.Second,the diagnostic criteria of spatial balance,structural matching,and coordinated development are constructed to determine the rationality of the water resource allocation scheme.Then a benefit compensation function with water market transactions is developed,to adaptively adjust the water resource allocation scheme.Finally,the optimization and upgrading of industrial structure are promoted to improve water consumption efficiency and the coordinated development of the Beijing-Tianjin-Hebei regions.The study can provide reference for the Beijing-Tianjin-Hebei regions to realize the comprehensive optimal allocation of water resources in the regions and improve the adaptability of water resources and industrial structure optimization.

Optimizing forestry industrial structure based on the framework of rationalization,advancement and ecologicalization

Under the target of the sustainable development,optimization of forestry industrial structure contains rationalization and advancement of forestry industrial structure in the traditional sense,as well as ecologicalization of forestry industrial structure.The connotation of optimization of forestry industrial structure is analyzed at first,and then the paper chooses the typical evaluation indexes from the three sides of rationalization,advancement and ecologicalization to evaluate the current situation of the regional forestry industrial structure.With the aid of the theory of fuzzy mathematics and information entropy,the paper establishes a fuzzy evaluation model which is based on information entropy for optimization of forestry industrial structure,and the evaluation model is applied in the study for the current situation of forestry industrial structure from 2000 to 2006 in Hubei province.The results show that the grade of forestry industrial structure is bad basically during the research,of which the overall level of forestry industrial structure of Hubei province is poor,the degree of utilizing forest resource is lower,and ecological environment in the forest region has been damaged to some extent.On this basis,the author presents the countermeasure to promote the optimization of forestry industrial structure.

Research on the Agriculture Production Structure in Shandong Province Based on the Grey Relational Dynamic Analysis

In accordance with grey relational dynamic analysis, overall structure and inner structure of agriculture were analyzed and the grey relational sequence inte- grals were concluded of Shandong agriculture during 2003-2014. Besides, the re- search analyzed the contributions by specific agricultural sectors and Shandong a- gricultural structure from natural endowments, policy, and agricultural modernization. Finally, the development countermeasures and suggestions were proposed.

Land use structural optimization of Lilin based on GMOP-ESV

Land use structural optimization is an effective approach to realize land sustainable utilization and allocate limited land resource rationally. Grey multiple objectives programming (GMOP) model based on China terrestrial ecosystem service value was constructed and applied to Lilin town. The result shows that GMOP model has more practical applicability and takes ecologic, social and comprehensive benefit into consideration. There are three programs after optimization. Program Ⅰ is comprehensive improvement and constructing ecological economy type, program Ⅱ is gross cultivated land dynamic balance type and program Ⅲ is compromise type. There are still problems in programs Ⅱ and Ⅲ, such as distribution in disorder, land left unused or abandoned. Based on the benefits above, Program Ⅰ>Program Ⅲ> Program Ⅱ. Program Ⅰ is the optimal case. Its comprehensive benefit is 8.43208×107 RMB yuan/a.

China's Optimal Industrial Structure:Theoretical Model and Econometric Estimation

With analysis of producer's and factor supplier's dual optimization motives,this paper developed an optimal nominal output growth rate model that can conduct quantified estimation.Result of estimation of China's optimal industrial structure between1992 and 2009 indicates that optimal nominal output growth rate model has successfully quantified the impact of major events occurring in the process of China's economic operation on the level of deviation between actual industrial structure and optimal industrial structure.Quantitative indicators involved in this model can provide industrial policy instruments for the Chinese government in developing and adjusting industrial structure targets,optimizing resource allocation and advancing industrial structure optimization and upgrade.

我国高等职业教育对产业结构优化升级的空间溢出效应

从招生规模看,高等职业教育已经占我国高等教育的半壁江山。新时代教育高质量发展要求高等职业教育主动适应产业发展,促进产业结构优化升级。采用熵值法测算我国各省份2014—2021年高等职业教育发展指数,通过Moran’s I检验高等职业教育、产业结构优化、产业结构升级的空间相关性,运用空间杜宾模型分析高等职业教育对产业结构优化和产业结构升级两个维度的空间作用机制、溢出效应和区域异质性。研究发现:高等职业教育、产业结构优化和产业结构升级在空间分布上都具有正向空间自相关关系,高等职业教育高-高集聚区主要分布在东部和中部地区,低-低集聚区主要分布在西部地区;高等职业教育对本地区产业结构优化具有显著正向影响,对邻近地区产业结构优化具有显著负向空间溢出效应,其中在东部地区呈现显著正向直接效应,西部地区呈现显著负向直接效应和间接效应;高等职业教育对本地区产业结构升级具有显著正向影响,对邻近地区的产业结构升级具有显著正向溢出效应,在东部、中部和西部地区均具有显著正向直接效应,在西部地区还具有显著正向间接效应。建议从宏观层面构建层次分明、有序衔接的职业教育发展格局,从中观层面加强职业教育区域协同发展,从微观层面落实产教融汇、丰富专业群建设内涵。

数字经济能够促进中国服务业发展吗?

基于2011-2020年省级面板数据,通过构建固定效应模型,验证数字经济对服务业、生产性服务业和生活性服务业发展的影响并提出相关对策建议。研究表明:一、数字经济对服务业和生产性服务业的发展具有显著的促进作用,但对生活性服务业的促进作用不显著。二、数字经济对东部地区的生产性服务业有显著促进作用,但在中西部地区这种作用不明显;2015年前,数字经济对服务业和生产性服务业的促进作用明显高于2015年后的促进作用。三、数字经济的发展有助于推动服务业结构的优化,提高整体服务业发展质量;数字经济的发展依赖于技术创新和产业集聚。在研究结论的基础上,本文从加快服务业的数字化转型,促进不同地区间的数字红利共享;加大对中西部地区服务业转型的扶持力度,弥合区域间的“数字鸿沟”;促进数字资源在现代服务业的产业链中的互联互通等提出对策建议。

市场激励型环境规制与区域绿色创新效率——基于产业结构优化的中介作用和财政分权的调节作用

市场激励型环境规制是解决环境治理负外部性、推进区域绿色创新效率的重要途径。以2005~2020年省级面板数据为研究对象,采用系统广义矩模型(GMM)法检验市场激励型环境规制对区域绿色创新效率的影响效应及作用机理。结果表明:市场激励型环境规制能够显著促进区域绿色创新效率的提升;从影响机制来看,市场激励型环境规制可以通过促进产业结构合理化和产业结构高级化显著促进区域绿色创新效率的提升。此外,有效的财政分权环境能够正向调节市场激励型环境规制与区域绿色创新效率的关系。

用能权交易政策对地区产业结构优化升级的影响

中共二十大报告中提及中国现有资源环境约束趋紧、环境污染等问题,而用能权交易政策是中国实现绿色、循环、低碳发展的关键举措,是推进可持续发展和生态文明建设的重大制度创新,那么在生态效益和经济效益的双重考虑下,该政策能否对产业结构产生影响效果?基于此,该研究以用能权交易试点启动为准自然实验,采用31个省份2009—2020年的面板数据,运用双重差分法探究该政策对产业结构优化升级的影响与作用机制。研究结果表明:①整体上看,用能权交易政策能够显著促进产业结构优化升级,对产业结构高级化的促进作用大于对产业结构合理化的不利影响,且在通过一系列平行趋势假设检验、安慰剂检验等稳健性检验后该结论仍成立。②进一步的机制分析表明,用能权政策促进产业结构高级化的实现路径为技术创新水平的提升和能源消费结构的升级,并且该政策通过改善部分产业部门的投入结构和产出结构来抑制对产业结构合理化的不利影响。③异质性分析表明,用能权试点对于产业结构优化升级的影响存在明显的区域异质性显著促进了中西部地区产业结构高级化和东部地区产业结构合理化。由此该研究提出相应建议:在现有用能权交易试点的基础上,深入推进用能权交易市场的建立健全,逐步完善市场的制度建设,建立健全相关法律法规和监管制度;通过增加研发经费投入等方式,切实有效激励产业行业提升技术创新水平,带动产业结构优化升级;有序扩大全国范围内政策试点地区,探索该政策与其他市场化环境规制的协同发展下产业结构优化升级的路径方法。该研究从完善用能权交易市场的角度为产业结构优化升级提供了一定的政策参考。
