Supervision over quality and safety of agricultural products has received high attention of management department.Competent authorities have formulated and issued many measures to strengthen supervision over quality and safety of agricultural products and improve China's agricultural product quality and safety level.From the perspective of management science,this paper elaborates basic contents of two basic management theories,Broken Windows Effect and Effect of Heat Furnace.Then,it analyzes influence of Broken Windows Effect and Effect of Heat Furnace on supervision over quality and safety of agricultural products.Finally,it comes up with recommendations for supervision over quality and safety of agricultural products.

Advantages,Difficulties and Countermeasures of Farmers’ Professional Cooperatives Guaranteeing the Quality and Safety of Agricultural Products

Food safety concerns the health of consumers,while quality and safety of agricultural products are the source of food safety,and it is of great significance to ensure the quality and safety of agricultural products.The decentralized production mode of Chinese farmers is the main threat to the source of food production safety in China.In this paper,the advantages of Chinese farmers'professional cooperatives in controlling quality of agricultural products and difficulties in the quality and safety assurance of agricultural products are analyzed.Finally,the guaranteeing measures of the quality and safety of agricultural products by Chinese farmers'professional cooperatives are proposed.

Impact of related subjects' behavior on agricultural products' quality safety

With the frequent occurrence of agricultural product safety incidents in recent years, the agricultural products' quality safety has become more and more concerned by the people. The relevant subjects are the direct relationship with the quality safety of agricultural products, and play a key role in ensuring the quality safety of agricultural products. This paper analyzes the behavior performance of production subject, circulation subject, consumption subject, supervision subject on agricultural products' quality safety, and puts forward the following countermeasures to improve the quality safety of agricultural products according to their behavior performance: to regulate the production of agricultural products, to strengthen the management and control agricultural inputs, to improve the safety supervision system of agricultural products, to accelerate the development of new circulation subject, to actively cultivate and develop new types agricultural business, to accelerate the process of agricultural scale management, to establish the multiple supervision subject, and to make up the regulatory loopholes.

Evaluation and Analysis for Survey of Tea Production Quality Safety Management and Control

[Objectives]This study was conducted to investigate and evaluate the quality safety of tea production in China.[Methods]With the production of famous and high-quality green tea in the western Sichuan tea areas as the investigation object,the practice survey and comprehensive evaluation analysis method were adopted to conduct research on tea production quality safety management and control,and a comprehensive evaluation was carried out in combination with the survey.[Results]Statistical analysis and scoring were carried out according to relevant indices,and the current situation of tea production quality safety was comprehensively evaluated.Four hazards were found,including pesticide residues,heavy metal residues,harmful microorganisms and non-tea impurities,and improvement measures were proposed.[Conclusions]This study provides a theoretical reference for improving the quality safety of tea production in China.

Edible agro-products quality and safety in China

Ensuring an acceptable level of edible agro-products quality and safety is necessary to provide adequate protection for con- sumers. It is the first time that we analyzed the edible agro-products quality and safety issues in the supply chain, including production, processing, circulation, and consumption. The results indicate that the agro-products quality and safety levels improves steadily, and the supervision system and standardization system are both enhanced significantly, however, certain challenges still remain in each stage of the supply chain and the entire supervision process. Finally, five recommendations regarding four aspects （production, processing, circulation, and consumption） are concluded.

Research on the Legal Regulation of Market Access for Agricultural Products in China

On the basis of defining the concept of market access for agricultural products,this paper analyzes the necessity of establishing market access system of agricultural products,proposes the conception of establishing market access system of agricultural products in China;sets up the frame of market access system of agricultural products;analyzes the rationality of the frame of market access system of agricultural products;poses the consideration of economic law regarding setup of market access system of agricultural products.This paper also puts forward the legislative suggestions for establishing market access system of agricultural products as follows:establish the frame of market access system of agricultural products taking quality access as core;establish and perfect the compensation and relief system of guaranteeing benefit of manager and producers;establish the market access system of agricultural products with hierarchical structure;sort out existing laws and form the sound the legal frame of market access system of agricultural products.

Functions of Mulberry in the Development of Ecological Animal Husbandry and Development Ideas

Ecological animal husbandry is an animal husbandry industry system integrating ecological benefit, economic benefit and social benefit. Breeding cycle is one of the main patterns of ecological animal husbandry development, but breeding cycle does not form a relatively closed cycle of endogenous resources. In recent years, forage value and ecological value of mulberry have made some progresses in different research areas and angles, but the thought and practice of both forage and ecological value of mulberry has not been systematically interpreted and researched. Based on the short board of animal husbandry development and the advan- tage of mulberry, animal husbandry and mulberry were complemented and fused, and relatively closed planting and raising ecological recycling pattern with mulberry as the axis was raised. Phased scientific research and production test data were obtained, and the problems and development suggestions were put forward in the following aspects ： selection of mulberry varieties with both forage and ecological value, cost control of mulberry with both forage and ecological value, quality and safety control system of forage mulberry, orientation of feeding value of forage mulberry.

Agro-food Quality and Safety Based on Agro-ecological Compensation

Reflection of the rise of agro-food production costs is analyzed based on the introduction of the quality safety situation of agricultural products in China.Firstly,rise of production costs caused by the demarcation of prohibited areas;secondly,rise of production costs caused by using environment-friendly agricultural inputs;thirdly,rise of production costs caused by quality control;fourthly,rise of production costs caused by product identification.The ecological compensation mechanism which is beneficial to agro-food quality safety is set up according to the principle "the one who is benefited compensates".Firstly,laws and regulations of agricultural production compensation are to be actively perfected.Secondly,experience of developed countries can be borrowed to establish a fiscal transfer payment system of production compensation.Thirdly,ecological agriculture is to be developed to produce products with safety and excellent quality.Since agro-ecological compensation can make up for the costs paid for protecting agro-ecological environment and producing safe agro-products by agro-food producers and is beneficial to motivating producers' initiative,compensation is made for agricultural producers from compensation objects,compensation scope and compensation mechanism to improve the quality safety level of agricultural products.

Mini-review of application of IoT technology in monitoring agricultural products quality and safety

Internet of Things(IoT)technology has been identified as one of the emerging technologies in information technology(IT),which is widely used in all walks of life in the world.The key technologies of IoT technology,such as radio frequency identification(RFID),wireless sensor network(WSN),sensors and global positioning system(GPS),had been widely used in farmland and greenhouse management,environmental monitoring,cold chain monitoring and tracking,and traceability,etc.As advancements in science and technology,IoT technology has been widely applied in agricultural products quality and safety,which brought a number of potential benefits for detecting agricultural products easier and automatically,improving the efficiency and speed of operations,decreasing the labor cost,promoting the agricultural products quality and safety.This paper intended to introduce the concept of IoT technology,the key technologies used at present and review the recent applications of IoT technology in monitoring agricultural products quality and safety in the whole industry chain,such as production,processing,circulation,sales and traceability.Challenges and trends of agricultural products quality and safety in the future were also discussed.

数字政府建设背景下江苏省农产品质量安全大数据平台构建与应用研究

生产标准化与农业规模生产的范围选择

农业规模化经营是我国实现农业现代化的重要途径,而规模化生产过程中雇佣劳动力的监督问题,使得规模化经营者在选择雇佣经营或外包经营时常常陷入两难境地。在监督困境不可避免且当下规模化经营势在必行之时,经营者可以将雇佣劳动力的监督成本视为其经营成本的一部分,通过对比成本创新与质量创新的成本收益,进行农业规模生产的范围选择。在成本-质量创新的双目标任务下,生产单位受农作物标准化生产程度的影响,标准化程度较高时,经营者有成本创新的偏好,其生产呈现出规模效应;反之,经营者更愿意追求质量创新,将生产范围缩小到农户家庭等较小的生产单位中去。

农产品质量安全检测作为农产品质量安全监管体系建设中的重要环节,对维护农产品质量安全、保障人民群众身体健康和生命安全具有重要作用。如何提高农产品质量检测水平、切实加强农产品质量安全检测工作,已经成为当前一项十分迫切的任务。本文分析了我国农产品质量安全检验中存在的问题,并提出了可行性建议,仅供有关部门参考。
