Research on the Development Path of Green Marine Economy in the Era of Ecological Civilization

This article explores the development path of the green marine economy in the era of ecological civilization.It highlights the importance of developing a green marine economy and how it has become a global consensus.The article suggests that China should take proactive measures to optimize its marine industrial structure,promote marine scientific and technological innovation,strengthen marine resource protection and environmental governance,and enhance the competitiveness of the marine economy.The ultimate objective is to achieve sustainable development of the ocean,expand the blue economic space,and accomplish the goal of green marine economic development.

SUSTAINABLE DEVELOPMENT OF MARINE ECONOMY IN CHINA

China is a large marine country. Developing marine economy is an effective way to solve a series of problems with which man is faced, such as the want of natural resources, space limitation, the environmental deterioration, etc. This article analyzes the rich resources of marine biology, harbor, offshore oil and natural gas and coastal tourism resources in China and describes the developing features and regional differences of marine economy. To realize the sustainable development of marine economy in China, what we need to do are as follows: 1) to list exploiting ocean into national development strategy; 2) to realize integrated economy of sea and land; 3) to develop ocean by science and technology; 4) to perfect legal institution of marine environment: 5) to establish new idea of sea defending. Sustainable development of marine tourism economy in Zhoushan Archipelago New District

Based on the general and concrete principles of index system of marine economy and the choices of the evaluation index, this paper analyzes the index importance by means of AHP and establishes a set of the evaluation index system of marine economy in the Zhoushan Archipelago New District, to which an overall analysis and appraisal is given. The main factors that have limited the sustainable development of marine economy, in combination with the factors that influence its development, are put forward in accordance with its connotation of sustainable development of marine economy and sustainable development strategy based on marine tourism development.

Analysis on the Development of Low-Carbon Marine Economy

From the perspective of low-carbon economy,the paper analyzes the factors that influencing the development of low carbon economy.It is showed that the damage of marine ecological environment results in the low ability of oceans in absorbing green gas;environmental pollution leads to lowering capacity of ocean to deal with the wastes;development of related marine industries brings deterioration of marine environment;changes of climate threat the healthy development of marine economy.The paper points out the development routines of marine low carbon economy:accelerating the innovation of energy techniques,exploring marine renewable green energies;planning scientifically and strengthening the protection and repairmen of marine environment;developing marine recycle economy,upgrading resources using efficiency;adjusting marine industrial structures and exploring greatly the marine low carbon industries;guiding industries to chase chances and accelerating the development of low-carbon marine economy.

Standardization Framework of Marine Sustainable Development Evaluation System

The core concepts of standardization framework of marine sustainable development evaluation systemare fairness and justice and the aim of sustainable development is to pursue development beneficial bothfor the current and future generations.Scientific evaluation of sustainable marine development is importantfor ensuring an accurate level of marine development.Establishing a scientific evaluation system is of greatimportance in the planning of marine development.Standardization of such an evaluation system needs tobe based on comprehensive work and must be founded on both marine science and modern managementprinciples.This paper analyses the current marine standards situation and looks at the assessment systemfor marine sustainable development.It also lists the main reasons for the standardization of a sustainablemarine development evaluation system and analyses five existing marine standardization problems whichare a constraint to this standardization.Finally a framework of marine sustainable development evaluationsystem standardization is established.The conclusion incorporates some advice on how to promote thisstandardization.

Managing Tourism Development in the Dutch City of Utrecht using a Linear Programming Model of the Tourist Carrying Capacity

As one part of the Landstad International Metropolitan Area,Utrecht has become known as one of the best tourist destinations in recent years,with the rapid growth of worldwide travel trends.In this paper,through the adaption of the linear programming model,the paper intends to not only quantify the optimum number of visitors to Utrecht but also formulate a number of policy recommendations based on the reconstruction of this optimum.The paper draws the following conclusions:(1) tourist carrying capacity of Utrecht is not yet exceeded;(2) restrictive accommodation policy does not currently seem necessary;(3) the cultural-historical attractions are not yet optimally used;(4) investing in strategic provisions is currently not necessary.And from the conclusion,the paper further puts forward the following suggestions on the city’s tourism development strategy:(1) to identify "tourist flood plains";(2) to encourage the tourist disclosure of these alternatives;(3) to invest even more explicitly in residential tourism and,where possible,curb day tourism;(4) to introduce a new business model.

The Four Dimensional Connotation Definition of Scientific Understanding of the Ocean and Human Practical Achievements

By analyzing the sustainable development process of strengthening marine environmental protection and global reporting and assessment of marine environmental conditions since the Human Environment Conference, this paper summarizes the scientific connotation of “scientific understanding of the ocean” reflected in the United Nations Global Marine Environmental Assessment Report, proposes the etymological definition and specific coverage, representative global and regional practical experience of scientific understanding of the ocean, and further analyzes and defines the human activities and cognitive evolution process of “scientific understanding of the ocean”. It marks the leap in human cognition in four dimensions: observation and evaluation, intervention and regulation, disciplinary knowledge system, and supporting guarantee system. It condenses the connotation definitions and human practical achievements of each dimension, and puts forward countermeasures and suggestions to strengthen marine environmental protection and sustainable development.

Islands serve as the basis for marine exploitation,and the sustainable development of islands and that of marine exploitation are closely inter-connected. This article inquires into problems on the sustainable development of small islands by taking 12 island counties in China for examples.

Exploration on Marine Management under the View of Marine Eco-civilization

We try to inject the idea of marine eco-civilization into marine management. By enriching connotation of marine management,the idea of marine management is improved by combining ecology,sociology and management. Current marine management in China has many problems. From the angle of enhancing marine eco-civilization construction,we put forward that marine area in whole country needs to be planned by taking marine eco-civilization as starting point,regional marine management idea should be enhanced,and division of marine management unit should be innovated,finally realizing innovation of marine management mechanism and marine sustainable development.

The Coordination Effect of Marine and Land Resources Carrying Capacity of Coastal Areas in China

The carrying capacity of marine and land resources is one of the indicators to measure the sustainable development level of coastal areas,reflecting the supporting capacity of the ecological environment for human activities and the impact of human activities on the regional environment.This paper establishes an evaluation index system to determine the evaluation value of the carrying capacity of marine and land resources in China’s coastal areas,the evaluation index of marine and land resources supply capacity(economic and social development demand)subsystem,and the degree of coordinated development of the subsystems in 11 coastal areas from 2006 to 2017.The results showed that the average supply and demand capacity of the two subsystems in each region is not high;the average demand level of economic and social development is higher than the supply capacity of marine and land resources;the carrying capacity of marine and land resources is slightly overloaded in most areas;the collaborative development between the supply and demand subsystems is barely coordinated with moderate imbalance;most regions need to move in the direction of green development to ensure the supply capacity of marine and land resources.

Carrying Capacity of Marine Region in Liaoning Province

Carrying capacity is one of important studies on coordinating development of population,resources,and environment.At present,the researches on it mainly concentrate on the carrying capacity for population and economy,such as the water resources carrying capacity,the land resources carrying capacity,the environment carrying capacity,etc.Based on the related theories and methods,this paper creatively proposed the concept and meaning of carrying capacity of marine region,and formed the appraisal system.According to the developing situation of marine economy of Liaoning Province in recent years,and by employing the method of the state space,this paper also measured the carrying capacity and carrying state of marine region and discussed the sustainable problems of marine economy of Liaoning.The research results show that the carrying state of marine region of Liaoning is in the state of overloading at present,but taking a favorable turn.

The Prospects of Blue Economy to Promote Bangladesh into a Middle-Income Country

This paper draws attention to the prospects of sea-based economy to promote Bangladesh in a middle-income country through the sustainable use of marine resources. About three-fourths of the earth is covered by the seas. It plays the vital role in two important functions from ancient time known as the means of communication and the source of huge living and non-living natural resources. At present, the countries are becoming very much concerned about their marine resources to resolve many of the present and future challenges of their economies. Generally for Bangladesh, ocean is contributing a significant role to its overall socio-economic progress through rising up the economic activities across the country and especially to the coastal zone at southern part. This paper investigates how much Bangladesh is capable to take of or handle the challenges to become a middle income country through the Sustainable Development Goals (SDGs). In addition, it has attempted with a closer-look to find out the barriers or limitations of these activities from different angles if exist.

Predictive Mathematical and Statistical Modeling of the Dynamic Poverty Problem in Burundi: Case of an Innovative Economic Optimization System

The mathematical and statistical modeling of the problem of poverty is a major challenge given Burundi’s economic development. Innovative economic optimization systems are widely needed to face the problem of the dynamic of the poverty in Burundi. The Burundian economy shows an inflation rate of -1.5% in 2018 for the Gross Domestic Product growth real rate of 2.8% in 2016. In this research, the aim is to find a model that contributes to solving the problem of poverty in Burundi. The results of this research fill the knowledge gap in the modeling and optimization of the Burundian economic system. The aim of this model is to solve an optimization problem combining the variables of production, consumption, budget, human resources and available raw materials. Scientific modeling and optimal solving of the poverty problem show the tools for measuring poverty rate and determining various countries’ poverty levels when considering advanced knowledge. In addition, investigating the aspects of poverty will properly orient development aid to developing countries and thus, achieve their objectives of growth and the fight against poverty. This paper provides a new and innovative framework for global scientific research regarding the multiple facets of this problem. An estimate of the poverty rate allows good progress with the theory and optimization methods in measuring the poverty rate and achieving sustainable development goals. By comparing the annual food production and the required annual consumption, there is an imbalance between different types of food. Proteins, minerals and vitamins produced in Burundi are sufficient when considering their consumption as required by the entire Burundian population. This positive contribution for the latter comes from the fact that some cows, goats, fishes, ···, slaughtered in Burundi come from neighboring countries. Real production remains in deficit. The lipids, acids, calcium, fibers and carbohydrates produced in Burundi are insufficient for consumption. This negative contribution proves a Burundian food deficit. It is a decision-making indicator for the design and updating of agricultural policy and implementation programs as well as projects. Investment and economic growth are only possible when food security is mastered. The capital allocated to food investment must be revised upwards. Demographic control is also a relevant indicator to push forward Burundi among the emerging countries in 2040. Meanwhile, better understanding of the determinants of poverty by taking cultural and organizational aspects into account guides managers for poverty reduction projects and programs.

Evaluation and Research Analysis of Marine Ecological Suitability

Whether in the past,present and future,marine ecological environment is the most important part in the history of human development,we can call it the"patron saint"of mankind.It provides all kinds of resources and energy needed for social production,and plays an irreplaceable role in species diversity and ecological balance.However,the weakening of self-purification ability of marine ecosystem,the decline of pollution purification ability,the deterioration of marine ecological environment,and the decline of biological resources and biodiversity,etc.all these bring fatal impact to coastal areas and even the whole terrestrial ecosystem,it is imminent to strengthen ecological protection.It is our bounden duty to protect the living environment of human.We have the right to enjoy the convenience brought by the natural environment,so we should fulfill the obligation to protect it.

Evaluation and Driving Force Analysis of Marine Sustainable Development based on the Grey Relational Model and Path Analysis

With the rapid development of the marine economy,the demand for marine resources development and the pressure on marine environmental protection are gradually increasing.It is critical to evaluate and analyze the driving forces of marine sustainable development in order to promote the coordinated development of the marine economy,resources and environment.Taking Jiangsu Province of China as an example,this paper constructs an evaluation index system for marine sustainable development from the three aspects of marine economy,resources and environment,and calculates the weight of the variation coefficient for each indicator.Based on the grey relational model,the average value of the relational degree,calculated by the average value method of correlation coefficients and the weighting method,is then used to evaluate the status of marine sustainable development in this province.The comprehensive index model is used to analyze the dynamic trend of the evolution of marine sustainable development.The driving forces of marine sustainable development are analyzed by the path analysis method combined with the average values of the grey relational degree for each indicator.This analysis found that the marine sustainable development in 2016 and 2012 was good,the situation in 2007 was bad,and the remaining years were intermediate.Compared with the previous years,the optimal conditions of 2008 and 2012 were obvious.The main driving factors of marine sustainable development are cargo throughput of coastal ports,economic losses caused by storm surges in coastal areas,the area of marine nature reserves in coastal areas,coastal wind power generation capacity,and marine biodiversity.

The progress and prospect on China-EU Blue Partnership

By reviewing the current status and progress made by China and EU in ocean related fields in the changing world,this paper tries to identify the needs,characteristics and strategic importance of the China-EU Blue Partnership.The Blue Partnership proposed by the Chinese government is open and inclusive.It values mutual beneficial,and calls for broader cooperation.China-EU Blue Partnership is not only related to the development of both China and EU,but also will significantly contribute to the implementation of the UN 2030 Agenda for Sustainable Development.Some suggestions on the further development of the Partnership are proposed to facilitate the implementation.

Progress of Earth Observation in China

Sustainability is the current theme of global development, and for China, it is not only an opportunity but also a challenge. In 2016, the Paris Agreement on climate change was adopted, addressing the need to limit the rise of global temperatures. The United Nations(UN) has set Sustainable Development Goals(SDGs) to transform our world in terms of closely linking human well-being, economic prosperity, and healthy environments. Sustainable development requires the support of spatial information and objective evaluation,and the capability of macroscopic, rapid, accurate Earth observation techniques plays an important role in sustainable development. Recently, Earth observation technologies are developing rapidly in China, where scientists are building coordinated, comprehensive and sustainable Earth observation systems for global monitoring programs. Recent efforts include the Digital Belt and Road Program(DBAR) and comparative studies of the "three poles". This and other researches will provide powerful support for solving problems such as global change and environmental degradation.

Marine Ecological Civilization Construction Based on Marine Ecological Culture

Marine ecological civilization is an important part of the socialist ecological civilization, and marine ecological civilization construction is the fundamental way to realize the sustainable development of coastal economy and society. Moreover, it has great theoretical and practical signifi- cance. In this paper, from the perspective of marine ecological culture, the important significance of building marine ecological civilization was ex- plored, and the problems existing in marine ecological civilization construction were analyzed from four aspects of management system, marine in- dustry, ecological action and marine culture. According to the problems, a series of measures to build marine ecological civilization were put for- ward, such as improving marine management system, optimizing marine industrial structure, strengthening infrastructure construction in coastal are- as, and speeding up the development of marine cultural creative industries.

Sustainability Capacity Building Based on Educational Method: A Case Study on China and Sweden Joint Program

Environmental Education and Education for Sustainable Development (EE&ESD) have been widely accepted as an effective educational method to contribute to capacity development and processes of change in developing countries. This paper takes SIDA supported EE&ESD in formal educationadvanced international training program, China as an example. By analyzing and reflecting its orientation, implementation, outcomes and evaluation, experiences and lessons learned are expected to help improve the sorts of international cooperation capacity building programs both from international and also Chinese perspectives.

From Mutual Creation to Mutual Benefit:China’s National Teacher Training Program between Higher Teacher Education and K-12 Teachers

Sustainable Development Goal(SDG 4)lays solid theoretical foundation for the development of higher teacher education in improving the quality of teaching faculty nationwide.Sustainable teacher training paves a way for teacher professional development in the long run.China’s“National Teacher Training Program”serves a connection between higher teacher education and K-12 teachers in multiple perspectives when exploring K-12 teachers’improvement of the essence by upgrading the initiative of the program with the assistance of educational technology and modern educational philosophy from mutual creation to mutual benefit.Direction orientation strategic design based on demand for teaching faculty,curriculum setting in modules,and characteristics creation have been carried out to upgrade the training of teacher colleges and National Teacher Training Program in the future for achieving a win-win situation between higher teacher education and K-12 education.
