The Digitization of Public Services and Its Contribution to the Quality of Service in Relation to User Satisfaction

In recent years, some governments have been working on solutions to transform public administrations and provide high-quality services to users. The United Nations has recommended integrating digital technology into various aspects of life, including public services. The objective is to offer real-time, high-quality digital services, improve the delivery of public services, enhance their effectiveness and efficiency, while achieving objectives such as transparency, interoperability and citizen satisfaction. However, most governments in developing countries are unable to keep up with this trend. As a result, they often create digital public services that fall short of users’ expectations. This study aims to identify the fundamental factors influencing the quality of service in relation to user satisfaction and to explore the relevance of digital technology in implementing this quality within Cameroon public administrations. To achieve this, we used a qualimetric research method, which included non-directive interviews, questionnaires, and structured observations. The results showed that the public services offered in our study environment did not meet users’ expectations. However, the study identified the fundamental aspects to be considered in providing quality public services connected to user satisfaction, as well as the strengths of digitization in achieving this quality.

Spatial Optimization and Reconstruction of Old Communities under the Background of Aging

As aging becomes increasingly serious,how to make the life of the elderly more convenient and comfortable has become one of the social problems to be solved urgently.Old residential areas are one of spaces where the elderly gather.In this paper,the prominent problems in the community space of existing old residential areas that are not conducive to the life of the elderly were analyzed,and corresponding countermeasures to transform the community space were put forward.It is hoped that public space can play its due value and make old residential areas glow with new vitality.

Communicative dimension,as one of the three key dimensions of eco-translatology,plays a very important role in translating tourist publicity materials.With the communicative dimensional transformation techniques of parataxis and hypotaxis,translators should exert their subjectivity and creativity to achieve in maximizing the degree of holistic adaptation and selection for achieving successful translations.

Research on Translation Strategies of Political Texts for International Publicity from the Perspective of Eco-Translatology

Eco-translatology provides a new perspective and methodology for the international publicity translation of political texts.This paper applies the viewpoint and methodology of eco-translatology,focuses on the three-dimensional transformation of language,culture,and communication,and discusses how translators can adapt to the eco-environment of political texts through the specific example of the keynote speech of China’s president at the opening ceremony of the Third Belt and Road Forum for International Cooperation and select suitable translation strategies and techniques to achieve an ecological balance of the target text in multiple dimensions.

The Theoretical Foundation and its Mode Transformation of Rural Public Goods Supply in the Perspective of Organizational Competition

Theoretical expositions of public goods supply by the liberalism,new institutionalism and the school of public choice are conducted in the perspective of organizational competition.And the theoretical foundation of rural public goods is put forward.Then,the changes of the supply mode of rural public goods are discussed before and after the tax reform,that is,the "Community Cooperation" supply mode of rural public goods before the tax reform and the "Organization Cooperation" supply mode of rural public goods after the tax reform.Finally,the diversification of rural public goods supply in China in future is forecasted.

The Transformation of Government Economic Functions in Public Economic Management

Public economics is a science of studying government economic behaviors, and an interdiscipline of politics and economics. As China is at the primary stage of socialism and the development of various domestic causes is still in a period of exploration, it is very important for the reform of the socialist modernization to strengthen domestic administrative management. Society is the subject of national reform and development in the long run, and thus maintaining the stability of domestic social order is not only the prerequisite for the long-term survival and development of China, but also the key requirement of ensuring people to live and work in peace and contentment. This thesis, first of all, introduces the management concept of public economy and the necessity of government＇s involvement in supervising economy. And on the basis of these, the thesis put forward the direction of transforming government economic functions and several precautions that should be noticed in government economic behaviors.

This paper, with its basis on linguistic dimension of eco- translatology, aims to present transformation techniques of parataxis and hypotaxis in translating tourist publicity between Chinese and English. It is hoped that translators can exert their subjectivity and creativity to achieve the linguistic dimensional transformations of parataxis and hypotaxis to maximize the degree of holistic adaptation and selection for achieving successful translations.

Characteristics and advantages of energy performance contracting mode for energy saving transformation of existing large public building

Existing large-scale public building energy saving renovation is the inherent requirement of sustainable development, it has been proved that implementing the energy performance contracting mode in the Existing large public buildings energy-saving is an effective way both at home and abroad. EPC mode has obvious characteristics for the ESCO and the customers, it can meet the basic requirements of large public buildings energy-saving, such as the width of funding sources, program specifi cation, advanced technology, information fl ow and management level higher, etc. Under the condition of market economy, it also provides a broad platform for the ESCO implements building energy saving transformation, which is conducive to the realization of the win-win cooperation between the parties, and to promote the healthy development of the existing large public building energy saving reconstruction.

Trends of the Transformation of Urban Form in Arab Cities with Specific Reference to AI-Khobar

The paper analyzes the current trends of urban transformation and delineates an underlying rationale which enables the comprehension of the current character of Arab city with particular reference to Al-Khobar. The city form is subjected to a re-reading arguments of which are based on critical interpretation of the mechaitisms of urban morphology in relation not only to the impacts of global economy and building boom but also to the means of perception of urban space by different strata of the urban realm. Thus, urban morphology of the city is studied as a medium which manifests a dissociation, and thus duality, between social structure and its physical container. The paper further argues that uncritical import of urban and architectural typologies seem to create a peculiar type of urban-architectural forgery that is usually reduced to skin-deep facade mimicry. Particularly, solo performances of shiny high-rise buildings and sharp contrasts of street fronts between main arteries and back streets depict impressions of fragmentation and segregation. The emerging urban-scape that can be associated with the cultural and economic leap in Arab regions today is critically evaluated. Thus, the paper proposes judicious and critical planning policy instead of direct import of global urban-architectural typologies.

The Mandatory Energy Efficiency Standard for Distribution Transformer soon Publicized in China

Owning to the rapid economy development in China and sharp increase of energyconsumption in recent years, energy shortage is increasingly apparent and becoming an importantobstacle to the sustainable development of our economy. With the aim to relieve the problem ofenergy shortage, the State Development and Reform Commission places the great emphasis ofenergy-saving work on improving energy efficiency of industrial energy-consuming products inenergy-saving work. The General Administration of Quality Supervision, Inspection and Quarantine ofthe People's Republic of China (AQSIQ) has issued and implemented two energy efficiency standardsfor three-phase induction motors and displacement air compressor, and will soon issue another twoenergy efficiency standards for clean- water centrifugal pumps and ventilation fans. The transformeris a kind of electric equipment widely used in many industries in national economy, with featuresof great amount of use, long period of operation and tremendous potential of energy-saving. So, itis necessary to develop the standard of energy efficiency for distribution transformers.

数字公共服务和金融服务的有机融合:数字普惠金融发展的一种路径

乡村公共服务数字化转型在当前实践中集中表现为数字公共服务平台对乡村社会生活的嵌入,这一嵌入过程促进了数字公共服务和金融服务的相互关联。数字公共服务平台整合多方数据且基于对乡村居民公共生活进行数字孪生的技术特性,具有削弱信息不对称、普及基础金融服务、降低金融交易成本、增加金融产品可及性与针对性的应用潜力。论文通过梳理乡村数字公共服务平台的典型特征,以此为脉络结合供需视角研究数字化公共服务对农村普惠金融的影响,并探讨农村普惠金融发展对乡村公共服务数字化转型的反哺效应。研究认为,在适当的政策设计下,数字公共服务与金融服务的有机融合,可以成为促进数字普惠金融发展的一种路径。

全民健身公共服务治理的智慧化转型、升级与实现路径

智慧化转型和升级是全民健身公共服务体系迈向更高水平的现代化需要,也是纾解服务供需矛盾、信息不对称等现实困境的人民美好生活需求.基于整体性治理、组织变革等理论依托,全民健身公共服务政府组织主要从治理理念、治理方式、治理体系、治理主体4个层面实现智慧化转型.运用文献查阅、案例分析和分类比较等方法,综合应用数字化信息技术,对原有资源布局和功能布局、健身载体空间、健身指导、赛事活动形式和场馆运营管理等内容实现智慧升级.研究认为,实现路径主要包括:完善全国智慧健身信息服务体系,建设品质化“智慧社区健身中心”,打造场景化运动体验空间,分层分类制定智慧标准化等,进而推动全民健身公共服务的现代化治理和更高水平的发展.

我国公共数据授权运营的实践进展调查与展望

[目的/意义]对我国各地公共数据授权运营的实践行动展开调查,旨在发现更优的实践策略,并进一步推进数据要素化的理论与方法研究。[方法/过程]通过分析相关省市的公开信息,实践现状从运营定位包括行动主体、数据对象、运营方式、运营成果在内的行动要素以及政策和平台保障三大方面得到梳理。[结果/结论]基于对公共数据授权运营各方面的实践分析,进一步提出优化展望:实现公共数据授权运营多维构建与精准定位的平衡、扩展深化创新探索进程中的公共数据授权运营行动要素、强化公共数据授权运营保障要素配置、推进全国一体化协同体系的建设。

企业数字化转型、绿色创新与碳绩效——碳排放权交易政策与公众环境关注度的调节作用

随着数字经济的迅猛发展,利用数字化优势助力企业绿色转型已成为“双碳”背景下的必然趋势。从利益相关者理论和信号理论出发,以2014—2020年中国沪深A股上市工业企业为样本,实证检验了企业数字化转型能否提升碳绩效,并探讨了绿色创新在其中的中介作用以及碳排放权交易政策和公众环境关注度的调节作用。研究发现,企业数字化转型显著提升了碳绩效,并通过绿色创新正向影响企业碳绩效水平。同时,碳排放权交易政策与公众环境关注度均能发挥显著的正向调节效应。异质性分析显示,企业数字化转型对碳绩效的促进作用在非高新技术企业和高市场竞争程度的情境下更为明显,但产权性质的影响并不显著。研究结论厘清了企业通过数字化转型促进绿色创新进而提升碳绩效的驱动机制,为推进企业数字化转型以实现绿色发展具有重要参考意义。

三级公立医院绩效考核背景下科技创新能力提升策略实践探索

科技创新是公立医院高质量发展的重要抓手。当前,医院青年人才科研起步难、交叉研究落地难、研究成果转化难等问题,制约了医院科技创新能力的提升。浙江大学医学院附属儿童医院积极响应医改政策,以问题为导向,探索并实践科技创新能力提升策略,从科研绩效评价制度改革、临床青年科技创新人才培养、科技创新平台建设、科技成果转化机制完善等方面,全方位推进医院科技创新体制机制建设,推动科技创新能力整体提升,取得了初步成效。有关实践经验可以为三级公立医院可持续高质量发展提供参考。

分段均匀重分布和对数校正的水下图像增强

为了更有效地恢复水下图像的真实颜色、更好地改善图像的对比度和清晰度,提出了分段均匀重分布和对数校正的水下图像增强方法。用适中的图像强度分别对三通道图像进行强度补偿,对三通道分别进行分段均匀的灰度级重分布,以改善水下图像的颜色和提升图像的对比度;在Lab颜色空间中对亮度分量L进行自适应的对数斜率变换,以进一步改善水下图像的对比度和清晰度。实验结果显示,该方法在颜色恢复、对比度和清晰度的改善上优于部分现有方法,对水下图像增强后,获得更高的信息熵、UIQM和UCIQE值,因此,该方法具有更好的图像增强效果,对水下视觉具有更高的应用价值。

数字化背景下计算机公共课程教学方法探索

在数字化背景下,我国提出要实施国家教育数字化战略行动,推动新工科等领域的人才培养和对应课程的高质量建设。于是,计算机公共基础课程作为建设“四新”学科的重要支撑,其数字化转型、改革和应用必将得到更多的关注,同时也将面临新的挑战和机遇。该文总结目前的大学计算机公共基础课程教学中存在的问题,并探讨在教育数字化转型背景下对该课程的教学改革思路,重点在于如何通过大数据、人工智能等结合新兴的数字化技术分析学生的学习过程、教师的教学过程及二者的交流过程,促进教师的教学能力及学生对计算机知识的自主学习和综合运用能力,并尝试以数字技术为依托改革课程体系和教学模式,实现计算机公共基础课程教学的数字化转型。

文章选取公共图书馆行业区域发展规划和智慧图书馆标准规范文本,统计其中含有“转型”的文本内容及其词频,进而分析公共图书馆智慧化转型的基本框架和发展体系。研究结果显示,公共图书馆智慧化转型主要体现在文献资源、用户服务、空间场景和技术应用维度,因而需要以资源文献港建设完善文献保障体系、以空间的数实融合拓展用户阅读场景、以服务融合式设计塑造全域文化价值、以技术工具治理加快智慧化变革进程。
