This paper has 4 parts. Part 1 presents a comparative analysis of think tank evaluation methods. Part 2 introduces the AMI index system for comprehensive evaluation of global think tanks. Part 3 describes the current situation of global think tanks based on ranking by AMI. Part 4 proposes the construction of new type think tanks with Chinese characteristics under the global perspective.

Function Construction of Think Tanks in the Teaching Management Platform of Universities

In the new era of knowledge and information,knowledge,as the support of management and power development,increasingly reflects its own value.As the advanced platform for knowledge dissemination,research,and cultivation of knowledge talents,colleges and universities need to cultivate compound and multi-functional talents.This is becoming more and more important in the reality of social,economic,and cultural development.They also need to be protected and supported by rules,decisions,and systems that are relatively wise,rational,and conform to the development laws of education and teaching.Educational administration institutions in colleges and universities should not only assume traditional responsibilities such as teaching management and resource allocation,but also establish their own rational decision-making mechanism and framework driven by development trends to form similar think tank functions or think tank attributes as well as gradually promote the construction of such management system in various teaching institutions,organizations,and departments to ensure that the teaching platform can become a new management and decision-making center.

Think Tanks in the United States： The Evolution and Evolving Roles

Think tanks as an important force in the policy making field in the United States have strengthened their visibility and expanded their influence in recent decades. This paper contends that the historical and political climate of the United States has fostered the development of think tanks and they will continue to exert their influence in the policy making field of the United States. It mainly examines the history of American think tanks and the roles they have been performing during more than one hundred years＇ evolution. In the twenty-first century, in a more and more flattering world, policy issues become increasingly complicated, therefore think tanks are indeed fixtures of American policy making scene. They play six major roles （1） source for policy idea; （2） venue for communicating and initiating new policy ideas; （3） source for personnel; （4） educating and informing the public; （5） evaluator of government policies; and （6） Track lI diplomacy.

Purpose/Significance:Through the analysis in the results production mode of the Chinese media type think-tank based on the media operation structure and communication platform,found there are structure and cooperation problems of spread and research line,team cooperation and transformation problem of research and spread,research production and media production positioning problem,and spread channel widening problem,this paper tries to provide a useful suggestions for the current traditional media transformation encourage the media type think tank go abroad,raise the international influence,personalize the products,make it into Boutique,become a brand and the development strategy of the new think-tank with Chinese characteristics.Methods/Processes:analysis the results production model of media-based think tank from four aspects:category,characteristics,existing problems and development trend.Results/conclusion:the achievements of Chinese media-based think tanks will follow a new development trend through the establish of cooperative innovation system,achievements make and press system of“all media tendency”,market-oriented transformation theory,brand strategy,and exerting international influence.

英国智库海外发展研究院涉华报告中的介入资源分析

[目的/意义]西方智库是观察和研究中国的重要机构,其话语策略广泛影响着国际社会“中国观”和中国形象的传播。本文旨在考察西方智库涉华报告的话语特征,提升中国智库话语的传播力和影响力,增强意识形态话语权和主导权。[方法/过程]本文以系统功能语言学评价理论的介入系统为理论框架,以2018—2022年英国智库海外发展研究院涉华报告为语料,以AntConc 4.1.0为分析工具,探讨其介入资源的文本特征和使用规律。[结果/结论]该智库介入资源的使用整体呈现对话性扩展的特点,对话性压缩逐渐显化。体现在以下三方面:利用扩展和压缩策略介入受众对涉华观点的解读;打开部分协商空间,邀请受众对所给信息给出判断;积极地承认正面信息,排除争议,对部分负面信息进行反转式处理。然而,该智库在阐述中国海外经济活动影响力时仍传播着意识形态偏见。本文可为丰富中国智库的海外发声资源、拓展其人际功能以及构建智库话语体系提供一定参考。

知识协同视角下高校图书馆智库服务体系研究——以哈佛大学肯尼迪学院图书馆为例

智库服务是高校图书馆服务创新的重要举措,以知识协同理论与高校图书馆智库服务深度融合为研究目标,通过对国外典型高校图书馆智库服务的知识协同实践进行深入调研,为国内高校图书馆智库服务理论与实践提供参考。以哈佛大学肯尼迪学院图书馆为例,采用文献调研、网络调查及内容分析等方法,从集成平台、服务内容、服务团队等方面综合分析其智库服务的知识协同实践体系。借鉴哈佛大学肯尼迪学院图书馆智库服务的知识协同经验,并结合知识协同相关理论,构建了知识协同视角下高校图书馆智库服务体系,提出我国高校图书馆可以从建立差异化的智库服务目标、健全流动协同的智库服务保障、打造交互多样的智库服务内容、加强智慧化的智库服务馆员队伍建设等方面深化智库服务。

中国特色新型智库建设这十年——回顾、反思与展望

建设中国特色新型智库,是推动依法科学民主决策、推进国家治理体系和治理能力现代化、推动经济社会高质量发展、提升国家软实力的重要支撑。“中国特色”就是要坚持中国道路、立足中国国情、讲好中国故事、服务中国发展,“新型”就是要有新定位、新机制和新模式。十年间,中国特色新型智库从智库内部的体制机制创新、外部的政策制度创新和社会文化环境等方面提升治理体系和治理能力现代化水平,形成了以国家高端智库为引领,各级各类智库协同发展、开放发展、高效发展的中国特色新型智库体系,推动高校智库学者治学范式发生了根本改变,社会各界对新型智库职能的认识大大加深。当前,我国智库在中国特色新型智库的体系布局、资源配置、宏观制度环境、管理体制和运行机制、知识服务和创新能力、国际影响力和话语权、智库高水平人才队伍建设等方面还存在不足。展望未来,要坚持以习近平新时代中国特色社会主义思想为指导,准确把握中国特色新型智库建设的定位使命、总体格局、发展理念和方向路径,遵循智库建设规律,深化智库建设实践,推动中国特色新型智库建设高质量发展,为建设中国特色新型智库,推进国家治理体系和治理能力现代化提供智力支持。

面向国际传播的智库知识库构建研究

[研究目的]国际传播知识生产关涉国家重大战略,关涉国际传播效能,该文旨在以系统的知识工程确立国际传播的核心畛域与中心命题,以期不再囿于学科之争,绘制领域知识“拼图”,实现自主知识体系“重构”。[研究方法]定题采集获取孤立分散的文本与实践为知识源,提出核心概念、知识规则、应用场景结合的专题领域本体建构方法。并以“全球安全倡议”的理论嬗变和“中、沙、伊三国联合声明”的实践事件为例,验证知识库前沿动向。[研究结论]实证表明,面向国际传播知识的搜集、序化、整理、储存必要性凸显、可行性具备、科学性可论证,基于本体的专题知识库可服务于生产优质、分众、精准的智库成果,构建内在一致、全面完整的自主知识体系,答好国际传播的时代之题。

智库知识服务发展机制的系统动力学仿真分析——以中国科协为例

文章基于系统动力学的智库知识服务发展机制理论模型,以中国科学技术协会为例,借助VensimPLE软件识别模型中的关键要素及相互关系,建立适用于中国特色新型智库知识服务发展机制的仿真模型,这对验证模型的可行性和有效性具有重要的理论与实践意义。仿真分析结果显示:该修正模型是由客户知识服务需求、智库知识服务能力、智库知识服务创新思想和智库知识服务生态系统等四个关键要素组成。其中,客户知识服务需求是智库知识服务发展的驱动力,推动智库知识服务创新思想的产生和知识服务能力的提升;智库知识服务能力是满足客户知识服务需求和产生智库知识服务创新思想的保障条件,是通过应用各种知识服务模式培育的;智库知识服务生态系统是推动智库知识服务可持续发展的统一整体,且通过智库知识服务创新思想不断向客户提供专业化、全球化和品牌化的知识服务,促进客户不断产生新的知识服务需求。

智库成果评价体系与激励机制问题与优化探析

智库成果是智库发挥资政、启民等核心功能的重要载体,智库成果评价与激励能够引导和促进智库高水平思想成果产出。本文通过文献研究法、跟踪观察法、案例分析法、专家访谈法,对国内外智库成果的内涵与外延,评价与激励的现状与存在问题,评价与激励导向与标准等方面进行了梳理分析。提出未来我国智库成果评价与激励机制的构建与优化应在以下几方面着力:以实证、激励、短期效应与中长期影响相结合为导向,以创新、质量和贡献为成果评价标准,构建以用户评价为核心的多元成果评价体系。同时,构建智库成果激励机制,将智库成果纳入研究人员工作绩效考核、科研项目结项、科研业绩奖励体系,并创设“直接奖励制”,激发智库人员进行智库成果产出的积极性和价值感。

WSR方法论视角下的智库双螺旋问题研究范式探索——以我国高水平智库地域发展差异问题为例

智库是国家软实力和话语权的重要组成部分,是科学问题分析和科技情报研究的重要力量。智库的作用发挥主要依托于智库研究成果,而高水平研究成果的形成需要科学的智库问题研究范式指导。智库双螺旋法是我国智库研究和问题分析领域逐渐兴起的一种科学范式,“物理(Wu)—事理(Shi)—人理(Ren)”WSR方法论是一种处理复杂问题的系统工程理论。分析二者内在机理,将系统工程理论中的WSR方法论引入智库双螺旋法,从宏观和微观角度探索对智库双螺旋法的补充和发展。以我国高水平智库地域发展差异问题为例,开展WSR方法论视角下的智库双螺旋法应用研究。WSR方法论视角下的智库双螺旋法是智库问题研究范式新路径的探索。WSR方法论为智库双螺旋法的构建提供了一种理论阐释,丰富了智库双螺旋法的分析维度和耦合结构,发展了智库问题研究的方法手段。探索引入WSR方法论的智库双螺旋问题研究范式有其科学意义和实践价值。

协同理论视角下多维度协同智库知识服务体系构建

随着大数据、人工智能、物联网、区块链等新一代信息技术的蓬勃发展,智库知识服务方式得以革新:以“数据—信息—情报—知识”动能转换驱动的信息链支撑专家智慧,大数据分析、知识库、人工智能等技术的应用,使得智库朝着智慧化决策咨询的方向发展。文章从知识服务要素出发,对智库知识服务现状进行调研,进而分析智库知识服务机制,基于协同理论的视角,从宏观与微观两个角度,提出优化智库知识服务工作流程,构建“智慧数据+专业知识+用户参与”的多维度协同智库知识服务体系模型,以探索适应新环境和新技术的智库知识服务体系,提高智库知识服务质量。

高校智库参与公共政策议程设置有效性的系统动力学分析

[目的/意义]高校智库是中国特色新型智库建设的重要力量,探索高校智库参与公共政策议程设置的有效性具有重要的理论价值与实践意义。[方法/过程]以内参模式和外压模式为基础,梳理了高校智库参与公共政策议程设置有效性的影响因素,构建了系统动力学模型,并验证了该模型的适用性,开展了单一变量和组合变量对公共政策议程形成数量影响的模拟仿真。[结果/结论]高校智库参与情境下的公共政策议程形成数量受到智脑水平、资金和传播交流能力3个层面的9个因素的影响。其中,既包括智库专家数量、人才队伍的专业结构、社会捐赠资金等单一因素,也包括智库自身平台宣传水平、协作程度等组合因素。最后,本文对提升高校智库参与公共政策议程设置的有效性提出了建议。
