The current predominant self-review mechanism by policy-making bodies suffers from deficiencies such as insufficient motivations, limited review capabilities, and weak external supervision. Third-party assessment, characterized by independence and specialization, is designed to mitigate these shortcomings. However, the implementation of third-party assessment faces challenges too. This paper intends to improve the third-party assessment system and to realize the legislative purpose of the system. Based on social research, discussions and exchanges with relevant parties, and the existing research results, this paper analyzes the challenges and possible optimization measures for the third-party assessment. The challenges include repulsion from policy-making bodies, insufficient independence of assessment bodies, disparity of assessment quality, and limited application of assessment outcomes. Possible optimization measures include promoting fair competition culture, increasing the acceptance of third-party assessment from policy-making bodies, enhancing the quality of third-party assessment, clarifying the relationship between policy-making bodies and assessment bodies, ensuring the independence of third-party assessments, and promoting the application of assessment results. 展开更多

本文以Sellers(1969)模式为基础,加入水汽——温室效应的正反馈机制,计算地球上纬向年平均温度的稳定分布和进行一系列的敏感性试验。与Sellers的计算结果相比较后发现,加入水汽温室效应以后,全球平均温度提高了2.1℃。此外还分别考虑... 本文以Sellers(1969)模式为基础,加入水汽——温室效应的正反馈机制,计算地球上纬向年平均温度的稳定分布和进行一系列的敏感性试验。与Sellers的计算结果相比较后发现,加入水汽温室效应以后,全球平均温度提高了2.1℃。此外还分别考虑了太阳常数,反照率、大气减弱系数以及人类活动对气候的影响。结果指出:如果太阳辐射减少了1%,则相应的各纬圈年平均温度会减少1~2℃。当太阳常数减少到3%时才会触发极冰——反射率——温度的正反馈机制,而导致新的冰川期的形成,同时还发现加入水汽——温室效应正反馈机制以后,会使极冰——反射率——温室的正反馈机制有所收敛,并且可预测人类活动的影响能导致全球气候变暖。 展开更多

The study examined the forms of child labour practices common among market women and food sellers in Ife Central local government area of Osun State.It also determined the awareness level of market women and food sellers on the existing child labour law in Nigeria and finally examined factors contributing to child labour practices among market women and food sellers.The study employed the descriptive research of the survey type.The study population consisted of market women and food sellers in Ife Central local government in Osun State.The sample consisted of 170 market women and 80 food sellers in conveniently selected five markets in the study area.The researchers developed three research instruments for this study,namely:Knowledge of Child Labour Questionnaire(KCLQ),Forms of Child Labour Practices Questionnaire(FCLPQ),and Factors Contributing to Child Labour Questionnaire(FCCLQ).The three instruments were validated by the investigators,using Cronbach alpha which yielded 0.79,0.77,and 0.78 values for KCLQ,FCLPQ,and FCCLQ respectively.Data collected were analyzed by using simple percentage and Relative Importance Index.The results among others showed that domesticlabour ranked the first significantly influential forms of child labour practiced among market women and food sellers in Ife Central local government,Osun State with RII analysis of 0.810 and 0.850 respectively.The study therefore concluded that majority of the respondents have low awareness level on the existing child labour law hence government should intensify the creation of awareness of the child labour law among market women and food sellers in Ife Central local government,Osun State. 展开更多

Objective To provide reference for the relevant departments to train and manage online drug sellers.Methods A questionnaire was conducted among 124 grass-roots drug sellers from 13 online drug sales enterprises,including Tmall Medical Center and JD Home Health Channel and 265 teachers and students from 33 pharmaceutical colleges and universities.The problems were analyzed in this paper and some specific suggestions were made.Results and Conclusion 389 questionnaires were sent out and 371 effective questionnaires were recovered.The effective recovery rate was 95.37%.The universities surveyed mainly recruited undergraduates,accounting for 66.7%of the total.Most of the employees in the online drug sales enterprises surveyed graduated from secondary school or universities,accounting for 91.9%.The number of graduates surveyed who were willing to work in the online drug sales enterprises was low,accounting for only 8.67%.Besides,it was difficult for online drug sellers to be promoted,71.7%of the respondents had no promotion opportunities.In view of the main problems such as the low professional quality of online drug sellers,their low willingness to engage in online drug sales,and few promotion opportunities,it is suggested the reform of licensed pharmacists should be deepened to improve the number and quality of online drug sellers.Meanwhile,we should learn the advanced experience from developed countries.In addition,the income and welfare of the online drug sellers should be improved.Lastly,a unified management platform must be set up for online drug sellers by technical means. 展开更多

市场是否挤出了信任是社会科学共同关注的一个基础性问题。本文运用信息不对称的经验品模型模拟了“有市场”环境,同时运用组内设计和数据平移创造性地设计了一个博弈结构完全相同的模型来刻画“无市场”环境,并设置了七个实验局分别剥... 市场是否挤出了信任是社会科学共同关注的一个基础性问题。本文运用信息不对称的经验品模型模拟了“有市场”环境,同时运用组内设计和数据平移创造性地设计了一个博弈结构完全相同的模型来刻画“无市场”环境,并设置了七个实验局分别剥离了市场中的语言描述、消费者选择权、商家定价权三个要素,从而全面对比了“有市场”与“无市场”时信任水平的差异。实验结果表明:首先,市场能够有效提升信任水平,市场与信任可形成正反馈,这进一步凸显了市场在资源配置中的决定性作用;其次,消费者选择权与商家定价权所发挥的作用并不对称,其中消费者选择权是关键因素,保护消费者权益对于构建一个良性有效率的市场尤为重要;再次,声誉是消费者选择权促进信任水平提升的重要渠道。本文加深了我们对市场自由竞争本质以及市场机制运行的理解,并为我国的市场化改革提供了重要启示:要尊重市场运行规律、强化竞争政策基础地位、保障消费者权益。 展开更多

数量众多的第三方卖家是一种战略资源,对复合型电商平台发展有重要意义。然而,观察发现:很多销量为零的第三方卖家(称之为停售第三方卖家)长期停留在复合型电商平台上。这些停售第三方卖家除了缴纳技术服务费外,无法给电商平台带来扣点... 数量众多的第三方卖家是一种战略资源,对复合型电商平台发展有重要意义。然而,观察发现:很多销量为零的第三方卖家(称之为停售第三方卖家)长期停留在复合型电商平台上。这些停售第三方卖家除了缴纳技术服务费外,无法给电商平台带来扣点收入,却会增加消费者筛选产品的成本,进而降低交易效率。基于这一现象,本文构建了一个包含停售第三方卖家的复合型电商平台模型,分析停售第三方卖家数量对均衡结果的影响,探讨他们对复合型电商平台的策略价值。研究发现:由于均衡解所处区域不同,停售第三方卖家的存在可能加剧也可能缓解平台自营和在售第三方卖家之间的竞争;与不存在停售第三方卖家情形相比,适当数量的停售第三方卖家可以同时提高复合型电商平台和在售第三方卖家的利润;控制第三方卖家总数量总是对在售第三方卖家有利,是否有利于复合型电商平台取决于单位交易成本获得的基本效用和技术服务费;当消费者更偏好平台自营时,在售第三方卖家利润会减少,复合型电商平台利润可能增加也可能减少。 展开更多

The North China Plain and the agricultural region are crossed by the Shanxi-Beijing natural gas pipeline.Resi-dents in the area use rototillers for planting and harvesting;however,the depth of the rototillers into the ground is greater than the depth of the pipeline,posing a significant threat to the safe operation of the pipeline.Therefore,it is of great significance to study the dynamic response of rotary tillers impacting pipelines to ensure the safe opera-tion of pipelines.This article focuses on the Shanxi-Beijing natural gas pipeline,utilizingfinite element simulation software to establish afinite element model for the interaction among the machinery,pipeline,and soil,and ana-lyzing the dynamic response of the pipeline.At the same time,a decision tree model is introduced to classify the damage of pipelines under different working conditions,and the boundary value and importance of each influen-cing factor on pipeline damage are derived.Considering the actual conditions in the hemp yam planting area,targeted management measures have been proposed to ensure the operational safety of the Shanxi-Beijing natural gas pipeline in this region. 展开更多

The study assessed data gathering and storage practices, regulatory adherence, legal structures, consent procedures, user education, and strategies to mitigate risks. Results: The findings reveal significant advancements in technologies designed to safeguard privacy and facilitate the widespread use of mHealth apps. 鼓励售电商积极履行可再生能源配额义务是平衡配额制度与售电市场改革关系的契合点。本文构建了可再生能源发电商与售电商上下游企业展开配额交易合作的决策模型,解构了单次合作路径下的外部激励、连续合作路径下的双重激励模型。主要... 鼓励售电商积极履行可再生能源配额义务是平衡配额制度与售电市场改革关系的契合点。本文构建了可再生能源发电商与售电商上下游企业展开配额交易合作的决策模型,解构了单次合作路径下的外部激励、连续合作路径下的双重激励模型。主要结论表明:外部补贴促进了单次合作收益的增加,电证捆绑是售电商完成配额目标的重要途径,且对应一个最佳补贴额度。若政府提高补贴额度,电证分离的交易模式能够产生显著的激励效果。在连续合作路径下,发电商获得最大收益的条件是利益共享比例较高,平均分担配额成本;但降低成本分担比例仍会导致绿证价格增加。不论采用何种配额交易模式,内部合作利益协调机制都能够抑制市场电价和绿证价格的上涨。研究为政府设计可再生能源配额制度与售电侧改革方向相适应的激励方案提供理论依据。 展开更多
