Attempts have been made to review and analyse existing literatures and theories of e-government and to develop a conceptual framework for evaluating factors influencing e-government implementing in both developing and developed countries. This is necessary to build trust amongst stakeholders, to encourage collaborative working, and to ensure that transparent and generally acceptable systems are in place. It is expected that the proposed conceptual model would be validated by researchers and academicians in future, since it would be relevant for analysing those wider social and economic factors that have an impact on e-government and other information and communication technologies (ICTs).展开更多

The rotary motion deblurring is an inevitable procedure when the imaging seeker is mounted in the rotating missiles.Traditional rotary motion deblurring methods suffer from ringing artifacts and noise,especially for l...The rotary motion deblurring is an inevitable procedure when the imaging seeker is mounted in the rotating missiles.Traditional rotary motion deblurring methods suffer from ringing artifacts and noise,especially for large blur extents.To solve the above problems,we propose a progressive rotary motion deblurring framework consisting of a coarse deblurring stage and a refinement stage.In the first stage,we design an adaptive blur extents factor(BE factor)to balance noise suppression and details reconstruction.And a novel deconvolution model is proposed based on BE factor.In the second stage,a triplescale deformable module CNN(TDM-CNN)is designed to reduce the ringing artifacts,which can exploit the 2D information of an image and adaptively adjust spatial sampling locations.To establish a standard evaluation benchmark,a real-world rotary motion blur dataset is proposed and released,which includes rotary blurred images and corresponding ground truth images with different blur angles.Experimental results demonstrate that the proposed method outperforms the state-of-the-art models on synthetic and real-world rotary motion blur datasets.The code and dataset are available at https://github.com/JinhuiQin/RotaryDeblurring.展开更多

It is also a reflector of child centred teaching practices, classroom quality and child outcomes. These relationships are influenced by many factors that are personal to teacher and child and are also related to the classroom environment. Positive teacher-child relationships develop warm and secure teacher-child bondings which are beneficial for the socioemotional and academic success of the child. Dependent and conflictual teacher-child relationships are stressful for teachers and have a negative outcome for the child. This paper explores the literature to recognise the factors affecting teacher-child relationships and have proposed a conceptual framework to understand these relationships in ethnically and socioeconomically diverse classrooms. Literature has tried to define these relationships according to the attachment theory or through bio-ecological model of development thus ignoring the role of culture as a major factor in formation of these relationships. The aim of this paper is to present the design and specifications of an integrated Delay Analysis Framework(DAF),which could be used to quantify the delay caused by the Risk Factors(RFs)in Oil and Gas Pipelines(OGPs)p...The aim of this paper is to present the design and specifications of an integrated Delay Analysis Framework(DAF),which could be used to quantify the delay caused by the Risk Factors(RFs)in Oil and Gas Pipelines(OGPs)projects in a simple and systematic way.The main inputs of the DAF are(i)the potential list of RFs in the projects and their impact levels on the projects and the estimated maximum and minimum duration of each task.Monte Carlo Simulation integrated within@Risk simulator was the key process algorithm that used to quantify the impact of delay caused by the associated RFs.The key output of the DAF is the amount of potential delay caused by RFs in the OGP project.The functionalities of the developed DAF were evaluated using a case study of newly developed OGP project,in the south of Iraq.It is found that the case study project might have delayed by 45 days if neglected the consideration of the RFs associated with the project at the construction stage.The paper concludes that identifying the associated RFs and analysing the potential delay in advance will help in reducing the construction delay and improving the effectiveness of the project delivery by taking suitable risk mitigation measures.展开更多
