Over the last ten to fifteen years,planning and design professionals in the United States and Europe have increasingly been engaged in consulting work in China.Major Architectural & Engineering firms from the Unit...Over the last ten to fifteen years,planning and design professionals in the United States and Europe have increasingly been engaged in consulting work in China.Major Architectural & Engineering firms from the United Kingdom and the United States,for example,have been opening offices in Beijing and Shanghai.Recently,the concern with sustainable urban development and China's policies to alleviate pressures of urbanization has been an engine for commissions for new town plans and city expansion plans across China's provinces.During the 2007-2009 academic years,the School of Planning at the University of Cincinnati prepared a conceptual plan for the expansion of the City of Anyang through a collaborative agreement between the city and it.The experience of the faculty leading this project with field work,the planning process,plan preparation,and the engagement of students has revealed some important issues that need to be addressed by planning schools and planning professionals engaged in planning in provincial China.Thus,this paper is a case study of foreign university involvement in Chinese sustainable new town planning,and the following sections discuss the Anyang Eastern New Town Conceptual Plan,identify the key issues regarding preparing the plan,contracting and payment,data availability,data sharing and field investigation,and finally discuss the lessons learned regarding the planning process,project program and expectations.展开更多

The temples of the Far Eastern cities by its position in urban environment played a role of the basic exponents of the spiritual-state ideals of Russia. Ussumption cathedrals in Khabarovsk and Vladivostok, Nikolsky cathedral in Nikcolsk-Ussurisk, Shadrinsky cathedral in Blagoveshchensk, Saint-Nikolaevsky at Russiand iplomatic mission in Seoul and other orthodox temples of the last thirty years of the XIX-the beginning of the XX-th centuries inherited ancient Russian tradition and were designed in the Byzantian style, style of the Moscow XVII century architecture, in Russian style. The ideas of ″the orthodox, the autocracy and the nationality″ in town-planning are expressed also in devotions of temples and names of new settlements. For example, a large number of temples is devoted to Saint Nicholas. Only in the Primorye Territory they are about 20. Harbin’s Saint-Nikolaevsky cathedral also in a name Nicholas. The priority remains for classicismical tradition. At the same time, the general plans of Harbin, Dairen realized the innovative idea of the time-the concept of city-garden. On the Russian Far East social town-planning ideas of the city -gardens in a certain measure were embodied in 1910-s in the project of Alexseevsk town; Anutovsky country settlement on Ocean station near Vladivostok, later it was officially named-Garden-City; in a settlement for the railway servicemen on Nikolskay station of the Ussuriskay railway and others. The towns are thus far from self-containedeven aller 20 years of development. The public transport network,trip rate, peak factor, purpose, mode choice, costs and journey time,are signilicantly different from those originally estimated. There is still a lack of in-depth discussion on the connotation, essence and scientificalness...Most of the studies on characteristic towns have made policy interpretation and planning convergence as the research focus. There is still a lack of in-depth discussion on the connotation, essence and scientificalness of characteristic towns. Starting from planning rationality and the source of characteristic towns, this study summarizes the cultivation process and essence of characteristic towns, looks forward to its development prospects and expounds the connotation, innovation and scientificalness of characteristic towns in east China’s Zhejiang Province and other places. The study believes that the innovation of the characteristic town Zhejiang model is reflected in the three aspects of industrial choice, space carrier and system design, but there are rational logical faults from the existing cases to the promotion of the whole province, from Zhejiang experience to national promotion. From the perspective of planning rationality, the construction of characteristic towns in China is a development model under the leadership of political rationality. Planners should clearly understand and provide technical rational support to improve the practice of characteristic towns.展开更多

Overall planning of Queshan County of Henan Province (China) and planning of new district in Paris (France) were taken for examples to analyze natural environment protection and development pattern of towns in terms of the overall town planning and overall form control. Meanwhile, the destruction of public welfare eco-forest caused by too many water conservancy projects in Zixi County of Jiangxi Province (China) was analyzed to propose a natural environment protection and development pattern from the perspective of ecological engineering construction. The aim of this paper is to demonstrate that we can support an innovative perspective based on intermediate geographical scales, more useful for outlining the specific features of territory. While we analyze the territory, we should overcome the strictly local scale of the administrative boundaries and create new relationship between contemporary urban concepts (metropolization of territory and metapolis) and the regional ecological patterns. In the case of Valladolid (E) urban/metropolitan area, we focus on both causes and process of city growth. We have understood that it could be inefficient for planning forgetting the real spatial configuration (the city is located in an intersection between two territorial corridors) and misunderstanding the territorial role of the city at different scales (the double centrality in the emerging urban area and in the region). The significance of this case is to reveal the inter-scalar condition of places as generators of constraints in the contemporary urban fabric and, at the same time, to show the quality and the potential of places in the future urban realm.展开更多

Urban planners and designers are looking for a solution and essential agreement in urban planning and designing principles that can decrease the pollution from rapid urbanization. Travelling is essential for daily needs of most people in urban area. Issues arise when one considers the amount of necessary fossil fuels used in the majority of daily commuting for accessibility to services. It is necessary to design a city to minimize the use of energy which creating environmental pollution. Research conducted in Subang Jaya in Malaysia in 2012 finds a variable which influences on use of car, propose of use of car and commuting distance by car. However it tried to find effect of train station and density on use of car for accessibility to this services and facilities. Findings illustrate neighbourhood distance from train station influences distance to facilities and services in neighbourhoods. However it illustrates derived distance by car was affected by residential lots distance from restaurant, work place, school, park, house area per person, and car ownership.展开更多

The geographical location, climatic characteristics, residents living habits and indoor and outdoor thermal environment situation were analyzed in this paper, and combined with the existing problems of energy conservation in the planning and layout of residential buildings in Hanzhong area. The 18 th National Congress of the CPC stated that integrated urban and rural development is the fundamental approach for solving issues concerning agriculture,farmers,and rural areas. As a transitional form from rural areas to urban areas,small town play an important role in integrated urban and rural development. In the 13 th Five-Year Plan period,China should take a new road of characteristic urbanization,energetically develop key towns,central towns,and characteristic towns,use points to drive areas,and promote coordinated progress of urbanization construction and new countryside construction. Focusing on the objective of building a moderately prosperous society in all respects and taking Shangrao City as an example,we analyzed construction of small town,in order to provide scientific theoretical reference for urbanization development,plan preparation,and policy formulation of Shangrao City.

文摘Problems in the development and renovation of towns were pointed out as: imbalance between man-made and natural environment, destructed natural and humanistic landscapes. Significance of protecting and developing natural environment in the present town planning was discussed. Overall planning of Queshan County of Henan Province (China) and planning of new district in Paris (France) were taken for examples to analyze natural environment protection and development pattern of towns in terms of the overall town planning and overall form control. Meanwhile, the destruction of public welfare eco-forest caused by too many water conservancy projects in Zixi County of Jiangxi Province (China) was analyzed to propose a natural environment protection and development pattern from the perspective of ecological engineering construction. Finally, it was stressed that natural environment should be respected in the planning, human-nature harmony integrated into the planning concepts, conflicts between town construction, protection and renovation of natural environment resources coordinated, and instructive measures adopted to settle problems in town planning.
文摘The urban condition of the European territory requires new approaches to explain the current development of cities and to propose new planning tools. The aim of this paper is to demonstrate that we can support an innovative perspective based on intermediate geographical scales, more useful for outlining the specific features of territory. While we analyze the territory, we should overcome the strictly local scale of the administrative boundaries and create new relationship between contemporary urban concepts (metropolization of territory and metapolis) and the regional ecological patterns. In the case of Valladolid (E) urban/metropolitan area, we focus on both causes and process of city growth. We have understood that it could be inefficient for planning forgetting the real spatial configuration (the city is located in an intersection between two territorial corridors) and misunderstanding the territorial role of the city at different scales (the double centrality in the emerging urban area and in the region). The significance of this case is to reveal the inter-scalar condition of places as generators of constraints in the contemporary urban fabric and, at the same time, to show the quality and the potential of places in the future urban realm.
文摘Chinese small towns are usually developed with single core industry,and the urban brand is the identity of a town that formed with the development of its industry.However,when the core industry representing its urban brand is facing a changing situation or market,will the brand be a motivation or an obstruction of the development of a town?The paper combined top-down and bottom-up research method to study the function of the urban brand in Wangqingtuo town in Tianjin,China.We studied over 400 samples(including government staff and town citizens)to make questionnaire investigation about the town’s branding.And we found that the solidified urban brand is a complicated emotional symbol for both government and citizens.The town has demand of exploring and developing new dominant industry,and it has the expectation to keep branding and upgrade its current core industry.
文摘Urban area consumes about main percentage of used energy. Cities need basic review in land management, structure and form to minimize the use of energy which creating environmental pollution. Urban planners and designers are looking for a solution and essential agreement in urban planning and designing principles that can decrease the pollution from rapid urbanization. Travelling is essential for daily needs of most people in urban area. Issues arise when one considers the amount of necessary fossil fuels used in the majority of daily commuting for accessibility to services. It is necessary to design a city to minimize the use of energy which creating environmental pollution. Research conducted in Subang Jaya in Malaysia in 2012 finds a variable which influences on use of car, propose of use of car and commuting distance by car. However it tried to find effect of train station and density on use of car for accessibility to this services and facilities. Findings illustrate neighbourhood distance from train station influences distance to facilities and services in neighbourhoods. However it illustrates derived distance by car was affected by residential lots distance from restaurant, work place, school, park, house area per person, and car ownership.
文摘Energy-saving design of residential building is an important part of energy-saving architectural design. Planning and design of residential buildings in Hanzhong area should pay more attention to the building orientation, sunshine, summer ventilation and wind resistance in winter and so on, so as to create favorable conditions for energy-saving design of single buildings. The geographical location, climatic characteristics, residents living habits and indoor and outdoor thermal environment situation were analyzed in this paper, and combined with the existing problems of energy conservation in the planning and layout of residential buildings in Hanzhong area. Based on the investigation, this paper drew some conclusions to provide references for the energy-saving planning and design of urban residential buildings in the local area.
