This paper discusses the important role of science and technology commissioners in the high-quality development of hundreds of counties,thousands of towns,and myriads of villages in the context of rural revitalization,including building bridges,accelerating the transformation of achievements,promoting the value-added of the whole agricultural industry chain,and promoting the rapid development of rural industrial economy.It also discusses the working achievements of science and technology commissioners,in order to promote further development of rural revitalization in Guangdong Province.

Micro-reconstruction Strategies of Urban Villages in Small Towns from the Perspective of Policy Orientation:A Case Study of Zhuangqian Xiongjia Village,Fengcheng City

As China’s economy shifts from high-speed development to high-quality development,China’s urbanization also shifts from incremental expansion to stock optimization,providing a new direction for the transformation of urban villages.At present,the reconstruction work office of urban villages in small towns is mainly promoted based on government-led and villager main body in the initial exploration stage.From the perspective of policy orientation,to solve the main problems in urban villages in small towns,Zhuangqian Xiongjia Village,Fengcheng City was taken as an example,and the micro-transformation strategies of urban villages were put forward from the perspective of satisfying the appeals of the government,village committee and villagers,so as to provide some references for the transformation of urban villages in other small towns across the country.

Planning Strategy of Tourism Service Towns under the Land and Space Planning System:A Case Study of Taiping Town in Nanchang City

In May 2019,the construction of the land and space planning system was officially launched.The Ministry of Natural Resources of the State Council issued the Notice on Comprehensively Implementing Land and Space Planning,which clearly requires all regions to comprehensively launch the land and space planning and puts forward specific work requirements[1].Later,in order to guide the preparation and implementation of land and space planning,various technical standards were successively issued.The dual-assessment technical guidelines,land use classification standards,and the compilation guidelines for provincial,city and county planning were gradually submitted for review and trial implementation.In this context,there have been more and more planning theories and practical studies based on the background of land and space planning.For tourist service towns,how to protect the style and features of the towns under the land and space planning system and preserve the local characteristics is a problem that needs to be solved urgently[2].

Comparative Study on Spatial Forms of Ancient Waterside Towns Based on Google Earth Pro-Taking the Example of Qingmuchuan,Fenghuang and Houliu in Southern Shaanxi,China

The purpose of this study is to address the problem of ancient towns dying out in developing countries,particularly China.Intensifying conflicts between human settlements and the natural environment are described,and guidelines are proposed for the development of waterside ancient towns in China’s southern Shaanxi Province in the interest of conserving cultural and natural heritage.The towns of Qingmuchuan,Fenghuang and Houliu were selected as representative examples due to their strong reputation among tourists.They have the characteristics of traditional southern Shaanxi towns,but each has a completely different layout,space and structure.The comparative findings of this research provide a point of reference for establishing guidelines to preserve the integrity of ancient towns worldwide.In this paper,we compare the geographical conditions with the layout and texture of the streets by Google Earth Pro.And we analyze the details of spaces along the river zones,architectural styles and building decorations in order to research the relationship between the natural environment and the human settlement conditions.We note the unfortunate common trend of commercial development steadily taking over the natural environment,particularly the rivers and unique elements of the old towns.Finally,we summarize the similarities and differences of the spatial forms among these towns and put forward proposals for the further development of ancient towns.This research is important for all regions which stand to lose their national treasures.Consequently,measures should be to taken to curtail hyper development before we lose our historicscenery.

Valuation of debris flow mitigation measures in tourist towns:a case study on Hongchun gully in southwest China

The estimation of the value on the engineering project in tourist towns is usually very challenging and controversial. In this study, an attempt has been made to evaluate the economic value of the debris flow control engineering in tourist towns by integrating both welfare and disaster economics. The total value of debris flow prevention and control engineering in tourist towns(VDFE) includes investment cost(IC), disaster mitigation benefit(DMB), and loss of brand value(LBV). Here DMB is assessed by the cost-benefit method. The LBV is estimated by incorporating brand equity and costbenefit methods. The engineering for debris flow control in the Hongchun Gully of southwest China was built to protect Yingxiu tourist town and was assessed as an example. The IC for the engineering is180 million RMB, however, the VDFE reaches as high as 3401 million RMB, of which the LBV is 169 million RMB, and the input-output ratio is 1:18. Thus, the LBV cannot be neglected in case of VDFE estimation process. The more developed the tourism in one town or city is, the greater the LBV and the higher the VDFE are.

Evaluation of social network conservation in historical areas of mountainous towns in Chongqing, China

Over recent decades,historical areas conservation has become an important strategy to improve urban competitiveness in the global economy.As shown in existing studies that the conservation of historical areas mainly focused on the physical environment,there is still room for the non-physical study,and researches on the social network conservation in mountainous historical areas are particularly insufficient.Therefore,this paper aims to establish an evaluation system which is helpful for the social network conservation of historical areas.The evaluation system is based on social network analysis and the information of social relationships gathered in field surveys using a specifically designed questionnaire method in four mountainous towns in Chongqing,China.And it was analyzed from three perspectives,i.e.,by the basic statistical properties,condensate subgroup,and centrality.Then five analysis indicators were conceived,including density,lambda set,k-core,degree centrality,and betweenness centrality.The analysis results demonstrate that the social networks of the four towns show different indicators,which are respectively relevant to completeness degree,edgerelatedness level,local stability,structural balance,and concentrated trend of social relationships.Results from SNA modeling indicate that neighborhood residents of historical areas who have more stable and healthier social relationships are relatively not easily be destroyed.The results also illustrate that the social networks structure is influenced by the terrain,form,and function of historical areas,and the change of historical areas is caused by"individual-family-society".Finally,the strategies guiding the social network conservation are put forward from two aspects.These findings suggest that the conservation and management of social network and aborigines in historical areas should be emphasized to increase the collective benefits and vitality.

Influence of seismicity parameter uncertainty on seismic hazard estimation of cities and towns

The influence on seismic hazard estimation for 310 cities and towns in the whole nation are studied in particular,owing to uncertainty of seismicity parameters caused by non-uniqueness in selecting statistical time ranges. Andthe regional sketch maps of the average varying values of intensity and the average relative varying values of peakacceleration with different probability of exceedance in 50 years are drawn in the Chinese mainland.

Analysis on the environmental problems accompanying the high-speed urbanization of small towns in China

The environmental problems accompanying the rapid urbanization of many small towns like Keqiao, Shaoxing County of China and their countermeasures are presented. To settle these problems rationally as well as effectively will not only conduce to boost the environmental quality and life quality of cities, but also help to promote the development of regional economy and the realization of sustainable development.

Applicable Spatial Distribution Pattern of Green Space System in Emerging Towns——A Case Study of Gu'an County, China

In the context of the rapid development of urbanization in China, the development of emerging town shows a high-speed prosperity. This paper describes current situation of the emerging urban green space system and analyzes different characteristics between current green spaces and the old city or existing urban green space. Considering green space system planning in the downtown area of Gu'an County, advantages of the "network + patch" layout for green space systems in emerging towns are summarized to explore a green space structure suited to these towns.

Safety Assessment of Heavy Metal in Tea Garden Soil: A Case Study of Specialized Tea Towns in Guangdong

More than 20 soil samples were collected from tea gardens of specialized tea towns in Guangdong,including Fenglang Town and Fengshun Town in Meizhou City,Changshan Town in Lianjiang City,Fenghuang Town in Chaozhou City.Content of 6 types of heavy metal (Cr,Cu,Pb,As,Cd,Hg) in tea garden soil was measured.On the basis of these,the safety was assessed.Results show that the comprehensive pollution index of these 6 types of heavy metal is lower than 0.7.According to Soil Pollution Grading Standard formulated by China Green Food Development Center,the soil is not polluted by heavy metal and remains at safety level.It proves that overall soil condition of specialized tea gardens in Guangdong Province is not polluted by heavy metal.

Discussion on the Problems and Developing Trend of Construction of Sewage Treatment Plants in Small Towns

Existing problems of sewage treatment plants in small towns were summarized firstly,and then the developing trend of construction of sewage treatment plants in small towns was discussed from the aspects of project decision,site selection,design,processing technology and construction financing models. Finally,outlooks for its future development were proposed to provide reference for the construction of sewage treatment plants in small towns in future.

Strategic Environmental Assessment of Towns in Ecuador with Tourism Potential

The aim of this study is to apply the methodology for assessment of environmental impact whether of a physicochemical nature and on the biodiversity and ecosystems, or whether sociocultural and economic aspects of the historic towns with tourism interest that are assessed. The automated method of the RIAM software is used which requires a baseline study of the environment of different towns to be prepared. In addition, the analysis of the social perception on tourism of the local people from the course work of students at the UIDE shall be applied. The conclusions of the case studies undertaken allow for strategic proposals and recommendations to be prepared so that they can be incorporated into the management plans for tourism in the historic towns with heritage value.

Assessing tourism sustainability in hill towns:Case study of Shimla,India

Hill towns form a popular niche in tourism destinations.They are renowned for their natural beauty and distinctive cultural traditions.Unplanned development can lead to a loss in opportunity to access the potential of these resources or cause their damage.Development decisions need to adopt a sustainable approach that balances tourism growth with the preservation of the natural and cultural assets.The present research details a comprehensive assessment tool to study the sustainability of tourism in hill towns with a focus on Shimla,a popular hill destination in India.The tool specifies seven dimensions of sustainable tourism;1)Tourism Assets;2)Tourism Activity;3)Tourism Related Linkages;4)Tourism Related Leakages;5)Environmental and Social Sustainability;6)Infrastructure;and 7)Attractiveness.Primary data were collected through questionnaire surveys of local households and arriving tourists.Visual survey is conducted to map built-environment and land-use.Secondary data were gathered from government reports and scholarly articles.A framework of indicators and sub-indicators was developed to analyze the data at two levels–city and ward.While the appraisal of the city provides an overall view of the performance of the tourism industry,at the ward level a comparative analysis was carried out to reveal sector related potentials and issues.The study reveals the imbalanced tourismconcentration in the core of the city as compared to other wards and the gap between tourist potential and infrastructure development.These are addressed through planning recommendations for more balanced development with a focus on eco-tourism.The research helps develop a framework which paves way to sustainable tourism development in Indian hill towns.

THE SATELLITE TOWNS OF METROPOLITAN GUANGZHOU:EVOLUTION, INHERENT LINKS WITH THE CENTRAL CITY AND TENDENCIES--A CASE STUDY OF RENHE TOWN

This paper focuses on three interrelated aspects of therelationship between the satellite towns (Renhe Town) and thecentral city of metropolitan Guangzhou. The attention isinitially paid to the evolution of the satellite towns. Then theanalysis is turned to the inherent links between Renhe and thecentral city. Thirdly problems associated with the construction ofsatellite towns are examined. Guangzhou is experiencing the majorrestructuring of industrial structure and therefore it is necessary todecentralize some industries to satellite towns. However, the limitsfrom the central city and the satellite towns are influencing industrialdecentralization and collstruction of satellite towns. Thesolutionsand prospects are finally put forward.

Health Risk Assessment of Centralized Drinking Water Sources in Small Towns of Chongqi City: A Case Study of Beibei District

Based on the health risk assessment model of water quality recommended by United States Environmental Protection Agency (USEPA), the health risk of five centralized drinking water sources in small towns of Beibei District, Chongqing City was evaluated. The results showed that the risk of health hazard of chemical carcinogen arsenic did not exceed the acceptable level recommended by the International Commission on Radiological Protection (ICRP)(5.0×10 -5 a -1 ), but was still at the same order of magnitude as the recommended value of ICRP. The risk of the highest health hazard was 127 times higher than the maximum acceptable level recommended by Sweden EPA and Holland EPA (1.0×10 -6 a -1 ). The health risk of As in genetic toxic substances at monitoring points A, B, and C accounted for 99.99% of the total risk, showing that As was the main pollutant that posed the health risk, so priority should be given to the prevention and control of As pollution in the centralized drinking water sources in Chongqing towns.

Planning of Small Cities and Towns in Northwest China Based on New Urbanization Concepts

Construction and development of small cities and towns is signifi cant for promoting economic and social development,and solving issues concerning "agriculture,rural areas and peasants". In view of the rapid development of small cities and towns,confl icts and problems in the planning and construction of the small cities and towns in northwest China have emerged and brought negative infl uence on their healthy and sustainable development. On the basis of analyzing scientifi c connotations and construction needs of new urbanization,development of northwest China,and reviews on planning of small cities and towns in this region,planning paths against the background of new urbanization were explored.

Poverty Occurrence Characteristics of Ancient Towns and Villages in Shanxi Province and Poverty Reduction Countermeasures

Based on the questionnaire of 10 sample ancient towns and villages in Shanxi Province,we analyze the poverty occurrence characteristics of ancient towns and villages in Shanxi Province: the poverty incidence in ancient towns and villages is high,with the slow pace of poverty re- duction; the regional characteristics of poverty is prominent; there are conspicuous differences in income between residents living in old houses and residents not living in old houses; poverty reduction shows vulnerability and instability. Then we put forward countermeasures for poverty reduction of ancient towns and villages in Shanxi Province as follows: first,improving the targeting mechanism of poverty in ancient towns and villages; second,speeding up the development of agricultural industrialization in ancient towns and villages; third,advancing internal " urbanization" of ancient towns and villages and new countryside construction; fourth,strengthening infrastructure building in ancient towns and villages; fifth,providing fair and efficient allocation of resources,and reducing regional differences; sixth,promoting the ability of residents in ancient towns and villages to cope with poverty reduction vulnerability.

Development Path of Different County-Level Towns

County-level town is important space carrier of China's urbanization and the emphasis and key of strategic distribution for urbanization. Backwardness of county-level towns limits nearby transfer of surplus labor. To promote development of county-level towns,on the basis of classifying county-level towns,this paper analyzed motive and resistance factors of evolution of different county-level towns using historical data collection and statistical method,comparative approach,typical case study method,and studied development path for different county-level towns. From analysis,it reached the conclusion that industry exerts the most direct and fundamental influence on development of county-level towns,while the industrial development in county-level towns must base on their actual conditions. The county-level towns are not isolated,and their development should be established within the framework of national policy environment and superior and subordinate town system.

Spatial location differentiation and development decision optimization of characteristic villages and towns in China

Due to rapid urbanization and industrialization,the gap between urban and rural development has gradually increased.Rural development problems have been a significant topic of discussion,and are related to people’s livelihoods.This article built a point-axis-region location driving system to analyze the spatial location differentiation of characteristic villages and towns(CVTS)using the kernel density model,and explored the mechanism of location driving factors with a geographical detector model.The results show that vegetables and fruits are the main types of products in CVTS.They account for 27.60%and 34.68%of all types of products,and occur mainly in the east and central regions of China.Moreover,all point-axis-region driving factors have a significant influence on grain crops.The mean values of driving forces of vegetables and fruits are larger than other types of CVTS,and their values are 0.12 and 0.11.The average driving forces on all CVTS in the northeast are higher than those in other regions,especially the driving forces of vegetables and medicinal crops(0.24 and 0.18,respectively).Finally,we proposed that the Chinese government should employ engineering technology,invest on road networks,e-commerce and blockchain technology to optimize the point-axis-region location advantages,to promote the sustainable development of CVTS.The detection of driving mechanisms on spatial location differentiation of CVTS has important research value for location theory and rural region systems research.
