This paper explores medical rescue model of trans-regional emergency response which shall be suited to administrative border areas for the sake of more efficient performance of emergency medical rescue in border areas...This paper explores medical rescue model of trans-regional emergency response which shall be suited to administrative border areas for the sake of more efficient performance of emergency medical rescue in border areas. Benefited from the existing emergency medical resources in the regional cooperation and the grid management theory, this paper establishes the emergency rescue mechanism featuring'information exchange, resource sharing, and authorized command' by analyzing the shortcomings of current emergency management mechanism in the border areas around Yinchuan. A linkage mechanism should also be set up between two parties (multiple parties) in the border areas for a better command and dispatch platform, as well as drawing up emergency response plan and organizing trans-regional emergency drills. The solution lies in the more efficient treatment of emergency response in border areas. Taking response time for emergency call as the sole criterion, this paper suggests on the establishment of'integrated, coordinated, linked, and effective' medical rescue mode of regional emergency response linkage in a multi-level and grid-based way and an emergency rescue mechanism with characteristics of'information exchange, resource sharing, and authorized command'. It is of great significance to improve emergency response time in the border areas around Yinchuan and utilization of emergency rescue resources, to enhance coordinating work of emergency systems in different administrative regions, and to achieve an emergency response network seamlessly connected with different regions.展开更多
The trans-administrative regional(trans-regional)court was created as part of China’s judicial reforms in 2014.Thus far,only two trans-regional courts have been established,namely the Shanghai No.3 and Beijing No.4 I...The trans-administrative regional(trans-regional)court was created as part of China’s judicial reforms in 2014.Thus far,only two trans-regional courts have been established,namely the Shanghai No.3 and Beijing No.4 Intermediate People’s Courts.An important reason for this slow pace is that the trans-regional court has transcended the current structural framework under the Organic Law of the People’s Courts in that(1)it is neither a specialized court that hears certain types of cases,(2)nor a local court established completely in keeping with administrative divisions.Therefore,the legal nature and status can only be clarified and justified when there is a clear definition of this new court system in the Organic Law of the People’s Courts.Several models,namely the independent set-up model,full reshuffling model and limited transformation model,have been proposed for the establishment of trans-regional courts.The most practical and efficient among these models is the limited transformation model,aiming to reconstruct the existing railway transportation courts.The trans-regional courts may have exclusive,alienage,or supplemental jurisdiction.Each form addresses particular types of special and major trans-regional cases,and other cases based on the theory of consolidation.展开更多

The framework of the assistant decision support system of cross-regional rural labor flow is established,the system combines the cross-regional rural labor flow with DSS,which provides the leaders with the maximum ass...The framework of the assistant decision support system of cross-regional rural labor flow is established,the system combines the cross-regional rural labor flow with DSS,which provides the leaders with the maximum assistant decision-making function in the regulation and guidance of rural labors as well as in relevant programs.The assistant decision support system functions are discussed,the function modules of this system are introduced from four aspects,including the analysis of labor flow,the prediction of labor flow,the regulation of cross-regional flow and the configuration of decision support system;based on the data base obtained from dynamic tracking of the migrant workers and combining other data sources,the data warehouse model is established,for example,in the analysis of the labor migration times,a star multi-dimensional data model is designed from the time dimension,place dimension,the type of work dimension,accompaniers dimension and so on;the trans-regional flow of rural labor force is analyzed and predicted by using OLAP from the labor's migration times,migration places and other various perspectives.The operation principles of the assistant decision support system of trans-regional labor flow are introduced,it is pointed out that the system serves the policy-makers of the regulation of labor flow and other relevant enterprises,the system will play an important role in the tracking monitoring and cross-regional regulation of the rural labor flow.展开更多

The Environmental Protection Tax Law that took effect in 2018 gave local authorities a certain amount of discretionary power to set the local rates for environmental protection tax.The inter-provincial gradient tax ra...The Environmental Protection Tax Law that took effect in 2018 gave local authorities a certain amount of discretionary power to set the local rates for environmental protection tax.The inter-provincial gradient tax rates pattern may induce strategic relocation of enterprises,leading to unintended policy results.Combined with the data on trans-regional investment of listed companies,this paper employs the Difference-in-Difference(DID)approach to study the impact of inter-provincially different environmental tax rates on the trans-regional migration of polluting enterprises.The study shows that due to the regional differences in the tax rates,the polluting enterprises opt for the relocation strategy of"avoiding high tax rates and opting for low rates",setting up more subsidiaries in regions with relatively low tax rates.Further research demonstrates that the trans-regional migration induced by different tax rates can help reduce production costs and increase corporate profits,while dampening the corporate enthusiasm for green innovation in the short term and resulting in pollution transfer.This paper reveals the unintended policy effects that may derive from the environmental tax reform,providing concrete proof for the comprehensive evaluation and understanding of the actual policy effects of existing environmental tax reform.展开更多
