A Study of the Factors that Affect Farmers' Willingness to Transfer Land in the Central Regions Based on a Survey of 180 Farmers in Suizhou City

Based on the questionnaire survey of land transfer in Suixian County and Zengdu District of Hubei Province,this paper analyzes the factors that affect farmers' willingness to transfer land from regional characteristics,individual characteristics of farmers,and household characteristics of farmers. The survey results show that farmers' willingness to transfer land is affected by many factors. And the level of regional economic development,farmer's age,educational level,family population and income are the important factors influencing farmers' land transfer.The key factor influencing the willingness to transfer out land is farmers' high reliance on land security function,and the main reasons for farmers' land transfer-in lie in low agricultural comparative benefits and immature land transfer market.

Sustainable Intensification and Large-scale Operation of Cultivated Land Use at the Farmers’ Scale:A Case Study of Shandong Province,China

Sustainable intensification of cultivated land use(SICLU) and large-scale operations(LSO) are widely acknowledged strategies for enhancing agricultural performance.However,the existing literature has faced challenges in precisely defining SICLU and constructing comprehensive indicators,which has hindered the exploration of factors influencing LSO within the SICLU framework.To address this gap,we integrated self-efficacy theory into the design of an index framework for evaluating SICLU.We subsequently employed econometric models to analyze the significant factors that impact LSO.Our findings reveal that SICLU can be divided into four key dimensions:intensive management,efficient output,resource conservation,and ecological environment optimization.Furthermore,it is crucial to incorporate belief-based cognitive factors into the index system,as farmers’ understanding of fertilizer and pesticide application significantly influences their willingness to engage in LSO.Moreover,we identify grain market turnover as the most influential factor in promoting LSO,with single-factor contribution rates reaching 70.9% for cultivated land transfer willingness and 62.5% for the total planting areas.Interestingly,unlike irrigation and agricultural machinery inputs,increased labor inputs correspond to larger planting areas for farmers.This trend may be attributed to reduced labor availability because of rural labor migration,whereas the reduction in irrigation and agricultural input is contingent on innovations in production practices and the transfer of cultivated land management rights.Importantly,SICLU dynamically influences LSO,with each index related to SICLU having an optimal range that fosters LSO.These insights offer valuable guidance for policymakers,emphasizing farmers as their central focus,with the adjustment of input and output factors as a means to achieve LSO as the ultimate goal.In conclusion,we propose research avenues for further enriching the SICLU framework to ensure that it aligns with the specific characteristics of regional agricultural development.

The Major Problems and the Governmental Role in Chinese Rural Land Transfer

On the basis of clarifying and defining rural land transfer, the necessity of rural land transfer is analyzed. Land transfer is the necessity in terms of promoting agricultural scale operation and improving production efficiency; proving opportunities for narrowing urban and rural gap; realizing rural surplus labor transfer and facilitating urbanization. Major problems in the existing rural land transfer are analyzed:unclear laws and regulations and rural land transfer lacks relevant legal protection;rural social security system is imperfect and can not solve farmers' worries after land transfer; farmers and local governments are restricted by traditional ideas and it is hard to carry out the land transfer policies; rural system construction is relatively backward and the rural land transfer market is immature. Countermeasures on the governmental behaviors in rural land transfer are put forward: stipulating relevant administrative laws and regulations and perfecting the political system of rural land transfer; perfecting rural social security system and solving farmers' worries after land transfer; changing the ideas and working style of local officials and leading farmers to form the scientific land transfer outlook;and vigorously promoting the construction of system and positively cultivating rural land transfer market.

Influences of labor migration on rural household land transfer:A case study of Sichuan Province,China

The influence of labor migration on rural household land transfer has been hotly debated in academic circles, which focuses on whether part-time employment leads to land transfer. Using survey data on rural households in the Sichuan Province, and applying the theoretical framework of new economics of labor migration, this study explores the influences of labor migration on the direction and scale of land transfer from the perspective of rural household structure. The results indicate that: 1) the quantity of laborers has significant influence on the direction and scale of land transfer. The larger the on-farm labor variable(Labor), the lesser the possibility that land will be rented-out and the amount of land rented out will also be smaller. In addition, there is a greater probability that land will be rented-in and the amount of land rented-in will be greater. 2) The greater the ratio of off-farm laborers to rural household laborers(Off-farm) the greater the possibility that land will be rented-out. In addition the higher the ratio of on-farm laborers to the total household laborers(On-farm), the larger the possibility that land will be rented-in. Meanwhile, if the household has individuals at the age of 64 or older(Old) who are engaged in agriculture, there is a smaller possibility that land will be rentedout. 3) the ratio of part-time laborers to rural household laborers(Pluriactivity) have significant inverse U-shaped influences on the rent-in of land as well as the amount of land rented-in. The inflection points are 33.27% and 14.10%, respectively. Such findings confirm the significance of this study in better understanding the influence of labor migration on rural household land transfer.

SPATIAL DIFFERENTIATION OF LAND TRANSFER——Case Study of Shanghai, Nanjing and Taizhou in Changjiang River Delta

The policy of land transfer has greatly influenced the macro economy of China with the commencement of another innovation of land use system. Therefore, it is urgent to put forward some rational and feasible suggestions for local government to manage the market of land transfer. Moreover, it is important in the field of study on agricultural land use change to analyze the spatial differentiation and structural specification of land transfer, which are caused by rural households’ behavior. This paper selected 11 factors covering four aspects of rural households’ family structure, family location, family income structure and the natural quality of land resources, all of which influence the behavior differentiation of rural households, to establish the index model indicating spatial differentiation of land transfer. Results show that the spatial differentiation of land transfer can be divided into four degrees and three categories through analyzing rural households’ questionnaires from Shanghai, Nanjing and Taizhou in the Changjiang (Yangtze) River Delta. Since up to 80% of rural households belong to middle degrees, it can be concluded that the rural land market develops evenly in the study areas. And it is also indicated that the natural quality of land resources and the maximum income of rural land are most important factors influencing the spatial differentiation of land transaction. Considering different factors, the countermeasures can be carried out to enhance the spatial differentiation of land transfer so as to promote economic development and social security of rural China. All in all, both micro- factors and macro-factors influencing rural households’ behavior of rural land transfer should be taken into account in order to make spatial differentiation and structural specification of rural land transfer notable.

Impact of Labor Transfer on Agricultural Land Use Conversion at Rural Household Level Based on Logit Model

Since land and labor force are primary resources to be used and controlled by rural households, the allocation of labor forces will influence land uses, and further lead to land use conversion. The present study used the Binary Logit model to investigate the influence of labor force transfer, characteristics of rural households, location, and land market on agricultural land use conversion at rural household level. This study was conducted based on 329 valid questionnaires, which were obtained in Changshu, Rudong, and Tongshan counties, respectively representing the southern, middle and northern areas of Jiangsu Province. The results showed that land market participation, location, zonal difference and labor transfer had strong influences on agricultural land use conversion. The participation of land market had a strong positive effect on land use conversion, especially for the farmland converted to the fishpond. The nearer to the county seat, the more conversion of land use occurred. Particularly, the labor force transfer caused by wage employment decreased this conversion probability, while the labor transfer caused by self-employment led to more conversion; and the increasing of income from labor transfer increased the conversion. Moreover, land use con- versions demonstrated zonal difference, which were more in Rudong and Changshu counties than in Tongshan County, and the factors influencing this conversion were different in the three regions.

Dislocation and Regression of the Role of Collective in Land Transfer

This paper expounds the origin of "collective" in the process of collective land transfer, and analyzes the dislocation phenomenon of the role of collective in the process of collective land transfer as follows: deviation of the role under the conflict of identity; offside of the role under the limitation of democratic construction; omission of the role under the segmentation of interests. In order to protect the legitimate rights of farmers, we should make the role of collective to revert on the basis of township government, farmer and collective, so that the role of collective is restored under the management of government; the role of collective reverts under the supervision of farmers; the role of collective returns under its own strengthening of democracy.

Brief Analysis on Institution of Rural Collective Construction Land Transfer

From the viewpoint of strengthening the government management and control of rural collective construction land transfer,this paper gives relevant definitions and puts forward institution and policy of construction land for township enterprises and rural housing land. It is expected to provide institutional guarantee for standardizing the market order of rural collective construction land use right transfer.

Analysis of the Impact of Rural Land Transfer on Farmers' Income:A Case Study of Farmers in Zaozhuang City

Based on the survey of household data in Zaozhuang City,Shandong Province,this paper empirically demonstrates the effect of the rural land transfer system on the income and income structure of farmers. The studies have shown that the rural land transfer system reform has positive influence on income structure,wage income and property income of farmers. However,from the field survey,it is concluded that the organization effect and mortgage effect of the rural land transfer system reform are not significant.

Issues concerning Farmland Transfer in the Development of China's Agricultural Modernization——Based on the Survey of Farmers in 21 Townships of Sichuan Province

Based on the actual survey of 724 rural households in 21 townships of Sichuan Province,this article analyzes the basic information,basic characteristics and problems in current China's farmland transfer.The results show that the rural land contractual management right is relatively stable;in farmland transfer market,the degree of development of farmland transfer-out market is higher than that of farmland transfer-in market;at the same time,there are many problems,such as fragmentation of rural land resources allocation,incomplete land property rights system,too powerful land security function,single land transfer pattern and unsound transfer system.Corresponding countermeasures are put forward as follows:unifying urban and rural planning,and adjusting distribution pattern of rural land in concert with the course of urbanization;improving land property rights system,so that the farmers have the land contractual management right with real right tendency;strengthening the legal construction of land transfer,regulating the land transfer process,and guiding regularized and legalized development of land transfer;promoting farmers' cognitive level,and establishing the intermediary platform to provide land transfer information,ensuring information symmetry between both sides of transfer;providing more non-agricultural jobs,establishing and improving social security system for farmers,and diluting the social security function of land.

The impact of land transfer on peasant stratification——An analysis based on a survey of Jingshan country,Hubei province

Peasants' motivation and purpose for transferring land vary from time to time. Based on a survey of 10 villages in Jingshan county, Hubei province, this article finds that the specific forms of rural land transfer include active long-term transfer, passive long-term transfer and short-term transfer. Land transfer has an important impact on the stratification of the peasantry. Present institutional arrangements for land ignore the legitimate interests of migrant families and poor and weak villagers and therefore they hold different attitudes toward land tenure institutions than middle peasants do. Based on the conclusions of an empirical analysis, this article puts forward a series of policy recommendations aimed at protecting the land rights of poor and weak peasant households.

The Relationship between Landless Farmers and Land Adjustment,Land Transfer,Land Inheritance

Based on the household survey of nine villages in Guangdong Province and Hunan Province,we research the relationship between landless farmers and land adjustment,land transfer in the context of rural land contract rights on a long term basis.We demonstrate that the existence of landless farmers does not pose a serious problem for the current rural community.We also explain the reason why the land is no longer readjusted:the expected return of land adjustment is low and the organizational costs are high.

Study on the Influencing Factors of Land Transfer Price in the Context of Rural Land Reform

Agricultural land is the key to large-scale agricultural management,and the transfer price is the key to the success or failure of land transfer. At present,there are many problems in the pricing of rural land transfer in China,such as low price,random pricing,and large price difference,which seriously hinder the development of rural land transfer. Drawing lessons from the research results of domestic and foreign scholars,combined with the actual situation of rural land transfer in China,this paper analyzes the influencing factors of land transfer price in the context of rural land reform. Finally,according to the influence of different factors on the behavior of agricultural land transfer,this paper proposes establishing and perfecting the evaluation system of contracted land,perfecting the evaluation institution of transferred land assets and establishing a unified dynamic monitoring system of land transfer price in the whole country,and then driving the broad masses of farmers to get rich together,which is of great significance to achieving the revitalization of China’s rural areas.

Survey on the Peasants' Will of Forest Land Transfer in the Reform of Collective Forest Right System——On the Case of 180 Peasant Households in Lishui City of Zhejiang Province

Taking sample survey in the eighteen villages of Yunhe, Longquan and Qingyuan County of Lishui City of Zhejiang Province, the results show that the forest land transfer of sample peasants is mainly transfer-out, the private treaty of forest land transfer is the main pattern of most peasant households, forest right trading market hasn't got wide approval in peasants, peasants' dependence on land is reducing, and so on. Through analysis, the reasons of influent transfer of forest land include peasant's subjective will, less type of transfer objects, dull information communication, big difference of expected price and imperfect development of intermediary organization. In order to promote a healthy development of forest land transfer, the paper puts forward proposals of strengthening policy publicity, improving system, identifying property right, pushing variety of transfer types, developing forest land market, cultivating subject of market and so on.

Influencing Factors of Householders' Transferring out Cultivated Land under the Background of Urban and Rural Integration

Factors influencing householders' transferring out the cultivated land are analyzed from the aspects of farmers' individual characteristics,farmers' family features,resources endowment features and external environmental features.And based on the results of the questionnaire survey of 252 households in Chengdu City,the effect of each factor is analyzed through building the dual preference model of Logistic.The result shows that 65.87% of householders have transferred out their cultivated land and proportion of non-agricultural incomes,stability of land ownership,per capita area of cultivated farmland,comminution of cultivated farmland,transferring price and distance to town have relatively significant effect on farmers' transferring out cultivated land.Non-agricultural industries should be developed with great efforts and reasonable transferring prices of cultivated land fixed.Law on Land Contract in Rural Area is to be practically implemented and the steady peasants' vocational skill training system and rural social security system established.Moreover,investment in rural infrastructure should be strengthened to improve the transportation conditions in rural area and promote the market development of cultivated land transference effectively.

Willingness of Rural Households in Mountainous Areas towards Land Transfer——A Case of Beiliang Village, Wuxiang County, Shanxi Province

In this paper, the Beiliang Village, Wuxiang County of Shanxi Province is chosen as the study object. The methods investigation and interview are applied. And then the status quo of land transfer is analyzed from the aspects of private land transfer, the form of land transference, the land transfer fee, the contracts of the land transfer and farmers' knowledge on land transfer law and so on. Through the investigation and research on peasant households' willingness towards land transfer and the factors that affect the land transfer, the willingness of farmers' land transfer in recent years are transferred. Farmers' land transfer willingness in recent years is clear. On the strength of the analysis, the scientific basis for the reasonable transfer of land in mountainous areas is put forward for optimizing the land distribution and promoting the sustainable and healthy development of rural economy. The countermeasures aim at accelerating land transfer, increasing farmers' income; stringing the development of rural education, increasing the support on three agricultural problems concerning agriculture, countryside and farmers, and standardizing the rural land transfer behaviors are put forwarded as well.

Analysis and Research on Industrial Land Transfer in Hefei City Economic and Technological Development Zone of Anhui Province

In recent years,with high-speed development of economy and society,and fast propulsion of industrialization and urbanization process in the development zone,average annual land demand in the development zone also quickly enlarges,and the contradiction between high-speed growth of economy and shortage of land resources is apparent increasingly. Meanwhile,to guarantee crop safety and stick to 0. 12 billion hm2of farmland red line as a rigid constraint which could not be exceeded,the supply-demand contradiction of industrial land is more and more prominent. With industrial land scale continues to enlarge,land resources become more and more scarce,but there exists the phenomenon of low-efficiency land use and even idle. For land use characteristics of the development zone,taking Hefei City Economic and Technological Development Zone as an example,the countermeasures of perfecting industrial land transfer mechanism in the development zone are proposed.

Farmers' Land Transfer-out Behavior from the Perspective of Household Livelihood Endowment Based on the Survey in Anhui,Hubei and Sichuan

Based on the household livelihood endowment theory and the survey of 367 farmer households in Anhui,Hubei,and Sichuan in 2016,and using the orderly multi-category logistic model,the behavioral decision of farmers in the land circulation was discussed to explore the key parameters influencing the land transfer-out. It found that decisions of farmers on land transfer-out behavior are affected by many factors.Specifically,household non-agricultural income and per capita land area significantly reduce farmers' willingness to transfer land,while the household head age,agricultural input-output ratio,and confirmation of land right significantly promote the farmers' decision on land transferout. Therefore,increasing the allocation efficiency of household livelihood endowment has important policy value and practical significance for eliminating unreasonable land circulation and promoting large-scale agricultural production.

Analysis of Patterns and Benefits of Cultivated Land Transfer in Rural Areas in the Loess Plateau——A Case Study of Yuanzhou District of Ningxia

Cultivated land transfer is one of hotspots in research on agriculture,rural areas and farmers in China. Based on research achievements related to cultivated land transfer and the field survey of Yuanzhou District in the Loess Plateau,the primary patterns of cultivated land transfer in rural areas in the Loess Plateau were summarized according to the management subjects of cultivated land. According to the analyses of family income and expenses of a peasant household,the benefit of various patterns of cultivated land transfer to increase farmers' income was analyzed,and the social and ecological benefits of cultivated land transfer were assessed. The results showed that cultivated land transfer had developed rapidly in the Loess Plateau,and 42. 5% of the investigated peasant households took part in cultivated land transfer. The benefit of cultivated land transfer to increase farmers' income was obvious after cultivated land transfer. There were significant differences between various patterns of cultivated land transfer in the increase of farmers' income. The pattern driven by agricultural cooperatives increased farmers' income most obviously,and the annual family earnings per peasant household reached 12072. 99 yuan / a. The social and ecological benefits of cultivated land transfer conducted by peasant households spontaneously were very remarkable. The pattern led by leading enterprises promoted the large-scale operation of cultivated land greatly,but its benefit to increase farmers' income was limited. The comprehensive benefit of the pattern guided by the government was the most balanced. Geographic environment had decisive influences on the choose of patterns of cultivated land transfer in the Loess Plateau.

Protection of Collective Rights of Rural Members in the Process of Land Transfer under Shareholding Cooperative Systems

According to the legal definitions of land transfer under shareholding cooperative systems,rural groups,collective rights of members,and this paper discloses the necessity of protecting the collective rights of members.In terms of qualification definition of members,rights of fetus,married daughters and sons in law cannot be guaranteed.In terms of rights protection,partial rights cannot be assured,power of personal stake inthe collective members is imperfect which results in inadequate,unbalanced,shaky and unpunctuated benefits.Based on objective and subjectivecauses,the democratic management rights of members in land transfer process have been weakened or even deprived,the protection of the basiclife is hard to realize.The paper proposes that it is necessary to build the social protection mechanisms of rural land shareholding cooperative sys-tems.The first is to treat those members that own land,attending the shareholding cooperation but having not taken part in the land transfer proces-sion as the protection objects.The second is in the procession of land transfer,making it clear the compensation standards of land transfer,estab-lishing the intermediate agencies of land transfer and performing the collective economic organizing functions.The third is that the account capital ofsocial protection is contributed together by personal member,the land users(shareholding cooperative companies) and government.The fourth isto pay more attention to the added value and safety management of capital operation.
