Taking cadmium pollution in X River as an example, the interaction between National People＇s Congress and local government was de- scribed. How the local government transforms its role in environment protection with the help of several deputies to National People＇s Congress was expounded from the angle of social construction, which also enlightened the way to build an environment protection road with Chinese characteristics.

Following the Charter of the United Nations: The Basic Guarantee for the Realization of the Right to Development——From the Perspective of Transforming Our World: the 2030 Agenda for Sustainable Development

This study discusses the basic guarantee of the Charter of the United Nations to realize the right to development from the angle of Transforming Our World: the 2030 Agenda for Sustainable Development. The concepts regarding the people as the focal point, the dignity, the worth of the human being, as well as larger aspects of freedom, and other basic concepts within the Charter of the United Nations, guide the right direction of action for the realization of the right to development. The purpose and principles of the United Nations establishment in the Charter constitute the basic legal protection of the right to development. Values of peace, international dialogue, and international cooperation show the right path to the realization of the right to development.

中国社会心态研究的推进历程与未来展望——基于CiteSpace的文献计量学分析

社会心态作为国家治理现代化的关键变量,是检验社会治理效果的重要指标,对于维护社会稳定、创新社会治理具有重要价值与意义。本文采用CiteSpace软件以1986—2023年间收录于中国知网(CNKI)的3036篇社会心态研究文献作为研究对象进行知识图谱分析。研究表明:社会心态研究主要聚焦于社会转型背景下的社会心态、社会心态的治理与培育、大学生群体的社会心态、网络视域下的社会心态等,研究推进经历了萌芽阶段(1986—2005年)、起步阶段(2006—2013年)、发展阶段(2014—2016年)、繁荣阶段(2017—2019年)和爆发阶段(2020—2023年)等五个阶段。未来,应在社会心态研究的元问题、多元群体的社会心态研究、大数据背景下的社会心态研究以及社会心态治理路径等方面进一步展开研究。

Drivers of Residents’Livelihood Resilience in Sanjiangyuan National Park,China:From PLS-SEM and fs/QCA

This study investigates the effects of tourism development perception,adaptive capacity,and transformation capacity on the residents’livelihood resilience in a national park.Using the Yellow River Source Park in Sanjiangyuan National Park,China as a case study,this study simultaneously used the partial least squares structural equation model(PLS-SEM)and fuzzy-set qualitative comparative analysis(fs/QCA)to explore the linear and nonlinear dynamic impacts among the variables.PLS-SEM analysis revealed that adaptive capacity and transformation capacity positively affect livelihood resilience;tourism development perception negatively affects livelihood resilience but positively affects adaptive capacity and transformation capacity.Tourism development perception and adaptive capacity can positively influence livelihood resilience through transformation capacity.The fs/QCA revealed that simple antecedent variables do not constitute a necessary condition for promoting residents'high livelihood resilience,which depends on the conditions combined with another element.The analysis identified two combination paths of high livelihood resilience and three combination paths of low livelihood resilience,where adaptive and transformation capacity are essential for triggering high livelihood resilience,and tourism development perception is a significant driver of low livelihood resilience.

VARIABLE CUTOFF FREQUENCY NONLINEAR DIGITAL FILTERS: I-ONE-DIMENSION

This paper introduces the design and implementation of 1 D variable cutoff frequency (VCF) digital filters. A lowpass to highpass transformation and a lowpass to bandpass transformation for VCF infinite impulse response (IIR) filter are presented. The transformed highpass and bandpass filters are implemented in a network structure in which the cutoff frequencies are variable by adjusting single parameter.

Globalization and Industrial Relations in Transformation Economies： The Contextual Issues

Employee rights have and continue to be subject to significant analysis in developing economies from numerous perspectives： the economic dimension, the cultural and socio-political significance and the interconnectivity of these factors. Although this phenomenon is well established in pluralist democracies, it is an important factor in the process of democratization in some developing economies and a panacea for enduring Industrial Relations （IR） in many transformational economies. This paper contributes to this issue in Nigeria （as an example of a transformation economy） by focusing on the industrial relations characteristics that are being developed in the country. These characteristics are being highlighted by further investigating the emerging contextual issues which have significant contribution to the effectiveness of industrial relations and thus raising the floor for employee rights/voice/democracy in the work environment. Furthermore, the paper is based on the analysis from 12 companies with well-established IR practices and who are also key players in the Nigeria Employers＇ Consultative Association （NECA）. The evidence from the empirical findings suggests that despite globalization, employee rights have specific country orientation （acquiring new contours） and thus reflecting the socio-economic and cultural predisposition which is common with many transformation economies.

Strategic Digital Transformation of State-owned Enterprises:Mission Embedding and Mode Selection-A Case Study Based on the Typical Digital Transformation of Three State-owned Enterprises

China’s state-owned enterprises(SOEs)are facing an embedded integration of new functional mission,new classification reform and new digital development.These new tasks require SOEs to embrace digital strategic transformation and innovation for high-quality fulfillment of their national mission.Studying their digital transformation practices,this paper systematically explores the mechanism and path of embedding national mission into SOE digital transformation,and the mode selection of SOE digital transformation under different mission guidance.The findings are:(1)The SOE functional mission focusing on economic development,strategic support and public services in the new era is undertaken by for-profit,strategic and public functional SOEs;(2)the foreign circulation path based on the positioning mechanism-mapping mechanism and the internal consumption connection path for the state capital strategic positioning constitute a double twoway mechanism of embedding the national mission to the SOE digital strategic transformation,leading SOEs to build market-oriented,capacity-oriented and public-oriented digital transformation modes;(3)the three types of reform modes have respectively produced the action mechanism featuring agile strengthening,toughness strengthening and adaptability strengthening,which support the SOE classification performance.This paper attempts to make up for the research gap such as the lack of integration of the SOE digital strategic transformation mode by constructing the theoretical mode of SOE digital strategic transformation under the guidance of national mission,and reveals the intermediary mechanism of digital strategic transformation to support SOEs for fulfilling their functional missions.

国家使命导向视角下数字化转型对投资效率的影响研究——基于A集团的案例分析

本文运用社会技术系统理论模型,以A集团为案例,探索国家使命导向下数字化转型对国有资本运营公司投资效率的影响及其作用机制。研究发现:(1)数字化转型能够提高投资效率,有助于国有资本运营公司达成国家使命;(2)数字化转型通过推动组织结构的柔性变革,促进组织外部的纵向协作和组织内部的横向协作,作用于投资管理的各个环节,提升国有资本运营公司投资效率;(3)数字化转型通过影响参与者的参与主体、工作方式、意识和行为习惯,促进工作效率和管理效率的提升,从而提升投资效率。本文从国家使命这一新视角切入,丰富了国有资本运营公司数字化转型经济后果以及投资效率影响因素的研究,亦为其他国有资本运营公司的数字化转型实践提供借鉴。

国家自主创新示范区产业转型升级的影响因素与路径选择——基于fsQCA方法的实证分析

国家自主创新示范区作为产业转型升级先行先试、探索经验的先进区域,承担着推动产业转型升级的示范引领重任,如何有效实现产业转型升级是新发展阶段亟待解决的难题,探析国家自主创新示范区产业转型升级的影响因素、识别有效的组态路径是有待回答的重要问题。以21个国家自主创新示范区产业数据为研究样本,运用fsQCA方法探究国家自主创新示范区实现产业转型升级的条件组态和多元路径。结果表明,高研发创新投入和高创新效率是国家自主创新示范区实现产业转型升级的核心条件,其中研发创新投入是基础,创新效率是关键;存在两种影响因素条件组态可以产生高产业转型升级路径,即研发创新投入—效率协同型和研发创新投入—效率—创新驱动能力支撑型;非高产业转型升级路径有4条,均存在创新效率条件要素缺失。最后,从发挥政策引导作用、加强创新要素协同、明确园区产业定位等方面提出推动国家自主创新示范区产业转型升级的建议。

论中国式现代化的文化道路问题——国家文化结构视野下由文化认同建构国家认同的逻辑

中国式现代化提出了当代中国国家建构的重大命题,在五千多年文明古国的笼统共识之下,深厚文化传统如何影响或制约国家建构的机制与路径一直没有得到清晰的揭示。国家文化结构理论表明,在中国文化认同型国家结构中,基于长期历史进程中形成的文化认同与国家认同具有天然联系,国家文化议程与国家政治议程纽结在一起,造成了国家建构中从文化认同到国家认同的“路径锁定”。进入近代,发端于西方资本主义的全球化进程将中国这样一个以历史文化传统为根基的文化共同体强行塞进现代民族国家的“强迫性框架”之中,极大弱化了中国经由文化认同建构国家认同的传统纽带,导致了从传统文化危机到国家认同危机的链式反映,动摇了国家结构的稳定性,其影响深广。通过梳理西方民族认同型国家与中国文化认同型国家之间的差异,阐述历史长周期内中国作为文化认同型国家的国家建构逻辑与转型困境,深入揭示出文化认同型国家的国家属性与形态特征,进而阐明全球化视野下以文化认同统筹民族认同和宗教认同的中国特色的国家建构路径,从中西方现代化启动的初始文化条件差异上阐明了中国式现代化道路不同于西方的特殊内涵和根本特征,更加深入地认识“推进中国式现代化作为最大的政治”的深刻内涵,并建构中国式现代化道路的独特理论逻辑。

习近平文化思想视域下坚守中国哲学社会科学之“魂脉”——关于哲学社会科学与中国特色意识形态问题探讨

“加快构建中国特色哲学社会科学”重大论断提出以来,在理论研究和实践探索方面都取得了众多成就,但也存在研究持续性和稳定性不足、问题导向不够明确、“中国特色”全面形成进程缓慢等问题。习近平文化思想为加快构建中国特色哲学社会科学提供了科学理论指南和根本行动遵循。马克思主义“魂脉”与中华优秀传统文化“根脉”,分别形成了加快构建中国特色哲学社会科学的意识形态和文明形态。中国特色哲学社会科学的“魂脉”就是对具有强大凝聚力和引领力的社会主义意识形态的牢牢把握与坚守。中国共产党一贯重视哲学社会科学和意识形态工作。改革开放以来,意识形态领域长期面临风险挑战。党的十八大以来,意识形态形势发生全局性、根本性转变。加快构建中国特色哲学社会科学,要准确把握意识形态工作形势与工作定位,在坚持哲学社会科学“中国特色”的基础上,理直气壮、旗帜鲜明地批判“非意识形态化”“意识形态终结论”等错误思潮,以社会主义意识形态引领哲学社会科学、以哲学社会科学巩固社会主义意识形态。习近平文化思想为建设具有强大凝聚力和引领力的社会主义意识形态和加快建构中国特色哲学社会科学提出了具体的谋划和部署,包括健全党的创新理论工作体系、全面落实意识形态工作责任制、推动理想信念教育常态化制度化、广泛践行社会主义核心价值观、加快构建中国特色哲学社会科学、打造全媒体主流传播格局、健全网络综合治理体系七个方面,要从广义意识形态层面加快构建中国特色哲学社会科学,坚守好中国特色哲学社会科学的马克思主义“魂脉”,提升与我国综合国力和国际地位相匹配的中国特色哲学社会科学话语权。

从乡土中国到中华民族共同体意识——迈向一种文化转型视角的差异性共在

对于中国自身的发展与改变,可以基于一种内外关系的结构性改变而做一种细致的考察。这种改变有着其自身的内力和外部压力之间交互作用的影响。内力的作用来自于作为原点参照的乡土中国长期模式的存在,在其背后有着一种文化理解意义上的根基于土地束缚的存在,但这种束缚却并非一种所谓超稳定结构的存在,而是有着其自身自我适应性的结构性调整,通过迫不得已离开土地的选择而实现生计依赖上的自我转变和适应。这里会真实面对一种乡土中国其自身所固有的封闭与开放的循环,并通过多元一体的动态模式实现其自身多样性和一体性之间的平衡。由现代性冲击所带来的中国转变,要求在现代民族国家之上从一种创造性转化的意义中去构建追求一体性存在的中华民族共同体意识,这便要求一种基于文化转型的策略性应对,这同时也将是文化、艺术以及遗产之类的存在向度重新回归于大众社会实际生活中的一种自我转向。

城市电商化建设能否促进企业数字化转型?——基于国家电子商务示范城市的准自然实验

数字经济时代,数字化转型是企业提升竞争力的核心驱动力,也是推动经济社会高质量发展的强大引擎。已有研究显示了政策制度对数字化转型的促进作用,但尚未涉及与数字经济核心业态电子商务相关的政策。基于资源编排理论,聚焦国家电子商务示范城市建设政策开展准自然实验,运用多期双重差分法,对2007—2021年上市公司面板数据进行分析,实证检验国家电子商务示范城市建设对企业数字化转型的影响效应与作用机制。研究发现:国家电子商务示范城市建设通过数字基建赋能和数字人才赋能两条路径对企业数字化转型发挥显著政策驱动效应,且对东部地区城市、技术密集型行业、规模较小企业的效果更为明显。因此,政府应加大力度推进城市电商化建设工作,充分释放对企业数字化转型的促进效应;加强区域数字环境建设,升级优化数字化基础设施,引进培育数字化专门人才;根据城市特点进行分类精准施策,如鼓励东部城市发挥资源禀赋加大建设投入,给予技术密集型行业政策资源倾斜,通过政策激励中小企业充分借助外部数字条件打破资源壁垒,实现企业数字化转型“弯道超车”。

场景驱动中国制造企业创新实现全球价值链攀升路径——双重价值链差异性嵌入视角

“双循环”新发展格局下,中国制造业在产业组织形态上既嵌入国内价值链充分依托广袤市场的多元化禀赋,同时又嵌入全球价值链参与国际分工实现动态转型升级,但关于场景驱动制造企业创新的探讨还相对少见。为此,选取中国制造业实现全球价值链攀升的微观基础——制造企业为研究对象,基于场景化要素嵌入背景,以国内价值链嵌入广度和全球价值链嵌入高度为评价指标,考察在国内和全球双重价值链差异性嵌入情境下场景驱动制造企业创新实现全球价值链攀升的路径。从知识创新与扩散、产业集聚与升级、市场拓展与创造、生产性服务支撑4种因素间关系着手,通过对4个典型案例的分析发现,场景驱动制造企业创新实现全球价值链攀升有4条路径:链主企业通过创造需求场景实现全球价值链高位势嵌入;链主企业通过破坏创新场景实现全球价值链颠覆性嵌入;“专精特新”企业通过迭代升级场景实现全球价值链动态化嵌入;“专精特新”企业通过跨界经营场景实现全球价值链错位性嵌入。据此,提出中国制造企业应依据自身在国内和全球双重价值链网络的嵌入广度和高度设计合理的场景驱动创新方式,推进链主企业所属制造业圈层体系根植共生,同时政府及相关管理机构应当更为深入推进产业链、价值链、供应链的数字化建设。

德国综合安全观:理论缘起、历史演进与实践评估

德国首份《国家安全战略》以“综合安全”为要义,具有理论逻辑和历史脉络可循。德国综合安全观兴起于冷战后,其内在逻辑是对欧洲主义安全观的继承性发展,聚焦两极秩序瓦解后的经济与社会秩序稳定以及应对域外冲突,注重非传统安全,安全参与者包含国家与非国家行为体。克里米亚危机后,传统军事威胁回归欧陆,德国综合安全观“防御性”与“韧性”融合并重。俄乌冲突冲击欧洲安全秩序,德国综合安全观愈发重视国家与联盟防御,并通过“多元化”与“联盟政治”等手段推进“去风险”策略,增强经济与社会韧性,同时也呈现出泛安全化、价值观化与权力政治的特质,其影响力辐射至“印太”地区与对华政策上。然而,德国综合安全政策实践仍面临诸多挑战。防御上,德国提升国防的政治承诺与其军事资源尚不匹配。韧性上,德国“去风险”策略受国际权力对比变化、中国市场红利、德国政界与商界意见的异质性以及德国国内经济成本的制约。为此,中国应客观看待德国安全政策转型的影响。

社会使命与时代叙事:1949~1965年传统工艺美术的“人民性”

中华人民共和国成立初期,伴随手工业社会主义改造的展开,毛泽东《在延安文艺座谈会上的讲话》中提出的“人民性”文艺精神,在传统工艺美术中逐步落实:以“人民”身份登上政治舞台的手工艺人,成为工艺美术“人民性”的阐释主体;深入理解、深刻表现人民新生活,展现社会主义制度的优越性,从人民的需要出发“为人民”,成为工艺美术创作的社会使命;以“人民性”重建“民族性”,在“人民文化”中得以重构的“民族形式”,成为工艺美术叙事的时代元素。在“为人民”的社会需求中,作为“人民”的手工艺人,在实践中诠释了工艺美术的“人民性”,履行了工艺美术服务人民日常生活、展现社会主义优越性、塑造新时代人民形象的时代使命,也形成了融传统技艺、时代内容和民族意象于一体的新民族形式。

数字化转型背景下高校教师共同体SECI知识模型的构建

建设高质量的教师队伍既是中国式教师教育现代化的基本特征,也是中国式教育现代化发展的必然要求。随着高等教育领域数字技术的广泛应用,高校教师共同体新的知识创生模式正在发生深刻的变化。通过对2005—2022五届国家级教学成果奖的数据分析发现,数字化转型背景下高校教师共同体的合作主体逐渐扩大、合作广度持续拓展、合作层次不断加深,这些变化为高校教师共同体知识模型的构建提供了现实依据。在知识创生螺旋理论视角下,基于对数字化转型背景下高校教师共同体知识创生发展路径的必然性分析,以SECI知识模型为基本框架,构建高校教师共同体知识创生理论模型,并辅以相应内部运行策略和外部技术支持工具,以期为高校教师共同体建设与教师知识创生提供参考。
