On Innovation of Coordinative Development Mechanism of Science and Technology Park with Surrounding Areas under Promotion of the Government——Case Study on Three Science and Technology Park in Dongguan

Science and Technology Park, which plays a very important role in promoting rapid development of regional economy, has enjoyed various preferential policies in its unique development since China’s reform and opening up, which oppositely shows that the government has overlooked development outside the park and resulted in negative competition between the science and technology park and surrounding areas in resources and industry development, etc. Therefore, it is necessary and urgent to overcome the existing obstacles against coordinative development between the park and surrounding areas, to explore paths where the two can development coordinately and to achieve new breakthrough and innovation in coordinative development in subject, object, platform and mechanism.

Study on Problems and Countermeasures of Cultivation of Marine Science and Technology Talents in China

Problems existing in the cultivation of marine science and technology talents in China were analyzed.For instance,regional distribution is unbalanced;training subjects are not systematic;guarantee mechanism is not perfect.For the existing problems,suggestions on the cultivation of marine science and technology talents in China were proposed,such as overall planning training strategy,forming an integrated training model,and optimizing guarantee mechanism.

Adaptive Clutch Engaging Process Control for Automatic Mechanical Transmission

Based on detail analysis of clutch engaging process control targets and adaptive demands, a control strategy which is based on speed signal, different from that of based on main clutch displacement signal, is put forward. It considers both jerk and slipping work which are the most commonly used quality evaluating indexes of vehicle starting phase. The adaptive control system and its reference model are discussed profoundly. Taking the adaptability to different starting gears and different road conditions as examples, some proving field test records are shown to illustrate the main clutch adaptive control strategy at starting phase. Proving field test gives acceptable results.

Will Market-Oriented Reforms Propel Technology Progress?Empirical Evidence from China’s High-Tech Sectors

This paper aims to explore the effects of market-oriented reforms on industrial technology progress.Based on a theoretical analysis,we performed an empirical study with a marketization index and panel data of high-tech sectors in China.We found that market-oriented reforms had significantly propelled technology progress in China’s high-tech sectors,and the effects became more evident after China’s WTO entry.Market-oriented reforms induced technology progress by increasing capital allocation efficiency,R&D input,and technology diffusion.Among various aspects of market-oriented reforms,the institutional environment exerted the most significant effects,followed by the economy’s non-state sector,product market development,and factor market development;the government-market relationship index influenced technology’s progress the least.The effects are heterogeneous across sectors with different technology attributes and more significant for technology-intensive sectors.Our findings offer policy implications for China’s ongoing market-oriented reforms and policy design for technology progress in high-tech sectors.

能源技术进步与区域专业化——特高压输电工程的视角

基于2003—2020年中国285个地级市数据,以特高压输电工程为切入点,研究能源技术进步对区域专业化的影响及作用机制。结果显示:以特高压输电技术为代表的能源技术进步显著提升了区域专业化水平,具体而言,较没有特高压输电项目城市,配备特高压输电工程城市的专业化水平提升约1.09%,且该效应在中小城市、资源丰富城市和内陆地区更强;在考虑样本选择偏差、基期分工水平、调整指标测度、剔除极端值并进行安慰剂检验和倾向得分匹配后,该结果依然稳健;进一步的机制分析表明,特高压建设所表征的能源技术进步通过激发资源禀赋的比较优势、生产的集聚效应来促进地区专业化。继续扩大特高压输电规模,合理实施区域专业化,互通有无、取长补短,对促进区域协调发展具有重要意义。

日本战略性创新创造计划的组织实施机制分析与启示借鉴

2014年设立的战略性创新创造(SIP)计划,是日本政府为克服部门分割弊端,强化其综合科技创新会议“指挥部”职能而推出的一项重要举措。通过对SIP计划组织管理架构以及最新改革实践进行分析梳理,总结了SIP计划在组织实施机制方面的主要特点,即强调中央政府“自上而下”的战略主导与组织协调、采用“技术+行政”的组合式管理模式、注重从基础研究到成果实际应用的“一气贯通”、注重发挥跨部门的协同作用、持续探索符合科技创新规律的组织实施模式等。最后,围绕进一步优化完善中国相关科技计划的组织实施与管理,提出了启示与经验借鉴。

结构性货币政策工具对科技创新型企业融资的影响

近年来,货币政策工具在发挥总量调节功能的同时,也有力地支持了经济结构调整和转型升级。2013年起,为加强对“三农”、小微等重点领域及薄弱环节的金融信贷支持,中国人民银行创设了常备借贷便利、抵押补充贷款、定向降准等结构性货币政策工具,向实体经济精准释放流动性,以期达到优化调节经济结构的政策目的。本文从结构性货币政策工具与科技创新型企业融资间的关系出发,尝试对结构性货币政策工具支持科技创新型企业的效果进行评价,认为结构性货币政策工具能够促进科技创新型企业融资,且在不良贷款率较低、地区GDP增长率较高的金融机构中具有更强的政策传导效应,更能促进科技创新型企业贷款增量扩面。在此基础上,提出应从加强结构性货币政策工具支持力度,完善结构性货币政策工具设计,加强货币、财政、产业政策协调配合三个方面改善结构性货币政策工具传导效能。

高效的管理运行体制机制是保障和助推科技成果转化的关键。文章在进行典型农业科研院校调研的基础上,分析了当前新疆农业科研院校科技成果转化管理运行体制机制现状,查找出其在运行中存在的问题,结合国内外经验和做法,对新疆农业科研院校科技成果转化管理运行体制机制进行优化,形成以市场需求为导向的科技成果创新机制、以企业发展需求为导向的协同转化机制、以知识价值为导向的成果转化激励机制、以风险防范为导向的政策服务保障机制和以成果转化为目标的人才队伍建设机制等,以进一步完善新疆农业科研院校科技成果转化管理运行体系,为农业新质生产力推动农业产业发展提供保障。

科技安全背景下美欧出口管制政策机制的演变与启示

[研究目的]美欧运用出口管制措施开展科技封锁和经济制裁,给全球发展带来深远影响,分析其政策机制对中国维护科技安全具有现实意义。[研究方法]通过文献调研与内容分析,对美欧两用物项出口管制法律法规、组织架构、管制清单、情报支撑、动因、执行进行梳理比较。[研究结论]美欧出口管制存在异同点,不同主要表现为美国管制法规修订补充更为频繁且出台了针对中国的相关政策、管辖范围更广泛且将国家安全扩大到经济、技术全球领先地位,而欧盟则扩大到对侵犯人权的全面管制;欧盟的两用品出口管制涉及各成员国,管理协调难度更大,成立了专门的协调小组,而美国采取了类似联席会议协商的决策机制;美国的出口管制清单更详细全面且更新频率较高,尤其是实体清单;出口管制的政治、军事、经济、科技动因以及执行中的投资审查、海关监管、安全监测等相关配套工具有所不同,对华出口管制存在分歧。最后,从关键领域战略准备、出口管制体系优化、科技安全情报体系、国际交流合作方面提出中国应对出口管制、维护科技安全的启示。
