In 1997 the Michigan Department of Transportation (MDOT) established an ambitious set of condition targets for its pavements and bridges, and the Department received increased revenue from a 4-cent-per-gallon increase...In 1997 the Michigan Department of Transportation (MDOT) established an ambitious set of condition targets for its pavements and bridges, and the Department received increased revenue from a 4-cent-per-gallon increase in the state motor fuels tax to help meet its targets. However, over time, actual revenue was less than both what was initially estimated as needed to meet the targets and what was projected from the tax increase. Consequently, actual conditions were projected to fall short of the target levels, so the department issued bonds to address the shortfall through 2012. To support deliberations on future funding, in 2013 MDOT performed an analysis of historic conditions to determine what additional fuel tax revenues would have been required beginning in 1997 to: replace bond revenues used to fund pavement and bridge projects from 1997 to 2012;and enable MDOT to meet its condition targets. The analysis was performed using data on actual pavement and bridge funding and conditions;as well as predicted funding and conditions for different hypothetical increases in fuel taxes. The analysis concluded that, in addition to the actual increase of 4 cents per gallon, a fuel tax increase of another 10 cents per gallon would have been required in 1997 to replace bond revenue used for pavement and bridges and allow MDOT to meet its condition targets. The analysis results were used to help inform the discussion of Michigan’s target asset conditions and funding, and demonstrate application of MDOT’s pavement and bridge management systems for performing historic analyses.展开更多
To provide a much more resilient transport scheme for tractor and trailer transportation systems,this paper explores the generation method of tractor and trailer transport schemes considering the influence of disrupte...To provide a much more resilient transport scheme for tractor and trailer transportation systems,this paper explores the generation method of tractor and trailer transport schemes considering the influence of disrupted events.Three states of tractors including towing loaded trailers,towing empty trailers,and idle driving are taken into account.Based on the disruption management theory,a scheduling model is constructed to minimize the total deviation cost including transportation time,transportation path,and number of used vehicles under the three states of tractors.A heuristics based on the contract net and simulated annealing algorithm is designed to solve the proposed model.Through comparative analysis of examples with different numbers of newly added transportation tasks and different types of road networks,the performance of the contract net algorithm in terms of deviations in idle driving paths,empty trailer paths,loaded trailer paths,time,number of used vehicles,and total deviation cost are analyzed.The results demonstrate the effectiveness of the model and algorithm,highlighting the superiority of the disruption management model and the contract net annealing algorithm.The study provides a reference for handling unexpected events in the tractor and trailer transportation industry.展开更多

Based on multi-agent model, the fined sol...By coordination and cooperation between multi-agents, this paper proposes the network of intelligent agents which can reduce the search time needed to finding a parking place. Based on multi-agent model, the fined solution is designed to help drivers in finding a parking space at anytime and anywhere. Three services are offered: the search for a vacant place, directions to a parking space and booking a place for parking. The results of this study generated by the platform MATSim transport simulation, show that our approach optimizes the operation of vehicles in a parking need with the aim of reducing congestion, and improve traffic flow in urban area. A comparison between the first method where the vehicles are random and the second method where vehicles are steered to vacant parking spaces shows that the minimization of time looking for a parking space could improve circulation by reducing the number of cars in the morning of 2% and 0.7% of the evening. In addition, the traffic per hour per day was reduced by approximately 4.17%.展开更多

No funds for investment available TRAMOC (Transport Management and Operation Centre), the Transport Management and Operation Center started the experiment of transforming Hanoi Public Transport by management based on action research, introducing some interventions, which had shown to be effective in Europe. Phase I of the experimental approach was carried out with the smallest company that operated Line 32. The number of daily passengers surged from 1,700 to 8,000. In Phase II, the experiment was extended to the whole net. In 2001, there were 35,000 passengers per day, in 2010, there were 1 million; this is an increase of 3,000%. The result surpassed by far the expectations. The key for understanding the surprising results is the mode choice. 53% of the users are riders by choice; they have access to a car or motorbike. Simulation of the decisions as rational choice based on time needed for trips was proved to be quite accurate. Behavior was analyzed in the frame of behavior setting theory, which brings together urban structure and the design of the transport system. Success with introducing public transport needs a self-reliant leadership, which works with people in their real life situation. In the process of construction and development, Ho Chi Minh City is discharging about six types of sludge: 1) sludge from urban wastewater drainage systems;2) sludge from industrial wastewater drainage system;3) sludg...In the process of construction and development, Ho Chi Minh City is discharging about six types of sludge: 1) sludge from urban wastewater drainage systems;2) sludge from industrial wastewater drainage system;3) sludge from the canal dredging activities periodically;4) sludge from septic tanks;5) sludge from the water treatment station/plant;6) sludge from the construction sites. Sludge’s components are very different among types of sludge, sludge from the sewer network and canal dredging contain mainly sand and soil (70% - 90% dry weight), while the sludge from the wastewater/water treatment station/plant and from septic tanks contain mainly biodegradable organic substances (55% - 80% dry weight). The concentrations of all above-mentioned sludge (except sludge from the hazardous industrial wastewater treatment plant) are lower than toxic threshold. The volume of total sludge is about 3000 - 4000 m3/day (5000 - 6000 tons/day), excepting the amount of sludge generated from the water treatment plant (which is collected and treated separately). Sludge from wastewater treatment plants and septic tanks is collected, transported and recycled to become organic fertilizer. The other types of sludge are collected, transported, and disposed at the “unknown” locations, even though they have different values for use.展开更多

Timely investigating post-disaster situations to locate survivors and secure hazardous sources is critical,but also very challenging and risky.Despite first responders putting their lives at risk in saving others,huma...Timely investigating post-disaster situations to locate survivors and secure hazardous sources is critical,but also very challenging and risky.Despite first responders putting their lives at risk in saving others,human-physical limits cause delays in response time,resulting in fatality and property damage.In this paper,we proposed and implemented a framework intended for creating collaboration between heterogeneous unmanned vehicles and first responders to make search and rescue operations safer and faster.The framework consists of unmanned aerial vehicles(UAVs),unmanned ground vehicles(UGVs),a cloud-based remote control station(RCS).A light-weight message queuing telemetry transport(MQTT)based communication is adopted for facilitating collaboration between autonomous systems.To effectively work under unfavorable disaster conditions,antenna tracker is developed as a tool to extend network coverage to distant areas,and mobile charging points for the UAVs are also implemented.The proposed framework’s performance is evaluated in terms of end-to-end delay and analyzed using architectural analysis and design language(AADL).Experimental measurements and simulation results show that the adopted communication protocol performs more efficiently than other conventional communication protocols,and the implemented UAV control mechanisms are functioning properly.Several scenarios are implemented to validate the overall effectiveness of the proposed framework and demonstrate possible use cases.展开更多

文摘The area of operations management has had a substantial effect on the today’s air transportation management.Having moved with huge demand from management to obtain a competitive advantage in the market,the airlines are utilizing advanced optimization techniques to develop decision support systems for operations management and control.In order to provide a service with high quality and low cost,airlines spend a tremendous amount of resources and effort to generate profitable and cost-effective fare classes,flight schedules,fleet plans,aircraft routes,crew scheduling,gate assignment,etc.In this paper,the techniques and operations management applications that are used in the air transportation industry are reviewed including demand forecasting,fleet assignment,aircraft routing,crew scheduling,runway scheduling problem and gate assignment.
文摘By coordination and cooperation between multi-agents, this paper proposes the network of intelligent agents which can reduce the search time needed to finding a parking place. Based on multi-agent model, the fined solution is designed to help drivers in finding a parking space at anytime and anywhere. Three services are offered: the search for a vacant place, directions to a parking space and booking a place for parking. The results of this study generated by the platform MATSim transport simulation, show that our approach optimizes the operation of vehicles in a parking need with the aim of reducing congestion, and improve traffic flow in urban area. A comparison between the first method where the vehicles are random and the second method where vehicles are steered to vacant parking spaces shows that the minimization of time looking for a parking space could improve circulation by reducing the number of cars in the morning of 2% and 0.7% of the evening. In addition, the traffic per hour per day was reduced by approximately 4.17%.
文摘Road transport is a flexible mode of transport and its importance in era of globalization increases. Management of road transport companies is, in this turbulent environment, exposed to many technical, legislative, and economic problems. Especially, the growing economic pressure leads to an urgent requirement of the manager and control system improvement. Activity-based costing (ABC) method is a very powerful tool to improve products, services, processes, and market strategies. ABC allows company management to understand what causes costs and how to manage them. Company under this scheme may get a glimpse of how efficiently a company converts the source value. The main objective of our research was to assess the possibility of application of the ABC method in a transport undertaking. ABC method as a fundamentally different view on the cost in the transport business helps to find the reasons of cost and thereby influences their levels to make better use of resources.. New managerial accounting methods aim to show management what information is needed, how and where this information can be obtained, and how they can be useful for the management of the company's proper planning, decision-making, and control. Information provided by management accounting is often a key factor in the analysis of alternative ways of solving problems. This article focuses on the transport enterprise management and helps to decide on the use of this method in business practice.
文摘After the economic reforms in Vietnam, the number of motorbikes surged while public transport lost its passengers. No funds for investment available TRAMOC (Transport Management and Operation Centre), the Transport Management and Operation Center started the experiment of transforming Hanoi Public Transport by management based on action research, introducing some interventions, which had shown to be effective in Europe. Phase I of the experimental approach was carried out with the smallest company that operated Line 32. The number of daily passengers surged from 1,700 to 8,000. In Phase II, the experiment was extended to the whole net. In 2001, there were 35,000 passengers per day, in 2010, there were 1 million; this is an increase of 3,000%. The result surpassed by far the expectations. The key for understanding the surprising results is the mode choice. 53% of the users are riders by choice; they have access to a car or motorbike. Simulation of the decisions as rational choice based on time needed for trips was proved to be quite accurate. Behavior was analyzed in the frame of behavior setting theory, which brings together urban structure and the design of the transport system. Success with introducing public transport needs a self-reliant leadership, which works with people in their real life situation. An urban transport system is part of the organized behavior of the people, who make use of the technical opportunities offered.

文摘Traffic congestion problem is one of the major problems that face many transportation decision makers for urban areas. The problem has many impacts on social, economical and development aspects of urban areas. Hence the solution to this problem is not straight forward. It requires a lot of effort, expertise, time and cost that sometime are not available. Most of the existing transportation planning software, specially the most advanced ones, requires personnel with lots practical transportation planning experience and with high level of education and training. In this paper we propose a comprehensive framework for an Intelligent Decision Support System (IDSS) for Traffic Congestion Management System that utilizes a state of the art transportation network equilibrium modeling and providing an easy to use GIS-based interaction environment. The developed IDSS reduces the dependability on the expertise and level of education of the transportation planners, transportation engineers, or any transportation decision makers.
文摘Planning and scheduling is one of the most important activity in supply chain operation management.Over the years,there have been multiple researches regarding planning and scheduling which are applied to improve a variety of supply chains.This includes two commonly used methods which are mathematical programming models and heuristics algorithms.Flowshop manufacturing systems are seen normally in industrial environments but few have considered certain constraints such as transportation capacity and transportation time within their supply chain.A two-stage flowshop of a single processing machine and a batch processing machine are considered with their capacity and transportation time between twomachines.The objectives of this research are to build a suitable mathematical model capable of minimizing the maximum completion time,to propose a heuristic optimization algorithm to solve the problem,and to develop an applicable program of the heuristics algorithm.AMixed Integer Programming(MIP)model and a heuristics optimization algorithmwas developed and tested using a randomly generated data set for feasibility.The overall results and performance of each approach was compared between the two methods that would assist the decision maker in choosing a suitable solution for their manufacturing line.
文摘In the process of construction and development, Ho Chi Minh City is discharging about six types of sludge: 1) sludge from urban wastewater drainage systems;2) sludge from industrial wastewater drainage system;3) sludge from the canal dredging activities periodically;4) sludge from septic tanks;5) sludge from the water treatment station/plant;6) sludge from the construction sites. Sludge’s components are very different among types of sludge, sludge from the sewer network and canal dredging contain mainly sand and soil (70% - 90% dry weight), while the sludge from the wastewater/water treatment station/plant and from septic tanks contain mainly biodegradable organic substances (55% - 80% dry weight). The concentrations of all above-mentioned sludge (except sludge from the hazardous industrial wastewater treatment plant) are lower than toxic threshold. The volume of total sludge is about 3000 - 4000 m3/day (5000 - 6000 tons/day), excepting the amount of sludge generated from the water treatment plant (which is collected and treated separately). Sludge from wastewater treatment plants and septic tanks is collected, transported and recycled to become organic fertilizer. The other types of sludge are collected, transported, and disposed at the “unknown” locations, even though they have different values for use.
文摘This paper aims to realize the extensive application of Internet of things technology in urban waterlogging prevention management system, and has analyzed the security requirement and security architecture of Internet of things technology, and discussed the demand of urban waterlogging prevention management system in combination with the key technology of Internet of things technology, to do the overall design and functional design well during designing of urban waterlogging prevention management system. Finally, the application process of the Internet of things technology in Chongqing waterlogging prevention management system is summarized. The application result shows that the flood control and drainage function of Chongqing is gradually improved with smooth drainage facilities;the inspection and maintenance management is gradually standardized;operation monitoring and early warning management is fully strengthened. There is visual management for emergency command and dispatch, and at the same time, the drainage pipe network assessment management can be conducted correctly.

文摘Timely investigating post-disaster situations to locate survivors and secure hazardous sources is critical,but also very challenging and risky.Despite first responders putting their lives at risk in saving others,human-physical limits cause delays in response time,resulting in fatality and property damage.In this paper,we proposed and implemented a framework intended for creating collaboration between heterogeneous unmanned vehicles and first responders to make search and rescue operations safer and faster.The framework consists of unmanned aerial vehicles(UAVs),unmanned ground vehicles(UGVs),a cloud-based remote control station(RCS).A light-weight message queuing telemetry transport(MQTT)based communication is adopted for facilitating collaboration between autonomous systems.To effectively work under unfavorable disaster conditions,antenna tracker is developed as a tool to extend network coverage to distant areas,and mobile charging points for the UAVs are also implemented.The proposed framework’s performance is evaluated in terms of end-to-end delay and analyzed using architectural analysis and design language(AADL).Experimental measurements and simulation results show that the adopted communication protocol performs more efficiently than other conventional communication protocols,and the implemented UAV control mechanisms are functioning properly.Several scenarios are implemented to validate the overall effectiveness of the proposed framework and demonstrate possible use cases.
