Dilemmas and Optimization of Third-Party Assessment System in Chinese Fair Competition Review

The current predominant self-review mechanism by policy-making bodies suffers from deficiencies such as insufficient motivations, limited review capabilities, and weak external supervision. Third-party assessment, characterized by independence and specialization, is designed to mitigate these shortcomings. However, the implementation of third-party assessment faces challenges too. This paper intends to improve the third-party assessment system and to realize the legislative purpose of the system. Based on social research, discussions and exchanges with relevant parties, and the existing research results, this paper analyzes the challenges and possible optimization measures for the third-party assessment. The challenges include repulsion from policy-making bodies, insufficient independence of assessment bodies, disparity of assessment quality, and limited application of assessment outcomes. Possible optimization measures include promoting fair competition culture, increasing the acceptance of third-party assessment from policy-making bodies, enhancing the quality of third-party assessment, clarifying the relationship between policy-making bodies and assessment bodies, ensuring the independence of third-party assessments, and promoting the application of assessment results.

Two-Party Authenticated Key Agreement in Certificateless Public Key Cryptography

Certificateless public key cryptography was introduced to overcome the key escrow limitation of the identity-based cryptography. It combines the advantages of the identity-based cryptography and the traditional PKI. Many certificateless public key encryption and signature schemes have been proposed. However, the key agreement in CL-PKE is seldom discussed. In this paper, we present a new certificateless two party authentication key agreement protocol and prove its security attributes. Compared with the existing protocol, our protocol is more efficient.

Remote preparation of an entangled two-qubit state with three parties

We present a scheme for probabilistic remote preparation of an entangled two-qubit state with three parties from a sender to either of two receivers. The quantum channel is composed of a paxtially entangled two-qubit state and a partially entangled three-qubit state. We calculate the successful total probabilities of the scheme in general and particular cases, respectively. We also calculate total classical communication cost in a general case and two particular cases, respectively.

Efficient and Robust Two-Party RSA Key Generation

An efficient two party RSA secret key sharing generation scheme based on a homomorphic encryption, which is semantically secure under the prime residuosity assumption, is proposed in this paper. At the stage of computing RSA modulo N, an initial distributed primality test protocol is used to reduce the computation complexity and increase the probability of N being a two-prime product. On the other aspect, the homomorphic encryption based sharing conversion protocols is devised and adopted in multi-party computing modulus N and secret key d. Comparing to any sharing conversion protocols based on oblivious transfer protocol, the homomorphic encryption based sharing conversion protocols are of high performance. Our scheme resists the passive attack and since a method of verifying the sharing was introduced in, the scheme can resists any cheating behaviors too. Security proof, computation complexity and communication complexity analysis are given at last.
