Network analysis of Iranian’s health insurance ecosystem before and after the introduction of Universal Health Insurance law

Introduction The policy-making process in health reform is challenging due to the complexity of organizations,overlapping roles,and diversity of responsibilities.The present study aims to investigate and analyze the network of actors in the Iran health insurance ecosystem regarding the laws before and after the adoption of the Universal Health Insurance(UHI).Methods The present study was done by sequential exploratory mixed method research,consisting of two distinct phases.During the qualitative phase,the actors and issues pertaining to the laws of the Iranian health insurance ecosystem from 1971 to 2021 were identified through a systematic search of the laws and regulations section of the Research Center of the Islamic Legislative Assembly website.Qualitative data was analyzed in three steps using directed content analysis.During the quantitative phase,in order to draw the communication network of the actors in Iran’s health insurance ecosystem,the data related to the nodes and links of the networks was collected.The communication networks were drawn using Gephi software and the micro-and macro-indicators of network were calculated and analyzed.Results There were 245 laws and 510 articles identified in the field of health insurance in Iran from 1971 to 2021.Most of the legal comments were on financial matters and credit allocation,and the payment of premiums.The number of actors before and after the enactment of the UHI Law was 33 and 137,respectively.The Ministry of Health and Medical Education and the Iran Health Insurance Organization were found the two main actors in the network before and after the approval of this law.Conclusions Adopting a UHI Law and delegating various legal missions and tasks,often with support to the health insurance organization,have facilitated the achievement of the law objectives.However,it has created a poor governance system and a network of actors with low coherence.Based on the results of the study,it is suggested to reduce actor roles and separate them for better governance and to prevent corruption in health insurance ecosystem.Introducing knowledge and technology brokers can be effective in strengthening governance and filling the structural gaps between actors.

Review Article: Cosmology and Classical Physics

In 1937, Paul Dirac proposed Large Number Hypothesis and Hypothesis of Variable Gravitational Constant, and later added notion of Continuous Creation of Matter in the World. Hypersphere World-Universe Model (WUM) follows these ideas, albeit introducing different mechanism of Matter creation. In this paper, we show that WUM is a natural continuation of Classical Physics. WUM is proposed as an alternative to prevailing Big Bang Model (BBM) that relies on General Relativity. WUM and BBM are principally different Models: 1) Instead of Initial Singularity with infinite energy density and extremely rapid expansion of spacetime (Inflation) in BBM;in WUM, there was Fluctuation (4D Nucleus of World with extrapolated radius equal to basic size unit of a) in Eternal Universe with finite extrapolated energy density (~104 less than nuclear density) and finite expansion of Nucleus in Its fourth spatial dimension with speed c that is gravitodynamic constant;2) Instead of alleged practically Infinite Homogeneous and Isotropic Universe around Initial Singularity in BBM;in WUM, 3D Finite Boundless World (Hypersphere of 4D Nucleus) presents Patchwork Quilt of various Luminous Superclusters (≧103), which emerged in different places of World at different Cosmological times. Medium of World, consisting of protons, electrons, photons, neutrinos, and dark matter particles, is Homogeneous and Isotropic. Distribution of Macroobjects is spatially Inhomogeneous and Anisotropic and temporally Non-simultaneous. Most direct observational evidence of validity of WUM are: 1) Microwave Background Radiation and Intergalactic Plasma speak in favor of existence of Medium;2) Laniakea Supercluster with binding mass ~1017M⊙ is home to Milky Way (MW) and ~105 other nearby galaxies, which did not start their movement from Initial Singularity;3) MW is gravitationally bounded with Virgo Supercluster (VS) and has Orbital Angular Momentum that far exceeds its rotational angular momentum;4) Mass-to-light ratio of VS is ~300 times larger than that of Solar ratio. Similar ratios are obtained for other superclusters. These ratios are main arguments in favor of presence of significant amounts of Dark Matter in the World. 5) Astronomers discovered the most distant galaxy HD1 that is ~13.5 Bly away. WUM predicts discovery of galaxies with a distance of ~13.8 Bly. Medium of World, Dark Matter, and Angular Momentum are main Three Pillars of WUM.

A Philosophical Approach toward Electromagnetic Wave Absorption

This paper explains the absorption of an electromagnetic wave within a physical body. We provide a description of how an elementary physical particle absorbs electromagnetic waves within its structure and, after absorption, how this particle keeps it in memory and emits it. This absorption is like the eating of cosmological food by physical entities. This paper proposes that the universe is comprised of cosmological, physical, biological, psychological, and intellectual worlds that all follow parallel laws within their referred science. The paper creates a model of the elementary physical particle (EPP) using the parallel logic of the biological DNA model. This model is capable of explaining the emission, absorption, and memorization of physical signals. Several cosmological mysteries, like the interconvertibility of electric and magnetic fields, attraction, repulsion, space fabric, etc., unfold while disclosing the absorption and emission processes. The philosophical correctness of this paper is validated through the unification of multidisciplinary aspects, and its scientific correctness is validated by its logical consistency with the results of well-known experiments. The theory clarifies the “cause” within nature, and by analyzing the “effects”, we can reach new realities of the cosmological world.

Goal-Setting in the Information-Generating Environment of the Universe

Problem of goal-setting is related to the fundamental principles of informationology and general, rather than specific, aproaches, which enable a more adequate appraisal of certain managerial decisions in terms of their efficiency. In article this problem is considered and from positions of informationology is formulated and on the basis of a method of full mathematical induction the Law of positive dynamics of the Universe is proved. This law establishes preference of the positive purposes in all processes happening in the Universe. Thus, the goal-setting which is carried out from positions of the described Law is the important world outlook prerequisite searching, identification and development of strategic alternatives of purposeful social innovations.

A Brief Introduction to Standardization Education at the School of Business Administration, Zhongnan University of Economics and Law

This article briefly introduces the history, current situation and characteristics of standardization management education in the School of Business and Administration （SBA）, Zhongnan University of Economics and Law （ZUEL）. ZUEL＇s different levels of standardization education are discussed in detail, including undergraduate students, graduate students, and continuing education training for working professionals. Also ZUEL＇s teaching style, research foundation, and relative experiences in standardization education are introduced. ZUEL＇s capacity and characteristics are comprehensively shown and expected further developments in standardization education at ZUEL are provided.

A Proposal for Epistemological Errors Detected in the Works of Newton, Darwin, Einstein, and Descartes

Epistemological review uses neurosociology, clinical neurosociology, and the neuroquantic paradigm of some of the propositions made by Newton, Darwin, Einstein, and Descartes. These propositions include： the law of universal gravitation based on Newton＇s theory of gravity, Darwin＇s theory of evolution, Einstein＇s special theory of relativity, and Descartes＇ philosophical proposition cogito ergo sum. This last proposition was considered to be an essential element of Western philosophy, as it was perceived to be the foundation for all knowledge. In all of these cases, possible problems of interpretation or construction have been detected and alternatives are proposed. Newton＇s law was replaced by the general theory of relativity, but this also has some shortcomings. For Darwin, the hypothesis of eclosion has been proposed. For Einstein, the dimension ＂time＂ is eliminated and the concept of ＂space-motion＂ is proposed. In the case of Descartes, the author proposes that the person and the body do not have life. It is the cells and neurons that are alive and it is in the neurons where information or thoughts are generated, stored, and processed, Therefore, it is the neurons that exist.

The Quantization of Space

In the present work, it will be shown that the dimensionless number 137 of the fine-structure constant α demands a quantization of space. For this purpose, we refer to a volume constant of electromagnetic processes, which takes effect as a volume quantum. This involves not only a re-evaluation of the Dirac equation but also, and above all, a determination of Einstein’s velocity vector as the fundamental property of these processes. A prerequisite is the linking of the hydrogen spectrum with the hydrogen nucleus.

Photocatalytic degradation as Davidson–Cole relaxation in time domain

Photocatalytic degradation processes of different materials are fitted with Mittag-Leffler function and incomplete gamma function,which are response functions for Cole–Cole relaxation and Davidson–Cole relaxation.The fitting results show that both functions can fit experimental data fairly well.The order of derivative in the kinetic differential equations can be either less,or greater than one.In the case of the order of derivative is greater than one,only incomplete gamma function is reasonable for describing the photocatalytic degradation.This work further confirms the existence of the universality in photocatalytic degradation kinetics.
