One of the elementary operations in computing systems is multiplication.Therefore,high-speed and low-power multipliers design is mandatory for efficient computing systems.In designing low-energy dissipation circuits,r...One of the elementary operations in computing systems is multiplication.Therefore,high-speed and low-power multipliers design is mandatory for efficient computing systems.In designing low-energy dissipation circuits,reversible logic is more efficient than irreversible logic circuits but at the cost of higher complexity.This paper introduces an efficient signed/unsigned 4×4 reversible Vedic multiplier with minimum quantum cost.The Vedic multiplier is considered fast as it generates all partial product and their sum in one step.This paper proposes two reversible Vedic multipliers with optimized quantum cost and garbage output.First,the unsigned Vedic multiplier is designed based on the Urdhava Tiryakbhyam(UT)Sutra.This multiplier consists of bitwise multiplication and adder compressors.Compared with Vedic multipliers in the literature,the proposed design has a quantum cost of 111 with a reduction of 94%compared to the previous design.It has a garbage output of 30 with optimization of the best-compared design.Second,the proposed unsigned multiplier is expanded to allow the multiplication of signed numbers as well as unsigned numbers.Two signed Vedic multipliers are presented with the aim of obtaining more optimization in performance parameters.DesignI has separate binary two’s complement(B2C)and MUX circuits,while DesignII combines binary two’s complement and MUX circuits in one circuit.DesignI shows the lowest quantum cost,231,regarding state-ofthe-art.DesignII has a quantum cost of 199,reducing to 86.14%of DesignI.The functionality of the proposed multiplier is simulated and verified using XILINX ISE 14.2.展开更多
Unsignalized intersections pose a challenge for autonomous vehicles that must decide how to navigate them safely and efficiently.This paper proposes a reinforcement learning(RL)method for autonomous vehicles to naviga...Unsignalized intersections pose a challenge for autonomous vehicles that must decide how to navigate them safely and efficiently.This paper proposes a reinforcement learning(RL)method for autonomous vehicles to navigate unsignalized intersections safely and efficiently.The method uses a semantic scene representation to handle variable numbers of vehicles and a universal reward function to facilitate stable learning.A collision risk function is designed to penalize unsafe actions and guide the agent to avoid them.A scalable policy optimization algorithm is introduced to improve data efficiency and safety for vehicle learning at intersections.The algorithm employs experience replay to overcome the on-policy limitation of proximal policy optimization and incorporates the collision risk constraint into the policy optimization problem.The proposed safe RL algorithm can balance the trade-off between vehicle traffic safety and policy learning efficiency.Simulated intersection scenarios with different traffic situations are used to test the algorithm and demonstrate its high success rates and low collision rates under different traffic conditions.The algorithm shows the potential of RL for enhancing the safety and reliability of autonomous driving systems at unsignalized intersections.展开更多

Third-party assessment, characterized by independence and specialization, is designed to mitigate these shortcomings. However, the implementation of third-party assessment faces challenges too. This paper intends to improve the third-party assessment system and to realize the legislative purpose of the system. Based on social research, discussions and exchanges with relevant parties, and the existing research results, this paper analyzes the challenges and possible optimization measures for the third-party assessment. The challenges include repulsion from policy-making bodies, insufficient independence of assessment bodies, disparity of assessment quality, and limited application of assessment outcomes. The third-party regu...Stakeholders in the field of food safety management in China can be classified into three categories, government, food producers (farmers and enterprises), and the third-party regulatory bodies. The third-party regulation has experienced rapid development in past twenty years, and recently received considerable attention from consumers and the central government. This paper provides a review about the development, problems and future trend of the third-party regulation on food safety in China. To be specific, five forms of the third-party regulation are assessed, including media exposure, the third-party certification, regulation by consumer associations, social movements promoted by non-governmental organiza- tions (NGOs), and regulation by industry associations. The study concludes that media and consumer associations are the major players in the third-party regulation and are highly repudiated among customers. The food certification industry has developed rapidly, but is now facing crises of confidence among consumers because of its lack of self-regulation. NGOs and industry associations still remain in the early development stages of food safety management, and therefore, are of little importance in current regulatory bodies.展开更多

Operational risk events have severely impacted the development of third-party payment(TPP)platforms,and have even led to a discussion on the operational risk capital charge settlement by relevant international regulat...Operational risk events have severely impacted the development of third-party payment(TPP)platforms,and have even led to a discussion on the operational risk capital charge settlement by relevant international regulators.However,prior studies have mostly focused on qualitative mechanism analysis,and have rarely examined quantitative risk assessment based on actual operational risk events.Therefore,this study attempts to assess the operational risk on TPP platforms in China by constructing a systematic framework incorporating database construction and risk modeling.First,the operational risk database that covers 202 events between Q1,2014,and Q2,2020 is constructed.Then,specific causes are clarified,and the characteristics are analyzed from both the trend and loss severity perspectives.Finally,the piecewise-defined severity distribution based-Loss Distribution Approach(PSD-LDA)with double truncation is utilized to assess the operational risk.Two main conclusions are drawn from the empirical analysis.First,legal risk and external fraud risk are the two main causes of operational risk.Second,the yearly Value at Risk and Expected Shortfall are 724.46 million yuan and 1081.98 million yuan under the 99.9%significance level,respectively.Our results are beneficial for both TPP platform operators and regulators in managing and controlling operational risk.展开更多

Based on the actual traffic situation, the concept of borrowed priority, in which the majorroad bicycles borrow the priority of major-road cars to enter the intersections when consecutive headway for major-steam cars is lower than the critical gap for minor-road cars, was addressed. Bicycle capacity at a typical unsignalized intersection is derived by the addition-conflict-flow procedure. The proposes model was validated by the empirical investigation. Numerical results show that bicycle capacity at an intersection is the function of major-road and minor-road car streams. Bicycle capacity increases with increasing major-road cars but decreases with increasing minorroad cars.展开更多
In order to describe the time-headway distribution more precisely in urban traffic network,the mixed distribution model was introduced which has been widely used in mathematical statistics,and a capacity model of unsi...In order to describe the time-headway distribution more precisely in urban traffic network,the mixed distribution model was introduced which has been widely used in mathematical statistics,and a capacity model of unsignalized intersections was obtained based on gap acceptance theory.The new model is suitable for absolute and limited priority controlled conditions and can be regarded as a more general form which handles simple headway distributions including lognormal distribution,negative exponential distribution and shifted negative exponential distribution.Through analyses of the main influencing factors in this model,the proportion of free flowing and the standard variance of gaps between any two continuous following vehicles are high sensitivity with the capacity when major stream volume is low.Besides,the capacity is affected deeply by the mean value of following vehicle gaps when major stream value is fixed and the proportion of free flowing is small.At last,the observed minor stream capacity is obtained by the survey date in Changchun city,and the average relative error between the theoretical capacity proposed in this paper is 13.73%,meanwhile the accuracy increases by 16.68% compared with the theoretical value when major stream obeys shifted negative exponential distribution.展开更多

At unsignalized intersections, vehicles generally do not follow lane discipline and...In India, traffic flow on roads is highly mixed in nature with wide variations in the static and dynamic characteristics of vehicles. At unsignalized intersections, vehicles generally do not follow lane discipline and ignore the rules of priority. Drivers generally become more aggressive and tend to cross the uncontrolled intersections without considering the conflicting traffic. All these conditions cause a very complex traffic situation at unsignal- ized intersections which have a great impact on the capacity and performance of traffic intersections. A new method called additive conflict flow (ACF) method is suitable to determine the capacity of unsignalized inter- sections in non-lane-based mixed traffic conditions as prevailing in India. Occupation time is the key parameter for ACF method, which is defined as the time spent by a vehicle in the conflict area at the intersection. Data for this study were collected at two three-legged unsignalized intersections (one is uncontrolled and other one is semi- controlled) in Mangalore city, India using video-graphic technique during peak periods on three consecutive week days. The occupation time of vehicles at these intersections were studied and compared. The data on conflicting traffic volume and occupation time by each subject vehicle at the conflict area were extracted from the videos using image processing software. The subject vehicles were divided into three categories: two wheelers,cars, and auto-rickshaws. Mathematical relationships were developed to relate the occupation time of different cate- gories of vehicles with the conflicting flow of vehicles for various movements at both the intersections. It was found that occupation time increases with the increasing con- flicting traffic and observed to be higher at the uncontrolled intersection compared to the semicontrolled intersec- tion. The segregated turning movements and the presence of mini roundabout at the semicontrolled intersection reduces the conflicts of vehicular movements, which ulti- mately reduces the occupation time. The proposed methodology will be useful to determine the occupation time for various movements at unsignalized intersections. The models developed in the study can be used by practitioners and traffic engineers to estimate the capacity of unsignalized intersections in non-lane-based discipline and mixed traffic conditions.展开更多

Conducting a third-party assessment on targeted poverty alleviation can effectively avoid the disadvantage that local government plays as both athlete(i.e.performer of poverty alleviation work)and referee(i.e.referee ...Conducting a third-party assessment on targeted poverty alleviation can effectively avoid the disadvantage that local government plays as both athlete(i.e.performer of poverty alleviation work)and referee(i.e.referee for poverty alleviation effect)in poverty alleviation to ensure the truth of poverty alleviation,and therefore,it is an important part of the work to win the battle against poverty.Since 2016,the thirdparty assessment teams from colleges and universities for targeted poverty alleviation have achieved good results and performance in the assessment on both the effectiveness of targeted poverty alleviation work and the exit of poor counties in China,and they have made due contributions to the cause of poverty alleviation.However,as a new thing,third-party assessment obviously has some problems,mainly including the following:subjective understanding on the long-term nature of rural poverty alleviation is insufficient,and there is a lack of long-term considerations and related mechanism for third-party assessment;affected by policies and institutions,most of the existing third-party assessment teams from colleges and universities have not regarded third-party assessment of targeted poverty alleviation as a cause,and they lack the motivation to actively study the assessment business;and the third-party assessment staff from colleges and universities for targeted poverty alleviation have low stability and high mobility,not conducive to the long-term construction of assessment teams.In order to establish long-term poverty alleviation and prevention mechanisms,these issues must be addressed squarely and relevant countermeasures need to be taken actively to effectively build a long-term mechanism for building third-party assessment teams from colleges and universities for targeted poverty alleviation.展开更多

文摘The introduction of third-party evaluation system and the implementation of third-party evaluation system in poverty alleviation is a major innovation in the targeted poverty alleviation work in China.In order to improve the third-party evaluation mechanism,further improve the efficiency of third-party evaluation,and enhance the effectiveness of targeted poverty alleviation,this paper analyzes and summarizes the main problems existing in the current third-party evaluation practice.In view of the related problems,this paper puts forward the corresponding policy recommendations,which are believed to play a positive role in further promoting the development and improvement of the third-party evaluation of getting rid of poverty.

文摘Operational risk events have severely impacted the development of third-party payment(TPP)platforms,and have even led to a discussion on the operational risk capital charge settlement by relevant international regulators.However,prior studies have mostly focused on qualitative mechanism analysis,and have rarely examined quantitative risk assessment based on actual operational risk events.Therefore,this study attempts to assess the operational risk on TPP platforms in China by constructing a systematic framework incorporating database construction and risk modeling.First,the operational risk database that covers 202 events between Q1,2014,and Q2,2020 is constructed.Then,specific causes are clarified,and the characteristics are analyzed from both the trend and loss severity perspectives.Finally,the piecewise-defined severity distribution based-Loss Distribution Approach(PSD-LDA)with double truncation is utilized to assess the operational risk.Two main conclusions are drawn from the empirical analysis.First,legal risk and external fraud risk are the two main causes of operational risk.Second,the yearly Value at Risk and Expected Shortfall are 724.46 million yuan and 1081.98 million yuan under the 99.9%significance level,respectively.Our results are beneficial for both TPP platform operators and regulators in managing and controlling operational risk.

文摘To investigate bicyclists' behavior at unsignalized intersections with mixed traffic flow, a bicycle capacity model of borrowed-priority merge was developed by the addition-conflict-flow procedure. Based on the actual traffic situation, the concept of borrowed priority, in which the majorroad bicycles borrow the priority of major-road cars to enter the intersections when consecutive headway for major-steam cars is lower than the critical gap for minor-road cars, was addressed. Bicycle capacity at a typical unsignalized intersection is derived by the addition-conflict-flow procedure. The proposes model was validated by the empirical investigation. Numerical results show that bicycle capacity at an intersection is the function of major-road and minor-road car streams. Bicycle capacity increases with increasing major-road cars but decreases with increasing minorroad cars.

文摘In order to describe the time-headway distribution more precisely in urban traffic network,the mixed distribution model was introduced which has been widely used in mathematical statistics,and a capacity model of unsignalized intersections was obtained based on gap acceptance theory.The new model is suitable for absolute and limited priority controlled conditions and can be regarded as a more general form which handles simple headway distributions including lognormal distribution,negative exponential distribution and shifted negative exponential distribution.Through analyses of the main influencing factors in this model,the proportion of free flowing and the standard variance of gaps between any two continuous following vehicles are high sensitivity with the capacity when major stream volume is low.Besides,the capacity is affected deeply by the mean value of following vehicle gaps when major stream value is fixed and the proportion of free flowing is small.At last,the observed minor stream capacity is obtained by the survey date in Changchun city,and the average relative error between the theoretical capacity proposed in this paper is 13.73%,meanwhile the accuracy increases by 16.68% compared with the theoretical value when major stream obeys shifted negative exponential distribution.
文摘In India, traffic flow on roads is highly mixed in nature with wide variations in the static and dynamic characteristics of vehicles. At unsignalized intersections, vehicles generally do not follow lane discipline and ignore the rules of priority. Drivers generally become more aggressive and tend to cross the uncontrolled intersections without considering the conflicting traffic. All these conditions cause a very complex traffic situation at unsignal- ized intersections which have a great impact on the capacity and performance of traffic intersections. A new method called additive conflict flow (ACF) method is suitable to determine the capacity of unsignalized inter- sections in non-lane-based mixed traffic conditions as prevailing in India. Occupation time is the key parameter for ACF method, which is defined as the time spent by a vehicle in the conflict area at the intersection. Data for this study were collected at two three-legged unsignalized intersections (one is uncontrolled and other one is semi- controlled) in Mangalore city, India using video-graphic technique during peak periods on three consecutive week days. The occupation time of vehicles at these intersections were studied and compared. The data on conflicting traffic volume and occupation time by each subject vehicle at the conflict area were extracted from the videos using image processing software. The subject vehicles were divided into three categories: two wheelers,cars, and auto-rickshaws. Mathematical relationships were developed to relate the occupation time of different cate- gories of vehicles with the conflicting flow of vehicles for various movements at both the intersections. It was found that occupation time increases with the increasing con- flicting traffic and observed to be higher at the uncontrolled intersection compared to the semicontrolled intersec- tion. The segregated turning movements and the presence of mini roundabout at the semicontrolled intersection reduces the conflicts of vehicular movements, which ulti- mately reduces the occupation time. The proposed methodology will be useful to determine the occupation time for various movements at unsignalized intersections. The models developed in the study can be used by practitioners and traffic engineers to estimate the capacity of unsignalized intersections in non-lane-based discipline and mixed traffic conditions.

文摘A hybrid intelligent approach is proposed to help the decision maker to select the appropriate third-party reverse logistics provider. The following process is included: firstly,the evaluation team is established to determine the selection criteria and evaluate them by triangular fuzzy numbers; secondly,calculate the weight of criteria by the proposed hybrid algorithm integrating particle swarm optimization( PSO) and simulated annealing( SA); then, the performance evaluation for each supplier is predicted by the proposed self-feedback neural network( SFBNN) based on the historical data. A numerical example is also presented to interpret the methodology above.

文摘Conducting a third-party assessment on targeted poverty alleviation can effectively avoid the disadvantage that local government plays as both athlete(i.e.performer of poverty alleviation work)and referee(i.e.referee for poverty alleviation effect)in poverty alleviation to ensure the truth of poverty alleviation,and therefore,it is an important part of the work to win the battle against poverty.Since 2016,the thirdparty assessment teams from colleges and universities for targeted poverty alleviation have achieved good results and performance in the assessment on both the effectiveness of targeted poverty alleviation work and the exit of poor counties in China,and they have made due contributions to the cause of poverty alleviation.However,as a new thing,third-party assessment obviously has some problems,mainly including the following:subjective understanding on the long-term nature of rural poverty alleviation is insufficient,and there is a lack of long-term considerations and related mechanism for third-party assessment;affected by policies and institutions,most of the existing third-party assessment teams from colleges and universities have not regarded third-party assessment of targeted poverty alleviation as a cause,and they lack the motivation to actively study the assessment business;and the third-party assessment staff from colleges and universities for targeted poverty alleviation have low stability and high mobility,not conducive to the long-term construction of assessment teams.In order to establish long-term poverty alleviation and prevention mechanisms,these issues must be addressed squarely and relevant countermeasures need to be taken actively to effectively build a long-term mechanism for building third-party assessment teams from colleges and universities for targeted poverty alleviation.

文摘With the formation of the socialist legal system with Chinese characteristics, China pays more attention to the scientificity and the quality of legislation, starting the assessment of the effect of implementation of the law after legislation conducted by an independent third-party institution with scientific methods. The third-party legislative post-assessment can overcome the drawbacks of self-assessment, realizing the public participation better, which makes results of the assessment more objective, neutral and fair. The neutrality of assessment and scientificity of the method should be adhered in the construction of third-party legislative post-assessment in China, while improving public participation as well as the assessment indicators system and quality control system with the introduction of specific legal norms.

文摘As public service testing structure of testing products,the quality of product testing report issued by the third-party laboratory has a great impact on the healthy development of market economy.In the face of the new situation of rapid economic development,the third-party laboratory develops rapidly,but the government supervision is not in place,which restricts the healthy and orderly development of the third-party laboratory.Therefore,it is very necessary to study how the government effectively supervises the third-party laboratory.This paper takes Suzhou as an example.On the basis of in-depth investigation,using the theory of service government,this paper analyzes the current situation of Suzhou municipal government’s supervision of third-party laboratories,and probes into the problems existing in the supervision and management system,the supervision is not comprehensive,and the independence of the supervision team is not strong.Based on the advanced experience of foreign countries in supervising the third-party laboratory,this paper puts forward some countermeasures and suggestions to promote the Suzhou municipal government to strengthen the supervision of the third-party laboratory from the aspects of improving the implementation rules of laws and regulations,increasing the investment,strengthening the equipment update and team building,increasing the punishment for violations of laws and regulations,and giving full play to the masses and industry supervision.
