The system mainly involves three spatial scales: the urban scale, urban sub-domain scale, and single to few buildings scale. In it, different underlying surface types are employed, the building drag factor is used to replace its roughness in the influence on the urban wind field, the effects of building distribution, azimuth and screening of shortwave radiation are added, and the influence of anthropogenic heating is also taken into account. All the numerical tests indicate that the simulated results are reasonably in agreement with the observational data, so the system can be used to simulate the urban meteorological environment. Making use of it, the characteristics of the meteorological environment from the urban to urban sub-domain scales, even the among-buildings scale, can be recognized. As long as the urban planning scheme is given, the corresponding simulated results can be obtained so as to meet the need of optimizing urban planning.展开更多

This study analyzed and compared spatio-temporal characteristics and differences in built-up area for China's MFOZs using a China' s Land Use Database (CLUD) derived from high-resolution remotely sensed images in the periods of 2000-2010 and 2010-2013. To sum up: (1) The percentage of built-up area in each of the MFOZs was significantly different, revealing the gradient feature of national land development based on the distribution of the main functions. (2) Annual growth in built-up area in optimal development zones (ODZs) decreased signifi- cantly during 2010-2013 compared with the period 2000-2010, while annual growth in built-up area in key development zones (KDZs), agricultural production zones (APZs) and key ecological function zones (KEFZs) increased significantly. (3) In ODZs, the average annual increase in built-up area in the Yangtze River Delta region was significantly higher than in other regions; the average area increase and rate of increase of built-up area in KDZs was faster in the western region than in other regions; average annual area growth of built-up area in APZs in the northeast, central and western regions was twice as high as the previous decade on average; the annual rate of change and increase in the dynamic degree of built-up area were most notable in KEFZs in the central region. (4) The spatial pattern and charac- teristics of built-up area expansions in the period 2010-2013 reflected the gradient feature of the plan for MFOZs. But the rate of increase locally in built-up area in ODZs, APZs and KEFZs is fast, so the effective measures must be adopted in the implementation of national and regional policies. The conclusions indicated these methods and results were meaningful for future regulation strategies in optimizing national land development in China.展开更多

Chinese agricultural and rural policies characterized by state intervention and government leadership have played an important role in promoting agricultural development and increasing farmers’ incomes as well as balancing development in urban and rural areas. However, the effectiveness of current agricultural policies in promoting agricultural productivity is now clearly leveling off. Given this situation, the authors argue that it is imperative to construct a new analytical framework featuring government regulation and guidance of agricultural and rural development. In this framework, the government must clearly define the boundaries between its activities and those of the market and rural social organizations. While fully respecting the fundamental role of the market in allocation of resources and rural self-management, the government should exercise its power as a backstop. Further, the government needs to establish a logical sequence for government functions such as formulating the basic operating system of the market and society, correcting market failure and social dysfunction and cultivating market/social entities. To use this new analytical framework to strengthen and improve its regulation and guidance of agricultural and rural development, the government needs to reform the basic rural management and agricultural support and protection systems and to pay attention to the cultivation of market entities in agricultural production on the basis of agricultural marketization. Furthermore, it needs to construct a basic urban-rural integrated public service system with the government as the leading actor, carry out innovations in the management system of rural society and fully mobilize the social forces to take part in the administration of public affairs. It also needs to reconstruct the system of government administration and management to ensure the thorough implementation of agricultural and rural development policies.展开更多
