Result shows that the system layer includes the unreasonable land compensation, the lack of social security for land-losing farmers, and the employment exclusion of land-losing farmers. Small scale and low heterogeneity are the causations for social support network. Low willingness to become citizens, low cultural quality and difficulty in role change are the causations of land-losing farmers themselves. The low expected return and high living cost are the causations for economic layer. Based on the above analysis, countermeasures to improve the urban-living ability of land-losing farmers are put forward, such as improving the land expropriation system, establishing a multi-level social security system, enhancing the training and employment mechanism of land-losing farmers, and improving the quality of land-losing farmers.展开更多

Ur-baniza...Urbanization strategic environmental assessment (SEA) is an effective instrument to enhance the harmo-nious development of urban complex system, integrating of environment and development in decision-making. Ur-banization strategic environmental assessment integration technology system (SEA-ITS) is composed of "3S" (RS, GIS and GPS), environmental expert system and environmental model system, coupling with appropriate SEA working process closely. In this paper, the structure and components of SEA-ITS are analyzed based on Chinese characteristics, meanwhile methods to fulfill the following system functions are discussed: urbanization SEA in-quiring, analysis, discrimination, assessment, prediction, decision-making and output. Moreover, methods and tech-nologies employed in different urbanization SEA hierarchies are summarized. As a case study, urbanization SEA-ITS is applied in Changchun City to solving complex real problems. Methods such as system dynamics and grey cluster are adopted to achieve the environmental impact assessment on the eco-industrial system planning. It is revealed that the system designed is capable of reflecting the dynamic behavior of eco-industrial system under different sce-narios, meanwhile accomplishing strategy optimization and supplying scientific reference. The 4th strategy, namely concerning on economy increase and its interaction with science, technology and environment progress, would have the best efficiency. In order to explore the improvement strategies of flood control landscape integrating water ecology, water safety, water culture and water landscape, the Luozhou Ancient Town by the Wulong River in Fuzhou City was taken as an example, and the concept of pluralistic symbiosis from the perspective of aquaphilia and livability was proposed through field investigation, data monitoring, site analysis and planning, that is, while retaining the positive attributes of “boundary”, its negative limitation of “pluralistic” space is broken, so as to establish a pluralistic and symbiotic environment with aquaphilia and livability. To improve the economic efficiency of urban integrated energy systems(UIESs)and mitigate day-ahead dispatch uncertainty,this paper presents an interconnected UIES and transmission system(TS)model based on distributed ...To improve the economic efficiency of urban integrated energy systems(UIESs)and mitigate day-ahead dispatch uncertainty,this paper presents an interconnected UIES and transmission system(TS)model based on distributed robust optimization.First,interconnections are established between a TS and multiple UIESs,as well as among different UIESs,each incorporating multiple energy forms.The Bregman alternating direction method with multipliers(BADMM)is then applied to multi-block problems,ensuring the privacy of each energy system operator(ESO).Second,robust optimization based on wind probability distribution information is implemented for each ESO to address dispatch uncertainty.The column and constraint generation(C&CG)algorithm is then employed to solve the robust model.Third,to tackle the convergence and practicability issues overlooked in the existing studies,an external C&CG with an internal BADMM and corresponding acceleration strategy is devised.Finally,numerical results demonstrate that the adoption of the proposed model and method for absorbing wind power and managing its uncertainty results in economic benefits.展开更多
Brazil’s continental dimensions bring huge challenges for the Federal Administration,particularly in relation to low income housing.In this sense,in 2009,Federal Government has launched a huge habitational program en...Brazil’s continental dimensions bring huge challenges for the Federal Administration,particularly in relation to low income housing.In this sense,in 2009,Federal Government has launched a huge habitational program entitled“Minha Casa Minha Vida”(in English MHMLP-the“My House,My Life”Program)which has been,so far,the biggest social housing Federal program,and has produced millions of SIH(social interest housing)units.The program was discontinued in 2018.Although the program has been huge,there were few units built in urban centers,increasing the urban sprawl.The feasibility of SIH enterprises in the context of the MHMLP leads to the production towards the outskirts,where the land cost better fits the budget.This cost analysis,however,does not take into consideration future costs of an inefficient infrastructure,poor social services and public safety issues,with impact on the cities’operational costs.This paper compares the total building cost of SIH in peripheral and central areas,emphasizing the benefits of production in central areas when considering indirect operational and infrastructure costs.The research takes into account the infrastructure already available in central areas and the opportunity of appropriate abandoned or underutilized buildings and urban empty spaces.In this sense,a case study has been conducted in two projects in the Metropolitan Area of Rio de Janeiro(RJ)comparing the estimated budget of SIH built far from urban centers,to the probable budget occupying underutilized buildings.Results indicate the necessity to review the parameters adopted when discussing the production of low income housing considering the cities’development as an integrated system.展开更多

Characterized by diversified fiscal resourcing, concurrent institutional restructuring and ...Within the last decade, substantial progress has been achieved in the management of centralized water reticulation in Zambia. Characterized by diversified fiscal resourcing, concurrent institutional restructuring and introduction of new players in water governance, the water sector is set to achieve improved reliability on sustainable grounds. However, the threat of underground water pollution resulting from increased urbanization besides the unreliable energy sector presents new challenges for the current urban water. In effect, urban areas are affected by chronic water rationing creating public stress and insecurity which impacts domestic development. While the course of development has meant investment in the extension and expansion of water infrastructure in Zambia, alternative urban water resources are being sought to address challenges of traditional water systems globally. This paper therefore attempts to make a case for the modernization of Rooftop Rainwater Harvesting (RRWH) as an augmenting water resource in the Zambian urban housing sector. Here—in, it is identified as a Low Impact Development technology within the Integrated Urban Water Management framework currently being forged by local water. Based on a desktop literature survey and online questionnaire survey, an argument to support the development of RRWH in Zambia was developed. While literature survey results revealed evidence of economic loss and a growing compromise to public health resulting from inconsistent water supply in the study area of Lusaka city, the online questionnaire survey depicted significant domestic stress due to erratic water supply. Results confirmed that at one time residents observed an average of eight hours of power blackouts which effectively induced water disruption forcing homeowners to engage in various water storage methods which in turn are costly on domestic time, health and finances. A retrospective discussion based on both survey results attempts to present benefits and opportunities of urban RRWH to water sector stakeholders providing recommendations towards the mainstreaming of the practice in Zambia.展开更多

Integration, demonstration, citizens’ participation and scientists’ and technician’s catalyzing are the key instruments for the implementation of the ecocity plan. "Clean production" and "ecological industry" are key elements in comprehensive development towards an eco-city. Cities and the countryside have long been an inseparable organic whole.China's new model of high-quality urbanization requires integrated urban and rural development and rural vitalization.Problems inherent to urb...Cities and the countryside have long been an inseparable organic whole.China's new model of high-quality urbanization requires integrated urban and rural development and rural vitalization.Problems inherent to urban areas are caused by problems inherent to rural areas,and vice versa.Such problems are closely linked,and the compound each other to create“urban-rural problems.”As such,rural vitalization is necessary to prevent problems associated with growing cities,and the new model of urbanization is required to prevent problems in rural areas.Based on a review of domestic and foreign research on integrated urban and rural development,this study analyzes the root causes of persistent urban and rural problems and their counterposing patterns on a theoretical level;analyzes the main factors and driving mechanisms as well as the underlying pattern and sustainability of integrated urban and rural development;constructs a measurement test for integrated urban and rural development;and proposes a triangular model of integrated urban and rural development.It confirms that China's integrated urban and rural development is in the late period of urbanization,which features a high degree of integration and more urban areas and fewer rural areas.Subsequently,it will enter the final period of urbanization and a stage of deep integration,with more urban and fewer rural areas.In the future,it will be necessary to implement a strategy of deeply integrated urban and rural development and use new urbanization and rural vitalization to solve urban-rural problems and improve the quality of urban and rural development.New theories and methods of integrated urban and rural development will need to be created and an evaluation system to judge quantitatively the depth of integrated urban and rural development will need to be established,in order to create desirable urban and rural areas.Future efforts should aim to develop greater synchronization,deeper integration,and mutual success between the new model of urbanization and rural vitalization,so as to improve the high-quality development of,and modernize,both urban and rural areas.展开更多
A multi-energy conversion can effectively increase the utilization of renewable energy in the urban integrated energy system(UIES).Meanwhile,the uncertainties of renewable energy resources(e.g.,wind energy)also bring ...A multi-energy conversion can effectively increase the utilization of renewable energy in the urban integrated energy system(UIES).Meanwhile,the uncertainties of renewable energy resources(e.g.,wind energy)also bring increased challenges to the operation of UIES.In this study,a typical two-stage datadriven distributionally robust operation(DDRO)model based on finite scenarios is proposed for UIES including power,gas and heat networks to obtain a salient strategy from both an economic and robustness perspective.In the first stage,the forecasted information for wind power is especially included to improve the economic aspect of robust decisions.The worst probability distribution for the selected known real-time wind power scenarios can be identified in the second stage where the power differences caused by the real-time uncertainties of wind power can be mitigated by flexible regulation of energy purchasing and coupling units(such as gas turbine,power to gas equipment,electric boiler and gas boiler).Moreover,norm-1 and norm-inf co-constraints are utilized to construct a confidence set for the probability distributions of uncertain wind power.The whole two-stage model is solved by the column-and-constraint generation(CCG)algorithm.Finally,case studies are conducted to show the performance of the proposed model and various approaches.Index Terms-Data-driven methods,distributionally robust optimization,urban integrated energy system,wind power.展开更多
Turbulence data(2008–2012) from a 325 m meteorological tower in Beijing, which consisted of three layers(47,140, and 280 m), was used to analyze the vertical distribution characteristics of turbulent transfer over Be...Turbulence data(2008–2012) from a 325 m meteorological tower in Beijing, which consisted of three layers(47,140, and 280 m), was used to analyze the vertical distribution characteristics of turbulent transfer over Beijing city according to similarity theory. The conclusions were as follows.(1) Normalized standard deviations of wind speeds/ui * were plotted as a function only of a local stability parameter. The values under near-neutral conditions were 2.15, 1.61, and 1.19 at 47 m, 2.39, 1.75,and 1.21 at 140 m, and 2.51, 1.77, and 1.30 at 280 m, showing a clear increase with height. The normalized standard deviation of wind components fitted the 1/3 law under unstable stratification conditions and decreased with height under both stable and unstable conditions.(2) The normalized standard deviation of temperature fitted the.1/3 law in the free convection limit, but was quite scattered with different characteristics under near-neutral conditions. The normalized standard deviations of humidity and the CO2 concentration fitted the.1/3 law under unstable conditions, and remained constant under near-neutral and stable stratification. The normalized standard deviation of scalars, i.e., temperature, humidity, and CO2 concentration, all increased with height.(3) Compared with momentum, and the water vapor and CO2 concentrations, the turbulence correlation coefficient for heat was smaller under near-neutral conditions, but larger under both stable and unstable conditions. A dissimilarity between heat, and the water vapor and CO2 concentrations was observed in urban areas. The relative correlation coefficients between heat and each of momentum, humidity, and CO2 concentration(|rwT/ruw|, |rwT/rwc| and |rwT/ruq|) in the lower layers were always larger than in higher layers, except for the relative correlation coefficient between heat and humidity in an unstable stratification. Therefore, the ratio between heat and each of momentum, humidity, and CO2 concentration decreased with height.展开更多

This paper uses Karachi as a case study, which is the largest urban and economic centre of Pakistan, passing through an uncontrolled phase of rapid urbanization and motorization. The paper first reviews research related to sustainable transportation systems to comprehend the concept of sustainable development and transportation. The paper then evaluates the existing transportation and infrastructure system, national transportation policies, and urban transportation projects to determine if the current paradigm is moving toward or away from sustainable transportation. Furthermore, the principles for sustainable urban transportation are developed to see what significance national transportation policies have given to urban transportation from a sustainable transportation point of view. Finally some strategies are suggested, adoption of which may lead to a sustainable urban development and transportation system in Karachi.展开更多

文摘Urbanization strategic environmental assessment (SEA) is an effective instrument to enhance the harmo-nious development of urban complex system, integrating of environment and development in decision-making. Ur-banization strategic environmental assessment integration technology system (SEA-ITS) is composed of "3S" (RS, GIS and GPS), environmental expert system and environmental model system, coupling with appropriate SEA working process closely. In this paper, the structure and components of SEA-ITS are analyzed based on Chinese characteristics, meanwhile methods to fulfill the following system functions are discussed: urbanization SEA in-quiring, analysis, discrimination, assessment, prediction, decision-making and output. Moreover, methods and tech-nologies employed in different urbanization SEA hierarchies are summarized. As a case study, urbanization SEA-ITS is applied in Changchun City to solving complex real problems. Methods such as system dynamics and grey cluster are adopted to achieve the environmental impact assessment on the eco-industrial system planning. It is revealed that the system designed is capable of reflecting the dynamic behavior of eco-industrial system under different sce-narios, meanwhile accomplishing strategy optimization and supplying scientific reference. The 4th strategy, namely concerning on economy increase and its interaction with science, technology and environment progress, would have the best efficiency. Further, more attention should be paid to the secondary development of integration techniques and function modification system of urbanization SEA-ITS.

This paper conducts the empirical analysis on the urban and rural integration construction development of Changji City of Changji Region in Xinjiang, studying the existing problems and restrictive factors of the process in promoting urban and rural integration construction in western region of China and trying to propose the corresponding countermeasures.

文摘In the context of urban and rural integrated development, many suburban villages and towns are still threatened by both urbanization and natural disasters. In order to explore the improvement strategies of flood control landscape integrating water ecology, water safety, water culture and water landscape, the Luozhou Ancient Town by the Wulong River in Fuzhou City was taken as an example, and the concept of pluralistic symbiosis from the perspective of aquaphilia and livability was proposed through field investigation, data monitoring, site analysis and planning, that is, while retaining the positive attributes of “boundary”, its negative limitation of “pluralistic” space is broken, so as to establish a pluralistic and symbiotic environment with aquaphilia and livability. It can not only effectively alleviate the contradictions between urban and rural areas, between water and land, and between old and new cultures, but also activate the vitality of suburban villages and towns, providing a new idea for the improvement of flood control landscape.

文摘To improve the economic efficiency of urban integrated energy systems(UIESs)and mitigate day-ahead dispatch uncertainty,this paper presents an interconnected UIES and transmission system(TS)model based on distributed robust optimization.First,interconnections are established between a TS and multiple UIESs,as well as among different UIESs,each incorporating multiple energy forms.The Bregman alternating direction method with multipliers(BADMM)is then applied to multi-block problems,ensuring the privacy of each energy system operator(ESO).Second,robust optimization based on wind probability distribution information is implemented for each ESO to address dispatch uncertainty.The column and constraint generation(C&CG)algorithm is then employed to solve the robust model.Third,to tackle the convergence and practicability issues overlooked in the existing studies,an external C&CG with an internal BADMM and corresponding acceleration strategy is devised.Finally,numerical results demonstrate that the adoption of the proposed model and method for absorbing wind power and managing its uncertainty results in economic benefits.
文摘Brazil’s continental dimensions bring huge challenges for the Federal Administration,particularly in relation to low income housing.In this sense,in 2009,Federal Government has launched a huge habitational program entitled“Minha Casa Minha Vida”(in English MHMLP-the“My House,My Life”Program)which has been,so far,the biggest social housing Federal program,and has produced millions of SIH(social interest housing)units.The program was discontinued in 2018.Although the program has been huge,there were few units built in urban centers,increasing the urban sprawl.The feasibility of SIH enterprises in the context of the MHMLP leads to the production towards the outskirts,where the land cost better fits the budget.This cost analysis,however,does not take into consideration future costs of an inefficient infrastructure,poor social services and public safety issues,with impact on the cities’operational costs.This paper compares the total building cost of SIH in peripheral and central areas,emphasizing the benefits of production in central areas when considering indirect operational and infrastructure costs.The research takes into account the infrastructure already available in central areas and the opportunity of appropriate abandoned or underutilized buildings and urban empty spaces.In this sense,a case study has been conducted in two projects in the Metropolitan Area of Rio de Janeiro(RJ)comparing the estimated budget of SIH built far from urban centers,to the probable budget occupying underutilized buildings.Results indicate the necessity to review the parameters adopted when discussing the production of low income housing considering the cities’development as an integrated system.
文摘Within the last decade, substantial progress has been achieved in the management of centralized water reticulation in Zambia. Characterized by diversified fiscal resourcing, concurrent institutional restructuring and introduction of new players in water governance, the water sector is set to achieve improved reliability on sustainable grounds. However, the threat of underground water pollution resulting from increased urbanization besides the unreliable energy sector presents new challenges for the current urban water. In effect, urban areas are affected by chronic water rationing creating public stress and insecurity which impacts domestic development. While the course of development has meant investment in the extension and expansion of water infrastructure in Zambia, alternative urban water resources are being sought to address challenges of traditional water systems globally. This paper therefore attempts to make a case for the modernization of Rooftop Rainwater Harvesting (RRWH) as an augmenting water resource in the Zambian urban housing sector. Here—in, it is identified as a Low Impact Development technology within the Integrated Urban Water Management framework currently being forged by local water. Based on a desktop literature survey and online questionnaire survey, an argument to support the development of RRWH in Zambia was developed. While literature survey results revealed evidence of economic loss and a growing compromise to public health resulting from inconsistent water supply in the study area of Lusaka city, the online questionnaire survey depicted significant domestic stress due to erratic water supply. Results confirmed that at one time residents observed an average of eight hours of power blackouts which effectively induced water disruption forcing homeowners to engage in various water storage methods which in turn are costly on domestic time, health and finances. A retrospective discussion based on both survey results attempts to present benefits and opportunities of urban RRWH to water sector stakeholders providing recommendations towards the mainstreaming of the practice in Zambia.
文摘Eco-city development is a healthy process towards sustainable development, within the carrying capacity of local ecosystem through changing production mode, consumption behavior and decision instrument based on ecological economics and system engineering. The key to its planning is an ecological integration to make trade-off between economic wealth and environmental health, between material and spiritual civilization, between natural and human eco-cybernetics. Integration, demonstration, citizens’ participation and scientists’ and technician’s catalyzing are the key instruments for the implementation of the ecocity plan. "Clean production" and "ecological industry" are key elements in comprehensive development towards an eco-city. Beyond the technical and management questions, how to interlink production, consumption and reduction at the local and regional level, the spatial and urban dimension should be considered in order to perform an integrative urban eco-space.

文摘Cities and the countryside have long been an inseparable organic whole.China's new model of high-quality urbanization requires integrated urban and rural development and rural vitalization.Problems inherent to urban areas are caused by problems inherent to rural areas,and vice versa.Such problems are closely linked,and the compound each other to create“urban-rural problems.”As such,rural vitalization is necessary to prevent problems associated with growing cities,and the new model of urbanization is required to prevent problems in rural areas.Based on a review of domestic and foreign research on integrated urban and rural development,this study analyzes the root causes of persistent urban and rural problems and their counterposing patterns on a theoretical level;analyzes the main factors and driving mechanisms as well as the underlying pattern and sustainability of integrated urban and rural development;constructs a measurement test for integrated urban and rural development;and proposes a triangular model of integrated urban and rural development.It confirms that China's integrated urban and rural development is in the late period of urbanization,which features a high degree of integration and more urban areas and fewer rural areas.Subsequently,it will enter the final period of urbanization and a stage of deep integration,with more urban and fewer rural areas.In the future,it will be necessary to implement a strategy of deeply integrated urban and rural development and use new urbanization and rural vitalization to solve urban-rural problems and improve the quality of urban and rural development.New theories and methods of integrated urban and rural development will need to be created and an evaluation system to judge quantitatively the depth of integrated urban and rural development will need to be established,in order to create desirable urban and rural areas.Future efforts should aim to develop greater synchronization,deeper integration,and mutual success between the new model of urbanization and rural vitalization,so as to improve the high-quality development of,and modernize,both urban and rural areas.

文摘A multi-energy conversion can effectively increase the utilization of renewable energy in the urban integrated energy system(UIES).Meanwhile,the uncertainties of renewable energy resources(e.g.,wind energy)also bring increased challenges to the operation of UIES.In this study,a typical two-stage datadriven distributionally robust operation(DDRO)model based on finite scenarios is proposed for UIES including power,gas and heat networks to obtain a salient strategy from both an economic and robustness perspective.In the first stage,the forecasted information for wind power is especially included to improve the economic aspect of robust decisions.The worst probability distribution for the selected known real-time wind power scenarios can be identified in the second stage where the power differences caused by the real-time uncertainties of wind power can be mitigated by flexible regulation of energy purchasing and coupling units(such as gas turbine,power to gas equipment,electric boiler and gas boiler).Moreover,norm-1 and norm-inf co-constraints are utilized to construct a confidence set for the probability distributions of uncertain wind power.The whole two-stage model is solved by the column-and-constraint generation(CCG)algorithm.Finally,case studies are conducted to show the performance of the proposed model and various approaches.Index Terms-Data-driven methods,distributionally robust optimization,urban integrated energy system,wind power.

文摘Turbulence data(2008–2012) from a 325 m meteorological tower in Beijing, which consisted of three layers(47,140, and 280 m), was used to analyze the vertical distribution characteristics of turbulent transfer over Beijing city according to similarity theory. The conclusions were as follows.(1) Normalized standard deviations of wind speeds/ui * were plotted as a function only of a local stability parameter. The values under near-neutral conditions were 2.15, 1.61, and 1.19 at 47 m, 2.39, 1.75,and 1.21 at 140 m, and 2.51, 1.77, and 1.30 at 280 m, showing a clear increase with height. The normalized standard deviation of wind components fitted the 1/3 law under unstable stratification conditions and decreased with height under both stable and unstable conditions.(2) The normalized standard deviation of temperature fitted the.1/3 law in the free convection limit, but was quite scattered with different characteristics under near-neutral conditions. The normalized standard deviations of humidity and the CO2 concentration fitted the.1/3 law under unstable conditions, and remained constant under near-neutral and stable stratification. The normalized standard deviation of scalars, i.e., temperature, humidity, and CO2 concentration, all increased with height.(3) Compared with momentum, and the water vapor and CO2 concentrations, the turbulence correlation coefficient for heat was smaller under near-neutral conditions, but larger under both stable and unstable conditions. A dissimilarity between heat, and the water vapor and CO2 concentrations was observed in urban areas. The relative correlation coefficients between heat and each of momentum, humidity, and CO2 concentration(|rwT/ruw|, |rwT/rwc| and |rwT/ruq|) in the lower layers were always larger than in higher layers, except for the relative correlation coefficient between heat and humidity in an unstable stratification. Therefore, the ratio between heat and each of momentum, humidity, and CO2 concentration decreased with height.

文摘The uncontrolled growth in urbanization and motorization generally contributes to an urban land use and transportation system that is socially, economically, and environmentally unsustainable. This paper uses Karachi as a case study, which is the largest urban and economic centre of Pakistan, passing through an uncontrolled phase of rapid urbanization and motorization. The paper first reviews research related to sustainable transportation systems to comprehend the concept of sustainable development and transportation. The paper then evaluates the existing transportation and infrastructure system, national transportation policies, and urban transportation projects to determine if the current paradigm is moving toward or away from sustainable transportation. Furthermore, the principles for sustainable urban transportation are developed to see what significance national transportation policies have given to urban transportation from a sustainable transportation point of view. Finally some strategies are suggested, adoption of which may lead to a sustainable urban development and transportation system in Karachi.
