Then, using the famous land-use change model of Conversion of Land Use and its Effects at Small re- gional extent (CLUE-S), this paper simulated the land use changes under historical trend (HT), urban planning (UP) and ecological protection (EP) scenarios considering urban planning and ecological protection over the next 20 years. The simulated results under UP scenario in 2020 were compared with the planning map to assess the feasibility of us- ing land-use change model to guide regional planning. Results show that forest land, dry farmland, paddy, and shrub land were the main land-use categories. Paddy and dry farmland being converted to urban area and rural settlement characterized the land-use change from 1988 to 2004. The main land-use categories changed over time. Landscape-pattem fragmentation will be worse under HT and UP scenarios, but better in EP scenario. The comparing results of simulated map with planning map in 2020 show that land-use change model is powerful tool to guide regional planning. Land-use scenarios can support regional planning and policy-making through analyzing future consequences scientifically.展开更多

With rapid industrialization and urbanization, the contradictions in land-use become more noticeable. Urban administrators and decision-makers seek modern methods and technology to provide information support for urban growth. Recently, with the fast development of high-resolution sensor technology, more relevant data can be obtained, which is an advantage in studying the sustainable development of urban land-use. However, these data are only information sources and are a mixture of "information" and "noise". Processing, analysis and information extraction from remote sensing data is necessary to provide useful information. This paper extracts urban land-use information from a high-resolution image by using the multi-feature information of the image objects, and adopts an object-oriented image analysis approach and multi-scale image segmentation technology. A classification and extraction model is set up based on the multi-features of the image objects, in order to contribute to information for reasonable planning and effective management. This new image analysis approach offers a satisfactory solution for extracting information quickly and efficiently.展开更多

Therefore, serious probl...The rapid expansion of urban areas due to rise in population and economic growth is increasing additional demand on natural resources thereby causing land-use changes especially in megacities. Therefore, serious problems associated with rapid development such as additional infrastructure, informal settlements, environmental pollution, destruction of ecological structure and scarcity of natural resources has been studied carefully using remote sensing and GIS technologies for a rapidly grown megacity namely, Delhi. The present work evaluates the land use/land cover (LULC) changes and urban expansion in Mega city Delhi and highlights the major impact of rapid urbanization and population growth on the land cover changes which needs immediate attention. The results indicate that the city is expanding towards its peripheral region with the conversion of rural regions in to urban expansions. Built-up area of Delhi witnessed an overall increment from 540.7 km2 to 791.96 km2 or 16.86% of the total city area (1,490 km2 ) during the study period 1997 to 2008 which mainly came from agriculture land, waste land, scrub-land, sandy areas and water bodies. The increment in forest cover of 0.5 % is very small when considering the increment in built up category to 17%. Total area of waterbodies has reduced by 52.9% in a ten year period (58.26 km2 in 1997 to 27.43 km2 in 2008) with shallow waterbodies now having a dismal presence. LULC changes are studied with the urban growth parameters such as population, vehicles, gross state domestic product etc. The results lay emphasis on the concepts of urban planning to be applied such that more consideration is towards the preservation and management of natural land use classes which will increase the quality of life in an urban environment.展开更多
Climate change vulnerability assessment is an essential tool for identifying regions that are most susceptible to the impacts of climate change and designing effective adaptation actions that can reduce vulnerability ...Climate change vulnerability assessment is an essential tool for identifying regions that are most susceptible to the impacts of climate change and designing effective adaptation actions that can reduce vulnerability and enhance long-term resilience of these regions.This study explored a framework for climate change vulnerability assessment in the new urban planning process in Jangwani Ward,Tanzania.Specifically,taking flood as an example,this study highlighted the steps and methods for climate change vulnerability assessment in the new urban planning process.In the study area,95 households were selected and interviewed through purposeful sampling.Additionally,10 respondents(4 females and 6 males)were interviewed for Focus Group Discussion(FGD),and 3 respondents(1 female and 2 males)were selected for Key Informant Interviews(KII)at the Ministry of Lands,Housing and Human Settlements Development.This study indicated that climate change vulnerability assessment framework involves the assessment of climatic hazards,risk elements,and adaptive capacity,and the determination of vulnerability levels.The average hazard risk rating of flood was 2.3.Socioeconomic and livelihood activities and physical infrastructures both had the average risk element rating of 3.0,and ecosystems had the average risk element rating of 2.9.Adaptive capacity ratings of knowledge,technology,economy or finance,and institution were 1.6,1.9,1.4,and 2.2,respectively.The vulnerability levels of socioeconomic and livelihood activities and physical infrastructure were very high(4.0).Ecosystems had a high vulnerability level(3.8)to flood.The very high vulnerability level of socioeconomic and livelihood activities was driven by high exposure and sensitivity to risk elements and low adaptive capacity.The study recommends adoption of the new urban planning process including preparation,planning,implementation,and monitoring-evaluation-review phases that integrates climate change vulnerability assessment in all phases.展开更多

In the last 20 years,the built-up areas of Europe have increased by 20%,while the population increased by 6% only.Given the fact that urban sprawl occurs when the rate of land-use conversion exceeds the rate of popula...In the last 20 years,the built-up areas of Europe have increased by 20%,while the population increased by 6% only.Given the fact that urban sprawl occurs when the rate of land-use conversion exceeds the rate of population growth,we can now talk about the existence of urban sprawl in Europe.In Bulgaria,during the period 2004-2012,the developers’interest in agricultural and forest lands located outside the development zones of different settlements increased in parallel with the construction development of urban areas,mainly around larger towns,resort and holiday areas.The low price of agricultural lands can be seen as one of the main reasons in this regard.The issues of the utilization of agricultural lands,their conversion into urban(construction)lands,and zoning have been defined by a number of national and local legal acts,which were passed and subsequently renewed/modified in a more recent period.The main act regulating the spatial planning and construction on the territory of the Republic of Bulgaria is the SPA(Spatial Planning Act).The ALPA(Agricultural Land Protection Act)and its corresponding regulations provide an appropriate legal basis for the protection of agricultural lands and their yield.Overall,as different acts and regulations concerning issues related to the conversion of agricultural,forest,and protected areas are not in conflict,they may be said to have been harmonized.There are,however,some points which leave possibilities for uncontrolled urban growth.展开更多

Study area is the island of Naxos, which is a typical Mediterranean island. In order to monitor the land-use changes of the island for the period 1987-2010, object-based classification of three Landsat images has been carried out. The 1987 land-use classification defined the initial population for the Genetic Algorithm (GA) and the aim was to provide the optimal development scenario for Naxos island taking into consideration legislation, geological characteristics and environmental parameters. The GA was used in order to introduce land use changes while maximizing transformation suitability, compactness, economic return, and minimizing soil erosion. The output of the GA was compared to the actual development of the island. The outcomes confirmed the proposed algorithm’s convergence process, while the GA solutions eventually formed a Pareto Front and performed adequately across all objectives. The GA algorithm has proposed reduction of Irrigated farming land by 16%, increase of Dry farming land by 131%, and the maximum allowed by the defined constraints increase of Urban land (100%), mostly on the eastern and central part of Naxos. These changes significantly differ from the actual development of the island. Economic return after optimization increased by 18%, while soil erosion decreased from 1948 t/y to 1843 t/y.展开更多
The accelerated growth of the vehicular fleet, the modernization of large urban centers, and the few adjustments to the road network in Fortaleza have intensified the problems of traffic and emissions of atmospheric p...The accelerated growth of the vehicular fleet, the modernization of large urban centers, and the few adjustments to the road network in Fortaleza have intensified the problems of traffic and emissions of atmospheric pollutants, highlighting the necessity for strategic urban planning initiatives to address the escalating issues of traffic and pollution. With the objective of analyzing the indices of concentrations of atmospheric pollutants and estimating how these levels can affect human health, this work consists of a study of the analysis of air quality in the intense trade region of Fortaleza. For this, the analysis zone was divided into three perimeters (Major - Medium - Minor), where each perimeter was analyzed at 7 am, 12 noon and 5 pm. Concentrations of the type of O<sub>3</sub>, particulate matter (PM<sub>2.5</sub> and PM<sub>10</sub>), CO<sub>2</sub> and HCHO were collected. Our results demonstrate that most of the analyses are within the limits of current legislation;however, at certain times and perimeters, the analyses of CO<sub>2</sub> and HCHO exceeded the established limits. In view of the above, we conclude that public policies to control air quality are necessary to reduce the damage to human health and the environment caused by pollutants.展开更多

However, t...The objective of this paper is to demonstrate necessity to inform relevant parties about engineering-geological conditions for various practical purposes, especially including appropriate land-use planning. However, the relationship between relevant geological information and the geological environment is vital for foundation engineering purposes, especially where demanding structures are involved. This information is most conveniently structured when accumulated information concerning engineering-geological zones is utilized. This necessarily includes knowledge of rock workability and also of the pre-Quaternary bedrock, and these characteristics were then related to the current built-up area and future development according to the land-use plans in a case study are from the Petrvald Region (Czech Republic). The geological environment of area has been severely influenced by anthropogenic effects of deep black coal mining. Results of this research showed that future development should be founded on spoil banks, dumps, and settling basins. According to the land-use plan, this zone occupies 44.9% of the area of interest, and its materials predominantly emanate from mining in the Ostrava-Karvina Coal District. For future foundation structures planned there, it is imperative to consult detailed engineering-geological study. However, attention to and reliance on this necessity is not reflected in the existing land-use plan.展开更多

Desired situations and goals are considered, and means are proposed for bridging the gap between the present malaise and a desired situation, based on five key approaches developed by the authors. Given the fact that the southern part of the province of Haut-K...Environmental change is characterized as an alteration in the environment caused primarily by human activities and ecological processes that are natural. Given the fact that the southern part of the province of Haut-Katanga in the Democratic Republic of the Congo (DRC) is part of the African Copperbelt and has been a region of intense mining for decades, humans have affected the physical environment in various ways: such as overpopulation, suburbanization, wastage, deforestation. It is therefore important to track and control the changes in the area’s mining activities. This study aimed to analyze these changes using remote sensing techniques. Landsat satellite images from 2002 and 2022 were processed and classified to quantify changes in built-up area, agricultural land, and vegetation cover over the 20-year period. The classification results revealed sizable differences between the two time points, indicating considerable expansion of built-up land and declines in agricultural land and vegetation cover from 2002 to 2022 in Likasi. These findings provide evidence that urban growth has transformed the landscape in Likasi, likely at the expense of farmland and ecosystems. Further analysis of the remote sensing data could quantify the changes and model future trends to support sustainable land use planning. The land cover and land use analysis were performed with the assistance of the ERDAS 16.6.13 software by mapping LANDSAT data from two different years 2002 and 2022.展开更多

The development of satellite city has been summarized, that is, "lying city-semi-detached satellite city-active satellite city"; their characters have been illustrated; then, the effective application of this theory in urban areas of London and Paris has been introduced. Finally, by taking Shanghai and Xi'an City for example, it has introduced the practical application of satellite city theory in modern urban planning of China, and concluded the function of satellite city in Chinese urban construction. LULC changes are studied with the urban growth parameters such as population, vehicles, gross state domestic product etc. The results lay emphasis on the concepts of urban planning to be applied such that more consideration is towards the preservation and management of natural land use classes which will increase the quality of life in an urban environment.
文摘Climate change vulnerability assessment is an essential tool for identifying regions that are most susceptible to the impacts of climate change and designing effective adaptation actions that can reduce vulnerability and enhance long-term resilience of these regions.This study explored a framework for climate change vulnerability assessment in the new urban planning process in Jangwani Ward,Tanzania.Specifically,taking flood as an example,this study highlighted the steps and methods for climate change vulnerability assessment in the new urban planning process.In the study area,95 households were selected and interviewed through purposeful sampling.Additionally,10 respondents(4 females and 6 males)were interviewed for Focus Group Discussion(FGD),and 3 respondents(1 female and 2 males)were selected for Key Informant Interviews(KII)at the Ministry of Lands,Housing and Human Settlements Development.This study indicated that climate change vulnerability assessment framework involves the assessment of climatic hazards,risk elements,and adaptive capacity,and the determination of vulnerability levels.The average hazard risk rating of flood was 2.3.Socioeconomic and livelihood activities and physical infrastructures both had the average risk element rating of 3.0,and ecosystems had the average risk element rating of 2.9.Adaptive capacity ratings of knowledge,technology,economy or finance,and institution were 1.6,1.9,1.4,and 2.2,respectively.The vulnerability levels of socioeconomic and livelihood activities and physical infrastructure were very high(4.0).Ecosystems had a high vulnerability level(3.8)to flood.The very high vulnerability level of socioeconomic and livelihood activities was driven by high exposure and sensitivity to risk elements and low adaptive capacity.The study recommends adoption of the new urban planning process including preparation,planning,implementation,and monitoring-evaluation-review phases that integrates climate change vulnerability assessment in all phases.

文摘In the last 20 years,the built-up areas of Europe have increased by 20%,while the population increased by 6% only.Given the fact that urban sprawl occurs when the rate of land-use conversion exceeds the rate of population growth,we can now talk about the existence of urban sprawl in Europe.In Bulgaria,during the period 2004-2012,the developers’interest in agricultural and forest lands located outside the development zones of different settlements increased in parallel with the construction development of urban areas,mainly around larger towns,resort and holiday areas.The low price of agricultural lands can be seen as one of the main reasons in this regard.The issues of the utilization of agricultural lands,their conversion into urban(construction)lands,and zoning have been defined by a number of national and local legal acts,which were passed and subsequently renewed/modified in a more recent period.The main act regulating the spatial planning and construction on the territory of the Republic of Bulgaria is the SPA(Spatial Planning Act).The ALPA(Agricultural Land Protection Act)and its corresponding regulations provide an appropriate legal basis for the protection of agricultural lands and their yield.Overall,as different acts and regulations concerning issues related to the conversion of agricultural,forest,and protected areas are not in conflict,they may be said to have been harmonized.There are,however,some points which leave possibilities for uncontrolled urban growth.

文摘On the basis of the information entropy and equilibrium degree of urban land-use spatial structure, the paper analyzes the characteristics and rules of urban land-use spatial structure changes in Wuhan in 1990s, in which the types of land-use are shrinking and urban land-use changes are disequilibria. With PCA and GRA employed, the driving forces have also been analyzed. The driving force of city welfare and social structure, the towing force of city industrial structure transition, and the pressing force of city construction and reconstruction are main momentum factors. Moreover, the latter forces are more significant.
文摘This paper explores the potential application of a modified version of the Non-dominated Sorting Genetic Algorithm (NSGA)-II for land-use planning in Mediterranean islands that constitute a geographical entity with similar characteristics. Study area is the island of Naxos, which is a typical Mediterranean island. In order to monitor the land-use changes of the island for the period 1987-2010, object-based classification of three Landsat images has been carried out. The 1987 land-use classification defined the initial population for the Genetic Algorithm (GA) and the aim was to provide the optimal development scenario for Naxos island taking into consideration legislation, geological characteristics and environmental parameters. The GA was used in order to introduce land use changes while maximizing transformation suitability, compactness, economic return, and minimizing soil erosion. The output of the GA was compared to the actual development of the island. The outcomes confirmed the proposed algorithm’s convergence process, while the GA solutions eventually formed a Pareto Front and performed adequately across all objectives. The GA algorithm has proposed reduction of Irrigated farming land by 16%, increase of Dry farming land by 131%, and the maximum allowed by the defined constraints increase of Urban land (100%), mostly on the eastern and central part of Naxos. These changes significantly differ from the actual development of the island. Economic return after optimization increased by 18%, while soil erosion decreased from 1948 t/y to 1843 t/y.
文摘The accelerated growth of the vehicular fleet, the modernization of large urban centers, and the few adjustments to the road network in Fortaleza have intensified the problems of traffic and emissions of atmospheric pollutants, highlighting the necessity for strategic urban planning initiatives to address the escalating issues of traffic and pollution. With the objective of analyzing the indices of concentrations of atmospheric pollutants and estimating how these levels can affect human health, this work consists of a study of the analysis of air quality in the intense trade region of Fortaleza. For this, the analysis zone was divided into three perimeters (Major - Medium - Minor), where each perimeter was analyzed at 7 am, 12 noon and 5 pm. Concentrations of the type of O<sub>3</sub>, particulate matter (PM<sub>2.5</sub> and PM<sub>10</sub>), CO<sub>2</sub> and HCHO were collected. Our results demonstrate that most of the analyses are within the limits of current legislation;however, at certain times and perimeters, the analyses of CO<sub>2</sub> and HCHO exceeded the established limits. In view of the above, we conclude that public policies to control air quality are necessary to reduce the damage to human health and the environment caused by pollutants.
文摘This work is carried out based on the analysis of urban planning instruments,taking the gender perspective as a foundation.It arises from the inclusion of women in the participation of urban development,through an analysis of the gender gaps that have marked the history of women,the inequalities serve as a basis for carrying out this study.It highlights the challenges we face today as a society in the process of building citizen participation,where we must all be recognized and have equal opportunities within the territory in which we live.This article analyzes the extent to which the Municipal Urban Development Programs of the Mexican municipality of Comala,Colima,Mexico,consider the recommendations on gender and urbanism,established since the 1990s by international entities and applied transversally to urban planning policies.Considerable differences are found between women and men in terms of empowerment and participation in urban territorial planning instruments,mainly in the oldest instrument(1997).Significant progress is observed in the most recent document and is currently in force in the municipality of Comala(2009).

文摘The objective of this study was to determine the degree of citizen participation in urban planning processes in the municipality of Comala,Colima,Mexico to have a broader vision of the citizens and the environment in which they live.An instrument was designed specifically to perform this study and the instrument was validated by calculating Cronbach’s Alpha.The results showed that citizens were highly involved in issues concerning their urban environment,and the main problems of the public spaces were also identified.

文摘In order to maintain the overall social interest in land use and improve the level of land administration, an information system for land-use planning and management (ISLUPM) was established, which is composed of presentation layer, business logic layer and data layer in the general structure. The application support platform of the ISLUPM, built based on COM, COM + and .NET standard components, includes data engine, data management, assemblies, components management, operation management, and interface. Then, an elaboration was made on major functions of the ISLUPM, such as planning revision scheme, planning operation flow, digital processing, thematic analysis and inquiry, and preparation of the chart of reserved land resources. The developed system has been successfully applied to the land-use planning and management work of Longquanyi District, Chengdu, China. It may provide a reference for development of geographic information system (GIS) for land and resources.

文摘The objective of this paper is to demonstrate necessity to inform relevant parties about engineering-geological conditions for various practical purposes, especially including appropriate land-use planning. However, the relationship between relevant geological information and the geological environment is vital for foundation engineering purposes, especially where demanding structures are involved. This information is most conveniently structured when accumulated information concerning engineering-geological zones is utilized. This necessarily includes knowledge of rock workability and also of the pre-Quaternary bedrock, and these characteristics were then related to the current built-up area and future development according to the land-use plans in a case study are from the Petrvald Region (Czech Republic). The geological environment of area has been severely influenced by anthropogenic effects of deep black coal mining. Results of this research showed that future development should be founded on spoil banks, dumps, and settling basins. According to the land-use plan, this zone occupies 44.9% of the area of interest, and its materials predominantly emanate from mining in the Ostrava-Karvina Coal District. For future foundation structures planned there, it is imperative to consult detailed engineering-geological study. However, attention to and reliance on this necessity is not reflected in the existing land-use plan.
文摘The objective of this study is to weigh and recommend environmentally-optimal regional land-use planning guidelines for coastal regions. The present malaise is assessed, as regards inefficiencies, non-suitability, non-sustainability, enhancing factors of environmental degradation, and potentially destructive consequences of current land-use alteration. Desired situations and goals are considered, and means are proposed for bridging the gap between the present malaise and a desired situation, based on five key approaches developed by the authors. Specific examples of regional approaches are presented. Guidelines and operational measures for sound regional planning the authors have employed in similar circumstances are recommended.
文摘Environmental change is characterized as an alteration in the environment caused primarily by human activities and ecological processes that are natural. Given the fact that the southern part of the province of Haut-Katanga in the Democratic Republic of the Congo (DRC) is part of the African Copperbelt and has been a region of intense mining for decades, humans have affected the physical environment in various ways: such as overpopulation, suburbanization, wastage, deforestation. It is therefore important to track and control the changes in the area’s mining activities. This study aimed to analyze these changes using remote sensing techniques. Landsat satellite images from 2002 and 2022 were processed and classified to quantify changes in built-up area, agricultural land, and vegetation cover over the 20-year period. The classification results revealed sizable differences between the two time points, indicating considerable expansion of built-up land and declines in agricultural land and vegetation cover from 2002 to 2022 in Likasi. These findings provide evidence that urban growth has transformed the landscape in Likasi, likely at the expense of farmland and ecosystems. Further analysis of the remote sensing data could quantify the changes and model future trends to support sustainable land use planning. The land cover and land use analysis were performed with the assistance of the ERDAS 16.6.13 software by mapping LANDSAT data from two different years 2002 and 2022.

文摘The early Western urban planning theory has provided a vital reference for modern urban planning in China. After the illustration of the development of Western urban planning theory during World War II, the definition of satellite city has been introduced in detail by taking the planning theory of satellite city as an example. The development of satellite city has been summarized, that is, "lying city-semi-detached satellite city-active satellite city"; their characters have been illustrated; then, the effective application of this theory in urban areas of London and Paris has been introduced. Finally, by taking Shanghai and Xi'an City for example, it has introduced the practical application of satellite city theory in modern urban planning of China, and concluded the function of satellite city in Chinese urban construction. It hopes to provide a reference for satellite urban planning theory guiding practice, so as to control and evacuate urban people scientifically, promote the functional orientation and spatial distribution balance of towns and cities, and finally facilitate the sustainable development of living environment.
