Combing and Discussion of Modern Urban Planning Ideas

Since the emergence of utopian socialism and other modern urban planning ideas,as well as the proposing of“garden cities”by Howard,modern urban planning theory has experienced a variety of planning ideas,and these ideas play a great role in guiding urban construction and planning.In this century,cities have ushered in many industrial revolutions,and urban life,economy,and ecology have changed greatly.Planning scholars in various countries are actively looking for“medicine”to save cities in the“sick”.In this paper,modern urban planning ideas were sorted out,and how to learn from the current territorial spatial planning that is being compiled around the country was thought about.

Atmospheric Pollutants in a Commercial Region of Fortaleza, Ceará, Brazil: Integration of Health, Environment and Economy in Urban Planning to Improve Air Quality

The accelerated growth of the vehicular fleet, the modernization of large urban centers, and the few adjustments to the road network in Fortaleza have intensified the problems of traffic and emissions of atmospheric pollutants, highlighting the necessity for strategic urban planning initiatives to address the escalating issues of traffic and pollution. With the objective of analyzing the indices of concentrations of atmospheric pollutants and estimating how these levels can affect human health, this work consists of a study of the analysis of air quality in the intense trade region of Fortaleza. For this, the analysis zone was divided into three perimeters (Major - Medium - Minor), where each perimeter was analyzed at 7 am, 12 noon and 5 pm. Concentrations of the type of O3, particulate matter (PM2.5 and PM10), CO2 and HCHO were collected. Our results demonstrate that most of the analyses are within the limits of current legislation;however, at certain times and perimeters, the analyses of CO2 and HCHO exceeded the established limits. In view of the above, we conclude that public policies to control air quality are necessary to reduce the damage to human health and the environment caused by pollutants.

Analysis Of Urban Planning Instruments in Comala,Colima,Mexico(1997-2009)from a Gender Perspective-A Secondary Publication

This work is carried out based on the analysis of urban planning instruments,taking the gender perspective as a foundation.It arises from the inclusion of women in the participation of urban development,through an analysis of the gender gaps that have marked the history of women,the inequalities serve as a basis for carrying out this study.It highlights the challenges we face today as a society in the process of building citizen participation,where we must all be recognized and have equal opportunities within the territory in which we live.This article analyzes the extent to which the Municipal Urban Development Programs of the Mexican municipality of Comala,Colima,Mexico,consider the recommendations on gender and urbanism,established since the 1990s by international entities and applied transversally to urban planning policies.Considerable differences are found between women and men in terms of empowerment and participation in urban territorial planning instruments,mainly in the oldest instrument(1997).Significant progress is observed in the most recent document and is currently in force in the municipality of Comala(2009).

全球范围内以城市化为主要驱动力造成的景观变化,成为当今世界最大的挑战议题之一,景观变化和城市发展的可持续解决方案成为国际研究热点。以国际权威期刊Landscape and Urban Planning 2010~2019年刊载的1891篇论文为研究对象,利用科学计量学及计量可视化软件CiteSpace,从发文量、载文类型、国家占比、合作机构、共现关键词等方面分析了国际景观规划近10年的研究热点。研究结果表明,国际景观规划近10年研究热点集中在国土利用和管理、城市绿道和绿色空间、城市雨洪管理、乡村景观、生物多样性保护、城市热岛、低碳城市、景观结构等方向。该结果可为科研工作者提供借鉴信息,为我国城市景观规划理论创新与实践发展提供有益启示。

The Multi-Scale Numerical Modeling System for Research on the Relationship between Urban Planning and Meteorological Environment

Considering the urban characteristics, a customized multi-scale numerical modeling system is established to simulate the urban meteorological environment. The system mainly involves three spatial scales: the urban scale, urban sub-domain scale, and single to few buildings scale. In it, different underlying surface types are employed, the building drag factor is used to replace its roughness in the influence on the urban wind field, the effects of building distribution, azimuth and screening of shortwave radiation are added, and the influence of anthropogenic heating is also taken into account. All the numerical tests indicate that the simulated results are reasonably in agreement with the observational data, so the system can be used to simulate the urban meteorological environment. Making use of it, the characteristics of the meteorological environment from the urban to urban sub-domain scales, even the among-buildings scale, can be recognized. As long as the urban planning scheme is given, the corresponding simulated results can be obtained so as to meet the need of optimizing urban planning.

Study on the Layout of Urban Planning in Rapid Urbanization Areas under the Background of Air Pollution

China＇s urbanization has been over the medium-term process,which has made great achievements,but also triggered a huge problem of air pollution. Air pollution has become a big problem after the water pollution in China,and a serious threat to people＇s life and health. Under the background of ＂ the construction of beautiful China＂ and rapid urbanization,how to build a beautiful home has become the focus of attention. Taking Shenyang as an example,the author contrastively analyses the spatial distribution of the main air pollutants（ PM10,PM2. 5,and SO2） and the present situation of land use,and thus finds out the rules between pollutants distribution and land use. Then combining the urban planning scheme and the rules obtained above,reasonable suggestions are proposed for the scheme to improve the air quality,and reduce or avoid air pollution,and providing the basis for the construction of a piece of blue sky. The conclusions are as follows： 1 air pollutants concentration above Light Oil Gas Making Factory in south vice city of Shenyang reaches the peak value,and industrial point source is the main air pollutants emission source; 2 pollutants concentration above greenbelt is the lowest; 3 the overall spatial structure of urban planning can insulate the industrial agglomeration areas to some extent; greenbelt planning covers 40%- 50% of the area with high concentration of air pollutants,and it is suggested to achieve full coverage; traffic planning can achieve shunt most of the pollutants in many regions,but it can also expand the scope of pollutants in some certain regions,in such regions,it should reduce the road density.

Urban Planning and Inadequacies of Implementation:The Case of the City of Larissa,Greece

Urban planning in Greece is identified by two characteristics:the domination of the legislative/legal level on the policy-making one,and the“implementation gap”between laws and plans,and related implementations.In fact,the most frequent reason for the implementation gap is the inability of local administration to compensate landowners.An additional reason for the non-implementation of Urban Plans is that if the expropriation/compensation is delayed for more than a legally specified period,the landowner can ask the lifting of the expropriation.Larissa faces such difficulties.Due to lack of money for expropriations,its¾years-old Urban Plan has been implemented only by 77%.In the city,there are nearly 120 of cases to be expropriated/compensated,and the total amount needed is estimated to 150 million Euros.Obviously,the municipality is impossible to afford this amount,and the Urban Plan is in serious risk of not being implemented.In that context,the paper suggests a re-examination and a re-classification of the prescribed spaces based on three critical factors:the“urban importance”of each“prescribed space”,the economic affordability of financing its expropriation,and the legal characteristics of property rights.

Assessment of the Importance of Greenery in Urban Planning in Modern Britain

In recent years, the world has embraced rapid and large-scale urbanization making more citizens share the progress of society, such as abundant commodities, convenient and fast transportation, excellent medicine and education. For the urbanization, more land inside or around the limited cities have been exploited at the expense of greenery to build buildings as well as infrastructure to satisfy the according demands caused by urbanization. But human beings can never live without greenery, and more citizens mean more needs on greenery. In view of this, the importance of greenery has been increasingly recognized by urban planners and policy makers. This essay aimed to explore the role that greenery plays in urban planning in modern Britain and provided the theoretical basis for better utilization of greenery in the future urban planning.

Urban Planning History of Shenzhen City since 1979 and Its Enlightenment

Shenzhen Special Economic Zone has achieved remarkable progress through the 30-year development. The change from the past frontier town to the current megacity makes urban planning practices of Shenzhen City significant for the exploration of other Chinese cities. Combining with significant planning events of Shenzhen City, this paper divided its urban planning history into 3 stages: exploration, transformation and improvement, and particularly introduced its overall planning, urban design, and statutory plan, and finally proposed suggestions for other cities' development on the basis of urban planning history of Shenzhen.

Urban Planning and Greening Practices: A Case For Neighborhood Development in a Typical Urban Area

The work that follows aims at evaluating the urban area/neighborhood of“Agios Konstantinos”in the city of Larissa to the extent that it meets the criteria of green-sustainable design,as these criteria are included in the LEED-Neighborhood Development system methodology.The above methodology encodes the most important elements for green urban planning and provides a quantitative assessment system with key axes those of“smart location and connectivity”,“neighborhood model and plan”and“green infrastructure and buildings”.Nowadays,there is an ongoing debate on urban space and its problems.All urban elements,such as those of the built-structured environment,its open-public areas and its natural elements formulate the urban plot.At the same time,human activities greatly affect both the plot and the living conditions.Environmental issues are often disregarded in urban space and its planning process with damaging effects on cities and,more general,on urban settlements.The advantages and benefits of formally including environmental considerations in urban planning and integrating them into urban development strategies are many,as two of the most important“urban problems”are those of the gradual deterioration and degradation of the area’s microclima and the excessive consumption of energy resources.

Toward a Multi-Dimensional Ontology Model for Urban Planning

In the recent past years, the major challenge facing scientists and researchers in the field of knowledge engineering is classifying and sharing geographic data with both computer and human. Ontology is one of the most important classification schemes that aim to make data machine-interpretable. In the literature, all ontology based models developed in the field of urban planning have some limits. First, they describe the nature of each parcel of the soil while ignoring other important components of urban planning such as services, infrastructure … Secondly, these ontologies are developed according to legislation and regulations of the zone studied so they can’t be used by some urban territories that have specific urban law such as Moroccan country. This paper presents a new multi-dimensional ontology model called LUP specifically developed to overcome this flaw. The main goal is to provide semantic land use descriptions according to four dimensions: zoning, services, infrastructure and easement and to define all LUP concepts within the Moroccan urban law. We illustrate the use of our proposed model with a case study by mapping a land use planning document within the area of Ainchock municipality of Casablanca city according to our model concepts.

“Dangerous”Buildings and Urban Planning:Locus,Legal Framework and Assessment for the City of Larissa

Dangerous,vacant and abandoned buildings traditionally have been considered as negative elements in the urban environment.Their“harmful”properties include hosting“nests”of criminality(drug trafficking etc.),becoming a threat to public safety(easy to catch fire,collapsing building materials etc.),degrading conditions of public health(rubbish damp,rats infesting etc.),affecting property values in the surrounding areas,loading their owners with taxes(property tax etc.)and no revenues,imposing negative impacts on the aesthetics and the quality of the urban environment.On the other hand,they might trigger opportunities for urban regeneration,provide new available spaces for urban uses if demolished,and provide a stock of urban elements of special characteristics,to be used for the formulation of housing policies.The present article reviews urban policies focusing on these properties and assesses existing implementations.The various factors characterizing the above initiatives constitute challenging planning and legal cases.The complexity of the issue of abandoned buildings in the urban environment,is to be tested in the case of the city of Larissa,Greece.Legal and planning inadequacies in dealing with the above will be investigated,and proposals for the formulation of policies and legal tools will be synthesized.

Urban Planning Analysis Based on the Concept of Smart Ecology

With the progress and development of economic society,the defects in traditional urbanplanning have gradually become prominent,resulting in more and more serious urban diseases.Variousproblems in urban construction have produced a series of adverse effects on urban development.Facedwith such situations,major cities actively explore smart and ecological construction,and take ecology as theguide to promote sustainable development on the concept of smart ecology under the background of bigdata information age.Based on this,relevant strategies of smart eco-city planning in urban planning anddesign are analyzed,and the planning and design ideas under smart ecological concept are discussed fromthe aspects of living environment,green transportation and ecological governance,hoping that theoreticaldiscussion will be helpful to the design practice.

Urban Sprawl and the Challenges for Urban Planning

Dispersed urbanization, urban planning and management instruments such as zoning, and urban expansion zones, have become increasingly consistent in leading cities toward an uncertain and chaotic future. The urban perimeters of municipalities have been used increasingly in favor agents of the reproduction of unequal urban space, aggravating the process of socio-spatial segregation, the formation of urban gaps and real estate speculation. Inherent to this process, infrastructure, one of the most important components of urban land and one of the most costly for local governments, has become increasingly dispersed and obsolete in the midst of the disordered occupation of the city’s land. Based on the above, this paper aims to analyze the phenomenon of urban sprawl in the city of Londrina by means of geotechnologies and to identify the impacts that the form of land occupation the city has employed may cause on the current and future scenario of the municipality in general. To this end, thematic maps were drawn up from multiple sources, which, allied to a review of the literature, indicate that the municipality of Londrina exhibits intense characteristics of the phenomenon of urban sprawl, leading to consequences for territorial ordering and the egalitarian spatial distribution of essential services to the population.

Research on the Mode Transformation and Innovation of Urban Planning Management

THE APPLICATION OF GIS IN URBAN PLANNING:ENVIRONMENTAL ZONING STUDY IN THE OLD CITY OF WENZHOU,CHINA

Due to rapid growth of population, urbanization and industrialization, in many cites of the developing world, there is severe contradiction between urban land supply and land demand which resulted in many urban land use conflicting situations and urban environment degrading. This paper is mainly focused on this problem, demonstrating the feasibility and efficiency of environmental study by integrating GIS and environmetal zoning method. Two neighbourhoods of the old city of Wenzhou were chosen as the study area. With the aid of GIS software PC Arc/info as dBate IV, an urhan environmental impact assessment study was carried out based on the data available such as land use map and detailed attribute data of each land planning unit. The main factors taken into consideration include: the type of activity causing environmental stress, the type and strength of environmental impact and the type of receptive area that could be affected.

Wind and Snow Impacts on Urban Space Planning:A Multiphase Numerical Simulation

The wind and snow environment outside the planned space plays a key role in the comfort and safety of the human habitat in severe cold regions. Traditional studies of the external environment of human settlements, however, frequently overlook the combined impacts of wind and snow environments. Furthermore, in urban meteorological studies, it is impossible to accurately assess the wind and snow environment in specific areas or locations. In this study, a refined Computational Fluid Dynamics(CFD) multiphase flow numerical method was used to simulate a planning space's wind and snow environment. The study classified the Snowstorm Weather Grade(SWG) by incorporating the Snowstorm Weather Index(SWI) to generate calculation results of the wind environment and snow environment. In particular, 150 measurement points in the planning space were chosen for analysis and evaluation of their wind and snow environments. The results demonstrated that the SWI index can effectively correlate to the wind and snow environment calculation results. In addition, the graph of SWI showed that 55% of the measurement points had a moderate wind and snow grade SWI, which exceeds the average grade for the entire region. The practical application shows that the wind and snow environment assessment indexes and technical methods developed in this paper can be successfully applied to wind and snow environment studies in other cold cities.

Strengthening Alexandria Urban Fabric by Planning Urbanism’s Walkable Area

Nowadays city of Alexandria has a very wide range of urban development projects;some of them have a major influence on the physical being of the city meanwhile others just have a small interpretation to its characteristics.The rapid growth of Alexandria city in the nineteenth century led to calls for parks to be provided for the health of all categories in the society.This could be seen as an early precedent to highlight the role of open spaces in supporting what we now call sustainable development.This paper proposes an urban development project which makes a replacement of an urban crawl in Alexandria city into unique open space through presenting a comprehensive approach for assessing this suggested project to create a walkability area based on a combination of its conceptual and applicable aspects.Discussion of the sustainability modules to this new urban development project in Alexandria will be accomplished,by the aim of investigating its ability to stand against the future challenges.It is concluded that a significant attribute of urban design achieves continuity of the urban fabric and streets,because this facilitates flows.Wherever movements occur,there is vitality and flow creates eyes on the street producing spontaneous surveillance.Also,comparison of contextual and neighbourhood before and after the project revealed the positive impact of the suggested project either on the built(physical)environment’s or health and social well-being.

GIS Application in Urban Flood Risk Analysis: Midar as a Case Study

The significance of this study lies in its exploration of the advanced applications of Geographic Information Systems (GIS) in assessing urban flood risks, with a specific focus on Midar, Morocco. This research is pivotal as it showcases that GIS technology is not just a tool for mapping, but a critical component in urban planning and emergency management strategies. By meticulously identifying and mapping flood-prone areas in Midar, the study provides invaluable insights into the potential vulnerabilities of urban landscapes to flooding. Moreover, this research demonstrates the practical utility of GIS in mitigating material losses, a significant concern in flood-prone urban areas. The proactive approach proposed in this study, centered around the use of GIS, aims to safeguard Midar’s population and infrastructure from the devastating impacts of floods. This approach serves as a model for other urban areas facing similar challenges, highlighting the indispensable role of GIS in disaster preparedness and response. Overall, the study underscores the transformative potential of GIS in enhancing urban resilience, making it a crucial tool in the fight against natural disasters like floods.

Research on Urban Building Parametric Modelling Method Based on CityEngine

With the advancement of technology and the development of cities,urban planning and management methods are also constantly improving.From paper-based assignments to modern digitization,new technologies have enabled more efficient design and management for cities.3D modeling can used to simulate the urban environment,which can assist in urban planning and management.However,large-scale modeling cannot be achieved through existing modeling methods,and there are still some shortcomings in the maintenance of the model.Therefore,this article proposes a Computer Generated Architecture(CGA)parametric 3D modeling method based on CityEngine.Research on expanding and customizing modeling rules to create indoor and outdoor modeling rule templates for buildings and methods for generating urban 3D models have been carried out.The results have shown that the completed model can be displayed on different platforms thanks to parameterized modeling.The model can be modified easily and directly applied to the analysis and decision-making of urban planning schemes.
