Analysis of problems in urban green space system planning in China

This paper discusses the major problems in urban green space system （UGSS） planning at both general and special planning levels in China. At general planning level, the problems of the UGSS are mainly from the ignorance in the characteristics of urban nature spaces and the limitation factors of the urban planning system. Great importance is attached to the green spaces in the built area of city, but the green spaces in surrounding areas of the city is unnoticed. Furthermore, because the area of UGSS planning is strictly limited by the administrative zoning, the green space system loses its integrity and rationality in spatial patterns. The schedules of urban development planning mismatched the paces and progresses of the ecological restoration cycles. At special plan level, the problem of the UGSS in China is that the green spaces quantity was over emphasized but the rationality of their layouts is neglected.. Meanwhile, the requirement of the spatial structures and the green spaces layouts to balance between the urban development and the natural ecological environments is often ignored. With regard to the layouts in the UGSS planning practices, the existing problems are the compromising to the existing land-uses, the ＇filling in＇ approach to plan green spaces and an over-emphasis on the layout patterns.

Exploration and Innovation of Regional Urban System Planning: A Review and Analysis on the Urban System Plan of Jiangsu Province

Through the analysis on the main problems existing in the urban development of Jiangsu Province, this paper points out the limitations of traditional urban system planning. It also introduces the exploration and innovation in the compilation of the Urban System Plan of Jiangsu Province, and puts forward the specific countermeasures.

EVOLUTION OF URBAN SYSTEM IN NEW ECONOMIC CIRCUMSTANCES AND PLANNING COUNTERMEASURES

Urban system is the spatial reflection of the inner-deep social economic movement. New economic circumstances not only make the evolution of urban system present one brand-new landscape, but also put forward a new subject for planning of urban system. This article analyzes the properties of the traditional economic process and its essential effect on urban system; it makes a complete survey on the properties of new economic circumstances and its effect on re-forming of urban system; the complicated influential process and result are concluded into the aspects, such as new growth motive force, new economic organization, new location factor and new spatial phenomenon, and its inner effect mechanism is shown as well. In this article, the change process of urban system space is explained in four aspects: (1) dissimulation in the process of spatial agglomeration and diffusion; (2) change of “center-periphery ”effect; (3) acceleration growth of axial regions; (4) re-forming of the world and regional urban system. Based on the above theoretical analysis and the properties ＆requests of new economic circumstances, this article finally puts forward four philosophies emphasized by urban system planning, and forms the new frame for drawing-up of urban system planning.

New Development of Urban-Rural Spatial Planning in China: A Case Study on Provincial Urban System Planning

From a governmental perspective, after a thorough analysis on provincial urban system planning, this paper summarizes the new cognitions and consensuses of provincial urban system planning guided by the Scientific View of Development. It points out that there have been explicit definitions in related laws and regulations on the responsible main body, the review and approval procedure, and the planning content. The paper generalizes three "musts" in planning content, three "musts" in planning administration by superior government, and three "controls" by the government at provincial level.

Ecological Planning and Design of Urban Green Space System of Sanya City

The construction of International Tourism Island has accelerated the development of Sanya City. The population aggregation and the external extension of urban area have brought a lot of negative effects, such as discontinuities of green space matrix, dysfunction of green wedge permeation, deficiency of eco-corridor, structural imbalance of green space system and so on. The overall layout of Green space system known as "One Belt & Three Bays, One Core & Six Towns, Two Axes & Three Wedges, Two Net Synchronous-construction" strengthens the eco-connection among different groups and green space in central area of the city, and realizes the collaborative construction of both resource corridor and landscape corridor. The eco-layout of green core, green corridor and green patch helps keep the integrity of large vegetation patches, enhances the eco-connection of different types of green space and improves finger-shaped network of urban green space. The most efficient way to promote the circulation of urban ecosystem and the positive development of Sanya City is to plan multilevel and three-dimensional eco-space structure and maximize ecological benefits of green space system.

Experience of the UK in Urban and Rural Planning System and Rural Planning Management and Recommendations for China

Based on the field survey,training and related literature review of urban and rural planning system and rural planning management and protection in the UK,this paper summarized the development history,basic experience and main characteristics of the UK's urban and rural planning system and rural planning management.It is intended to analyze its reference significance to China's current efforts to strengthen agricultural and rural planning management,promote urban and rural development,and promote the construction of new urbanization.It was found that the establishment of the UK's urban and rural planning system can be contributed to the problem of "urban diseases" arising from the process of urbanization development.Its development has undergone many revisions and adjustments,and has now formed a two-level planning structure,namely "regional spatial strategies" and "local development framework";the UK's urban and rural planning system stresses the planning management and protection of rural areas and small towns,and has formed a series of important rules and systems.In the process of urbanization development,the UK has completely preserved the historical buildings,local culture and landscape environment of traditional villages,which is worthy of our learning.With reference to the experience of the UK,in the process of coordinating urban and rural development and promoting new urbanization construction,it is recommended to give full play to the guiding role of planning and the participation of the public,attach great importance to the protection and planning management of agriculture and rural areas,and also emphasize the re-innovation based on China's national conditions.

Nonlinear Characteristics of Systems and Its Application in Urban Planning DSS

This paper is devoted to analyzing nonlinear characteristics of complex systems. Since traditional linear system methods need to be improved, a nonlinear computational mathematics methods should be introduced to system engineering researches. Due to the lack of complete nonlinear theory, we suggest human intelligence be combined with calculating capacity of computer.Thereafter, a tentative ideal on an urban planning DSS with man-computer integration is proposed.

Research on Impact of Urban System Hierarchy Restructuring upon Spatial Planning

Economy is a major force in determining the hierarchy of urban system. As regional economy globalizes, urban systems in many countries are making their transition from the scale-based hierarchy to the networked system, while that in China still maintains an administrative stratification. The paper discussed the triumph of Baigou Town in the East Baoding Sub-center Campaign. It significantly shattered the administrative hierarchy of the urban system in China, which owes largely to the new type of economical development, i.e. government-led fixed assets investment and real estate development, as demonstrated in the urban expansion. Under the pattern of "territory" logic, spatial planning not only lost efficacy, but also stimulated bottom-up over development in local areas. The paper recommended foreign action- and collaboration-oriented urban planning theories, and that the absolute top-down spatial blueprint planning must be abandoned, and a harmonious synergy of planning roles, work content and methodology be facilitated.

Planning,Protection and Construction of Ancient Villages in Jiangxi under the Background of New Urbanization: Taking the Water Management System of Mingkou Village in Leping City,Jiangxi Province as an Example

Urbanization is an inevitable trend of economic development. It is an important indicator that reflects the industrialization and modernization of a country. In the long-term urbanization process in China, due to the excessive emphasis on the status of the city and one-sided emphasis on urban development, a serious of urban diseases such as population congestion and environmental damage have been caused. Meanwhile, neglected rural areas have exposed social problems such as aging and hollowing out, making the urban-rural dual structure more prominent. Currently, China s economic and social development has reached a new stage, and the realization of urban-rural integration is a major measure to comprehensively develop the national economy and social undertakings. Vigorously developing the rural areas and revitalizing the countryside has become a national policy. Traditional ancient villages are treasures in the vast rural areas. They should be more protected and developed to eliminate the urban-rural gap, thereby passing down and carrying forward the essence of traditional culture and enhancing China s national confidence and cultural confidence. Focusing on the protection and planning of ancient villages, combined with the current policy background of new urbanization, based on field research on Mingkou Village, Leping City, Jiangxi Province, protective development strategies are put forward for ancient villages and their water management from the perspective of water management in ancient villages to arouse people s attention to the protection of ancient villages.

Planning of Waste Management Systems in Urban Area Using Multi-Criteria Analysis

Planning of waste management system in urban area should take into consideration many legal, technological, financial, economic, technical, ecological, social and spatial aspects. The aim of the paper is to propose the method, which can be helpful in planning procedure of waste management system in European cities or regions, which comprise with following steps: identification of produced volume and municipal solid waste characteristics in the region for providing grounds to design a technological system, identification of other financial, economic, legal, social aspects for creation of waste management scenarios, definition of the criteria allowing evaluate designed waste management scenarios based on plan requirements, make an the multi-criteria analysis for choosing the best scenario in the region. Such analyses were conducted to evaluate the proposed different waste management systems in city of Cracow in 2000, 2004 and 2007. This comparison of theses systems shows that evaluating criteria were tightened as a result of toughening regulations of both Polish and the EU laws.

This approach serves as a model for other urban areas facing similar challenges, highlighting the indispensable role of GIS in disaster preparedness and response. Overall, the study underscores the transformative potential of GIS in enhancing urban resilience, making it a crucial tool in the fight against natural disasters like floods.

The Formulation of Water System Planning of Jingdezhen Under Diversified Needs

Based on the diversified needs of urban water system development, this paper explores the preparation of the urban water system planning of Jingdezhen, strengthens the protection of water system and environmental quality, and explores urban cultural connotation, in order to build a unique urban water environment.

Study on the Layout of Urban Planning in Rapid Urbanization Areas under the Background of Air Pollution

China＇s urbanization has been over the medium-term process,which has made great achievements,but also triggered a huge problem of air pollution. Air pollution has become a big problem after the water pollution in China,and a serious threat to people＇s life and health. Under the background of ＂ the construction of beautiful China＂ and rapid urbanization,how to build a beautiful home has become the focus of attention. Taking Shenyang as an example,the author contrastively analyses the spatial distribution of the main air pollutants（ PM10,PM2. 5,and SO2） and the present situation of land use,and thus finds out the rules between pollutants distribution and land use. Then combining the urban planning scheme and the rules obtained above,reasonable suggestions are proposed for the scheme to improve the air quality,and reduce or avoid air pollution,and providing the basis for the construction of a piece of blue sky. The conclusions are as follows： 1 air pollutants concentration above Light Oil Gas Making Factory in south vice city of Shenyang reaches the peak value,and industrial point source is the main air pollutants emission source; 2 pollutants concentration above greenbelt is the lowest; 3 the overall spatial structure of urban planning can insulate the industrial agglomeration areas to some extent; greenbelt planning covers 40%- 50% of the area with high concentration of air pollutants,and it is suggested to achieve full coverage; traffic planning can achieve shunt most of the pollutants in many regions,but it can also expand the scope of pollutants in some certain regions,in such regions,it should reduce the road density.

CDIO Based Optimization of Urban Planning Personnel Training Courses in Forestry Universities

On the basis of analyzing existing course system of urban planning discipline,this paper came up with a framework for optimization of urban planning personnel training mode and course system,oriented towards training practical engineering personnel and based on CDIO engineering education and teaching platform. Then it made empirical study on setting of the urban planning discipline in Northeast Forestry University. It proposed changing the original "3 + 2" course system,exploring and optimizing the course system,improving teaching effect of urban planning personnel training courses,and raising planning and design ability of students.

面向流域治理与城镇发展统筹的城市水系统规划协同机制探讨 ——广东东莞生态园实证研究

统筹流域治理与城镇发展是系统解决当前城市发展过程中遇到的水资源短缺、水生态破坏、洪涝灾害频发的关键路径。本文在辨析流域治理与城镇发展统筹面临的主要问题及其辩证关系的基础上,以东莞市中部地区的生态园及其所在的寒溪河流域为研究对象,系统探讨了城市水系统规划在流域治理与城镇发展统筹中的协同作用机制。结果表明,以城镇-流域水系统耦合模型为支撑,城市水系统规划及其协同机制可通过空间、设施等要素的协同,实现保障城市及流域防洪排涝安全、保护水环境和节约水资源的目标,促进流域安全与城镇发展的良性互动。

Integration of Location-Allocation and Accessibility Models in GIS to Improve Urban Planning for Health Services in Al-Madinah Al-Munawwarah, Saudi Arabia

In this study, accessibility and location-allocation models have been integrated into GIS to improve spatial planning and environmental sustainability of health services in Al-Madinah Al-Munawwarah. This integration provides a planning framework in order to check the efficiency of the spatial allocation of health services and to generate alternatives either by proposing an active service or to improve an existing one. To achieve these objectives, the accessibility to the service area was analyzed within the analysis of health services networks, which are divided into eight types: public hospitals, specialized hospitals, health units, healthcare centers, infirmaries, clinic complexes, the Red Crescent Center, and ambulance facilities, with time intervals of (5 minutes - 10 minutes - 15 minutes) to access coverage ranges, and the location-allocation model was used based on the maximum coverage model within a response time not exceeding 15 minutes, The results of the study revealed the poor distribution of health services Al-Madinah Al-Munawwarah suffers from weak accessibility to health services coverage areas and is unable to meet the needs of its population at present. The current need for health services reached twenty-four locations, including two public hospitals, three specialized hospitals, two health centers, three ambulance facilities, four infirmaries, three clinic complexes, four health units, and three Red Crescent centers.
