An In-Depth Study of Complex Power System Dynamic Behavior Characteristics for Chinese UHV Power Grid Security

In this paper,a series of major policy decisions used to improve the power grid reliability,reduce the risk and losses of major power outages,and realize the modernization of 21st century power grid are discussed. These decisions were adopted by American government and would also be helpful for the strategic development of Chinese power grid. It is proposed that China should take precaution,carry out security research on the overall dynamic behaviour characteristics of the UHV grid using the complexity theory,and finally provide safeguard for the Chinese UHV grid. It is also pointed out that,due to the lack of matured approaches to controll a cascading failure,the primary duty of a system operator is to work as a "watchdog" for the grid operation security,eliminate the cumulative effect and reduce the risk and losses of major cascading outages with the help of EMS and WAMS.

中国特色社会保障制度论纲

中国特色社会保障制度是打上中国特色社会主义制度烙印并具有中华传统保障基因的新社会保障制度文明。中国式现代化的确定性决定了中国特色社会保障制度的确定性,而遵循现代社会保障制度的基本规律,以共同富裕为追求目标,以初次分配、再分配、三次分配协调配套的基础性制度安排为基本条件,与社会主义公有制和中华传统保障有机融合,构成了这一制度文明的基本要素。经过新中国成立以来的实践探索,中国特色社会保障制度轮廓已经呈现,但制度尚未成熟,亟待厘清目标理念,矫正政策路径偏差,充分发挥中国制度优势,走出与中国式现代化相适应的社会保障制度创新发展之路。

中国学界对国家安全学理论的研究可以追溯到20世纪90年代。2014年总体国家安全观提出以后,国家安全学理论研究有了根本遵循,标志着国家安全学理论研究进入新时代。2024年,在总体国家安全观提出十周年之际,中国学界对国家安全学理论的研究,形成了以总体国家安全观研究为先导、加快国家安全学及其学科理论研究和推进中国本土化国家安全学自主理论体系探究的新格局。总体国家安全观内涵不断丰富和深化,国家安全学研究对象和学科定位日益清晰明确,国家安全学理论本土化进一步彰显,国家安全学理论构建日趋完善,国家安全学一级学科建设稳步推进。虽然国家安全学一级学科建设起步较晚,国家安全学理论研究存在一些短板,但当今世界之变、时代之变和历史之变的步伐逐渐加快,中国面临的安全挑战前所未有,需要国家安全学理论研究有所作为,作出应有的历史贡献。为此,中国学界需要做“深”国家安全学基础理论研究,拓展国家安全学理论研究的厚度和深度;做“专”领域国家安全学理论研究,强化国家安全学理论研究的广度;做“强”工具国家安全学理论研究,凸显国家安全学理论研究的实效性。

近年来,水资源管理工作认真贯彻落实习近平总书记“节水优先、空间均衡、系统治理、两手发力”治水思路,相关工作取得积极进展和成效。在学习研究“节水优先、空间均衡、系统治理、两手发力”治水思路、总结水资源管理工作的基础上,以加快实施水资源刚性约束制度为主线,提出了当前和今后一个时期水资源管理的思路和重点。

社会保障的与时俱进:理念、范式和政策工具

在更高的发展阶段上,面对科技创新和制度创新的新环境,中国社会保障制度面临的挑战和应有的出路可以概括如下。首先,传统的受益人识别机制越来越难以为继,这种识别的必要性也日益降低,要求制度体系转向更加普惠和普世。其次,尽力而为和量力而行原则既体现统一性,也体现动态性,两者并非匀质和静止的关系。在中国所处发展阶段上,政府社会性支出的增长应该速度更快、幅度更大。再次,顺应公共品边界随着人均收入提高而扩展的一般规律,以全体居民全生命周期为对象的基本公共服务供给体系的完善,要求对现有社会保险、社会救助和社会福利服务等各项制度进行整合。最后,在改变理念和范式的前提下,中国式福利国家建设需要通过改革清除制度性障碍。

中国式水治理现代化发展评估及时空特征

水治理是国家治理体系和治理能力现代化建设的重要组成部分,中国式水治理现代化是高质量发展与中国式现代化的重要内容。对中国式水治理现代化进行精准识别和系统评估是推动中国式现代化建设和可持续发展的关键工作。以中国式现代化的内涵特征为指引,结合水治理的行业特色和实际需求,从人口、经济、协调以及生态等4个维度,构建中国式水治理现代化综合评价体系,基于2008-2021年省级面板数据,利用空间分析方法探究中国式水治理现代化发展水平的时空演化特征,并利用灰色关联度模型分析中国式水治理现代化的影响因素。研究结果表明:中国式水治理现代化发展水平总体呈现上升趋势;中国式水治理现代化的区域异质性特征较为显著,呈现出“东部高、中部次之、西部较低”的梯度格局,且区域差距存在扩大趋势;城镇化率、城市用水普及率、城市污水处理率、人均综合用水量、总人口数、生态用水占比等指标与水治理现代化发展水平关联程度最大。建议制定具有差异化、针对性、前瞻性的发展战略和政策,西部地区应进一步增加生态用水投入量,中部区域可以通过优化人均综合用水量的方式提升水治理现代化发展水平。研究丰富了中国式现代化理论体系,也为中国式水治理的发展提供了科学依据。

黄河流域水-能源-粮食关联系统协同安全时空特征及驱动因素

水、能源、粮食是实现黄河流域国家战略的关键要素与有力支撑。在分析水-能源-粮食关联系统协同安全机理的基础上构建协同安全度评价指标体系,基于2000-2019年黄河流域85个地级市面板数据,采用改进的耦合协调度模型测度水-能源-粮食关联系统的协同安全度,利用核密度函数、空间计量模型探讨其时空特征及影响因素。结果表明:①2000-2019年黄河流域水-能源-粮食关联系统综合安全水平总体表现为上升态势,空间上整体呈现从东向西递减的态势;②研究期内黄河流域水-能源-粮食关联系统协同安全度的空间差异变化较明显,空间格局由研究初期“下游>上游>中游”向研究末期“下游>中游>上游”演变;③社会发展水平、教育状况、创新投入水平和投资水平对协同安全度产生正向影响,经济运行水平、贸易水平和环境污染程度则产生负向影响。

中国特色公安情报工作体系研究——基于20年探索的系统思考

[研究目的]通过对公安情报工作20年探索的系统思考,揭示当代公安情报工作的发展全貌和基本规律。[研究方法]运用文献调查和实践调研方法,分析20年我国公安情报工作体系建设的学术研究和实践发展,提炼中国特色,总结公安情报工作体系的基本规律。[研究结论]中国特色集中体现在坚持总体国家安全观、坚持党的绝对领导、坚持以人民为中心、坚持公安改革需求、坚持内外资源深度融合等方面。认为应构建“一体六翼”中国特色公安情报工作体系。“一体”指“情报、指挥、行动”一体化总体牵引的工作机制;“六翼”指情报应用在预防、管控、侦查、法治、服务、保障等公安工作六大综合功能和实战场景。最后,对学科专业建设、国家情报工作、公安实践发展提出相应建议。

关于建立当代中国传统手工纸特性指标的探讨

经过实地调研,发现当代传统手工纸与古代传统手工纸存在许多明显差异。目前,大多数当代传统手工纸缺失纸张特性标识,这使得用户难以辨别不同类型和不同厂家的手工纸特性,也无法准确评判其质量。为了有助用户更好地选择和评估当代手工纸,基于对中国、日本、韩国传统手工纸特性的研究,以及参考国际标准、某些国家标准和行业标准中关于纸张耐老化性的内容,本文提出了一套当代中国传统手工纸特性鉴别指标。该鉴别指标提供了有关藏品用纸耐老化性和造纸工艺用水洁净度的相关建议。鉴于传统手工纸的独特性和多样化用途,对非藏品用途纸张,建议生产单位公开与使用场景相关的物理性能和机械性能信息;对于藏品用途的纸张,则应满足纸张耐老化性的相关指标,并公开造纸工艺用水的洁净度情况。

总体国家安全观视域下高校国家安全教育能力建设研究

Xi Jinping,General Secretary of the Communist Party of China(CPC)Central Committee,has creatively put forward a holistic approach to national security,making a major breakthrough beyond the traditional national security concepts and providing the world with a new one characterized by universality and inclusivity.This thesis uses a holistic approach to national security to analyze the ongoing Russia-Ukraine crisis:its underlying causes,latest developments,tactics deployed,and potential implications.The outbreak of the Russia-Ukraine crisis highlights the antagonism between different national security paths of the US,Russia,and Ukraine.Moreover,the crisis has proven the correctness of the path of national security with Chinese characteristics and the importance of pursuing peaceful development.The process of the Russia-Ukraine crisis has foregrounded the necessity and scientificity of balancing development and security-that is,a higher level of national security provides a guarantee and support for high-quality development,which in turn improves its competence and efficiency.Typified by intertwined traditional and non-traditional security issues,the form of the RussiaUkraine crisis has indicated that,to safeguard national security,China must coordinate a full spectrum of security issues,be prepared for worst-case scenarios,and remain keenly alert to potential dangers.Efforts must be made to strengthen a well-coordinated,interconnected,and multi-pronged approach.The consequences of the Russia-Ukraine crisis shed light on the complexity of the international security environment wheredisorder prevails,and underscore the importance of paying equal attention to our security and that shared by the world.China must continue to encourage all other countries to pursue peaceful development,actively respond to the legitimate security concerns of the international community,and promote a new type of international security framework that features mutually beneficial cooperation under the vision of a community with a shared future for humanity.

China has always placed great importance on the relationship between development and security. Since the founding of the People’s Republic in 1949, China has been modifying its approach to security and development to keep pace with domestic and international changes. It has gone through three periods in terms of its approach to development and security—prioritizing security before the launch of the reform and opening-up policy in 1978, prioritizing development between 1978 and the 18th National Congress of the Communist Party of China(CPC), and gradually enhancing both these two imperatives after the 18th CPC National Congress. However, its capability to preserve national security still needs improvement.
