The Empowerment of Elderly People-in South East Asia： The Social Responsibility of the Young Generation in the Region

This paper puts a focus on the empowerment of the elderly people in modern society. The expected increasing of elder population is a reminder of more social responsibility for the younger generation who has to learn a lot from the experiences of elderly people for the society. While it is acknowledged the importance of addressing the increase of aging population issue in other countries, this paper focuses on selected three countries of Myanmar, Malaysia, and Vietnam as the fact that these three countries are economically rapidly developing, and highly expecting the possible aging population issues. This paper briefly highlights the importance of elderly people by discussing on a brief view on elderly population： a reminder of social responsibility of the young generation, understanding the elderly and their experiences of the life, community organizing for empowering the elderly people, the meaningful participation and elderly empowerment, and the implication for social work practice with the elderly.

Human Resource Management in Operational Level of Generation Y at Northern Region Industrial Estate Lamphun, Thailand

The generation Y is a growing group of young people among the general workforce, having different behaviors and motivators at work. To study effective motivating factors for this group of employees can even show some interesting factors of Y-generation employees＇ value, such as high value of manager flexibility and sharing similar values with the companies they work for. The primary aim of this study is to understand the relationship of Y-generation employee＇s work motivation between operational behaviors and work and organization interests. There are several companies with a number of young employees at Northern Region Industrial Estate Lamphun, Thailand. These companies obviously need to focus on the requirements of Y-generation employees. The study population consisted of Y-generation employees of Northern Region Industrial Estate, Lamphun in which 410 are selected by simple random sampling for the research. The questionnaires were analyzed using LISREL. Two types of data analysis have been performed which are descriptive and Structure Equation Model （SEM）. The research findings indicate that having behavior in the right direction should focus on motivation factors. Motivation to get work and organization interests should focus on hygiene factors. There is a correlation between the operational level of generation Y employees work motivation and their operational behaviors and work and organization interests. The relationship between them clearly is defined in fact finding for determining the human resource management policies.

Safeguarding Farmer Workers' Rights and Interests——An interview with Ye Jingyi, professor of Beijing University Law School

Farmer workers are a new powerful workforce that has sprung up amid China＇s reform and door opening and in the process of the country＇s industrialization and urbanization. They have made great contributions to urban prosperity, rural development and their country＇s modernization. At present, however, farmer workers face numerous difficulties and problems in income, work safety, social security, vocational training, the schooling of their children and living conditions. To safeguard the legitimate rights and interests of farmer workers, the State Council in March 2006 issued Ideas of the State Council on Solving Farmer Workers-related Problems. In the document, the State Council promises to strengthen and improve leadership over work regarding farmer workers and prioritize the solving of farmer workers-related problems.

县域富民产业促进农民共同富裕:作用机理、现实困境与策略选择

实现全体人民共同富裕的难点在农村。县域一头连着乡村,一头连着城镇,发展县域富民产业是促进农民共同富裕的现实选择。县域富民产业是能在长期内显著促进农民收入增长、改善城乡居民收入分配状况的现代化产业集群,其在空间维度、组织维度和价值维度上具有独特的内涵特征。县域富民产业在产业发展端通过凝聚竞争优势提高产业效益;在农民参与端通过带动农民发展生产、实现农民就近就业和共享资产收益,促进农民共同富裕。实践中,发展县域富民产业仍然面临产业集群培育不足、辐射带动效应不强,产业同质化突出、结构不优,产业生产经营主体能力不足,产业联农带农机制不健全等困境。加快培育县域富民产业、有效促进农民共同富裕,应依托特色资源培育特色产业集群、优化产业布局、调整产业结构、提升生产经营主体产业支撑能力、持续完善产业利益联结机制。

习近平总书记关于青年工作的重要思想:生成逻辑、科学内涵及实践要求

基层治理中的“干部干、群众看”

在近年的基层政府公共服务实践中,“干部干、群众看”的现象普遍存在。这一现象的产生主要源于我国“为人民服务”的政府服务理念正在被“为顾客服务”的市场服务理念所替代,从而使原本“官民共治”的基层公共服务模式转换成了市场化服务模式。在我国“为人民服务”的理念中,“人民”从来都不是单一的个体,更不是顾客。“为人民服务”是为大多数人的共同利益服务,而不是为市场上差异化的个体利益服务。因此,以顾客为导向的西方公共管理理论在我国服务型政府构建中未必具有指导的适用性。立足于我国传统和现代的国家与社会关系,从为人民服务、党群关系、干群关系等中国式现代化的实践话语和经验中对服务型政府进行本土化重构是可行之道。

性别比和自身资源对职场人士择偶线索偏好的影响

采用择偶币范式,考察性别比背景和自身资源对职场人士择偶线索偏好的影响。结果发现:(1)当职场人士自身拥有较多资源时,性别比对其择偶线索偏好的影响较小;(2)无论处于何种环境,爱情均为职场人士择偶的必需品,未来收入前景为奢侈品;(3)当职场人士处于性别比劣势环境时,其择偶的必需品还包括真诚善良、忠贞和身体健康。可见,职场人士的择偶线索偏好受内外部因素的共同影响。

论新时代信访工作法治化模式

党的十八大以来,信访工作法治化改革持续推进,其制度成果集中体现于《信访工作条例》。新时代的信访工作法治化,要求每个环节严格依法,做到预防法治化、受理法治化、办理法治化、监督追责法治化、维护秩序法治化。它建立于“在法治轨道上全面建设社会主义现代化国家”“全面推进国家各方面工作法治化”的理论基础之上,显现出鲜明的时代特征,形成了制度化规范化的“信访渠道汇集问题、依法分流处理、兜底解决剩余问题”的信访工作法治化模式。这种模式具有高度的实践回应性,信访渠道聚集问题有其社会心理基础,分流处理问题契合体制运行规律,剩余问题兜底解决有赖综合施策。这种模式不仅回应合法诉求,而且能有效回应政策性、情感性等各种诉求,体现了信访工作的群众工作属性,在法治化的同时保持了社会主义底色。

马克思恩格斯的社会保障思想及其对西方社会保障制度建立的影响

现代社会保障制度最早出现于西欧国家。马克思恩格斯在批判西方资本主义社会时,对劳动者权益、民生福利等社会问题提出了自己的看法并逐渐形成了早期社会保障思想。马克思恩格斯社会保障思想的产生有其特定的经济、政治、社会和文化背景,是在批判吸收欧洲启蒙思想家的人道主义精神、英国古典政治经济学的劳动价值理论和法国空想社会主义的和谐社会思想的基础上形成的。马克思恩格斯的社会保障思想包括对资本主义社会保障的批判和对社会主义社会保障的构想。实现人的自由全面发展是马克思恩格斯社会保障思想的核心和终极目标。整体而言,马克思恩格斯社会保障思想在西方现代社会保障制度的建立过程中发挥了不可忽视的作用,客观上推动了西方现代社会保障制度的建立和发展。

贯彻最有利于学前儿童的原则:立法与实践的双重审视

学前教育高质量发展是实现“幼有优育”的必由之路,而立法则是促进学前教育高质量发展的有力保障。《中华人民共和国学前教育法(草案)》以最有利于学前儿童的原则为根本立场,旨在解决学前教育实践中面临的诸多问题。《草案》强调以公益普惠为基本方向,保障学前儿童的受教育权和参与权;推进科学保教,遵循学前儿童的身心发展规律;规定家园社三方协同育人责任,优化学前儿童的成长环境。尽管《草案》在许多方面具有前瞻性和指导意义,充分体现了对学前儿童权益的高度重视,但在具体实施上,仍需进一步完善相关条款,健全相应的制度保障。
