We advance here a novel methodology for robust intelligent biometric information management with inferences and predictions made using randomness and complexity concepts. Intelligence refers to learning, adap- tation, and functionality, and robustness refers to the ability to handle incomplete and/or corrupt adversarial information, on one side, and image and or device variability, on the other side. The proposed methodology is model-free and non-parametric. It draws support from discriminative methods using likelihood ratios to link at the conceptual level biometrics and forensics. It further links, at the modeling and implementation level, the Bayesian framework, statistical learning theory (SLT) using transduction and semi-supervised lea- rning, and Information Theory (IY) using mutual information. The key concepts supporting the proposed methodology are a) local estimation to facilitate learning and prediction using both labeled and unlabeled data;b) similarity metrics using regularity of patterns, randomness deficiency, and Kolmogorov complexity (similar to MDL) using strangeness/typicality and ranking p-values;and c) the Cover – Hart theorem on the asymptotical performance of k-nearest neighbors approaching the optimal Bayes error. Several topics on biometric inference and prediction related to 1) multi-level and multi-layer data fusion including quality and multi-modal biometrics;2) score normalization and revision theory;3) face selection and tracking;and 4) identity management, are described here using an integrated approach that includes transduction and boosting for ranking and sequential fusion/aggregation, respectively, on one side, and active learning and change/ outlier/intrusion detection realized using information gain and martingale, respectively, on the other side. This paper examines how cybersecurity is developing and how it relates to more conventional information security. Although information security and cyber security are sometimes used synonymously, this study contends that they are not the same. The concept of cyber security is explored, which goes beyond protecting information resources to include a wider variety of assets, including people [1]. Protecting information assets is the main goal of traditional information security, with consideration to the human element and how people fit into the security process. On the other hand, cyber security adds a new level of complexity, as people might unintentionally contribute to or become targets of cyberattacks. This aspect presents moral questions since it is becoming more widely accepted that society has a duty to protect weaker members of society, including children [1]. The study emphasizes how important cyber security is on a larger scale, with many countries creating plans and laws to counteract cyberattacks. Nevertheless, a lot of these sources frequently neglect to define the differences or the relationship between information security and cyber security [1]. The paper focus on differentiating between cybersecurity and information security on a larger scale. The study also highlights other areas of cybersecurity which includes defending people, social norms, and vital infrastructure from threats that arise from online in addition to information and technology protection. It contends that ethical issues and the human factor are becoming more and more important in protecting assets in the digital age, and that cyber security is a paradigm shift in this regard [1]. 展开更多

The development of scientific inquiry and research has yielded numerous benefits in the realm of intelligent traffic control systems, particularly in the realm of automatic license plate recognition for vehicles. The design of license plate recognition algorithms has undergone digitalization through the utilization of neural networks. In contemporary times, there is a growing demand for vehicle surveillance due to the need for efficient vehicle processing and traffic management. The design, development, and implementation of a license plate recognition system hold significant social, economic, and academic importance. The study aims to present contemporary methodologies and empirical findings pertaining to automated license plate recognition. The primary focus of the automatic license plate recognition algorithm was on image extraction, character segmentation, and recognition. The task of character segmentation has been identified as the most challenging function based on my observations. The license plate recognition project that we designed demonstrated the effectiveness of this method across various observed conditions. Particularly in low-light environments, such as during periods of limited illumination or inclement weather characterized by precipitation. The method has been subjected to testing using a sample size of fifty images, resulting in a 100% accuracy rate. The findings of this study demonstrate the project’s ability to effectively determine the optimal outcomes of simulations. 展开更多

The problem has many impacts on social, economical and development aspects of urban areas. Hence the solution to this problem is not straight forward. It requires a lot of effort, expertise, time and cost that sometime are not available. Most of the existing transportation planning software, specially the most advanced ones, requires personnel with lots practical transportation planning experience and with high level of education and training. In this paper we propose a comprehensive framework for an Intelligent Decision Support System (IDSS) for Traffic Congestion Management System that utilizes a state of the art transportation network equilibrium modeling and providing an easy to use GIS-based interaction environment. COVID-19 pandemic restrictions limited all social activities to curtail the spread of the virus.The foremost and most prime sector among those affected were schools,colleges,and universities.The education system of entire nations had shifted to online education during this time.Many shortcomings of Learning Management Systems(LMSs)were detected to support education in an online mode that spawned the research in Artificial Intelligence(AI)based tools that are being developed by the research community to improve the effectiveness of LMSs.This paper presents a detailed survey of the different enhancements to LMSs,which are led by key advances in the area of AI to enhance the real-time and non-real-time user experience.The AI-based enhancements proposed to the LMSs start from the Application layer and Presentation layer in the form of flipped classroom models for the efficient learning environment and appropriately designed UI/UX for efficient utilization of LMS utilities and resources,including AI-based chatbots.Session layer enhancements are also required,such as AI-based online proctoring and user authentication using Biometrics.These extend to the Transport layer to support real-time and rate adaptive encrypted video transmission for user security/privacy and satisfactory working of AI-algorithms.It also needs the support of the Networking layer for IP-based geolocation features,the Virtual Private Network(VPN)feature,and the support of Software-Defined Networks(SDN)for optimum Quality of Service(QoS).Finally,in addition to these,non-real-time user experience is enhanced by other AI-based enhancements such as Plagiarism detection algorithms and Data Analytics. 展开更多

AIM To examine the practice pattern in Kaiser Permanente Southern California(KPSC), i.e., gastroenterology(GI)/surgery referrals and endoscopic ultrasound(EUS), for pancreatic cystic neoplasms(PCNs) after the regionwide dissemination of the PCN management algorithm.METHODS Retrospective review was performed; patients with PCN diagnosis given between April 2012 and April 2015(18 mo before and after the publication of the algorithm) in KPSC(integrated health system with 15 hospitals and 202 medical offices in Southern California) were identified.RESULTS2558(1157 pre-and 1401 post-algorithm) received a new diagnosis of PCN in the study period. There was no difference in the mean cyst size(pre-19.1 mm vs post-18.5 mm, P = 0.119). A smaller percentage of PCNs resulted in EUS after the implementation of the algorithm(pre-45.5% vs post-34.8%, P < 0.001). A smaller proportion of patients were referred for GI(pre-65.2% vs post-53.3%, P < 0.001) and surgery consultations(pre-24.8% vs post-16%, P < 0.001) for PCN after the implementation. There was no significant change in operations for PCNs. Cost of diagnostic care was reduced after the implementation by 24%, 18%, and 36% for EUS, GI, and surgery consultations, respectively, with total cost saving of 24%.CONCLUSION In the current healthcare climate, there is increased need to optimize resource utilization. Dissemination of an algorithm for PCN management in an integrated health system resulted in fewer EUS and GI/surgery referrals, likely by aiding the physicians ordering imaging studies in the decision making for the management of PCNs. This translated to cost saving of 24%, 18%, and 36% for EUS, GI, and surgical consultations, respectively, with total diagnostic cost saving of 24%. 展开更多

Based on approaches deduced from previous research findings and empirical observations from density control experiments, genetic worth effect response models were developed for black spruce (Picea mariana (Mill) BSP.) and jack pine (Pinus banksiana Lamb.) plantations. The models accounted for the increased rate of stand development arising from the planting of genetically-improved stock through temporal adjustments to the species-specific site-based mean dominant height-age functions. The models utilized a relative height growth modifier based on known estimates of genetic gain. The models also incorporated a phenotypic juvenile age-mature age correlation function in order to account for the intrinsic temporal decline in the magnitude of genetic worth effects throughout the rotation. Integrating the functions into algorithmic variants of structural stand density management models produced stand development patterns that were consistent with axioms of even-aged stand dynamics. 展开更多

Also, it is important to know the major types of power failures for the effective operation of the SGS. This paper reviews diverse types of faults that might appear in the SGS and gives a survey about the impact of renewable energy resources (RERs) on the behavior of the system. Moreover, this paper offers different fault detection and localization techniques that can be used for SGSs. Furthermore, a potential fault management case study is proposed in this paper. The SGS model in this paper is investigated using both of the Matlab/Simulink and the Real Time Digital Simulation (RTDS) to compute the fault management study. Simulation results show the fast response to a power failure in the system which improves the stability of the SGS. 展开更多

BACKGROUND Colorectal signet-ring cell carcinoma(CSRCC)is a rare clinical entity which accounts for approximately 1%of all colorectal cancers.Although multiple studies concerning this specific topic have been published in the past decades,the pathogenesis,associated risk factors,and potential implications on treatment are still poorly understood.Besides the low incidence,historically confusing histological criteria have resulted in confusing data.Nevertheless,the rising incidence of CSRCC along with relatively young age at presentation and associated dismal prognosis,highlight the actual interest to synthesize the known literature regarding CSRCC.AIM To provide an updated overview of risk factors,prognosis,and management of CSRCC.METHODS A literature search in the MEDLINE/PubMed database was conducted with the following search terms used:‘Signet ring cell carcinoma’and‘colorectal’.Studies in English language,published after January 1980,were included.Studies included in the qualitative synthesis were evaluated for content concerning epidemiology,risk factors,and clinical,diagnostic,histological,and molecular features,as well as metastatic pattern and therapeutic management.If possible,presented data was extracted in order to present a more detailed overview of the literature.RESULTS In total,67 articles were included for qualitative analysis,of which 54 were eligible for detailed data extraction.CSRCC has a reported incidence between 0.1%-2.4%and frequently presents with advanced disease stage at the time of diagnosis.CSRCC is associated with an impaired overall survival(5-year OS:0%-46%)and a worse stagecorrected outcome compared to mucinous and not otherwise specified adenocarcinoma.The systematic use of exploratory laparoscopy to determine the presence of peritoneal metastases has been advised.Surgery is the mainstay of treatment,although the rates of curative resection in CSRCC(21%-82%)are lower compared to those in other histological types.In case of peritoneal metastasis,cytoreductive surgery with hyperthermic intraperitoneal chemotherapy should only be proposed in selected patients.CONCLUSION CSRCC is a rare clinical entity most often characterized by young age and advanced disease at presentation.As such,diagnostic modalities and therapeutic approach should be tailored accordingly. 展开更多

Factors Influencing the Successful Adoption of Human Resource Information System: The Content of Aqaba Special Economic Zone Authority

This study examines the key factors that have impact on the successful adoption of Human Resource Information System (HRIS) within the Aqaba Special Economic Zone Authority (ASEZA)/Jordan. In order to accomplish the purpose of the study four critical factors are inquired. So, four critical factors are inquired: First, TAM Model (Perceived Ease of Use (PEOU) and Perceived Usefulness (PU)). Second, Information Technology Infrastructure (ITI). Third, Top Management Support (TMS). Finally, Individual Experience with Computer (IEC). The research model was applied to collect data from the questionnaires answered by 45 users of HRIS as a source of primary data, based on a convenience sample the response rate was about 91%. In addition, the results were analyzed by utilizing the Statistical Package for Social Software (SPSS). Furthermore, the findings were analyzed;multiple Regression analysis indicated that all research variables have significant relationship on successful adoption of HRIS. The findings indicated IT infrastructures have a positive and significant effect on the successful adoption of HRIS. But there is no significant of PU, PEOU, TMS, and IEC on the successful adoption of HRIS. Finally, the results indicated that no significant statistical differences of demographic characteristics on HRIS adoption. Depending on the research’s findings;the researchers proposed a set of recommendations for better adoption of HRIS in SEZA. 展开更多

The increasing demand for industrial automation and intelligence has put forward higher requirements for the reliability of industrial wireless communication technology.As an international standard based on 802.11,Wireless networks for Industrial Automation-Factory Automation(WIA-FA)greatly improves the reliability in factory automation scenarios by Time Division Multiple Access(TDMA).However,in ultra-dense WIA-FA networks with mobile users,the basic connection management mechanism is inefficient.Most of the handover and resource management algorithms are all based on frequency division multiplexing,not suitable for the TDMA in the WIA-FA network.Therefore,we propose Load-aware Connection Management(LACM)algorithm to adjust the linkage and balance the load of access devices to avoid blocking and improve the reliability of the system.And then we simulate the algorithm to find the optimal settings of the parameters.After comparing with other existing algorithms,the result of the simulation proves that LACM is more efficient in reliability and maintains high reliability of more than 99.8%even in the ultra-dense moving scenario with 1500 field devices.Besides,this algorithm ensures that only a few signaling exchanges are required to ensure load bal-ancing,which is no more than 5 times,and less than half of the best state-of-the-art algorithm. 展开更多

Traditionally the global management system of an organization is frequently split into a number of individual management systems that are defined and implemented according to specific management systems standards (MSSs) as well as managed independently. The individual implementation of MSSs is an option that leads to several inefficiencies and sub-optimization of the global management system of an organization. As referred by ISO [1] the interested parties’ requirements increase. A more effective and efficient option for an organization is to integrate, into an integrated management system (IMS), the implementation and management of requirements of multiple MSSs. Certain difficulties are associated to the structuring process, implementation, verification, evaluation, improvement and progressive development of an IMS in the organizations. Several scholars have proposed various theoretical approaches regarding the integration of individual management systems (MSs) leading to the conclusion that there is not a common practice for all organizations as they encompass different characteristics. This paper aims to present and justify a designed methodology to be used by organizations to support the integration of various MSs. Among them are highlighted: the Environmental Management System (EMS) according ISO 14001 [2], the Quality Management System (QMS) according ISO 9001 [3], and the Occupational Health and Safety Management System (OH & SMS) according OHSAS 18001 [4]. The methodology was designed in the context of a Portuguese company, on sequence of an organizational diagnosis and a research that was performed through a questionnaire. Context/objectives: The fight against Chronic Non-Communicable Diseases (NCDs) is a long-term undertaking, which requires available, motivated and well-managed human resources (HR). The administrative management of skills on both qualitative and quantitative levels is one of the essential functions of a health system. To better implement policies of fight against High Blood Pressure (HBP) and other chronic diseases, it is important to establish strategies to retain health personnel. This loyalty requires favorable working conditions and consideration of the contribution-reward couple. Good working conditions are likely to reduce the phenomenon of medical nomadism;conversely, poor HR management can contribute to their exodus towards exotic “green pastures”, thus leading to an additional crisis in the Cameroonian health system. The fight against HBP is a complex, multifaceted and multifactorial reality that requires appropriate management model for all types of resources mainly HR. The main objective of this research is to show the impact of poor management of human resources in Cameroon health system on medical nomadism and the ineffectiveness of the fight against High Blood Pressure. Method: A cross-sectional descriptive survey among five hundred (500) health facilities in the center region of Cameroon has been conducted. A stratified probabilistic technique has been used, and the number of health facilities to be surveyed has been determined using the “sample size estimation table” of Depelteau. The physical questionnaires have been printed and then distributed to data collectors. After data collection, the latter were grouped during processing in Excel sheets. The Chi-square test was used for data with a qualitative value and that of Kolmogorov-Sminorf for data with a quantitative value to assess the normality and reliability of data. The Crochach’s Alpha reliability test allowed us to have a summary of the means and variances and then to search for intragroup correlations between variables. Descriptive analysis was possible with the XLSTAT 2016 software. Results: 43.60% of Health Facilities (HF) managers were unqualified. 82.20% of HF managers have staff in a situation of professional insecurity. They are mainly contractual (49.00), decision-making agents (24.40%), casual agents (08.80). The proportion of unstable personnel is average of 22.00% and very unstable, 12.00%. 展开更多

Water and nitrogen footprint assessment of integrated agronomic practice management in a summer maize cropping system

The footprints of water and nitrogen(WF and NF)provide a comprehensive overview of the type and quantity of water consumption and reactive nitrogen(Nr)loss in crop production.In this study,a field experiment over two years(2019 and 2020)compared three integrated agronomic practice management(IAPM)systems:An improved management system(T2),a high-yield production system(T3),and an integrated soil-crop management system(ISCM)using a local smallholder farmer’s practice system(T1)as control,to investigate the responses of WF,Nr losses,water use efficiency(WUE),and nitrogen use efficiency(NUE)to IAPM.The results showed that IAPM optimized water distribution and promoted water use by summer maize.The evapotranspiration over the whole maize growth period of IAPM increased,but yield increased more,leading to a significant increase in WUE.The WUE of the T2,T3,and ISCM treatments was significantly greater than in the T1 treatment,in 2019 and 2020respectively,by 19.8-21.5,31.8-40.6,and 34.4-44.6%.The lowest WF was found in the ISCM treatment,which was 31.0%lower than that of the T1 treatment.In addition,the ISCM treatment optimized soil total nitrogen(TN)distribution and significantly increased TN in the cultivated layer.Excessive nitrogen fertilizer was applied in treatment T3,producing the highest maize yield,and resulting in the highest Nr losses.In contrast,the ISCM treatment used a reduced nitrogen fertilizer rate,sacrificing grain yield partly,which reduced Nr losses and eventually led to a significant increase in nitrogen use efficiency and nitrogen recovery.The Nr level in the ISCM treatment was34.8%lower than in the T1 treatment while NUE was significantly higher than in the T1 treatment by 56.8-63.1%in2019 and 2020,respectively.Considering yield,WUE,NUE,WF,and NF together,ISCM should be used as a more sustainable and clean system for sustainable production of summer maize. 展开更多

A Network Management System (NMS) at the network layer helps implement the integrated management of a network with equipment from multiple vendors, including the network resources and topology, end-to-end network performance, network failures and customer Service Level Agreement (SLA) management. Though the NMS will finally realize pure IPv6 network management, it must be accommodated to the management of relevant IPv4 equipment.
