Without limit of soil water used by plants, soil degradation in the form of soil desiccation is easy to take place in the perennial forestland and grassland with too higher density or productivity. Soil water resources use limit (SWRUL) is the lowest control limit of soil water resources which is used by plants in those regions. It can be defined as soil water storage within the maximum infiltration depth in which all of soil layers belong to dried soil layers. In this paper, after detailed discussion of characteristics of water resources and the relationship between soil water and plant growth in the Loess Plateau, the definition, quantitative method, and practical applications of SWRUL are introduced. Henceforth, we should strengthen the study of SWRUL and have a better understanding of soil water resources. All those are of great importance for designing effective restoration project and sustainable management of soil water resources in water- limited regions in the future.展开更多

Proposals to govern MGR’s in ABNJ include leaving them unregulated, governance under the International Seabed Authority (ISA) or the Convention on Biological Diversity (CBD) or implementing a new international regime. This paper demonstrates that a hybrid solution for MGR governance?under the ISA which is modeled on the CBD and The Nagoya Protocol (Nagoya), provides the most adroit solution to the problem of equal benefit and access to MGR’s for all States. This solution ensures adequate conservation of MGR’s, meanwhile fostering sustainable exploitation and maintaining equality in access, biodiversity and the sharing of financial and technological benefits amongst the internationalcommunity. Further, examining benefit sharing from bioprospecting under the CBD and Nagoya provides a foundation for a benefit-sharing regime in ABNJ under The United Nations Convention on the Law of the Sea (UNCLOS). Examining the CBD, Nagoya and UNCLOS demonstrates how benefits arising from exploitation of MGR’s in the high seas and deep bed should be included as a mandate of the ISA. This methodology is accomplished by focusing on bioprospecting for MGR’s and how the CBD and Nagoya facilitate access to the resource while ensuring that the host State or community benefits from granting access. As the CBD and Nagoya focus on benefit sharing in light of national sovereignty, and UNCLOS regulates in areas beyond national jurisdiction, the ISA is perfectly placed to adopt the principles of the CBD and Nagoya and provide a mechanism to ensure that MGR’s in ABNJ are adequately conserved and the benefits arising from their exploitation equitably shared.展开更多

This is because an optimal resource allocation scheme which attempts to multiplex the available bandwidth in order to maximize Quality of service(QoS), will pose an exponential computational burden at eNodeB. In order to minimize such computational overhead, this work proposes a hybrid offline-online resource allocation strategy which effectively allocates all the available resources among flows such that their QoS requirements are satisfied. The flows are firstly classified into priority buckets based on real-time criticality factors. During the offline phase, the scheduler attempts to maintain the system load within a pre-specified safe threshold value by selecting an appropriate number of buckets. This offline selection procedure makes use of supervisory control theory of discrete event systems to synthesize an offline scheduler. Next, we have devised an online resource allocation strategy which runs on top of the offline policy and attempts to minimize the impact of the inherent variability in wireless networks. Simulation results show that the proposed scheduling framework is able to provide satisfactory QoS to all end users in most practical scenarios.展开更多

In recent times, the Central Asian region has been affected by the shrinkage of the Aral Sea, widespread desertification, soil salinization, biodiversity loss, frequent sand storms, and many other ecological disasters. This paper is a review article based upon the collection, identification and collation of previous studies of environmental changes and regional developments in Central Asia in the past 30 years. Most recent studies have reached a consensus that the temperature rise in Central Asia is occurring faster than the global average. This warming trend will not only result in a higher evaporation in the basin oases, but also to a significant retreat of glaciers in the mountainous areas. Water is the key to sustainable development in the arid and semi-arid regions in Central Asia. The uneven distribution, over consumption, and pollution of water resources in Central Asia have caused severe water supply problems, which have been affecting regional harmony and development for the past 30 years. The widespread and significant land use changes in the 1990 s could be used to improve our understanding of natural variability and human interaction in the region. There has been a positive trend of trans-border cooperation among the Central Asian countries in recent years. International attention has grown and research projects have been initiated to provide water and ecosystem protection in Central Asia. However, the agreements that have been reached might not be able to deliver practical action in time to prevent severe ecological disasters. Water management should be based on hydrographic borders and ministries should be able to make timely decisions without political intervention. Fully integrated management of water resources, land use and industrial development is essential in Central Asia. The ecological crisis should provide sufficient motivation to reach a consensus on unified water management throughout the region.展开更多

It includes resources of continuous-type coalbed methane (CBM), shale gas and tight gas reservoirs, and trap-type coal-bearing gas reservoirs. Huge in resources, it is an important gas source in the natural gas industry. The formation and distribution characteristics of coal-measure gas in San Juan, Surat, West Siberia and Ordos basins are introduced in this paper. By reviewing the progress of exploration and development of coal-measure gas around the world, the coal-measure gas is confirmed as an important strategic option for gas supply. This understanding is mainly manifested in three aspects. First, globally, the Eurasian east-west coal-accumulation belt and North American north-south coal-accumulation belt are two major coal-accumulation areas in the world, and the Late Carboniferous–Permian, Jurassic and end of Late Cretaceous–Neogene are 3 main coal-accumulation periods. Second, continuous-type and trap-type are two main accumulation modes of coal-measure gas;it is proposed that the area with gas generation intensity of greater than 10×10^8 m^3/km^2 is essential for the formation of large coal-measure gas field, and the CBM generated by medium- to high-rank coal is usually enriched in syncline, while CBM generated by low-rank coal is likely to accumulate when the source rock and caprock are in good configuration. Third, it is predicted that coal-measure gas around the world has huge remaining resources, coal-measure gas outside source is concentrated in Central Asia-Russia, the United States, Canada and other countries/regions, while CBM inside source is largely concentrated in 12 countries. The production of coal-measure gas in China is expected to exceed 1000×10^8 m^3 by 2030, including (500–550)×10^8 m^3 conventional coal-measure gas,(400–450)×10^8 m^3 coal-measure tight gas, and (150–200)×10^8 m^3 CBM.展开更多

To prevent wear on cutting cylinder, we determine the optimal cross-flexural vibration of the shaft with respect to time and along the length of the shaft. Model simulated the transverse vibrations with different amounts of drinking and between saw gaskets brought the best option, which has a positive effect on the strength of the shaft. As a result, we have developed two staggered cylinders saw in one of the working chamber gin, which reduces bending vibration, but it increases efficiency.展开更多

In this study, a nonlinear stochastic model is proposed to describe the dynamics of CO2 emission with control inputs: clean technology, reforestation and carbon tax, under stochastic uncertainties. For the efficient resources management, a robust tracking control is designed to force resources tracking a desired reference output. The worst-case effect of stochastic parametric fluctuations, external disturbances and uncertain initial conditions on the tracking performance is considered and minimized from the dynamic game theory perspective. This stochastic game problem, in which one player (stochastic uncertainty) maximizes the tracking error and another player (control input) minimizes the tracking error, could be equivalent to a robust minimax tracking problem. To avoid solving the HJI, a fuzzy model is proposed to approximate the nonlinear CO2 emission model. Then the nonlinear stochastic game problem could be easily solved by fuzzy stochastic game approach via LMI technique.展开更多

The production of coal-measure gas in China is expected to exceed 1000×10^8 m^3 by 2030, including (500–550)×10^8 m^3 conventional coal-measure gas,(400–450)×10^8 m^3 coal-measure tight gas, and (150–200)×10^8 m^3 CBM.
文摘Focusing on the Yangtze River economic zone, the previous geological researches are systematically summarized, resources and environment conditions and major geological problems which are needing to be concerned in land planning and construction are studied. The results show that the resource conditions of cultivated land, shale gas, geotherm, lithium and so on are superior in the Yangtze River economic zone, and the resources and environment conditions are conducive to develop the modern agriculture, clean energy industry and strategic emerging industries.3×1013 m^2 farmlands without heavy metal pollution are concentrated;there are three national level shale gas exploration and development bases with explored reserves of 5.441×1011 m^3;geothermal availability is 2.4×109 t of standard coal each year, equivalent to 19% of the amount of coal in 2014;Asia's largest energy lithium metal ore deposit is found. In some parts of Yangtze River economic zone, there are some major geological problems such as active faults, karst collapse, ground subsidence,landslide-collapse-debris flow, affecting the river-crossing channels,high-speed railway, urban agglomeration and green ecological corridor planning and construction. Those problems should be concerned, and the relevant suggestions and countermeasures are put forward.Meanwhile, the ideas to further support the development of the Yangtze River economic zone are put forward.
文摘In our work we consider prevent wear of the saw tooth saws cylinder and shaft by mathematical analysis of the saw cylinder at different shaft lengths and number of blades. As a result, we have developed two staggered cylinders saw in one of the working chamber gin, which reduces bending vibration, but it increases efficiency.
文摘With the increasingly severe global warming, investments in clean technology, reforestation and political action have been studied to reduce CO2 emission. Then the nonlinear stochastic game problem could be easily solved by fuzzy stochastic game approach via LMI technique.

文摘A joint resource allocation scheme concerned with the sensor subset, power and bandwidth for range-only target tracking in multiple-input multiple-output(MIMO)radar systems is proposed.By selecting an optimal subset of sensors with the predetermined size and implementing the power allocation and bandwidth strategies among them, this algorithm can help achieving a better performance within the same resource constraints.Firstly, the Bayesian Cramer-Rao bound(BCRB)is derived from it.Secondly,a criterion for minimizing the BCRB at the target location among all targets tracking in a certain range is derived.Thirdly, the optimization problem involved with three variable vectors is formulated, which can be simplified by deriving the relationship between the optimal power allocation vector and the bandwidth allocation vector. Then, the simplified optimization problem is solved by the cyclic minimization algorithm incorporated with the sequential parametric convex approximation(SPCA)algorithm. Finally, the validity of the proposed method is demonstrated with simulation results.
文摘The "Three Norths" (Northeastern China, Northern China, and Northwestern China)Shelter forest area is located in the north part of china. The area of this region occupies41% of the total area of China. This region is eager for being managed because of its fragileecological conditions. Therefore, the basic approach to realize the harmonious developmentof ecological and economic benefits is the rational arrangement of farming, forestry and pas-ure land according to the characteristics of land resources of this region.
