Agriculture is the foundation of the national economic development and is the basic production and living of human society.In recent years,the development of Internet technology provides information sharing platform for people,and more and more people begin to pay close attention to the dynamic of agricultural production and related industries,especially the quality and safety of agricultural products,much attention has been paid to safety issues.In view of its importance and closeness to the daily life of the public,it is necessary to pay great attention to the mass public opinions on the quality and safety of agricultural products,find out the crux of the problem through scientific research and judgment,and respond to the public questions in a timely manner.In this way,the value of relevant public opinion information can be utilized to provide an important basis for relevant departments to make correct decisions.

Analysis on the Guarantee for the Quality Safety of Agricultural Products by the Farmer Professional Cooperative

Decentralized production model of small peasant household is main threat for China food safety source. By using the advantage of farmer professional cooperative in controlling the quality of agricultural products,its dilemma at the guarantee aspect of agricultural product quality safety is analyzed,and the guaranteeing measures of farmer professional cooperative for quality safety of agricultural products are proposed,which has an important significance for improving quality safety of agricultural products.

Advantages,Difficulties and Countermeasures of Farmers’ Professional Cooperatives Guaranteeing the Quality and Safety of Agricultural Products

Food safety concerns the health of consumers,while quality and safety of agricultural products are the source of food safety,and it is of great significance to ensure the quality and safety of agricultural products.The decentralized production mode of Chinese farmers is the main threat to the source of food production safety in China.In this paper,the advantages of Chinese farmers'professional cooperatives in controlling quality of agricultural products and difficulties in the quality and safety assurance of agricultural products are analyzed.Finally,the guaranteeing measures of the quality and safety of agricultural products by Chinese farmers'professional cooperatives are proposed.

Analysis of the application and practice of PDCA cycle in management of the naked medicine dispensing——the quality and safety of the drug

Objective:To explore the application of plan–do–check–action(PDCA)cycle in the management of the naked medicine dispensing about the automatic package and to analyze the practice improved in the quality of naked medicine dispensing medicine management.Methods:The PDCA theory was used to analyze the data,to find out the causes of the problem,and to formulate the corresponding countermeasures to intervene.The data of the naked medicine/adverse drug events satisfaction degree of the inpatients in 18 inpatient departments given for the adoption of PDCA cycle in January 2017 were set as the observation group.The number of the naked medicine/adverse drug events satisfaction degree of patients in 18 inpatient departments before adoption of PDCA cycle in December 2016 was set as the control group.The number of the naked medicine/adverse drug events satisfaction degree of patients in 18 inpatient departments before and after adoption of PDCA cycle was observed and analyzed.Results:The number of the naked medicine/adverse drug events after implementing the method of PDCA cycle management rate was significantly lower than before the implementation method of PDCA cycle management,and the difference had statistical significance(P<0.05).The satisfaction degree of the inpatients after implementing the method of PDCA cycle management rate was significantly higher than that before the implementation method of PDCA cycle management,and the difference had statistical significance(P<0.05).Conclusion:Application of PDCA cycle in the management of the naked medicine dispensing about the automatic package can help to reduce the adverse drug events,to improve the safety of drug treatment,and to increase the patients’satisfaction degree.

Review of Food Safety Supervision for the Wholesale Market of Chinese Agricultural Products

With the continuous improvement of living standards, there is an increasingly concerned about food quality and safety issues. Especially in recent years,food safety incidents, breaking out frequently, have become the focus of people＇s attention, putting forward new demands on the regulation of food safety. This paper reviewed the Food Safety Supervision in China from food safety supervision mode,regulatory system defects and circulation supervision system, and also proposed the future research trends of food safety regulations for the wholesale market of Chinese agricultural products.

Design and Implementation of Traceability Management System of Agricultural Products Quality and Safety Based on Domestic Basic Software of China

[Objective] To establish the traceability mechanism of agricultural products safety, and the application of promote domestic based software in the supervision area of agricultural products quality and safety. [Method] Through the analysis on the circulation characteristics of agricultural products, like fruits, vegetables, livestock and poultry, the agricultural products quality safety management and traceability query business component libraries were designed. Based on the run-time-supporting environment provided by domestic based software, traceability management system of agricultural products quality and safety was constructed. [Result] The traceability management system provided the information interaction and comprehensive management platform of agricultural product quality and safety based on domestic based software for the government, enterprises and consumers. [Conclusion] Through the application demonstration, the quality control and information traceability of full circulation of agricultural products was achieved effective and reliably, and the management level of agricultural products quality and safety was improved.

This paper elaborated multidimensional characteristics of quality and safety of agricultural products,introduced current situation of quality and safety supervision of edible agricultural products in China,analyzed existing problems of quality and safety supervision system and corresponding reasons,and finally came up with recommendations for innovation of supervision system for quality and safety of agricultural products.

Application of Mixed Group Decision Making to Safety Evaluation of Agricultural Products

In view of the gravity of issues concerning safety of agricultural products and urgency of resolving these issues,after analyzing the problems existing in safety of agricultural products,this article offers a method for evaluating safety of agricultural products on the basis of mixed group decision making.First of all,it introduces the factors influencing safety evaluation of agricultural products;subsequently,given that the judgment matrices offered by the group of experts contain both reciprocal and complementary judgment matrices in the process of jointly participating in evaluation arising from personal preference,it proposes to assemble expert information in order to obtain indicator weight using the OWA operator;finally,the process of evaluating safety of agricultural products is given.

Construction of the All-region Linkage System for Emergency Management of Agricultural Product Quality and Safety in West China

Research on the Low-carbon-high-value Agriculture Technology in the Comprehensive Improvement of Intra-county Environment Pollution——Taking the Development of Cultivation and Breeding Industry in the Ecological Cyclic Agricultural Garden in Shaoshan Irri

The comprehensive improvement strategy of intra-county environment pollution in the city and countryside was searched.By the research method which combined the microscopic view,the macroscopic view with the dynamic perspective,the seriousness of rural water quality,soil and atmospheric pollution in Xiangxiang,Xiangtan and the surrounding areas in Shaoshan irrigated area was revealed.The control measure which was 'four-dimensional pollution in the city and countryside'—— low-carbon-high-value agriculture and the technology innovation was proposed.The low-carbon-high-value technology innovation industrialization demonstration in three parts which included the pre-production,mid-production and post-production deep-processing of cultivation and breeding industry in the ecological cyclic agricultural garden in Shaoshan irrigated area was the driving force.We tried to propel the low-carbon ecological cultivation and breeding industry which included the paddy rice,grass,tree,medicinal herbs and pig,cow,chick,duck,fish.We wanted to relieve the structural unbalance of previous cultivation and breeding industry,'cheap grain hurting the farmers' and the short-leg problem of social-economic-ecological benefit.The results showed that the low-carbon-high-value agricultural system was a poly-generation technology system which promoted the multi-level and grading utilization,saved the energy,reduced the consumption and cleaned the production based on the ecology.

Monitoring the Heavy Element of Cr in Agricultural Soils Using a Mobile Laser-Induced Breakdown Spectroscopy System with Support Vector Machine

Due to its complicated matrix effects, rapid quantitative analysis of chromium in agricultural soils is difficult without the concentration gradient samples by laser-induced breakdown spectroscopy. To improve the analysis speed and accuracy, two calibration models are built with the support vector machine method： one considering the whole spectra and the other based on the segmental spectra input. Considering the results of the multiple linear regression analysis, three segmental spectra are chosen as the input variables of the support vector regression （SVR） model. Compared with the results of the SVR model with the whole spectra input, the relative standard error of prediction is reduced from 3.18% to 2.61% and the running time is saved due to the decrease in the number of input variables, showing the robustness in rapid soil analysis without the concentration gradient samples.

Risk Communication： Survey on Quality of Safety Data Sheets of Agricultural Substances

Manufacturers of chemicals are responsible for setting up a list of tools, including labels and safety data sheets, in order to provide adequate information about dangerous properties being labels and safety data sheets the main instruments for the immediate advice about dangerous substances and preparations for general public and workers. While correct labelling gives the possibility to general public to recognise the risks arising from handling and use of dangerous chemicals, safety data sheets are provided for professionals in order to allow safe handling and storage of dangerous chemicals in work places. Information contained in safety data sheets are also designed to suggest safety measures to be taken for the protection of workers as well as precaution measures and adequate actions to be taken in the case of accident. This project has critically revised the information contained in a list of safety data sheets of active ingredients provided for plant protection products, in order to assess the quality and the consistency of the data contained. Reported data have been then compared to published data. Considerable deficiencies/mistakes/inconsistencies have been found in the data reported along the safety data sheets of the examined substances, showing an urgent need of improving the enforcement related to a systematic recognition in this field as well as training of people involved in compilation of safety data sheets by producer side.

Countermeasures of Reclaimed Municipal Wastewater for Safety of Agricultural Use in China

China is facing a severe water resource crisis, and the shortage of water for agricultural consumption is a prominent problem. Irrigation with reclaimed municipal wastewater that can reach the agricultural recycling standards is an important way to deal with water shortage in agricultural production. Owing to the complex sources of municipal wastewater, there are multifarious pollutants in municipal wastewater. Improper use of wastewater can cause potential risks to agoenvironment, agricultural products safety, and human health. This article deals with the current situation and the development prospects of reclaimed wastewater for agricultural use in China and abroad; the potential risks to human health and environmental pollution from the reclaimed municipal wastewater for agricultural reuse are also discussed. And some countermeasures and advices of reclaimed municipal wastewater for safety of agricultural reuse are provided.

Analysis of Supply Chain Model of Agricultural Products and Quality Safety——A Case Study of Heilongjiang Province

This paper analyses the supply chain models of four types of agricultural products,namely fruits and vegetables,poultry,aquatic products and dairy,and the food safety problems arising from the links of supply chain.In view of different models,corresponding suggestions are put forward to ensure the quality safety of agricultural products in Heilongjiang Province.

农业产业结构调整中土地利用结构及其与粮食产量关系分析——以河北省曲周为例

本文在区域农业产业结构调整中土地利用选择的宏观和微观理论分析的基础上,以河北省曲周县为例,从横向和纵向对比分析了县域土地利用结构的多样性和均衡度,并具体以耕地资源的内部微观调整对县域粮食产量所产生的影响为例。结果表明:①农户和政府均为农业产业结构调整的主体,农户微观土地利用选择行为构成区域农业产业结构调整的源动力;②政府的宏观引导和农户的微观选择之间相互作用的结果反映了县域农业产业结构调整的结果;二者的性质决定了各自的行为;③耕地内部作物面积构成变化是农户微观土地利用选择的结果;比较利益的存在是耕地内部流转的主要原因,并对粮食产量变化产生一定的影响。最后提出了曲周县农业产业结构调整及粮食生产安全的政策建议。

This paper analyzes the behavior performance of production subject, circulation subject, consumption subject, supervision subject on agricultural products' quality safety, and puts forward the following countermeasures to improve the quality safety of agricultural products according to their behavior performance: to regulate the production of agricultural products, to strengthen the management and control agricultural inputs, to improve the safety supervision system of agricultural products, to accelerate the development of new circulation subject, to actively cultivate and develop new types agricultural business, to accelerate the process of agricultural scale management, to establish the multiple supervision subject, and to make up the regulatory loopholes.
